We now are involved in more economic development groups in which many La Salle cities are  footing the bill? As stated in this news bit, are we just feeding the people involved in this while gaining little if anything for the people paying the bill?

Thank you for continuing to support the Peru Town Forum during the last few years. More to come as more develops. I did visit the Peru Airport this evening to view the Christmas decorations and they are really very nice but I wonder how many people will take the trip up to the airport, I think the displays really do belong in an area that people will be able to easily drive by. Saw one care leaving when we arrived and one coming in as we left. There would surely be a lot of confusion if there were many visitors at one time as I did not see a designated turn around location.

Do you believe our city is wisely utilizing the money they are currently taking in. Are salaries inflated for some? Frivilous expenditures at Christmas? Aka known as decorate our city hall interior and for whom and at what cost?  As previously written about, how will fewer taxpaying citizens be able to fund the rising pension costs at the cost of reducing their own standard of living? I continue to hear about rising sales tax revenue, where is it being spent?

I know that in comparison to the suburbs and city of Chicago, our taxation is low but then so are most wages in the area for the average family and average retiree less.

This is interesting but I wonder what brought on the investigation of the property. The business being looked  into dates to the 1890's?? On the border of La Salle and Peru in a ravine area where the border between the 2 cities exists and adjacent to the former Westclox factory. i do remember the huge sign about a coal company being located near to Rte 6 Union 74 sign.


And see a new business locating in the strip mall on Peoria between 7th and 8th street next to Susy's. Groceries??

Sparkling Lights in Peru Looking Nice

Westclox will light up the fantastic Christmas displays on Saturday November 28. Peru has added some lovely bright lights in the same theme to Pulaski Square (Triangle) and it looks really nice and was much needed. Let this be the start of Community. I know that the lighting at the airport will take place next week but that is something many in town will not see simply because they do not drive especially at night. The airport display left many of us with questions as to why this was pushed through the Rec. Board

The community of Peru is mainly located outside of the area of the Plank Road except for a family or two. I think most of us would like the city to concentrate on our city streets and parks. There is so much still possible. Why not plant a tree or use an existing evergreen to have a Christmas Tree Lighting outdoors instead of trying to crowd people into the City Hall where few in this city will ever see the expensive display. I don't know whose ego this was done for but the money could have been better spent elsewhere.

City of Peru Winter Snow Event Guidelines

As the winter season approaches and the possibility of winter snow storms increase, residents are reminded of the City of Peru Snow Removal Policies and Actions for the 2015/2016 winter season. Please take caution during any snowstorm if you need to be driving on the roadways. If possible, please remain home during the time when it is snowing.

It is unavoidable for City of Peru snowplows to push snow on sidewalks at all intersection corners during cleanup operations. It shall be the responsibility of the adjacent residential/ business owner to remove these snow berms from the corners of intersections.

Snow Parking Ban

On-street parking is prohibited by City Ordinance accumulations of 3 inches or more. Parked cars are an obstacle to the snowplows. In addition, plowing around parked cars leaves large areas of snow and ice on the roadway. Once the snowplow trucks have cleared the street by your home or business, you may move your vehicle back to the street. Some older neighborhoods in Peru do not have adequate off-street parking options. In those areas, residents are encouraged to seek permission from neighbors who have off-street parking spaces and other parking options such as commercial or church parking lots that will allow streets to be clear of vehicles for all snow clearing efforts to be effective. The Peru Police Department will have the option of issuing a parking ticket to the owner of a vehicle left on a city street during a snow event as well as having the option of having the vehicle towed, or both. All towing and storage costs will be the responsibility of the vehicle owner.

During Snowfall Events: The City of Peru Public Works Department will mobilize its crews when there is a measurable accumulation of snowfall or if the winter mix is causing a hazardous driving situation such as freezing rain. The public work department is responsible for over 62 miles of roadway with a fleet of 14 snowplow trucks and a crew of 14 employees. Peru has a goal of clearing all streets within 24 hours after the snow stops falling. Heavier snows often take longer to clear. Due to the volume of streets to be cleared of snow, and the staffing and equipment available, roadways crews may not be able to return to streets where parked vehicles were not moved when the plow came through the first time during snow removal operations. Crews will return during normal working hours after all streets have been cleared.

