"Elected Officials" Float" Turns Out To Be a Slap in the Face

    If you saw the Peru Parade on Saturday, you might have noticed a float with the title of "Peru Elected Officials".As we went by I thought how strange that the word "elected" was in the name as simply a float called City of Peru or something similar would have been fine and to be expected. It turns our that the name was drawn up by City Clerk Bartley Most of the aldermen rode on the float except Ankiewicz who was on the American Legion one and O'Beirne was on the Coldwell Bankers float/car. No problem.

Also Mayor Harl chose not to ride on the float but chose an antique truck to travel in.

Not asked to be a part of the city float, Gary Hylla, C Treasurer rode with his wife on a motorcycle.

Let me remind everyone that Gary Hylla is filling an elected officials position as Treasurer BECAUSE.......Jack O'Beirne the person who ran for the office of  Treasurer and was elected decided that he did not want the position and wished to remain on the City Council as alderman of the second ward.

    Remember that that left Peru without a Treasurer, a necessary position in any city government except the previous one of Mayor Baker. I'm sure you have connected the dots by now. It is all past history except the Mayor now had to replace the elected treasurer O"Beirne and chose Gary Hylla who has been doing an excellent job. Appointed and not elected and not to be on the 'elected officials float".  I hope the City Clerk has a good explanation for this.



 Former Mayor Baker could do a lot to alleviate the tension by making a public announcement that he is no longer Mayor of Peru and he would like the Council to work with and cooperate with Mayor Harl for the betterment of Peru and all its fine citizens.

Lois,
We all know Scott Harl is the Mayor. The taxes have been raised, the pool closed, 3 new unions, no spending limits, personnel problems, and more. Blame the Council and the city float. I would tend to believe that the choice was made by Harl and Hylla not to ride the float. It was much more politically effective to ride seperatly.

Lois, According to many sources there were 5 alderman that did not support Mayor Baker during the last election. Why do you believe that the city council is still run by the Ghost of Don Baker? Maybe some of the new initiatives like higher taxes, hiring friends, early retirement programs for relatives have made them resistant to change. Or have we had any change?

If Mayor Baker was still in office , things would be much better and very much for the better, different. We would not be talking about Peru Action Committees and stupid issues that have caused so far this city to take a MAJOR STEP BACKWARD.

If the 175th celebration was not to your liking , after all you elected the city clerk and the Mayor Harl, then WHAT DID YOUR VOTE STAND FOR 18 MONTHS AGO ? I guess you would regret the vote today. To Late,sit and enjoy,

I don't believe your sources would be true as there are 4 that I knew would be voting for the past Mayor without any doubt as they publicly campaigned via the radio. Potthoff for himself and he may have garnered another vote or two but I doubt it considering the results. Again Harl was not one of them amd got none of their votes.

I find it amusing about comments regarding the unions! The police have been union for years and the other departments started organizing a year before the election because certain employees were being strong armed by the previous admonastration! Which brings up the point of how much money baker spent on trying to keep it from happening. Look at the bills from seyfarth & shaw. Pushing nearly a million dollars, all because of personal preferance! Pretty sad to say, when the employees wanted security and to keep what they have, no more. I'm willing to bet employees in every workplace have the same aspirations! So know thw facts whoever the people are sounding 0ff about union issues

