Its Official Ballot Positions for April Election

Peru
The city of Peru had a drawing for ballot positions this morning. The list of names shows them in the order they will appear on the ballot.
Mayor — Michael K. Hart, incumbent Scott J. Harl, James J. Giordano and former mayor Don Baker. Harl was elected in 2009.
Treasurer — Gary Hylla, appointed in 2009, filed for re-election.
City clerk — Dave Bartley, elected in 2009, filed for re-election.
Ward 1 — Alderman Tony Ferrari, elected in 2001, faces challenger Becky Mueller.
Ward 2 — Alderman Sherry Mayszak, appointed in 2011, faces challenger Megan Keeney and Alderman Mike Radtke, elected in 2011.
Ward 3 — Mike Sapienza is challenging Alderman Bob Ankiewicz, elected in 1999.

Winter Recreation Area, Is This Our Best?

It is very sad to see where Peru has chosen to put our ice skating rink for residents and particularly children. This desolate scene adjacent to the cemetery and the doggy park is where the city believes you should take your children to ice skate this winter. Lonely and desolate are appropriate descriptive terms I would use. Evidently any old place is good for those who enjoy winter sports.

Peru has been unable to find a good venue for many years. When my kids were young, a rink was prepared near Washington Park south of the school in the location of the current play equipment. The area was flooded and some sort of lean to was set up for children to warm and not sure but there might have been an adult present. I do remember my younger ones going there.

Sometime either before or after that I was told that it was at McKinley Park on a concrete slab. I also remember an attempt to use the slue water south of the bridge.

Somehow I don't consider the new location to be a step forward for a progressive city. When I stop to think back about this past summer and how the city bent over backwards to satisfy a few adult pickleball players and then I look at this picture and I can only say "how sad". It might have made more sense to install enough concrete on the 28th Street Park to put up a rink for skating. Easy access for most kids and quite safe because of the many homes in the area. If they were able to skate at McKinley why not here.

Of course the best place existed at the location where the current ambulance building sits. Put together by the Westclox Company, it was fenced in, lighted, with a heated shelter and music and maintained by Westclox.  But society has prevented anything like that happening ever again.

Back to the present, I simply believe we can do better.

If you are wondering what the city truck is doing in the middle of the rink, it is an attempt to keep the liner from bubbling up because of the strong winds in the area.

There Will Be a 4 Way Mayoral Race in Peru in April



Thursday James J. Giordano filed his petition for mayor and former Mayor Baker did the same on Friday, said city clerk Dave Bartley .

Mayor Scott Harl and newcomer Michael Hart previously filed to run.

The last day to file for local municipal elections is Wednesday, Dec. 26.

Giordano’s name will appear third on the ballot on April 9, and Baker’s will appear fourth. The top position on the ballot will be determined next week.

Beginning of the Election Cycle in Peru

This morning at 8 AM, candidates could come to city hall, petitions in hand to announce their official  candidacy. Those that did not come today have until December 26 to submit petitions.

Mayor Scott Harl and Mike Hart brought their petitions in at 8AM for the office of Mayor of Peru.

This morning Tony Ferrari came in at 8 AM and later Becky Mueller came in with a petition for First Ward alderman. They will both be automatically elected unless someone else should come in out of the blue by 12/26.

Second Ward brought current alderman Sherry Mayszak, Mike Radtke  and Megan Keeney in at 8 AM

Third Ward, Mike Sapienza came with his petition at 8 AM. Ald. Ankiewicz came in later.

Fourth Ward, Ald. Jim Lukosus and Steve Weberski brought their petitions in at 8 AM.

For the 1st, 2nd, and 4 th ward and mayoral contests there will be  a lotto drawing to determine placement on the ballot.

In a conversation with a friend this morning, I thought wouldn't it have been interesting to have former Mayor Baker on the ballot running for alderman in the First Ward. With his experience, I believe he would have been a shoo in and it would have been interesting how the members would have aligned themselves no matter who was mayor.

After more than 10 years of letters and litigation, the city is buying the Kings Inn it to demolish the building.

City Attorney Doug Schweickert explained the city’s long history with the property Wednesday night before the city council agreed to buy the property He showed them a letter written to a former owner from October 3, 2001. In it the city’s former Building and Zoner Officer Wayne Kasza complained about various building violations.

The building would eventually go through a couple owners but none Schweickert considered to be “responsible parties.”



The city will pay the tax scavenger SiteSale $27,717.89 for its tax certificate and pay the La Salle County Clerk nearly $9,730.85 for the 2011 real estate taxes.

Chamlin has been asked to draw up plans for demolition. How much that will cost is unknown. Most of the asbestos has been removed.
Mayor Harl says they’ll be paying for the building and demolition using hotel-motel tax money.

Recreation Board Mtg Cancel for 12/11

The scheduled Recreation Board mtg for tomorrow has been cancelled due to the fact that they failed to post an agenda 48 hours ahead of the meeting date. This was the meeting that they were to announce the company who gave us the most bang for the buck, meaning the July 3 fireworks. The bids were in last month as required but the Board has a problem interpreting them and delayed the announcement until December. Looks like it will be at least January unless they get snowed out.

The Public Property Committee  said this summer that if this Board did not handle this by September or October, they would revisit who should be handling this decision. Comments previously were made by this Board that they didn't understand why we had to get this done so early, when March was working just fine for years. This seems to be more of the "this is the way we have always done it".

And might I add right or wrong that is the way this Recreation Board seems to function.

Senator Holmes is from Plainfield and is part of a committee looking into the functioning of townships, I see where this commission  is to submit their report by 12/31/12. In the report townships included in local governments or governing bodies.

The city of Peru is not new to the field of demolition of old structures and we have never heard of a problem with lead based paint or LBP for short.  For example we are currently in the process of demolition of the old power plant on Water Street, and the Westclox debris sits in the elements and the Peru Pool and yet the only time I have heard mention of paint is the pool, yet all those buildings plus one taken down on 7th and Buffalo were old and I have no doubt that everyone of them had LBP in their structure or debris. Why is the pool singled out for concern for LBP? What don't I know? What do I need to know?