Streets: Street plowing operations are performed in the following order:
1. Major Arterials, hospital routes, hills, and the bridges and Illinois Valley Regional Airport based on incoming and outgoing flight and air ambulance operational needs.
2. Subdivision mains and collector streets
3. All remaining subdivision streets
4. Cul-de-sacs and dead ends
5. The City does NOT plow alleys unless and until, all streets and the Illinois Valley Airport are completely cleared.

A mixture of salt, sun, and traffic is utilized to help with the de-icing procedures. Some snow is left on the street after plowing because allowances must be made for manhole lids and other above-pavement obstacles to avoid damaging snowplow blades. When plowing is required, snow “berms” are created across driveways. The plow operators do not have control over the windrow of snow coming off the edge of the blade. Public works employees try to keep this problem to a minimum. The residents of Peru are respectfully asked to be patient and recognize that during the winter months there will be some inconvenience.

Shoveling Guidelines
• Commercial property owners are responsible for plowing commercial parking lots, driveways, and public sidewalks adjoining their businesses.
• Residential property owners are responsible for shoveling or plowing public sidewalks adjoining their homes.
• Shoveling snow into the street is a City Code violation.
• Shovel out fire hydrants that are in or around your property and around meters to aid utility meter readers.
• Clear sidewalks of snow for the safety of pedestrians and children walking to school.
• Uncover your mailbox and create a path for postal vehicles to pull up to mailboxes.
• Help your neighbors. For many residents, age or medical conditions make it difficult to shovel snow.

Mailboxes: The City of Peru snow fighters make every effort to clear the roads from curb to curb where cars are not parked on the street. In many cases of wet snow, the snow or plow blade may damage/remove mailboxes that are set close to the street. This is unavoidable. Mailbox damage complaints will be dealt with on a case-by-case basis. The City of Peru cannot reimburse for any mailbox damage on improperly located mailboxes. The standard and accepted mailbox placement should be 42 inches measured from the ground surface to the bottom of the mailbox. The mailbox should be located so the front of the box is no closer than 6 inches from the back of curb. Any questions regarding the placement of mailboxes should be directed to the La Salle Post Office at 815-223-2635.

• Blankets/sleeping bag
• Flashlight and batteries
• First Aid Kit
• High calorie non-perishable food
• Extra clothing
• Windshield scraper
• Battery booster cable
• GPS or maps

Work and Home:
• Battery powered NOAA weather radio
• Extra food and water
• Extra prescription medication
• First aid supplies
• Emergency heat source (wood stove, fireplace, space heater)
• Food, water, and shelter for pets

If you must travel, make sure your gas tank is full and you have a survival kit in your vehicle. Tell your family and friends where you are going, the roads you plan on taking, and your expected time of arrival. If you become stranded on the road during winter storms call for help. Do not try to walk to safety. Stay in your vehicle and attach a cloth to the antenna or window to indicate you need help. Turn on the dome light and flashers to make your vehicle more noticeable.

This link is seen on the Peru City web site and the information is all about the building of the 25 million dollar Public Works Bldg., even though we no longer have a Public Works director only a part time ASM and DSM. Evidently we have more city vehicles than we have room available to store them. The document is 5 pages in length and I encourage you to read if you have an interest.

The Peru City Council met for about 20 minutes last night and the only info was the Public burning ban including recreational fire pits.

But prior to that mtg., the Committee of a Whole (the Harl Committee) met from 5 PM to 7:15 PM met with 3 different entities concerning the razing of the Econo Lodge and future construction of a bldg., by one of the 3 companies interrested in owning the land. This was a CLOSED SESSION. Technically I believe it qualifies for being closed since it involves selling property but if they discussed what the 3 companies would like to do with the land, does that meet the closed meeting discussion. or should this part have been open to the public??.

