“It doesn’t take a majority to win, just a tireless minority that will keep starting brush fires in the mind and hearts of their fellow men.” Samuel Adams
I think the failure of this facility has more to do with mismanagement than anything else. Even though it is a gun range, they make it difficult to transport guns in and out of the facility. Very little is devoted to defensive shooting skills. Other such facilities are very successful. Also, the facility is geared toward competition - not recreational shooting. Most people probably don't even know this places exists unless they are on a shooting team.
The State of Illinois should not be promoting gun violence. This place should be shut down immediately. Who in their right mind would allow such a violent and dangerous thing to be done in a state park! They should convert the entire place into a nature preserve or maybe a homeless community.
I've been down to Sparta and it is a first class range. I think the problem is that the IDNR doesn't want to run a gun range. They want to run a camp ground.
Gun Violence? Have you ever been to this place? It host one major event per year, the world trapshooting championship. The average demographic of a trapshooter is a 60+ year old retired white guy. It's basically golf with ridiculously expensive shotguns. The only life threatening thing happening at this event is heart disease.
1:04, I think you would be surprised by the actual demographics of this sport. There are national and college teams with some pretty young kids involved. It is one of he fastest growing of the shooting sports. It is also attracting Black, Hispanic, and Asian competitors. The Female segmentation is growing very fast. You should check out the web page for the US Olympic Shooting Team. As far as the firearms go, you don't need an expensive shotgun to enjoy the sport. Maybe you should check it out, because the only thing you got right was the part about not promoting violence.

Cuts need to be made across the board.