To 10:29 and 11:44 - If you're going to make false claims the least you could do is create some make believe details to support them.
Point by point I will tell you again. Pay attention this time. Mayor Harl has not raised taxes. What taxes are you talking about? If it's the Library tax increase you have to get it through your head that was voted on and approved by the full city council. Yes, Harl supported the recommendation by the Library Board and ultimately so did every alderman who voted to approve it. It was the right thing to do. If you're referring to Water & Sewer rates you are wrong again. That increase was mandated by the Federal Government(while Baker was still Mayor) and approved unanimously by your city council in order to recieve stimulus funding for sewer separation projects. Nice try though!) Three new unions? An absolute non-issue if there ever was one. Two of the three were well into the organizing process while Baker was still in office. Doesn't that make it Dons fault? The Firemen have been on the verge of organizing for years. The reason your union point is so ridiculous is because having organized employees has no negative impact on our city. If your going to complain about high wages you better understand that Baker was responsible for some of the highest municipal employee wages outside of Cook County. At least now you will have a committee of aldermen and emplyee reps to bargain collectively. In the past you had Baker and the Department Heads picking and choosing who to reward with fat wages, no real duties and easy overtime. They wasted your tax dollars at will and you never even realized they were screwing you. Or maybe you did know. What does that say about you?
No spending limits? Snap out of it! What the hell are you talking about? For the first time in decades we have a Mayor who is advocating common sense spending and cutting back wherever possible and laying out the facts to the citizens and city council exacly what our financial position is. If you see wasteful spending tell us what it is and remember that it all has to be approved by the Finance Committee and then the full council. You make empty claims with nothing to support them. Personnel problems? Find me a company, agency or municipality without personnel problems. Those things will all be worked out. Most likely by the union grievance process. Good thing we have that option, huh.
Now....Hiring friends? You could have at least provided the names of these "friends" the mayor has hired. Who? Please tell us about all the friends Harl has on the payroll. Where the hell were you when the Baker/Kowalczyk/Prazen patronage train was screaming out of control. Patronage in Peru is dead. It was packed up and shipped off with the old administration and you probably know it. Finally, and probably the most ridiculous of your statements. Early retirement programs for relatives? Early retirement options were presented to all qualified employees in order to reduce the work-force and save a lot of money in the long term. A long time employee who is the mayors brother-in-law decided to retire. Congratulations to him and anyone else who decides to take early retirement.
I get it. You don't like the mayor. You are entitled to that. But you are not going to compose fiction on this blog without being called out. Come back with facts or don't come back at all. You are wasting my time.

Get off this saintly position and face reality . Wait for 2012, we MUST make a change because all of Mayor Harl and his supporters are on the WRONG side of HISTORY.

I would say the parade with the separate floats tell me just how this Mayor is wanting to run the city. First of all he cares less about the city but for the politics of being in office, the hell with the people of this city and their needs. One man cannot run the city. Ask Michael Jordan of the Bulls if he could have won 7 championships alone or did he need a cooperative team.
Today in Peru it is "Lets fill our pockets first,buy support and strangle the city by raising taxes and reducing services in the city.
The Mayor does not want to get along with anyone to make the city better. All of the supporters are in the same boat for the same ride.

I haven't worked for 13 months and I was'nt granted the chance to apply for one of those nice paying adult summer jobs that just slipped in. Maybe we all should have put up a sign in our yard or retired early to get on the NEW city payroll. You don't have to call it patronage to know what smells at your make believe land !!!

There is definitely some cost cutting going on at City Hall. We went to pay our bill yesterday at about 4PM.
Only one woman working in the Clerks office, everyone else that normally is there had gone home early including department heads and other salaried workers.

Remember when Mayor Harl wanted to hire a new SPW. The story he gave us and the person he wanted was from out of town. What BS. Mayor Harl was friends of the person he wanted to hire from out of town. The person was out of work and Mayor wanted to give patronage for his employement. The Mayor worked with him in the past prior to the Mayor moving to Peru.
Thank God for the Aldermen who saw through the cloud of phoney story the Mayor was giving and said NO.

That is what you stand for or support . What a shame the people of peru come last in the scheme of things.

From what I've learned the old city payroll consisted of many, many, friends, relatives, and family of several of our high paid employees. Why didn't you complain then? It's obvious you were a Baker supporter and that is your right but please quit comparing apples to oranges and get real!~!

As a employee do I go to my Mayor or the union for grievance issues? Is this the same Mayor that allowed the union to support him with thousands of dollars. You could call all of this collective barganing or old time politics. I get to pay union dues and remain on the payroll as long as I support the cause. At least I know who is getting screwed. It's fun to have you guys in charge and keep the focus on Baker. Most of us know what is going on. Keep the gravy train going with excuses.

Do you think that those at City Hall took furloughs to cut cost? Most likely they were paid for a 8 hour day. Have we cut any wages in the city besides replacing Prazen and Kowalcyk? They were gone before the new Mayor took office. It looks like we have more summer help on the streets and a bunch of older part time workers, can we afford this?