BUILDING & GROUNDSASM Bernabei reported the grass cutting bid has an annual renewal clause stating the contract canbe renewed with no price increase for 2016, if both the Cityand vendor agree. He stated there were 1,300 less hours for summer personnel with the same or more work completed. In response to a question from Alderman Mueller, ASM Bernabei stated the vendor would like to renew the contract with no price increase. Dave Pellegrini, owner ofD&MLandscaping, addressed the committee stating that D&M was the lowest of the 7 initial bidders. He said he compiled aspreadsheet together for comparison, noting the second lowest bidder was $23,000.00 higher on an annual basis and the highest bidder was $119,000.00 higher. He stated that the City’s business is very important to D&M and accounts for 20% of their gross revenue. He saidthey address any requests from the City ASM and PSM immediately and arenot aware of any complaints. He said he understands due diligence to the citizens. He stated he will offer a zero percent increase for 2016 and a city option for renewal for 2017 and 2018 at zero percent increase. Chairman Waldorf stated that he has seen the work and does not have any questions. Alderman Lukosus said he is unaware of any complaints. Chairman Waldorf made a motion to add the item to the October 5, 2015 City Council Agenda. Alderman Mueller seconded the motion; motion carried.ASM Bernabei commented the mums in the city planters look great. Alderman Mueller said the planters were weeded, cleaned up and replanted in one day by Peru Greenhouse. ASM Bernabei stated the plan is to add 20 more planters.

I have to be honest and say that I don't keep up with the city site and don't know how long this has been on there. Good article and and thankfully for the city of Dixon, its residents were wise enough to change their government. Sounds like the results and changes have been a positive for the city.

Changes won't and don't happen that easily in Peru.  The last attempted change to several at large aldermen failed because there was too much outside interference.  The oddball setup as described by the N.T. currently in place testifies to the difficulty this city will have in the near future with a government structured for a long time efficiency.  We are currently have in place a working (?) setup and only until an act of God or man gives us a sign that we need to move forward and to utilize a less cumbersome government will we be prepared for a long term and efficient type of city administration.

Why am I posting this hire of David Nord as a City Administrator in Dixon IL ?
Prior to Mayor Harl setting up our own Administrative Task Force, he spoke at a council meeting and said he had been to Dixon and talked to people in the administration and the fact that they had a task force which worked for 18 months (believe this is correct) and then decided to hire an Administrator. Now we have a play on words or simply misunderstandings, the new hire David Nord is listed on the city web site as City Manager and he does have a degree from NIU and also previous experience in government. They got results and we got more of the same.

Also they hired a Superintendent of Public Works or should I say the City Manager hired the super because his job allows him to do that. Sounds like the City Manager will be up for evaulation next and to be hired or not within the next year.

People talk about the growth and redevelopment of La Salle and this very good article gives us some of the clues. Yesterday we purchased gas in La Salle on our way to Ottawa and looking inside of Becks, I see the word COMMUNITY in large letters on their back wall and that pretty much says why the above is happening. When you have the community at your back, you are doing something right.

Again we were not able to attend either of the events this weekend but friends have told me it was well attended and enjoyable.

Is this person a part of our city government?  Tell me why someone would be so hateful about an interesting topic that many cities around the country have become interested in. Should Peru do this? I doubt that they would ever even consider it. Go into You Tube and search for either city murals or Walldog murals, Walldog cities and you will be amazed at what many cities have done. I've been told that Streator will be hosting a Walldog event in a few years. I'm getting the feeling that Peru is trying to isolate itself and I hope I am wrong.

September 29 Program on Route 6 at LaSalle Public Library

Join us on Tuesday, September 29th at 6:00 p.m. when Larry McClellan presents, "Travel America’s Longest Road…Voices from LaSalle Highways, U.S. Route 6"

With the establishment of the federal highway numbering system in 1926, Route 6 was designated in New England. Its eastern point was Providence Town, Massachusetts, out to the tip of Cape Cod. In 1931, LaSalle, Illinois sat on US Route 32, but this changed to Route 6 that year, as the highway and its designation was extended farther west. By 1937, the designation had extended all the way to Long Beach, California, making it the longest federal highway in the country.

Close to home, in LaSalle, the highway was known as Third Street, and at another point, Fifth Street. For folks heading west, it was nicknamed the Sunset Highway. Find out about this familiar, yet fascinating road, and its history as a national reminder of the Americans who fought the American Civil War.

This program is free and open to the public, and is possible through funding from the Alwin C. Carus Trust. The Library is located at 305 Marquette Street, LaSalle, Illinois, and is Americans with Disabilities compliant and welcoming. Looks like a full and interesting council mtg. Particularly regarding rental units and this is exactly what Peru needs to do and to put the information out publicly. How many rental properties do we have?  Do we have standards that landlords need to comply with and do they comply ? Do we charge them a fee?

