Voters of Peru Need to Do Some Soul Searching

We all need to remember that it has only been 7 months since we re elected Scott Harl as mayor of Peru. Even if it was only 37% of the vote, it was enough. I have asked myself and many others why did the people who voted for him do so. Was it party affiliation? Was it union affiliation? What about city contractors? And now I am asking was it because enough people were on the take to make a difference?
This is an extremely disturbing turn of events given that the mayor has just finished one term of 4 years. It also tells us why we have had very few new faces at city hall who were not loyal to the mayor. It sounds like all those involved got a little too comfortable. 3 long term employees were let go from their jobs with what appears to have been valid reasons within the last 6 months.
Some remember the mayoral debates at the Peru Library where the mayor indicated he did not interfere with department heads as he felt they were doing a good job. He did not choose to interfere with the unelected Recreation Board because he felt that they were doing a good job. He changed the committee structure to 2 aldermen on each instead of the normal 3 in previous years and when challenged on that he said the committees didn't have that much to do. Continually narrowing the involvement of other elected officials in city businesss?
Definitely more questions than answers and feel free to add yours.

Many times citizens have commented about the number of city trucks cruising the streets. No one paid attention.

Others have commented on the conditions of our parks and the number of times grass has been cut when not needed. No one paid attention.

Those in charge should listen to the citizens who care about their community and check out the things that are being reported. If we all work together (instead of against each other) great things could happen. Right now it seems as though unless you're considered one of the "in crowd" some refuse to listen to you.

Peru does not have much of a system in place to care for their parks. The public works dept. has summer help cut the grass in a pretty erratic manner each summer. As far as landscape and design, that is totally missing from our plans. Last summer a small group of volunteers worked for a short time but this is an overwhelming job that requires a great deal of planning and leadership. The mayor and council did not work or plan with the group, only Ald. Perez came out and organized and worked more than most.
The recreation board likes and cares for sports and they are well covered. They did not appear to be interested in working for a pool or splash pad. As for park equipment and programed upkeep and design, they do not get involved. My question is now "Who is responsible?"

I'v complained time and time again about parttime employ's taking city vehicals home for lunch and nothing dune about it . one person is always driving one home . this is crazy , a waist of gas and someone else could us it for work while they are gone . just my thought's

9:31. As far as I know the City of Peru is starting an "adopt a park" program. I'm not sure what the city is asking from volunteers but I'm apart of a group that will be taking care of McKinley.

The two "Peru Aldermen Committee Members" in this case being Aldermen Perez and Mueller who serve on the Public Property Committee which covers buildings and recreation in co-operation with the aldermen of the ward involved. They should inform the Mayor of their actions and in instances of question or conflict iclude the Mayor for a decision.
The Recreation Board should be responsible and account for all actions taken and money spent by themselves directly to the Public Property Committee.
TEAMWORK AND ATTITUDE LED BY HONESTY AND GOOD JUDGEMENT ARE THE KEYS TO ALL ORGANIZATIONAL SUCCESS.

Justin please give us more information, never heard anything about adopt a park. I do know that the Rotary has adopted the small park on 3rd and Pike but even they need more help in making it a nice park.

I believe advantage logistics has had several employees volunteer to adopt a park and McKinney was recommended by the park and rec board.

I wasn't contacted. My supervisor at work noticed a sign in a park and contacted the city about it. He then referred the information to me. As for what is expected of us I'm still not sure but will keep you posted!

Justin: Trimming trees was mentioned along with possibly staining benches and the concession stand. Members of the rec board are going to survey the park and see what needs to be done.

Just watched the video on the city website of last Friday's meeting. I watched the first part but couldn't access the second part. Holy cow was Scotty mad! And why was he standing at the podium instead on sitting in his usual chair? Was that a form of intimidation? Was he trying to intimidate the council members because he knows he's in trouble? Can't wait for tonight's meeting!