The problem with this blog, as well as the "original" one, is that there is so much rumor and innuendo that that vast majority of people will never take this seriously. There's always been this implication that some major scandal was going to be uncovered, Mayor Baker was going to be arrested and all heck was going to break loose. We all know that it's been 18 months, and whether you like the new mayor or not, I'm pretty sure he would NOT have covered up a scandal by the previous administration. It's because there isn't one.

Agree with him or his methods or not, history will show that Mayor Baker ran this city pretty darn well for the vast majority of his term, and probably would have gone out as an even bigger legend had he not ran for that last term. The proof is in the results...go back in time to where Peru and other Illinois Valley cities were back when he took over, and look where we are today. Peru still has one of the lowest tax rates, while we have most of the businesses and long-term potential. Mayor Baker loved Peru and put his heart and soul into the city, good or bad. and if you don't like the lower taxes or the fact our businesses grew at ten times the rate of any other town around, just look to your fellow citizens who voted to re-employ him. 11 times and 44 years.

Steve and Lois (and everyone else), you are entitled to express your opinions about government leaders, but you say silly things like Gary Hylla got snubbed from riding with the elected officials. Lois, whatever your source, I suggest you check again, like caling Gary. He and his wife planned to ride his motorcycle because that is what he wanted to do. He gets along fine with the aldermaen, and they think he does a good job, regardless of who appointed him. I PROMISE you are incorrect about this, and I'm sure that will keep my post from going live.

Most of your posts seem to elicit healthy dialogue, but these ridiculous things do nothing and lead directly to a complete lack of credibility with the general population, and more fodder for the few malcontents who have few healthy things to offer.

Workers who work for an hourly wage should not be getting paid when they do not work. When I worked (not for the city) and they did not need me on a particular day, it was an unpaid day off. And sometimes people were sent home mid day if they were not needed. I would assume this is the same deal.
I have not heard of any furloughs.
As to the older part time workers, I would think they would work more efficiently than the younger group We actually have less summer help this year. The only thing I do wonder about was hiring all the "pool help" as I don't know numbers on that and don't know if that inflated the numbers..

4:48 - Thank you for sharing. I know it has to be difficult for anybody to read comments on this blog and try to determine who is credible and who is not. Your points regarding the success of Peru under Don Baker are well stated. I have never disputed the good things that resulted from his tenure. Economic development being his greatest accomplishment.
With that said, I hope you will understand that my opinions are based on my research of the political scene in Peru that dates back from about 25 years to the present. During the past eight years or so I have conducted a lot of research and interviewed a lot of people in order to understand how Don Baker maintained his strangle-hold on power in Peru and what happened to people who thought they could challenge it. From blatant patronage hiring by Don and the department heads to union busting (where some good people lost their jobs for trying to organize), and hundreds of thousands of tax dollars were wasted by Baker just to prevent workers from organizing. To the origins of TEST, Inc. To the Westclox Building scam, where Baker authorized using city labor and equipment to renovate his private business enterprise. To directing business to Complete Industrial Enterprises using false invoices, retail suppliers and third party (shell) contractors. To refusing to allow competitive bidding for city services such as Water/WasteWater, Engineering, and Municipal Waste collection. To the more recent mis-management issues like taking in thousands of tons of concrete from the demolition of the Abraham Lincoln Bridge on I-39 and paying tens of thousands of dollars renting a portable crusher to produce rock for "city use". Unfortunately, and about $100,000 later, whoever thought that one up failed to crunch the numbers and it turned out we could buy a superior quality rock from nearby quarries and haul it to Peru cheaper than what it was costing to crush it ourselves. They (Baker and the Aldermen) stroked each other in open meeting a number of times about how much money they were saving the city with that crusher. That's just one example of the mis-management. There is also the question of what happened to a significant tonnage of iron which was separated from that concrete and if it was sold as scrap and where the proceeds from that sale ended up. I requested all payments recieved for scrap from City Clerk Judy Heuser more than two years ago for the previous ten years and she provided me with copies of two checks totaling about $250.00. You have to realize there were thousands of tons of concrete crushed which would have resulted in at least hundreds of tons of scrap iron.
You use the words "rumor and inuendo" to describe what you see on this and other blogs. All I can tell you is that I have done the research. I have requested and possess the documents and invoices. I have interviewed the individuals involved. I have sat through the meetings.
What I can't do is explain why some of these situations were never reported, investigated or prosecuted. As far as I'm concerned they were major scandals that should have been exposed at the time. Apparently there were not enough "troublemakers" around at the time or Don had even more power than I give him credit for. In case you're wondering, the s
"Statute of Limitations" for prosecution has expired.
All this and more is why I have worked for new leadership in Peru and there is still much work to be done.