Years ago I was told by an official that La Salle has the most problems but it wasn't true then and isn't true now. The boundary between the cities does not exist for those who live in the area.

Illinois Puts Many Cities Into a Diffiult Position

IDES says the largest gains came in government and leisure/hospitality, with gains of 175 and 125, respectively, while manufacturing jobs declined by 175, as did professional and business services. *Read the article in the New Tribune*

So fewer manufacturing jobs in the Illinois Valley and an increase in the "corn dog" businesses, what does this mean for the city that is putting many of our taxpayer dollars into salaries of individuals that are supposed to be bringing business to Peru. Do they mean more retail?

Is this more money spent on something that won't materialize into more new well paying jobs?

Should the city be putting more money into the regional effort which Peru is contemplating but has not joined.

All cities are in a difficult position as the state of Illinois has become one of the least desirable states for a manufacturing business to locate. For this reason many are moving across our borders to the west, north, south and east.

The long awaited banners are now up and are they good advertising or a waste of money? Notice the Peru logo is at the top but they are supposed to be advertising  Route 6 by that independent Association and businesses located on that historic highway.

Public Comment in Peru Is Now On Facebook

Social media is not only a means of communication on the national scene, it is now down to the local level and lately it has been all about Peru. How important is this? For many this is how they get the news locally and worldwide and this is not an exaggeration.  Listen to TV what commentators are saying "tweet me @ such and such" or go to my FB page.  The message gets out there much faster than newsprint and so many  popular commentators and local organizations, cities and personalities are now active on these venues.

Now back to Peru.  Last week it was the controversy about the parade in the Mendota Sweet Corn Festival. R. Perez was taking the Operation Promise damaged vehicle on a float to promote the safety aspect of the Peru Fire Department and their support of OP. Initially he was told he could use a pickup from the fire department, no problem he is a volunteer fireman. Wait Mayor Harl stated he wanted to use that truck to pull the new Peru float, but wait the mayor is not a member of the PFD and technically he should not have been allowed to use the truck which might have been actually driven by a non fire dept member, but actually an elected alderman.  Social media covered this extensively on the local level.

People thought well the parade is done and both the Peru float and the OP float were in the parade and lets continue on with business. Within the last few days, R. Perez received a letter from the PFD Chief Jeff King that the Volunteer position of Public Information Officer for the Peru Fire Department has been eliminated. Do I or anyone else out their believe that King decided on his own to do this? Hell no, this has someone elses fingerprints all over it and he was just the front man. Anyone that knows the chief also knows that. This aspect has been covered more thoroughly on Facebook than any newspaper could do and instantly and  everyone within hundreds of miles from here, current and former residents are offering their opinion.

My point in making this post is this.  Doesn't anyone who is in a position of authority have any idea of what this is doing to the City of Peru? Actions like this just give those who dislike the city and the people who have been elected to serve and also those who have been appointed by them look really bad, like autocrats serving their own purposes and  not the residents of this city. Peru aldermen and other officials like to blame this blog for the bad opinions many have but it is way beyond this blog currently, the city through their actions have done it on their own.  It is time someone who knows how to handle the city takes the reins and btw who is in charge of Public Relations and who makes current frequent and honest press releases to  explain to the taxpayers what and why impromptu decisions had to be made and make it honest.

This was not a planned blog post but something that needs to be said and I am sure I will take heat for this also.

What Is Operation Promise and Why It Came Into Existence?

 Developed in 2009 by Rodney Perez, a former Peru alderman

This is a non for profit group comprised of colunteers with a mission to open eyes and to save lives by:

Bringing attention to the consequences of irresponsible choices

Promoting accountability for all choices we make and actions we take and providing alternatives to counteract the peer pressures teens and families face.

This program was initially part of the Peru Liberty Fire Dept and that is a long article by itself. Perez as you may have read is the Education firefighter of the Peru Fire Department. So many changes have taken place in the department due to changes put forth by the city under  the direction of Mayor Scott Harl and due to personality issues within the city, that  caused Operation Promise to separate from the fire department and because a NFP, although still supported the Peru Fire Chief.