L-P Board Looking At Raising Property Taxes

It’s not exactly a fiscal cliff but the L-P High School part of property tax bills is headed up.

The L-P School Board Wednesday night passed a tentative tax levy where the rate per 100 dollars assessed valuation goes up from $1.84 to $1.89. Despite the proposed increase, Superintendent Steve Wrobleski says L-P has the fourth lowest tax rate out of 26 school districts in La Salle County.

The school district wants to collect over $8.3 million in property taxes next year, nearly 400 thousand dollars more than they got in property taxes this year.

Issue With Damaged Property in Peru

I just watched the video of last weeks meeting and the discussion regarding the rental property that was damaged by fire last year. This building from my understanding of the property has been a multi unit rental for many years but sometime along the way it became non conforming and it sounds like this type of unit is not longer allowed in the city of Peru.
Most of the discussion seems to center around the current value of the residence and the amount of damage that was done. We do have a building and zoning inspector who was not a part of the discussion, as most of the conversation was between the atty and the alderman. Watching a couple of the other aldermen who seemed a bit peeved that this discussion was taking place, I wondered what was wrong with having an open and honest discussion so other residents would understand the situation and not only the alderman which is what would have happened if most had had their way.
It wasn't mentioned but I wonder if the home owner was in favor of this manner of solving this issue or was it the city alone who wished to send this into the legal system which will be a mostly costly proposition.
Sadly I remember when we had a building, zoning inspector who could have handled this situation.

The city of Peru proposes a property tax rate hike and increased levy to cover lowered property values and increased pension payments, including paying into Illinois Municipal Retirement Fund.

Every governmental body authorized to hold closed meetings must review the Minutes of those meetings periodically, but no less than semi-annually, and the review may take place in closed session to determine whether there is still a need for confidentiality as to all or part of those Minutes. If there is no need for such confidentiality, then it must be reported in an open session that the Minutes or portions thereof no longer require confidential treatment and are available for public inspection. This is usually done by a motion or resolution, which specifically lists the Minutes that are being released. In some governments, the resolution also lists the Minutes which are still being retained.

To date, we have little precedential authority as to whether governments have reasonably exercised their rights to continue to hold Minutes confidential for an extended period of time. Governments must remember that the general policy stated in the first section of the Open Meetings Act, is that it is the intention of the Act to protect the citizens' right to know and that exceptions to the Open Meetings Act requirements are to be strictly construed against closed meetings. On the other hand, a government should be able to keep confidential the contents of closed meeting minutes which, if released, would clearly endanger the public interest, invade personal privacy, or the guaranteed rights of individuals.

April Election - Does Peru Need or Want an Alderman at Large

According to the News Tribune current Alderman Michael Radtke has chosen to run against the current alderman Sherry Mayszak and other hopefuls Megan Keeney and Samantha Nelson. The paper also states that if Radtke loses in the April election, he will then become Alderman at large. It was explained to a friend (by the city clerk) that it was no different than an alderman running for mayor and losing and still retaining his seat on the council as an alderman.
I look at it a little differently. Is it necessary for Radtke to run against the others and lose in order to get the Alderman at Large position or would it be his either way?
If it is not necessary, he loses nothing but just crowds the current number of people who are running for that position and win or lose he stays as alderman. If he loses and becomes at large, it is just another expense the city has added, an additional expense compared to the alderman who runs for mayor and loses and there is not additional cost to the city as he just stays in the Aldermanic position. We don't add him as an extra because he already has a position.
There is another issue that has not been raised that I am aware of and that is the position of Treasurer. When Hylla took that position it was at a very minimum salary of something like $6000 per year but recently he received an increase in salary and an additional title beside Treasurer as Treasurer Comptroller (I think) at $24,000. Does this mean that everybody who runs for the Treasurer position runs and gets the salary of $6000 or the salary that current Treasurer is receiving? or do they run as Treasurer Comptroller with specific financial background requirements?

Peru City Council Meeting November 14, 2012

I will be posting video of part of this city council meeting that you will not want to miss. It will truly be a testimonial to the attributes possessed by some of our alderman and mayor and give you more than enough reason to vote them out of office in April.
Again Alderman Mayszak and Alderman Perez showed us their excellent character and ability to work for the citizens to the best of their ability.

A side note is that Alderman Radtke has decided to run against Alderman Mayszak for the second ward seat. I am pretty sure she is a fly in the business of some of the aldermen and mayor. If he loses he will not get the alderman at large position, I am told.

The vote on keeping pickleball at 28 th street park was 6-2 and you don't even need names. The city of Peru in effect tonight voted to spend much more money because the lawsuit will now begin and pickleball will become a very expensive game.

I think this might be better than No Trespassing, seems to fit the decisions Peru has made about this park.

As you can see this is no longer a city park for the taxpaying residents of Peru, it has been given to the pickleball ambassador and his group and the city will now maintain the property and keep other residents from using it for its original purpose of tennis. Large boards have been attached to the bolts and just to make sure no one tries to use it for tennis now, the net has been removed and the gate bolted and locked to prevent any trespassing taxpayers from using it. Now will someone please draw me a picture of the neighborhood  residents looking through the locked fence at what used to be a part of their park winter, spring, summer and fall. Everyone always says parks are for children but that does not appear to be the case in the city of Peru, the Leader of the Valley. :(

Have You Ever Wondered How the Fireworks are Chosen?

We have been told and again and again that the fireworks for the July 3 city program should be handled by the Recreation Board because they have been doing it for so long and doing it well. This year and last year the new aldermen Perez and Mayszak starting giving it a little scrutiny and decided to set some new rules over the objections of several aldermen, particularly Ald. Ankiewicz. With persistence they were able to demand that the fireworks go out for bids and that the bids be done by September or October and that this year would be the first time. This only makes sense because the pyro companies fill up their calendars rather quickly by fall and then proceed to make plans for the scheduled cities summer fireworks.