The City of Peru Alderman are elected by US. It's time to begin to inform the public of the activities that has been happening down at City Hall for the past few days. Many of us are aware of the short versions of the rumblings. I would like to point out to all Alderman that will be up for re-election, this may decide your fate. You can bet your house it will be a hot topic going into the elections on what your stance was and whether or not you had the City's and its citizens best interest at hand. If there is even a hint of suspicion that there was possible fraudulent behavior, it's the responsibility of the Alderman to due their due diligence in resolving the matter no matter what the outcome may be.

We will never ever know what really happened over the past week. This administration hopes if they stall long enough we will forget. It must have been a serious issue because as the mayor put it...to be here on a Friday afternoon at 4. Now it is up to the council to finish what they started and we as citizens have the right to know, especially if it involved our money. I get the feeling that they do not yet realize whose money it really is they are playing with. I say we let them know over the next few weeks, so they do not forget. When I first viewed the video of the "special meeting" there was no part 2 listed. I wonder if it's supposed to be the continuation of the meeting after the closed session ended. Council has to come back into chambers, re-open meeting, have a necessary discussions, and close meeting once again.

Were certain persons getting oodles of overtime working for the city and weren't really working? For how many years was this happening? Harl approved overtime hours for employee? Curious? Who listened to the radio this morning regarding the stolen truck? Rod Thorsen had about a 10 minute conversation about it. Rod basically said that he was perplexed that not much social media about truck was out there. Like no pictures, etc... About four people called the radio station to comment on this issue. One older lady commented that peru has a bunch of mucky mucks. Very interesting segment on the radio about stolen truck. Anybody else listen this morning to the radio?

Anyone remember the many years ago when some employees of IVCH got into legal trouble. Not a word was heard about it through our media at anytime. Finally someone got the PJStar to investigate and they were the ones who wrote it up in their paper and then finally our locals were forced to look into it. That must have been one of the best selling papers ever printed by the PJStar, wasn't one copy available by evening for about 30 miles. This could happen aain.

I just want to say that we very well may NOT have a right to know yet. Be patient. Employees have rights that exceed your right to know today because you are a taxpayer. No one alderman can speak for the council, and legally they should not address anything in public until they have all of the information and have worked through the details. I am all for transparency but it doesn't mean you need to know everything today, and you may not know that much when it is all said and done, depending on what took place.

Please stop with the rumors and speculation and just wait for the facts to come out. You should be glad they are doing their due diligence. Thank you.

the mayor should make a statement. he does not have to give any details, but to reassure the public that the issue that caused the special meeting is being looked into and that he and his aldermen are in control of the matter at hand. people are looking for leadership and now would be the perfect time to show he has that skill.

If there was malfeasance, it is not that unusual in local governments. But the continual ignoring of issues by the News Tribune, the pattern of burying stories that might embarrass advertisers.... I believe that is the most dangerous of all issues discussed here. If the Miller Group does not begin to accept its higher responsibility to the subscribers, its duty to report the news, I believe there will never be a true change to this local government.

When the press is bought and paid for, very little sunshine can every creep in. I have tried to spread the word to boycott the subscription, share one paper with 4 families, read only online or at library.. Until some hard hitting Peru news starts showing up, fair and with follow through, I will not let up.

To cancel your subscription, just send a letter canceling and write on the back of the envelope, Truth in Peru. If they get enough of them, you might see some action to cover more than the latest fund raiser, pie recipe, or sports team.

I do not believe there has been one FOIA document request by the News Tribune since Harl was elected.

I wonder how many people, both officials and citizens, "thought something funny was going on." I wonder how many indicators where dismissed for reasons of "privacy."
I have lost all trust in the people keeping the books for the City of Peru. As taxpayers and possibly bond holders, we need to demand a full (forensic) audit conducted by an accounting firm with no ties to any government agency in the Illinois Valley. Additionally, a full public review of employee time keeping and other HR policies needs to be conducted to include sick time, vacation time, travel, uniforms, etc., etc.