The silent exodus of money from the state. I had asked a retiring department head  the city of Peru why he was moving out of state after he took his retirement.  He had a simple one word answer. TAXES.

Thousands of unknowns to Peru are leaving and the remaining have to pay the bills which are getting bigger and bigger. Peru city taxes are low but they are not the only components of your bill. There is a bill before our legislature to freeze property taxes for 2015-16 but not likely to pass due to other attachments.

One of the articles I came upon after a trip to the County Courthouse to pay taxes, amd wjere I asked questions with no answers. I will return to my quest for answers soon.

I only wanted to know why people living in different parts of the city pay different amounts of taxes depending upon if other tax producing businesses were in their district of the city.  That is I what I was told. so people so home owners in the south of Peru don't pay more in value of their homes but their tax rate is higher and taxes are going up little by little. This makes no sense.

Our View: Let's get behind multicounty regional planning commission

Cities to our north and northwest realize that they need a loud and unified voice to attract business to their area. They state that cities cannot do this all by themselves that they need to work as one.  This is done in contrast to the Lone Wolf contracts and deals the city of Peru is attempting to use.  Which one will work?  Time will tell as will the determination and work of a unified organization.

Some of the comments this morning have been been so illogical.  Think about the history of recent Peru events, say the last 50 years. What organization has been in back of most of them. Has it been the Community Service Organization (CSO)?

And for how many years have all of the aldermen been members of the CSO? How many are currently members?

Who puts up the Christmas decorations and who hosts the bands and beer tent for the Fourth of July?

This all male organization has been in bed with our City Hall and its inhabitants for as long as I can remember.

Remember the Peru Businessmen's Association? And the Peru Downtown Redevelopment  Organization which must have been under the control of the Peru Mayor because he disbanded it in order to form a committee over which he has control.

The Volunteer Beautification Committee fell apart and the reason was NO support by the city government.

In order to have an event put on by an organization it is necessary to have the support and approval of the City in which it is to take place. The Recreation Board has not lived up to its original intent and the July 4 Fireworks is a perfect example. The location was not available and they could not find another place to locate it, so you might as well say it is toast because our location of Water Street is located right adjacent to the Illinois River and it has a habit of flooding many times in late spring or early summer which often includes July 4. No back up , no fireworks.

Now give me a few more reasons why Peru has no events. I hope the naysayers here realize it takes a cooperative city.

The city had no problem helping out at the airport for the concerts and they jumped in feet first even having a coordinator between the city and the sponsor. This city encourages what it wants to and finds ways to end those they do not.

Taxpayer Dollars Going to Multiple Lobbying Organizations

As just stated Peru in search of economic development now includes 24,000 for a Lobbyist in Springfield, 24,000 for a Volunteer Economic Director with a city approved Expense Account and also operating as Oval Wacker Consulting with free office space at city hall.

We also have working for us IVAC which is working on regional economics and MCS working through the internet advertising Peru. I do not have the figures at hand for that cost.

Addtionally we have Sen. Rezins office located in Peru and she is available for state information and assistance and Rep. Mautino's office is about 5 miles west in Spring Valley.

Are we spending almost $100,000 per year or close to that for economic development?
The citizens receive very little information on the success or lack of from these investments. Details are in short supply.

OK I just had to post this because it is absolutely a new and innovative way to display the city when new businesses are moving into vacant buildings  Congratulations to all of you who are trying something new in La Salle. I hope the residents and the government of our city of Peru will also comment in a positive manner because when one city is making visual improvements, it impacts positively on all neighboring cities and the entire Illinois Valley.

The story is interesting and of course if you are familiar with the area, it will be more so. So many of us grew up when La Salle was the shopping mecca and while store fronts are now different new local business breathes new life into a community and I personally am happy to see it and hope others are too.

Extending a Thank You to Ald. Potthoff, Ferrari and Mueller

I went to the city council mtg and stayed only long enough to hear the vote on the Lobbyist which was 4-3 the mayor got his vote and he can continue to make his trips to Springfield and rub shoulders with the bigwigs down there.  Honestly all I can think of was"How in the world did Mayor Baker run this city for 40 years without having a lobbyist in Springfield?"

 To me saying Lobbyist is like saying something not said in polite company.