It seems that there was some poor communication in October and the Recreation Board decided to wait until November to open the bids. Tonight was the night and there were bids from 3 companies and one had a representative present. They asked if he wished to speak and he acknowledged that he did and would like to speak after the bids were open and the board refused that and he was required to speak early in the meeting.

Now keep in mind that the board has been hiring the pyrotechnics for years and it was usually the same company. The bids were opened and they appeared not to understand or be able to determine what was being offered by the company we usually use. After some mumbling and stumbling, they decided that they would not tell us the company who was the successful bidder because evidently they were unable to figure it out is my only guess. I'm sorry but I smell something in all this. Why should they be confused by the bids which were evidently to be chosen by shell count? Not sure if they actually took a vote to table the bids or not but it was put off for another month.
Alderman Ankiewicz seemed to be sitting on the edge of his seat all evening and while Ald. Mayszak asked for and received a copy of all the bids, Ald. Ankiewicz said he didn't need copies as he trusted the Rec. Board. I'm sure I need tell you no more, it appears that there is more than seen by the naked eye.

If the agenda printed on the Peru Web site is correct, there will be a closed session during the first minutes of the city council meeting Wednesday November 14.. Usually the council meets at 7:30 PM and there is no announcement that this will be any different. How long will the closed session be?

Will this discourage people from attending the usual meeting because they will have to wait until that meeting which is closed to the public is over for the council meeting to begin.

How You Become an Alderman at large

The decision to make an alderman at large of Alderman Radtke after the redistricting is explained in information that came through the Office of the Attorney General through Frank Mautino.our state representative. I have foia'd a copy and it does not seem to me to be a cut and dry answer to the problem.
"after redistricting, the number of aldermen serving in a municipality may temporarily exceed the number generally authorized by statute based upon its population. Because a temporary increase in the number of aldermen following redistricting is expressly authorized by statute, it doe not constitute an impermissible change in a municipality's form of government."

Several options are rejected.

You may read the entire article by Craig Sterrett at the N.T. web site. Peru has occasionally discussed volunteer efforts for the city but it never gets off the ground. The city of Ottawa has successfully used volunteers and now Princeton is thinking about using volunteers in the beautification of the city in coordination with the H.S.

The city of Peru continues running around in a circle about many of the projects that they have undertaken.
The Public Property Committee chaired by Ald. Ankiewicz was more of the same and his continued controversial statements. First he states that he does not want to take the problem of pickleball noise to Sunset Park and then he reverses himself and states "if there is a problem" because only a few number of people have voiced complaints. Evidently he has a horse in this race and I believe he should remove himself from the issue.

When brought up to the council meeting, Ald. Radtke tries to make light of the matter stating those residents had the opportunity to  clarify the issue previously back in May. Doesn't  he know that the residents live in the ward he represents and he should be part of the solution, not part of the problem.

How long have we been preparing the closed swimming pool for demolition? The asbestos was removed, the  equipment was sold.  Now all we needed was someone to haul away the debris and out of the blue, we now find out that Chamlin Engineering are the parties going out bids on the lead paint possibility? Why did we give this to the engineering firm instead of seeking bids on our own?

It is no wonder this city accomplishes nothing, even the video recording of the meetings is not of good quality.
On the bright side there are some very bright, intelligent people running for seats in our Peru government and I am sure you could contact any of them for their positions on anything of concern to you.

If You Wish to Promote the Pickleball Game and Bash Others

For no reason at all, this topic has taken an ugly turn. I always sign my name to my opinions and a few of you have gotten your kicks out of insulting and denigrating me while you choose to keep yourself anonymous. The same goes for Linda and Jill you insult them and then hide behind anonymous.

I will also add Bob and Judy Quick another neighborhood family who has taken hits by rude and ignorant anonymous writers. No one has any respect for those who hide behind anon with insulting comments. Maybe it makes you feel good to hide but I don't like it and those neighbors don't deserve the comments you are making.

If you are so gung ho about protecting this group of pickleball players, you must sign your name or your post will be considered spam and into the round file it will be sent. I don't expect so many of your posts any longer

Posts that are unrelated to pickleball will still be accepted without your name.

The game was illegally put in place and the IL Atty Gen has the records to prove it. It was not on the agenda of the Rec Commission when it was approved back in January. Get to the Peru web site and look it up for yourself before you involve yourself in this fiasco.

Most of the elected officials have acted not only dishonestly but in a manner that is insulting to the residents of this city. If they believe they have no authority then I suggest they don't run for office again and the citizens will easily find others to replace them.

Election Season - Petitions Being Circulated

Very short council meeting tonight with treats (bags of popcorn) provided by our city clerk.
Several petitions were circulated among the audience, prior to the city council meeting, including people running for township offices. Travis Nelson for Twp. Clerk, Art Rigby, Mary Landsiedel, Edward Mitchell and I believe one more, for the trustee positions.
Mike Sapienza from the 3rd Ward is planning on running against Ald. Bob Ankiewicz.

Mike Hart will be running for Mayor against Mayor Scott Harl.

Justen Loger will be running for Alderman in the Fourth against Jim Lukosus.

These gentlemen were all present at the meeting.

I was told that as of now there are 4 petitions out for the 2 Aldermans seat in the First Ward.

