Peru begins videotaping council meetings

A small camera mounted on the ceiling of the Peru City Council chamber Wednesday night recorded the meeting, a first for the city.
Although several officials Wednesday said the camera was “live,” it only recorded video and sound and would later be posted to the city’s website, City Clerk Dave Bartley said after the meeting.
Bartley said he’s not sure how soon Wednesday’s council meeting would be posted to the city’s site, www.peru.il.us.
Last month the council approved updating the city’s website to allow viewing of city council meeting video recordings. It also approved a $1,545 contract with Connecting Point Computer Centers to record council meetings and to post them.
Other business:
Þ The City Clerk’s office plans to buy software for $10,000 to archive and make a website database available to the public for all city meeting minutes, ordinances, resolutions and other documents, Bartley said.
Þ Sealed bids for a contract to finish demolishing the oldPeruelectric plant onWater Streetare due by 10 a.m. Nov. 9.
Þ There will be a public hearing at 7 p.m. Nov. 5 regarding the city’s National Pollutant Discharge Elimination System permit from the Environmental Protection Agency for operation and maintenance of its combined sewer overflow system.
Þ A police training and gun range will open next spring at the city’s west-end sewage plant. Work began a year ago using drug fine money and city labor, police chief Doug Bernabei said. “Officers are really excited to train on the site,” he said.
Þ The old swimming pool inWashingtonParkshould be demolished before winter, according to public works superintendent Gary Bleck.
Þ The council received a resignation letter from Tom Stuart on the recreation commission. Mayor Scott Harl said he would take letters of interest from citizens for the position through Nov. 19 and would appoint someone by December or January.
Þ Alderman Dave Potthoff of the Accounts and Finance Committee said the city will soon receive actuarial tables on pensions and the committee will share those with the council in the coming weeks. Potthoff referenced state statute that says cities must levy an annual tax “... sufficient to bring the total assets of the pension fund up to 90 percent of the total actuarial liabilities of the pension fund by the end of municipal fiscal year 2040 ....”

Under Other Business of the above is a sentence stating "Sealed bids for a contract to finish demolishing the old Peru Electric Plant on Water Street are due by 10 A.M., Nov. 9."
* Isn't this at the least the third time that Peru has let bids for a contract on the same electric plant?
* What was the initial contract cost for demolition and what will be the total final cost from day one to the conclusion of the job?
* Who has been involved each time with the letting of the bids and has it been the same lawyer, consulting engineer etc. and do they get paid for each bid?
* What has been the cost for each bid and to whom and what will be the final cost for all the times a bid has been let?
* What has happened to the $500,000 bond that was put up by the contractor for this project?
* Am I as a taxpayer of the City of Peru having to pay additional monies in the form of taxes for this demolition because of someones or some groups sloppy and inadequate business knowledge and methods?

This is the best expenditure of taxpayers money that has been spent since Mayor Harl's mayorship! Too bad we didn't have this 3 1/2 years ago. Can you imagine what these blogs would have been? Kudos.

Anon 11:57 Near the end of each city council meetings minutes there is a entry called "Closed Session" which is followed by meeting adjourned. Possibly if the minutes to the "closed session' would be published to the public some of your questions would be answered. If not, who does know where ALL of Peru government business is discussed?

Peru should have elections every year! Reading the council meeting of last night it sounds like a conclusion to all the works in progress for the last four years.

Q. How do you motivate a politician to get working?
A. Have a election.

I did not go to the city council meeting this week, so I am anxiously awaiting the premier of the video taping. From reading the N.T. article, it was pretty unclear how the video will be shown and when. Looking through the Peru web site, there is nothing and no indication of where it will be placed.

The camera is in place but it may be awhile before we see the results as I was told they (connecting point) is trying to find the best format and trying to reduce the footage into an appropriate file. I have to say from my point of view it is not ready for prime time yet.

I know and I believe it would have been cheaper and easier to buy an iphone and upload to you tube. And certainly much faster. Princeton has been doing it for many years with the same Connecting Point and they are up within a day or 2, I was told. I was told something to do with the new formats used now and Princeton has an old system. We have iphone videos from the public property mtg that will be uploaded to you tube.