Alderman Potthoff, Alderman Ferrari and Alderman Mueller stood for the people this evening in voting against this unnecessary expense and we thank you.

And one additional comment, I heard about how much money Peru has Ad Nauseum and wonder why we don't clean our streets, why we don't have recreational facilities updated and upgraded and......
Every city beside Peru has had either a Music Fest, a Fun Fest or something by another name that involvesthe people coming together to enjoy their city and in the meantime I guess the people who run this city are only concerned with other activities and going downstate or to the suburbs to be with people they prefer to the residents of this city.

We all still see people driving haphazardly thru Adventure Dr. and 38 th Street, how taking some of the money and straightening out that mess.

I would not like to have friends who constantly brag about how much money they have and in fact they would not be my friends. The same with the city why do you brag about how much money you have and you will have more before much longer and yet you could not fund a Splash Pad for the children of this city. Seems like the city is rather misguided in their attempts to appear like the Leader of the Valley.

What is this telling us? No jobs, no money to spend and are we the city of Peru depending upon sales tax  Thinking back to yesterday and listening to the excuses from people who have no economic sense (imo)  telling the citizens that Peru needs to have a presence in Springfield me left me speechless.  As. Ald. Potthoff remarked, this lobbyist is not in Springfield as an economic director and we all know that things like grants are disappearing because even the state cannot pay their bills.
The mayor responded that Ottawa pays a very high figure for a lobbyist and 24,000 is much less.  That would be the only comparison Peru can make with Ottawa.

Many of you have given Ald. Potthoff credit for his economic knowledge and now the mayor is not even listening because he wants what he wants.

Discussion at the Finance mtg this afternoon spent a good deal of time  discussing how important it is for the city to renew their contract with the lobbyist for a year.  Mayor Harl jumped in with both feet telling them the importance of a representative for us in Springfield and helping the mayor with this was Ald. Waldorf, Ald. Payton, Ald. Sapienza and Ald. Radtke all thinking that the $24,000 is well spent on this lobbyist. We know the cozy relationship the mayor and lobbyist have as he is referred to as Tim.

In opposition was Finance Chairman D. Potthoff who said the $24,000 could be spent doing some for the taxpayers in Peru and Ald. Ferrari gets a pat on the back for bringing up the fact that we already have elected reps. serving us in Springfield and we didn't need a lobbyist. They are Senator Rezin and Rep. Frank Mautino and they will both be pleased to know that some of our aldermen and mayor must not think they are giving us good representation.  Ald. Mueller also thought we could do something for the people of Peru.

This will be voted on Monday and should be passed 5-3. Ald. Lukosus was not present this afternoon.

Interesting look at another city that is bigger than Peru but actually has things in common.  They have a Mall, they have lost manufacturing and populations changes. But looks like they have not lost their spirit. BTW they have an excellent City Manager.

Beauty is in the eye of the beholder. While I realize we can't be like Ottawa, we might try and take a few hints. I am not comparing but what I am saying is "Looks this is possible, this city has done it".  And when I posted about Princeton a few days ago and what they have done for recreation, again I say look and think about what could be in our city beside another big box store or restaurant that most residents won't shop at or eat at.

I was reading comments on FB for the last few days and it is people remembering the best place ever for an ice cream cone or an event the city hosted or stores you actually shopped at. I'm glad Peru is working on our economy but we are the victim of a poorly run state and we can't change that in the NOW so let's make the best of what we have and give people something to enjoy also. And Peru officials listen to your residents, it is their town too.

Sandwich opened this fun splashpad just last year. Wonder if they had to have a grant from the State in order to build it? A shame that we don't have the funding to do this in Peru because if we did the splash pad would be a reality, I am sure. Oh well when the state of Illinois gets their house in order and has money for grants again, we may be able to get one.

Now this is impressive, saving a building and converting it into a more practical use, it just takes ingenuity and not sure we have much of that in Peru. Buildings just continue to be taken down.  I know I am venting about something I can do nothing about but when I read an article like this, I am thankful that there are some people who have a can do attitude. Task Force Mtg Yesterday July 1 Aldermen Will Not Speak to Them

I did attend the Task Force mtg yesterday which was basically an "executive session" and according to our City Clerk Bartley, all was legal.  There were no more interviews because the only people left they wished to interview were the remaining aldermen who has been requested to make themselves available to speak with this group.