2. Run for alderman the next time around and IF you would win, voice your issues in public on the city council (but before that could happen I believe you will be defeated.)

Taatoo(Steve) Your back at Fantasy Island. Statues of Limitations is not over. You are hiding behind your own self interest. If Baker did commit all of these felonies. Why didn't you turn over this to the Attorney General or States Attorney? Is this not your responsibility as a true caring citizen of Peru you claim to be. You have all this evidence and never brought it to the newspaper or proper authorities. Its easy to did up the grave of a old politician(Baker)and make these assumptions. Union busting, Bribes, and now crushergate. Stick to the lack of any management ability that you currently worship at city hall. Quality of rock might be something to talk about with our mayor, most of us want holes fixed in our streets.

2:51 p.m. - A "statue" as you put it, is like that big bronze thing holding a fiddle next to the Mirror Building. Wipe the dust off the Webster's and flip to the S's. I was referring to a legal "Statute of Limitations" as in too late to prosecute. If I had known then what I know now I would have been squeeling to anybody and everybody like a stuck pig. It was too late when I first looked into it five or six years ago. Go to the NewsTribune in 1985? I'm sure they would have jumped all over that scoop. Maybe the Journal Star or Sun-Times, but we'll never know. I will tell you who I first heard the story from. Dave Potthoff told me about it six years ago. Did you know Dave and I are old friends? From there I talked with city employees to get more details. They installed plumbing and electrical in the areas that are now rented out to businesses, like TEST, Inc. How about that? They installed water supply and toilets as well as bathroom fixtures like vanities, sinks, mirrors etc. There were city owned Air Comnpressors for jack hammers to break through walls and floors as well as many other city owned tools and equipment on site. All labor was performed on city payroll time. One employee informed me he worked there for six to eight weeks that year. But don't confuse the renovation project with the demolition project that city workers performed on the other end of the building. That was a different project altogether. Apparently it was not a very well kept secret as some questions began to be asked as to why there were so many city owned vehicles parked at Westclox all day. At that point Don Kowalczyk instructed the guys to drive there own vehicles to the site instead of the city trucks. There is no doubt that many people in town knew exactly what was going on, including sitting aldermen and law enforcement.
I like that "Crushergate" reference. I'm going to use that if I get a chance. Please don't copywrite it.

For the record...Judy did not leave town the day after the election. But, there are some very interesting reports of what she did during her final days in office. But that's the past and not important right.

My question to those individuals who are criticizing the so called PAC and our present Mayor and this blog - WHERE WERE YOU WHEN ALL THIS CORRUPTION WAS GOING ON? WHY DIDN'T YOU TRY TO PUT A STOP TO THE WASTEFUL SPENDING OF OUR TAX DOLLAR? Makes me wonder what kind of control our previous administration had over everyone involved in this type of project.

To the bloggers, It's been 19 months of change and we still are blaming a mayor who was in office 44 years. You got what you deserve. The change we received is a mayor that clearly just wanted to be mayor to settle an old score and get some browny points with his union. Did anyone who voted ask themselves if he was qualified? While the mayor was sitting in counsel meetings for 4 years he should have gotten the point that the power of city government is in the alderman's vote. Until he can get 4 votes on anything the aldermen will do what they want. Like it or not the previous mayor got things done because the aldermen trusted the mayor and clearly they don't now.

This comment is absolutely true but I don't believe it is lack of trust that is causing the divide, I believe it is more than than.