Candidate Bob Vickrey has misleading advertisements; one stating “It’s about the millions owed to you” … uncollected fines do not go back to the taxpayers. They’re allocated into specific funds and the largest being the general fund.
Vickrey claims his office management skills experience is what is needed for this position. His reason for resigning from the Illinois Gaming Board:
“Chicago Tribune” Jan. 7, 2000: “The amount of paperwork that I was reviewing every week was voluminous. It was overwhelming in size.” If paperwork was overwhelming, why would he even consider running for Circuit Clerk? That’s like a carpenter objecting to using a hammer and nails.
Vickrey received rebuke for his actions on the Illinois Gaming Board for dubious dealing with Jack Binon a “casino mogul… of a trait of poor business practices regulatory violations, and financial manipulations.”
Mr. Vickrey, were you not asked by Gov. Ryan to step down?
“Chicago Tribune Nov. 21, 2002: “Ryan’s old-style practice of appointing political pals in places where they just don’t belong … Vickrey had no previous connection to the university and no expertise in higher education.”
WGN Radio Aug. 7, 2009: Gov. Quinn asked for all U of I trustees to submit resignation letters. “The Tribune found that trustees meddled in the applications process nearly 100 times in three years. Some applicants, including trustee’s relatives, were admitted over the objections of admissions staff.”

Public Property Mtg October 22, 2012 Pickleball

Thanks to Alderman Sherry Mayszak for the excellent job you did in presenting your comments to the Public Property Committee. It was very apparent, she did her homework in calling companies for prices about relining courts for pickleball vs tennis. Also for checking out parks for suitability in an impartial manner. Her suggestion to use Sunset next year and Washington Park in 2014 met with immediate resistance.

The players said that the courts at Sunset Park would not work because they were not the right size to build 4 pickleball courts on. I do know that the courts are not used or hardly used for tennis. I am hoping the video will clarify this issue with regard to dimensions. Ald. Ankiewicz objected to Sunset and when asked by Ald. Mayszak why, he was not agreeable to sharing the noisy game with residents in other parts of town. Upon questioning, he made the statement that he wished to see it left at the 28th St Park in spite of the problems with the location. In his words, there were only a few naysayers to that location. He wished to have it at that location next summer, period.

The pickleball players were agreeable to an enlarged or added on court to Washington Park but complaints were made that the tennis courts are used by both LP and St Bede for tennis and unless the additional court is built the players would be interfering with that use.

I think the most memorable comment came from Jim Grabowski after Ald. Perez reminded him that the video he put on the internet showed pickleball being portable and able to be played on streets and parking lots. Grabowski then stood up and said he wished to comment on that and at that point he said "I am offended that you think I should play in a parking lot or street". Make your own judgement on that comment. The words may not be exact but the jist of the comment is accurate.

There is a little delay at the beginning of the video. How do other cities conduct their council meetings, how do they interact with the public and common city problems.
I found the interaction between the Mayor, the council and the audience like a breath of fresh air. Notice no one that came to the podium were asked for their addresses.

October 18th-20th was the 99th Annual Conference in Chicago where public officials throughout Illinois spend three days attending very informational one hour break-out sessions such as: Preparing for Video Gaming, Retail Economic Development, How to Resolve Council Wars and Power-Plays,Law enforcement training (synthetics) Understanding Prevailing Wage, Emergency Preparedness, Pension Reform Update, Effective Communication, Redeveloping Distressed Properties, OMA and FOIA Rules, ETC.
Several sessions take place at the same time, giving each official an opportunity to attend which session would best benefit them.
Attendees from Peru: Mayor Harl, Treasurer Hylla, Chief Bernabei, and Aldermen: Waldorf, Ferrari, Lukosus, Perez, and Radtke.
Few of the most popular sessions were:
Preparing for Video Gaming- Rules and Enforcement with Gaming License Holders; for example: Number of machines an establishment can have on premises- Liquor Pourers can have up to 5 machines, Non Liquor pourers can’t hold a gaming license; Exemption to this rule are Truck Stops which truck stops can have up to 3 machines.
Revenue a Municipality collects is 5% which can be used for anything that the municipality chooses to spend it on. These funds can’t be swept by the state and spent elsewhere; 30% the state collects places 25% into a Capital Improvement Account, then the State Comptroller pays 5% to the local municipality. Each municipality receives those funds each month following the collection. In addition 35% collected goes to Terminal Operator, then 35% to the location. The Gaming Board will be posting by location the amount generated by each establishment.
Qualifications to obtain a Gaming License are stricter than those who hold a liquor license. If an establishment for any reason loses a liquor license, automatically loses the gaming license.

Pension Reform- Police, Fire and IMRF discussions. The difference between the two tier system: The new tier went into effect January 1st. 2011 which brought major changes such as Funding requirements- Quazi IMRF style enforcement for contributions, Actuarial Services area, Investment Return Assumptions, Salary Progression, etc.
Discussions also included Pension sweeteners, along with the State Legislation Constitutional Amendment Referendum on the November Ballot. Everyone voting must research this amendment... This is on the ballot.

Council Wars and Power Plays- Was another favorite of mine. Listening to others asking questions of what takes place amongst their fellow members and meetings, were very interesting.

I do wonder how many of our officials in Peru went to Chicago to attend some of the meetings scheduled for the Illinois Municipal League Convention held each year. I also wonder how much we will hear about what they might have discussed and thought would be good for Peru. Last year about one half of the council went and no one word was said publicly about what took place. Very disappointing to think the city pays for the cost and they do not think it is important to come back to the council with some new ideas of what is working in other cities.