Ald. Sapienza presented himself at the last mtg and Ald. Waldorf sent a written statement which was read that indicated he was not in favor of an Adminstrator being hired. The rest of the aldermen indicated they were not interested and would not make themselves available for an interview. Not sure if they just ignored the request or actually verbally denied the request.

Considering that they do not like to have citizens ask questions and refuse to answer them at committee or council meetings, it became apparent that they themselves to not like questions asked of them. To me this is very telling about the attitude of our current council which appears to be, leave us alone and don't bother us with questions and we want to run the city the way we want to.

So even if the residents are not listening, again my reply is "remember this at election time".

Recreation Board Mtg Thursday June 25 re: Fireworks

On the agenda posted today, the meeting of the Peru Recreation Board will meet to discuss the cancellation of the July 3 fireworks due to weather related conditions. Even a week of dryness would probably not dry the land on which the fireworks are launched and displays set up. I believe this is the second time in 3 or 4 years time.

When the fireworks are contracted, some of the cost is paid up front is my understanding.  Is it refundable, I don't know.

It is really time to get serious about choosing a new location, do you agree?

Water Street is becoming increasingly more industrial and not recreational. A joint celebration with La Salle is of course the ideal and logical solution but not one that I believe Peru would be interested in. Peru has always wanted to go their own way and does not share very easily that I can remember. The airport evidently is out due to FAA regs. Do we have another place suitable that people can agree to?

Lets put the money to something else, maybe a splashpad that could be used all summer and not looked at for one evening for about one hour.  The businesses on Water Street should not depend on the city to provide them patrons. Perhaps they (businesses and/or local organizations) could have a celebration for families with some other attraction to draw them to the area.

I don't know about you but I am thinking what a joke after the blatant misuse of political signs a few months ago. I also noticed that they did not mention political signs maybe because of state law regarding them. Also see nothing about garage sale signs, are they excused? Does the rat count as a blow up fixture? What about the signs in the triangle that seem to be up in abundance all summer long?

Minutes of the Recreation Board show approval of weed and feed by Turf Solutions  These minutes were just approved on Tuesday.

Communications:  Janice read a letter from Ray Zborowski , head coach, requesting use of the east field at Veteran’s Park from 8/3/15-9/15/15 for the Peru Parkside Boys Baseball team.  Lynda saw no conflicts.


Turf Solutions will do the weed and feed this spring for the fields $1347.00, already budgeted. It is too wet to spray just yet.

It took some time to find out that yes we do spray the ball diamonds used by our children, although it appears there is no communication between this recreation group and the administration of this city because I was informed parks were not sprayed even though I asked if the city sprayed or did we hire this out. I also understand this is done twice a year.

The article I shared is from Washington state but the information about the products does not pertain only to them.

