Thanks for Stopping to Read the Peru Town Forum

Sending our thanks to the bloggers out there who are stopping by to read the Peru Town Forum, some on a regular basis and others occasionally.  An average of 50 to 60 per day depending on the topic being discussed. We have topped over 100 per day when people have a lot to say.
Coming from 36 cities in Illinois and at present 11 different states. Both those numbers vary depending on topic and day of the week. The stats usually include several foreign countries and today that included Germany and Brazil.
Of the cities in Illinois of course Peru provides the most interested readers but also includes larger cities like Chicago, Wheaton, Naperville, Lockport, Bloomington and Glen Ellyn.
And of course we would like to hear your comments too.

I was under the impression that the discussion regarding the swimming pool was to be on Wed. agenda. Thus far, it's not listed.

Did you all see the news trib. Over the past 10 Years,the facts under Baker is our taxes barely moved (+1.5%).

The Mayor of Earlville taxes actually went down 3.9%. Why, they adjusted the spending to the intake of revenue.

Wait and see what Mayor Harl will do for Peru .It has already started the past 2 yrs 2009/2010. Guess ! I would say Peru will have the highest tax increase in the next 10 Years.
That is what the supporters have voted for in the past election.

I noticed you only repeated that which you wanted to compare. And why did you not compare Ottawa (3.5%), LaSalle (9.3%), Streator (6.4%), Utica (10.7&) and all the other LaSalle county towns that had a larger increase than Peru (1.5%)?
Yes Peru had a small increase and I noticed that much of it was the Peru Library and of course if in the past 10 years the Peru council had properly funded the library, we would not have had the increase that we had today. Yes please save your News Trib so you can look back and say if only Mayor Baker and team had done the right thing through the years, we would not have had a tax increase today.
It is beyond logical comprehension why you insist on blaming Mayor Harl when it is actually Mayor Bakers fault.
You have very illogical and biased thinking, in my opinion.Maybe a move to Earlville is in your future, if all you want to concern yourself with are your taxes? I believe that have lots of other problems that will keep you occupied.
I hope you noticed that our taxes went up 30% to maintain 2 small sections of Twp road in Peru. Now if you want to complain about that, I am right with you. Not only are we paying for the Twp Road but also we pay a Twp tax for an increase of 56% and that is a total ripoff. Why can't we eliminate that ridiculous tax? Our City Street dept. can maintain those roads and save us money.

Lois, again you are blinded by your opinion, and that is your right, however if Mayor Harl perfomed his management reponsibility with some understanding of what he is doing, the Library tax , like Baker, WOULD NOT HAVE TO GO UP.

Like Earlville, IT ALL ABOUT CHOICES with a business understanding. Quite simply.
The other cities you site are more examples of spending beyond their means and that is not for me. (raise taxes) Maybe for you that is Ok but not yours truly.
If Baker was here, the city would live within there tax revenue and the garbage going on today would not be happening. PERIOD.

My opinions have nothing to do with with WHO is in office. I base ALL my opinions on facts. When I read the News Trib., I went down into the facts behind each increase to see where we differ and why. I suggest you do the same.
Get over you dislike of the Mayor and your adoration of the Previous Mayor and look only at facts. Sorry but the Library tax was inevitable unless you wanted to spend lots of money fighting it in court and then losing the case anyway. Have you already forgotten the City Attorneys warning "You will lose"
Anytime you base your opinions upon whether you like or dislike someone and not on the facts, you will lose. every Time!!!!!

FORMER MAYOR BAKER IS NOT COMING BACK to serve as anything for the city. You are delusional and not dealing with today as long as you continue to post those comments.
Actually there is a medical term for that kinds of thinking.

Anon 1:27 Rumor has it that had Baker won the election he was going to pass the throne on to one of his constituants. Why do you think O'Beirne ran for treasurer? There was a major plan in the makings that back fired when Baker lost the election.

I believe that there is a basis of fact behind this rumor and the participants still have not gotten over it. Leading to some of the nastiness down at city hall.

We need to work with what we have. An interesting point was raised before the bashing of mayors started.
Peru Township. What function does this body perform? And don't give me the definition of a township from Illinois laws. What roads do they maintain and how many poor people are they helping? These are two of the primary functions they are supposed to perform.

I am not absolutely certain of these facts but just this year the City had talked about talked about taking over the maintenance of May Rd from 251 to Airport in LaSalle. This would be one of the 2 twp. roads. If in fact this did take place, that would leave only May Rd. west for the twp to maintain. Do you remember the details on that?

I have been trying to figure out which roads they maintain. I did not hear about the city taking over one of them. But, I don't attend many meetings and much is not reported by the N.T.
I think we should just annex the remaining road and the road fund along with it.

You cannot isolate the Peru TWP without knowing the configurations of Townships within the entire state of Illinois.

Chk the news Trib and the other TWP and the related per centage of increases .

I believe you're right Lois. I do recall a great deal of discussion regarding that strip of road. I believe Peru took over maintenance of it but I"m not 100% sure.

Do you know why our increase in taxes was so much higher than other cities in the county? I saw that Oglesby and LaSalle pay no twp. road taxes and I understand the Utica road situation where they are located they probably utilize many twp roads and and their increase of +30% is equivalent to our one or two roads.

There is a provision in the Illinois Township Code in which a County can do away with them. So it is a County issue, not a State Issue.

(60 ILCS 1/25 5)
Sec. 25 5. Petition and referendum to discontinue township organization. Upon the petition of at least 10% of the registered voters of each township of a county, as determined on the date registration closed before the regular election next preceding the last day on which the petition may be filed, that has adopted township organization, the county board shall certify and cause to be submitted to the voters of the county, at the next general election, the question of the continuance of township organization.”

It continues on ad infinitum.

Several Counties in Southern Illinois do not use the Township form of government.

Advantages – The County reverts to a commission form of government… fewer members on the board.

Disadvantages – The County determines the assessed value of property, not the Township Assessor.

I don’t have a rock solid opinion concerning the township form of government in LaSalle County.

I remember much discussion concerning Plank Road near I-80 which was being maintained by the County, not the Township.

Lois the city maintains may rd.and has for years, plowing, surfacing and so on, and the state owns the frontage rd. from 251 to airport rd. Know your facts!

Peru Township maintains two roads. Shooting Park from church street to dalzell blacktop and the road that runs in front of south bluff country club. It is called Sandy Cosge road.rov

Brian, Thanks for brining this up. I have always wondered why my a good portion of my taxes goes to the township. I know there building is located across from the city garage, but how many people are employed there? Whom is in charge and what do the employees do? Maybe the News trib can do an article about this and inform all of the citizens of Peru.

SECTION 5. TOWNSHIPS
The General Assembly shall provide by law for the
formation of townships in any county when approved by
county-wide referendum. Townships may be consolidated or
merged, and one or more townships may be dissolved or
divided, when approved by referendum in each township
affected. All townships in a county may be dissolved when
approved by a referendum in the total area in which township
officers are elected.