A small camera mounted on the ceiling of the Peru City Council chamber Wednesday night recorded the meeting, a first for the city.
Although several officials Wednesday said the camera was “live,” it only recorded video and sound and would later be posted to the city’s website, City Clerk Dave Bartley said after the meeting.
Bartley said he’s not sure how soon Wednesday’s council meeting would be posted to the city’s site, www.peru.il.us.
Last month the council approved updating the city’s website to allow viewing of city council meeting video recordings. It also approved a $1,545 contract with Connecting Point Computer Centers to record council meetings and to post them.
Other business:
Þ The City Clerk’s office plans to buy software for $10,000 to archive and make a website database available to the public for all city meeting minutes, ordinances, resolutions and other documents, Bartley said.
Þ Sealed bids for a contract to finish demolishing the oldPeruelectric plant onWater Streetare due by 10 a.m. Nov. 9.
Þ There will be a public hearing at 7 p.m. Nov. 5 regarding the city’s National Pollutant Discharge Elimination System permit from the Environmental Protection Agency for operation and maintenance of its combined sewer overflow system.
Þ A police training and gun range will open next spring at the city’s west-end sewage plant. Work began a year ago using drug fine money and city labor, police chief Doug Bernabei said. “Officers are really excited to train on the site,” he said.
Þ The old swimming pool inWashingtonParkshould be demolished before winter, according to public works superintendent Gary Bleck.
Þ The council received a resignation letter from Tom Stuart on the recreation commission. Mayor Scott Harl said he would take letters of interest from citizens for the position through Nov. 19 and would appoint someone by December or January.
Þ Alderman Dave Potthoff of the Accounts and Finance Committee said the city will soon receive actuarial tables on pensions and the committee will share those with the council in the coming weeks. Potthoff referenced state statute that says cities must levy an annual tax “... sufficient to bring the total assets of the pension fund up to 90 percent of the total actuarial liabilities of the pension fund by the end of municipal fiscal year 2040 ....”

Not Political But What is Happening to Our Food Supply



Just ignore if not interested but this was the fastest way for me to get this video out to those who might be interested. It is long probably about an hour, so if this is not  of interest, just go on by. I have always had an interest in Nutrition and a concern about what agribusiness might be doing to our food supply. I recently removed all wheat from my families diet and it has led to a further interest in having good food for them..
Anon ....THE DECEPTION OF PICKLE BALL CONTINUES: According to the April 4th city council minutes listed above alderman A. states and I quote "that the courts will be double striped to accommodate both tennis and pickle ball". According to the April 10th recreation committee minutes president Hartman is quoted as stating "the portable pickle ball nets would then remain up permanently and be welded or fastened with cable to the existing fence." According to the May 16th council minutes, in which Mr. Grabowski is recognized as a recreation commission member, he is quoted as stating "that the nets and supports will not be permanent." In conclusion: Is this how they do it when they want to push their agenda through? How can the average Joe possibly fight this? Do they have to attend each and every meeting?

The meeting was called to order at 6:32 pm by Bryan Hartman, President. Board members in
attendance were, Bryan Hartman, Janice Grabowski, Ray Zborowski, Ron Kelsey, Tom Stuart,
along with Lynda Kasik, Recreation Director. Absent was John Deisbeck.
Guests in attendance were Mayor Scott Harl, Alderman Bob Ankiewicz, Jim Grabowski,
representing the Pickleball Ambassadors, Larry Weide, Matt Lamps and Ron Keeney. The
Recreation Commission was informed by Mayor Harl that Mr. Weide, Mr. Lamps and Mr.
Keeney have all sent applications or letters of interest to him requesting placement on the Peru
Recreation Commission filling the vacancy from the recent resignation of Barbara Pyszka. The
three candidates were present to observe our meeting at the request of Mayor Harl.
Speakers: Bryan introduced Jim Grabowski as a Representative of the newly formed Pickleball
Ambassador’s Club. Jim proceeded to update the Commission and guests of his progress since
he last addressed our Commission on 1/10/12. At that meeting the Commission authorized Mr.
Grabowski to initiate a Pickleball program in Peru and to order supplies necessary to conduct
clinics and leagues. The equipment was ordered on 3/14/12 (invoice here filed). The cost for
the equipment was invoiced at $1224.00. The Peru Recreation Commission issued a check to
PickleballPaddlesPlus.com for $1224.00 on March 28, 2012 (5 Nets $725./ 20 Paddles $359./ 6
dozen Balls $140./ Total $1224.00.) Mr. Grabowski took delivery of the equipment on March
21, 2012 and, following the direction of the Commission, set up the portable Pickleball nets and
experimented with tension, playability and proximity of net play. To fulfill his promise to the
Commission to promote Pickleball, along with donating his time to run the initial clinics, a flyer
was approved and placed on the City’s website. Also, the Recreation phone has an
informational announcement for Pickleball. Jim provided his credentials for
coaching/conducting the Pickleball clinics (here filed). He also announced that the Pickleball
clinics will not begin until the resurfacing project is complete. The Commission was informed by
U.S. Tennis Court Construction Co. that they require 8 straight days of temperatures not dipping
below 50 degrees to apply their resurfacing product. Jim then provided the Commission with
diagrams for placing 4 Pickleball Courts on one tennis court. On Monday, 4/9/12, U.S. Tennis
Court Construction Co was in Peru preparing the courts for resurfacing. They assured our
Commission that there would be no problem placing four Pickleball courts on the tennis court
at 28th Street Park.
Bryan then led a discussion on converting the 28th Street Park tennis court to four Pickleball
courts and striping it accordingly. The portable Pickleball nets would then remain up
permanently and be welded or fastened with cables to the existing fence. This would allow
Citizens to play anytime without having to assemble or store the nets. If the program is not
successful after three years the court could be converted back to a tennis court. After weighing
the pros and cons Ray made a motion to convert the 28th Street Park Tennis Court to four
Pickleball courts, seconded by Ron, motion unanimously approved. Jim Grabowski then
completed his presentation by stating that he spoke to numerous Pickleball Ambassadors from
Illinois, Michigan, and Arizona, who informed him that these Ambassador Groups travel within
their communities setting up Pickleball clinics and leagues. They all feel the success of a
Pickleball program lies in giving free introductory lessons/clinics. They travel with their own
Paddles and Balls for participants to use free of charge. They do all of the organization and
promotion. Jim presented Bryan Hartman with a check for $500 representing the Pickleball
Ambassador’s Club to purchase the 20 new Paddles and 6 dozen new Balls. Jim explained this
would enable his volunteers to run clinics and leagues. He explained it would eliminate the cost
of a storage box, possible theft of the equipment, and confusion over managing and distributing
the equipment. Following discussion a motion was made by Tom Stuart to accept the Pickleball
Ambassador’s Clubs offer to purchase the new paddles and balls for $500, funds to be
deposited into the Recreation Fund Account. Motion was seconded by Ray and unanimously
approved.