Going back to the early days after election when he decided to appoint a city engineer and sought out the person without their input is what seems to have started the problems. But again he had every right to do what he did as that is a Mayoral appointment privilege but needs council approval to finalize.

Looking back we would be many dollars less in debt if we had hired a city engineer. As a matter of fact, I would much rather see the city spending our money on a city engineer and a zoning inspector.

And down the road a bit further definitely a City Manager.

I think you're dead on that most of the aldermen have made a committment to themselves and each other that there will be no co-operation whatsoever with this mayor. "Obstructionism" is the operating strategy being practiced by the majority of aldermen. Your comment would be more accurate if it read...Until he can get 4 votes they will do "nothing". As they believe it will only damage the mayor if they maintain a sense of gridlock. I think it will damage them all, including the Mayor and the city as a whole.

The problem today a I see it is that the current Mayor does not have the understanding of running a city for the people. He does know how to show favoritism and more will come.
So He is for number 1.
Most of his problem with the city council is that as the election came to an end , this mayor DID NOT WIN as a truthful and forthright person but one that PROMISED THE WORLD TO THOSE WHO WOULD VOTE FOR HIM.
Those folks that did not get contracts with the city while Baker was in office VOTED FOR HARL. I assume many in discussions on the blog are among those whom are in that basket.
After 4 years sitting in Council Meetings and this mayor does not recognize how things work is just PLAIN DUMB.

I believe that if the color white was discussed at the city council meeting , this blog would say it is black or gray. (When a horse wears blinders shields it can only see ahead but takes not notice about what is going around in the big picture. Take Off the blinders and see the world.)

This past election some folks got persuaded by this PAC of 20. They now see their mistake and WILL NOT MAKE THE SAME MISTAKE AGAIN.

Secondly to your comment about paying for the last 44 Yrs., My answer is BULL.
We had the lowest tax base in the valley for all of the 44 years. The tax revenue was spent wisely. Now however the taxes will go up because of folks like you supporting Harl and his position. I ask you , what has the Mayor done, for the city the last 18 months ? The answer is quite clear , NOTHING. (Maybe I should say, he has demonstrated "BLAME" along with his supporters. But, That is not progress only weakness)

Between Mayor Baker and Judy H. (city clerk), the aldermen especially Jack O., we could not have had it any better..
All of these folks should get monuments erected in their honor. I hope the aldermen would consider such recognitions at the city council meeting, offer a motion and vote on it .

Lois - I think ANON 7:44 and other Baker supporters are going to sit back and deny this debt exists until the next Mayoral Election. Then, they'll come out shouting that this administration left us in debt. I don't think they can, as of yet, accept the fact that Mayor Baker is no longer in office. It's a sad situation and one that does not allow for an easy transition or an ease of progress.

FYI I have sat through many finance committee meetings and have heard the state of the City of Peru from our Treasurer and he has produced many documents to validate what he says repeatedly.

Don't feel bad as numerous city aldermen have had a hard time taking all this debt in and realizing it is true. Our bond rating is down, our funds are down and our bills are growing. Truth is sometimes hard to face up to.

As loud as some of the posters are howling about the "golden years of Mayor Baker", it makes me wonder how they benefited from it

My question to the PAC is - how are you going to educate and inform those who just refuse to accept facts and or face reality? From reading some of the comments on this site I find it difficult to believe that citizens can be so blind, biased, and downright stubborn. We all know that sometimes the truth hurts but we have to face it head on and then strive for a brighter future. Come on people - LET THE PAST GO AND MOVE FORWARD!! I don't see anybody from the so called PAC trying to force you to do anything other than to think, plan, and believe in Peru, and keep a watchful eye on all our elected officials and city workers.

There is much talk about looking to the future for the city of Peru, But we have a Mayor Harl who does not know what to do for the future.
Folks, we need leadership and IT PLAINLY IS NOT HERE TODAY, so how can anyone let go of the past and feel good about the future.
Look around the city, take pictures because things are looking pretty gloomy and will get worse in the next 2 years. All of the cities around Peru are making great progress while Peru is stagnant with time passing us.
