TASK FORCE WILL MEET TODAY AT 4 P.M.
Wonder what they are now thinking of a city that asked their opinion on their government that doesn't even wait for their opinions and goes ahead and makes a new position and fills it immediately.

Why have so many bloggers turned the intent of creating this task force completely around? Mayor Harl put the task force together for one reason and that was to study if a city administrator would be a good fit within the government structure of Peru. How could they pick whom they believe they want in that position when it has never been mentioned as their responsibility, nor their privilege as not all are from Peru nor elected officials of Peru. But once again it appears that a certain few have become upset before the task force hands down the decision they were put together for and before the advertising and application process is set in place. Also at the start of the task force they made a commitment that all sessions would be open meetings to the public. If this commitment is not adhered to the present group should be abandoned. The true problem is that a segment of Peru is in favor of a city manager and another segment led by Mayor Harl the city's CEO prefer a city administrator. Historically the Mayor of a city is granted his preferences as leadership is what he is elected for. Those who do not agree with the present choices pertaining to Peru government should run for a political office to obtain their preferences.
The task force has no legal ability to go into closed session other than to discuss who will be the administrator. Otherwise their closed session is illegal. Unless they somehow became involved in lawsuits or another reason that allows a public body to go into closed session. Not likely.

@6;46PM This task force has no authority to discuss who will be administrator. What is so hard to understand in reference to this statement. It would be very disappointing if they would attempt to falsify beyond their designated authority and eventually limit the creation of another task force for any further study. There are many standard procedures which should be followed to assure that Peru is getting a fair evaluation if a city administrator fills the needs of Peru. If this task force determines that a city administrator is not needed. The present task force should be disbanded as it should be if the position is proven to be worthy. When it comes time for recruitment, interviews and selection another new task force should be created.

What some of you don't seem to understand that Harl can achieve his objective of "total consolidation of power" if this Task Force makes a recommendation that the current "mongrel" power structure is working out just great and there is no need to change anything except of course to increase the salary of a select couple of "appointed positions". In fact, it is much more likely that Harl's intention all along in assemblimng this Task Force was to legitimize aka "rubber-stamp" the existing "mongrel system" which was devide, designed, and implemented by Harl and Bernabei in order to consolidate the day to day power into the hands of one single politically appointed individual whose position is solely dependent upon the support and appointment of the mayor. The possibility this Task Force will make a recommendation to "not change anything" is much more likely. When this happens there will be no need for Harl to risk a council vote for approval of anything because the mongrel system is already in place and Harl will not risk subjecting the issue to open meeting discussion if he has anything anything other than unanimous support from all eight of the "knuckleheads". Harl created this Task Force scam for one purpose and one purpose only, and that is to provide legitimacy to a poorly veiled scheme to concentrate total authority to himself. Unfortunately for the well-meaning members of the Task Force as well as the citizens of Peru it is just a scam. These honorable members of the Task Force have been victimized by Harl and Bernabei just as much as the people of Peru have been victimized by this purely political power grab. There will be no stopping the current momentum of the existing mongrel management system and the Task Force will unwittingly give Harl exactly what he needs with a recommendation that will say in so many words, "We find that all is well and nothing should change except the level of compensation for the two politically appointed managers". Two managers who are fully beholden to the mayor to remain in their jobs. This "three headed snake" will be difficult to kill once it is officially released on the unsuspecting citizens of Peru. The Harl opposition had better find themselves a bonifide "Snake-Killer" for 2017. We all know what it takes to kill a snake, right?

I thought their task was to determine IF Peru would benefit from a city administrator. I don't think their scope involved choosing who would be hired, but according to their agenda, it now looks like they will be deciding who to hire.

For this group to find it necessary to conduct its business behind closed doors is another sad milestone for the city of Peru in terms of honesty and integrity in government. Very discouraging that this Task force would allow itself to be corrupted by Harl and the Peru insiders.
Do not blame Mayor Harl and your so called insiders as this group is big boys and a big girl much experienced in today's business world. They have no one to blame but themselves for their actions. Isn't it surprising that when you give a group such as this responsibility that they fail worse than those they fire in their high positions.

Then why does the city list specific items for the closed session? Normally if it's just the "usual closed session", there are no reasons for the closed session. It just appears as "closed session".

It is against the law to list a closed session without a reason on an agenda. The Clerk's Office just lists some BS about employment. For all we know they are playing poker in the back room. They NEVER release any minutes- even though the law says they must review and release minutes when the issue is no longer sensitive.