When Has a City Committee Reached Its Level of Incompetence

I just listened to a recording of the Recreation Committee Meeting and I am finding it unbelievable the arrogance that this committee has reached. They don't have to answer questions, they don't have to be responsible to residents and they don't have to abide by the OMA and now they don't have to conduct their meetings according to Roberts Rules of Order. A video will soon be posted. As stated in a previous post anyone with a personal or pecuniary interest that is on a committee should recuse themselves. Bryan Hartman's answer to that resident was and I quote "that is your opinion and not the opinion of this Board. Ald. Radtke defended this position and so that makes unaware of proper procedure also.

This is interesting because I believe the Cleer family has a Peru address and I do know that they worked for the Harl campaign last time around.
Also interesting is their effort to get money from negligent landlords.  I know Peru does not like to admit we have those problems, but we do and it is not getting any better. Seems our building inspector is short of time and too much work to do.
Should leaf vacuuming be a shared project between the 2 cities since it is a short term problem each year?

Personal Observations of Tonights Recreation Board Meeting

The Peru Recreation Board held their monthly meeting this evening. I had previously posted their agenda and quite a few people decided to attend. The pickleball ambassador gave his speech and told us how successful the program was, he simply read off a prepared paper and took no questions and the President of the Recreation Board said he did not need to answer because he was a guest. Well, fortunately I sat right behind Jim Grabowski, the designated pickleball ambassador for the night. I made a few comments to him and I guess he must have very bad hearing as he did not even turn his head, must be from the whistling sound of that pickleball whizzing by his head all the time. A while later in order to get his attention and ask for a copy of the speech he had just presented, I tapped him on the arm to get his attention and ask him if he had a extra copy. No response, now he is either a programmed robot or an arrogant person who gets special treatment, because he then got up and walked out without saying one word to anyone and several people then said to me, Did I see the smirk on his face? You could not miss it.

Also early on when the discussion on pickleball was taking place, I said I thought that Mrs Janice Grabowski, should recuse herself from the discussion and decisions because she has a vested interest in the topic as her husband is the pickleball ambassador. The board said she did not need to because it did not involve money. It is standard procedure in any meeting situation for someone with an interest, monetarily or otherwise, to recuse themselves as a matter of courtesy. Would you consider this committee to be defiant or not? We mentioned that Ald. Potthoff always recuses himself from votes that might be in conflict with his position on the YMCA as a matter of proper procedure and courtesy during Peru City Council Meetings.

The Recreation Board then made the announcement that the Pickleball Program had been a success this summer and they would continue it for 2 more years.Neighbors protested and President Bryan Hartman said with a smirk, that it was over and done with and he would take no more comments.  In the next breath, he said that it was now in the hands of the Public Property Committee, it would be there decision.

I reminded the board that this is an election year and  all this would make very good topics to discuss.  On the hot seat regarding this will be Ald. Bob Ankiewicz of the third ward, chairman of the Public Property committee who will have an opponent this next election and Ald. Ferrari who is also up for election this coming election in April and he is supposed to be representing all the people in the first but he only takes care of his favorite pickleball players and the neighbors, well the neighbors he is not interested in helping them, not even a tiny bit, so it is beginning to look like there will be at least 2 more running in the first. Ald. Radtke was never interested in representing people in the first ward and have no clue why he thought he would make a good alderman, he had me fooled.

Again this board tried to pull a fast one, by opening the fireworks bids, even though it was not on the agenda. After protests from the audience that it was not legal, they decided to table it until next month.  I will be watching them very closely and once again they proved they do not understand the responsibilities of their positions. By the first of January, they will all have to have taken and passed the test on the open meetings act.  I don't know for sure how many, if any have done this yet.  The results have to be on file at the city clerks office.

A position will be opening up on this board, because Tom Stuart is going to step down.  If you are interested, watch for the announcement and  submit your name.

10/8/2012 9:14:00 AM Open Forum: Peru lacks appropriate memorial to honor those who served


Most Americans, city, state and national respect and honor our veterans. We view it on television and hear it on our local radio stations on occasions such as Memorial Day, Veterans Day, honoring a World War II veteran or paying respect to a serviceman killed while fighting for our country. More than likely we all are related to or know someone who has served in the military. The NewsTribune places a flag close to the name of a veteran who has died in his or her obituary and the veterans groups do a great job saluting our veterans at funerals.
Recently in our local NewsTribune there was an article and two photos of the dedication of the Veterans Memorial in the small town of Troy Grove. The article told of how a person by the name of Shane Bice spent his summer seeking volunteers and donations to help make the memorial a reality, and with much success. Many people gathered for the dedication. What a tremendous job! 147 names of veterans either currently serving or who have served in the past.
I have toured some of our surrounding towns including Oglesby, Spring Valley, Marseilles, Ladd and Ottawa and have admired their memorial walls of names of those veterans who have served as far back as World War I, a star by those who gave their lives. I can’t help but wonder, and it bothers me, why the city of Peru has never created a memorial wall for those from this city who have served in the many wars our citizens have served or given their lives for. I realize in the year 2010 Peru celebrated 175 years with a parade and the dedication of a memorial in Veterans Park depicting the different branches of service.
However in my estimation that is not a memorial wall. Just what would it take to get this done?

It Is Now October and Fireworks is not on the Agenda

"Discussion then turned to the fireworks bidding process. Perez said he has learned in
talking with various pyrotechnic companies that in order to get a bid from a fireworks
company who would have July 3 of the following year available to do a display, the bid
process must be started in late September of the preceding year, not March of the next
year. Lukosus suggested asking Ron Kelsey, who is the member of the Recreation
Commission who handles the fireworks bidding process, to come to a Public Property
meeting so the process could be explained. Ankiewicz said he would tell Mr. Kelsey of
the need to bid in September. It was decided to leave the fireworks bidding process off of
the proposed ordinance, but Mayszak noted that if this process is not followed this year,
this ordinance will be changed again to add that wording."