August 3, 2014: I attended Congresswoman Cheri Bustos fundraiser and discussed legislative issues including our work with U.S. Senator Durbin regarding the*****building (edited by me as still pending) RP
August 4, 2014: I met with Ameren Executives regarding legislative activities.
August 6, 2014: I met with St. Francis Hospital Executives on Peru heliport.
August 8, 2014: I met with U.S. Senator Dick Durbin and Congresswoman Cheri Bustos at the funeral of Gene Callahan (the Congresswoman’s father).
August 11, 2014: I attended State Senator Koehler’s golf outing in Peoria.
August 13, 2014: I attended Representative Smiddy’s fundraiser and also Comptroller Topinka’s fundraiser in Springfield.
August 13, 2014: I attended Governor Quinn’s breakfast in Springfield for Democratic officials.
August 19, 2014: I met with Mayor Harl at Senator Durbin’s office in Springfield to discuss-Blank Building and other Federal issues.(name of building edited by me) RP
August 20, 2014: I attended Southwest Illinois Mayors’ golf outing in Orland Park.
August 21, 2014: I attended fundraiser dinner for Senator Mike Jacobs in Rock Island.
August 22, 2014: I attended Senator Andy Manar’s golf outing in Springfield.
August 25, 2014: I attended Representative Larry Walsh’s fundraiser in Joliet.
August 26, 2014: I attended Governor Pat Quinn’s fundraiser in Cantrall.
August 29, 2014: I met with Department of Commerce and Economic Opportunity (DCEO) officials regarding money for “Brownfield” clean-up.
September 2, 2014: I met with T.V. Channel 3 (WCIA) Champaign regarding election.
September 3, 2014: I worked with Nora Fesco regarding application for $300,000 grant for splash pool.
September 9, 2014: I received the application for the splash pool grant and talked with the Governor’s office regarding it.
September 10, 2014: I attended fundraiser at the Governor’s Mansion which was attended by numerous elected officials and association directors.
September 11, 2014: I attended Senator Brady’s fundraiser in Bloomington.
September 12, 2014: I attended Representative Costello’s fundraiser in Waterloo.
September 13, 2014: I attended Congresswoman Bustos’ fundraiser in Springfield.
September 15, 2014: I attended Senator McGuire’s fundraiser in Joliet.
September 18, 2014: I attended the Illinois Municipal League’s Conference in Chicago. I was a panelist regarding the discussions on police and fire pensions.
September 24, 2014: I met with the Governor’s office on our road funding request, as well as the DNR splash pool grant.
September 26, 2014: I attended Representative Mitchell’s fundraiser in Decatur.
September 30, 2014: I met with the Governor’s office to request that Mayor Harl be appointed to the State Tax Fairness Committee.
October 1, 2014: I met with Mayor Harl regarding our requests for State money.
October 6, 2014: I met with DCEO officials to see if we could get $150,000 grant for Water Street improvements.
October 7, 2014: I attended Comptroller Topinka’s fundraiser in Springfield.
October 8, 2014: I met with DCEO officials to request $1.5 million for the 911 Consolidation Building.
October 9, 2014: I attended Senator Link’s fundraiser in Chicago.
October 9, 2014: I participated in a statewide telephone conference with 15 other cities regarding the pension issues.
October 14, 2014: I met with U.S. Senator Durbin’s office for an update on our Army Reserve Building. The Senator is still trying to get this done.
October 15, 2014: I attended Representative Hoffman’s fundraiser in Belleville.
October 16, 2014: I talked with mayor Harl and Chief of Police and worked with them to draft a letter regarding our request for $1.5 million for 911 Center.
October 17, 2014: I personally delivered and explained our 911 proposal.
October 21, 2014: Governor agrees to give $1.5 million for 911 Center.
October 23, 2014: I attended “splash pad” presentation with Eric Carls and Mike Perry at DNR headquarters in Springfield. I followed up with the Govenor’s office.
October 24, 1014: Governor Quinn formally announces our 911 Grant. Unfortunately, fog kept the Governor from landing in Peru.

SUBJECT:November-December 2014 Report

November 4, 2014: I hosted election night event that many government staff members attended.
November 6, 2014: I met with Mayor Harl and the Department of Aeronautics Secretary, Susan Shea,to go over Peru’s requests for funding.
November 12, 2014: I met with the Department of Aeronautics Secretary and staff to specifically discuss our $1.3 million taxiway extension funding request.
November 18, 2014: I attended the Senate Republications fundraiser in Springfield.
November 19, 2014: I attended Legislative Session. I lobbied against HB5485 (bill would let arbitrators determine minimum manning requirements for City Fire Departments. This would take control away from City Councils and Mayors – costs could skyrocket.) The bill passed despite the opposition of most cities.
November 20, 2014: I attended Legislative Session.
November 25, 2014: I took Mayor Harl to Chicago for a political and government reception that was attended by many State Legislators and State Officials.
December 2, 2014: I attended Legislative Session. I supported SB2221 as amended, limited municipalities’ liability on asbestos.
December 3, 2014: I attended Legislative Session.
December 4, 2014: I participated in a Police and Fire Pension discussion with approximately 15 cities.
December 10, 2014: I met with Capital Development Board Director, Jim Underwood, to find out the status of our $1.5 million grant. He told me he had processed the grant and sent it to the Governor’s Office. He thought we were okay.
December 14, 2014: I had lunch with Congresswoman Cheri Bustos to go over Federal and State legislative matters.
December 15, 2014: I attended Senator Bill Brady’s reception in Chicago.
December 19, 2014: I had lunch with U.S. Senator Durbin. He told me he is still working with the**** building (edited by me) RP to try and get the building turned over to Peru.