This is taken from the minutes of the Public Property meeting of July 30, 2012 when there was an animated discussion about whether we should seek the greatest number of pyrotechnic companies to bid  in order to get the best price and fireworks display. It was decided at that meeting to have the bids in by October and opened in October at the Recreation Meeting in October.  This is the month and I do not see anything on the agenda about fireworks. Will this be covered up once again and the culprit will be who?

We Ask Once Again

Again and again the question seems to be coming up prior to votes being taken at our city council meetings. Aldermen speak up and say "but we just got the information tonight, can we table until next week". Now I don't believe for one minute that Aldermen Mayszak and Perez are the only ones who are not getting the proper information to make an intelligent and informed decision.
Lets go back to last week and the vote on MCS advertising for the city of Peru. I believe it was Ald. Perez who asked that the vote be postponed as he had not had enough time to read through the information. At that meeting Ald. Mayzak voted that they should go with a shorter plan assuming it would cost less and that would also prevent us from entering into a long term contract with a company just starting on this type of work even though they have been in business for a long time. Tonight Ald. Mayszak took some time to explain how she was again not given all the information on MCS and because of that, she based her vote on what she currently had been given and found out later it was not complete.
Ald. Potthoff and Radtke from the Finance Committee did have all the information because they were the ones who had chosen this company and had discussed it at their committee meetings. The remainder of the aldermen did not and based their vote only on what was presented that night and the little bit information they were given. With that information you might say that the remaining 4 aldermen either were talked to by the Finance Com or were given information the others did not get or they just blindly followed Ald. Potthoff and Radtke assuming it was not necessary for them to know any more, because the Finance Committee had already approved it. So just go with the flow.
Ald. Perez pointed out that La Salle which was given the same presentation tabled it for 2 weeks so the all the aldermen could check into the information.

I have to relate this one incident because Alderman Waldorf is ALWAYS frowning at us if we in the audience say something to each other during the meeting and tonight I found out that the reason he lets us know about it is because we are women who do question what is going on with the council.. He was reminded tonight that a number of gentlemen at the meeting were quite talkative during the mtg and he doesn't seem disturbed by that at all and his answer was a big laugh. It was an in your face laugh at that. Somehow Ald. Waldorf the people of Peru are going to have the last laugh on you and many of them will be women.

What are legitimate reasons and when do you feel comfortable about signing your name? I realize this is a small area and if people don't know you, they may have at least know someone who does. I judge the quality of blogs on the information presented. Many of the best political blogs are primarily anonymous. Although I applaud many who put their names along side their posts, I am well aware of the history of retribution in the Illinois Valley. Anonymity protects the free flow of dialogue and information, protects city workers who need their jobs but want to speak out on corruption issues, and allows multiple commentators to utilize ISP scrambling protocols and programs to track for illegal monitoring/tracking by government and the like. There are many bogus and angry posts, but there are also many good suggestions and directions for people to complain and investigate through freedom of information. And the posts can also be the starting point for quality investigative journalism to take over.


On the compromise side, it also publicizes many compromise or alternate positions that those who are in power might consider and modify. In general, it fills its purpose as described at the side of the blog. The government officials do not participate in the blog because they rarely even address the possibility they could be making a mistake and become defensive at the slightest suggestion something may be wrong.

Evidently it is an accepted practice in the world of blogging and do people just want to freely and comfortably blog about their feelings.

Peru Election Information





In Ward 1 there will be a four-year alderman seat up for election and a two-year term as well. This came about after new ward boundaries were drawn to equalize voters among the city’s four wards based on the 2010 Census. The new map placed Ward 1 Alderman Mike Radtke’s home in Ward 2, now served by aldermen Rodney Perez and Sherry Mayszak.
Based on a letter received this week from the Illinois Attorney General’s office, Radtke can no longer serve in Ward 1 because he must live in the ward he serves, according to the city code.
This week, Radtke was considering his options. He could serve his remaining two years as an at-large alderman, giving the council nine aldermen after the spring election.
So, there are five alderman seats up for election, one per ward plus the extra one in Ward 1.

On the agenda for approval tomorrow night at the Council meeting.News report per News Trib states The city of Peru will launch a new economic development website to potentially connect with 13,000 developers around the country.

Alderman Dave Potthoff of the Accounts and Finance Committee told the council Wednesday that the committee heard a proposal from MCS Advertising and Bob Vickrey, director of community development. It would cost the city $1,000 a month to link off the city website to an economic development website that would tout the city’s economic development strengths, such as manufacturing and retail districts and zones with incentives such as tax increment financing.

Pickleball Players Take Over the Meeting Residents Pushed Aside

I was unable to be at the Public Property Meeting last evening and it turns out to have been controlled by the pickle ball players without any prompts by the aldermen to be courteous to the residents of the 28th street park as it is you who are disrupting their neighborhood.  A reminder that you don't live there and don't understand what it sounds like to the people next door to the pickle ball court would have been advisable and should have been given to them by the aldermen or the mayor who was in attendance.  Ald. Mayszak who was told that it was all her fault.

It sounds like we have "bully residents" who think it is all right to go outside their immediate neighborhood into another and cause disruptions and it is OK with many of our elected officials. I will get a list of the attendees so that you will understand the connections.
The mayor wants  no disruptive activity while he sits at city council meeting but it is perfectly ok at committee meetings which he attends also. The other aldermen who sat silently by were Ferrari, Lukosus, Ankiewicz, Waldorf, and Radtke. Recreation members were Jan Grabowski with husband Jim and Park Board President Bryan Hartman. I say again people in the First Ward have no representation at this time.  Ald. Ankiewicz, the chairman of the Public Property Committee  allowed this meeting to be taken over by the pickle ball players and he showed no Leadership either, this city has None.

The Union Rat Has Arrived In Downtown Peru

I have been informed by a local business that the Union Rat has arrived in front of the old Amcore bank which was recently purchased by an out of town investor. A local non union individual is working on the bank. I guess it is creating quite a stir right along U.S. Route 6 through Peru. Excuse me I thought we had a free country!

New Public Comment Rules

This is the new protocol for commenting at city council meetings. If you are not comfortable with this and you have an issue that needs to be addressed, you might call the city clerk as he is usually up to date on city problems. Otherwise go directly to one of your 2 aldermen or if that is not good for you, call an alderman from outside your ward, the mayor or department that would be involved with your comment.

Does Peru Have the Money to Maintain its Playgrounds

It was pointed out to me that on one of the pieces of playground equipment a twig had been placed into the hole that formerly held a bolt. It will work very short term but I hope it does not break when a child is stepping on the platform above. The blue whirly equipment is coming apart at the bottom.

But you can see the the pickleball court formerly a tennis court is empty much of the time and it just had a fence cover placed over the top edge. Why it this court getting more attention that the broken playground equipment?

Darn it, who is taking care of our playground equipment?

Is It Time For A Separate Splash Pad Fund Drive

I find myself in disagreement with the members of the Peru Friends of the Pool as they believe that a splash pad should be a part of a swimming pool and not a separate entity at least before we have a pool complex. We all know the city has no funds to build a swimming pool which will cost millions of dollars. On the other hand, the cost of a splash pad depending upon its complexity will be much less. Some can be built for as little as 100 thousand and adding more toys will cost more but not the cost of a pool. This is something our children could enjoy and there should not be an admission fee, making it available to families as often as they wish to be there.

Is it time for those of us who would prefer a splash pad now and not have to wait, to establish a separate fund under the auspices of the city? I believe this is something we need to seriously think about. I do know there are people who would donate to this endeavor and not to a pool fund.

Mayor and Council Say Don't Question Our Decisions

Tonight was very much out of the ordinary. First,The council chamber seats were pretty well all taken with people interested in the intersection and that included 11 business managers from the Venture Drive area. Most definitely Mayor Harl was not happy to again be confronted by the same people over and over again and 6 of the aldermen stood with him in staying firm and not wishing to discuss the interesection. The standard reply is it will get better with time and my take on that is you're stuck with this because that is what we want, so go away and don't bother us again. The manager of DQ brought a petition signed by over 1000 people in a 4 day period that he wished to present to the Mayor and the Mayor was not interested and he went home with the petition he wanted to show the city.

Last week when that group was there, the Mayor had said they should come to the Public Works Meeting, the problem being the Public Works meeting had not been decided upon yet and with no further information given to them, the businesses decided to come to this meeting at which the Mayor told them that they had been told to come to the Public Works Meeting and not the council meeting. They tried to explain that they were not given any information about when the Public Works meeting would be.

Are you confused yet? The Mayor then told them he did not wish to discuss this anymore and he even threatened to have one of the business owners ejected from the meeting with a police escort if he continued to try and talk.

Alderman Perez made a motion to open the intersection and seconded by Alderman Mayszak but were voted down by the rest of the council. I do visit the intersection several times a week and it is not getting better when I am there but I do see that there is less traffic but I was told by the Police Chief Bernabei that it was getting better and that there had been no accidents since the change. I said that none of the people who do stop and watch have seen any improvement in turn arounds or uturns but he assured me that a huge number of cars are now taking the N. Peoria return and the problem is getting better. I don't personally agree.

Our city at work is presently an embarrassment! And must have so much sales tax dollars they don't mind those they are losing.

Staff Writer To prepare and provide for the July 13 Kid Rock Concert for a Cause at the Illinois Valley Regional Airport, the city of Peru had a net cost of $22,809.06. But some of this was one-time cost. More events could increase the city’s hotel-motel tax. In short, the city of Peru might now have an airport/concert venue with a capacity of 15,000.

“This is a perfect venue for this,” city treasurer Gary Hylla said. “Where else could you see something like that? You’d have to travel all the way to Chicago, Peoria or Moline.”

Hylla credited Mayor Scott Harl with tackling roadblocks. The concert achieved a hurdle: It was a non-aeronautic activity at an airport, an airport supported by public money via the Federal Aviation Administration and state Division of Aeronautics. Now that it succeeded, the city could regularly use the airport for large concerts and events. It’s important that the airport fund suffers no losses, said Hylla. “We want to make sure the airport is made whole all the time,” he said. The city outlined costs in a report it prepared for its meeting last week in Springfield with state and federal airport officials about the concert. The airport received $15,364. This included $9,000 under an agreement that concert promoter Merry Noonan of Lou’s LaGrotto restaurant would pay $1 for every ticket sold. This was considered reimbursement for fair market value for the event, Hylla and Harl said.

“They were very satisfied with what we showed them,” Hylla said. The city also paid the airport $6,364 for loss of farm rent on 32 acres of former cropland converted to grass for parking.

Each year the 32 acres of tillable land are converted for parking, the city would pay the airport fund the fair market farm rent value, said Hylla and Mayor Scott Harl. Noonan also reimbursed the city $4,080.22 for police security.

The city absorbed costs for grass seed ($4,030), grass seed planting ($4,173.76), engineering costs for parking ($3,889) and engineering costs for maps ($1,461.50). These are one-time expenses that would be covered by hotel-motel tax, Hylla and Harl said.
The city also incurred costs through public works ($2,217), legal expenses to prepare a contract with Noonan ($525) and fire department expense ($148.74). This and the annual farmland rent would bring the city’s annual cost, at the most, to $9,000. “Through further concerts or further events we have up there, we’ll start to recoup that money,” Harl said.
Hylla said the city is seeking ways to make it profitable. It could charge for parking. And while “intangible,” Hylla said, visiting crowds could bump up sales tax and hotel-motel tax.