More ammunition for changing to a manager form of government. A professional city manager knows and follows the law and is not worried about providing favors to political friends. With a manager form of government, the manager is also constantly scrutinized and must constantly justify ALL expenditures.
Yup... no checks and balances in the city government. Just a bunch of good old boys nodding and winking at each other across a table.
I can see it now... "hey, didn't I see you boating on the river last Sunday?" "No, I had an emergency call, and here is my overtime sheet to prove it..." followed by the nod and the wink. "Ok, but don't schedule any emergencies for next weekend, we have a golf outing and I expect everyone to donate... I mean play golf." followed by a nod and a wink.

What is so difficult to understand that certain "favorite city employees" were paid $150,000 illegally in the last four years by a department head and foreman with approval of the Mayor that due diligence has to be taken. If anyone is concerned about the number of rumors that are spreading they would officially inform the people of what is going on behind closed doors in a country with a democracy for a government. The only way to stop the rumors is to reveal the truth.
The complete situation should be expressed by the oldest aldermen not involved in any way.

Here is something else for voters to consider next time they go vote. The IML expenses are on the last disbursements sheets. Expenses are as follows:

Hylla - $1,329.99
Harl - $1,060.64
Ferrari - $867.21
Lukosus - $788.35
Bernabei - $734.44
Sapienza - $721.44

Why is Hylla spending $608.55 more than Sapienza? Don't Hylla's, Harl's and Ferrari's expenses seem excessive compared to the others? Wasn't there a dinner put on by TEST and Chamlin's? And the expenses are still this high?

Lois can you FOIA these expenses and put them on here for everybody to see please?

Just watched the intro to the Friday Night Special. It appeared to me as if Harl was really upset that the council called the meeting. I got the impression that he was looking for some reason to cancle it based on protocol. Then he went into the lawyer issue and basically refused to allow the lawyer to attend the closed session. I don't care what really happened - as far as I'm concerned, that video is proves that something not quite legal has and is going on.

Is the city's attorney on a retainer? Therefore, he works for the city and absolutely nothing should be kept from him. Unless it would be a conflict of interest for him to be in meeting. Is the city attorney usually in the closed sessions? If he usually is and wasn't allowed in this meeting, then something is up.

He could have just as easily expressed his sentiments in closed session but no he waited until they went back into regular session and where the camera would be running for the video and everybody watching it could hear him.

It is wrong for the Peru City Council to hire a life long resident of the area to do their investigative work. Although this person is highly qualified and respected he is inherently restricted. A unknown from outside the area with no local ties and friendships would come here unbiased and leave with no bias.
Peru, if the public works union is involved, is at the mercy of any union member who was paid within contractual agreement and all he has to do is file a grievance. Once the grievance is started Peru city officials will be exposed as to their actions and it will become worse as each stage is filed. No matter what anyones investigation reveals the union contract will have a stated pay scale that must be maintained evenly and fairly for all. What if every member filed for a equal increase in pay and conditions?

Alderman Perez, is a outstanding city official who has stuck his chin out there to take a lot of cheap shots to accomplish the right thing. Leaving a meeting a little before 10 o,clok to go home and catch maximum of 4 hours of sleep before he has to drive to Chicago 2 times the next day is only sensible. It is good that he considered the safety factor of his occupation. It is not the time spent at the council meetings that a city official should be judged by but it is what he accomplishes in the time that he spends at these meetings. Rest assured that he left the meeting with nothing else to accomplish.

I asked Rodney about his IML expenses,and he said he will be turning in his expenses soon. As soon as they are listed on the disbursement sheets, they will be put on the blog in comparison to the others. Ask the aldermen who attended the IML and who stayed overnight on Friday if they attended IML sessions on Saturday. If they didn't, why did they stay overnight. Sessions ended at 4:00 on Friday. Was it just because TEST and Chamlins was hosting a dinner on Friday night, so the taxpayers foot the bill for another night of hotel expenses just so they could get wined and dined on the two biggest city contracts? Then you wonder why those contracts are not bid?

Alderman Radke: I don't find it very professional when you openly discredit one of your own. If you had something to say with regards to a fellow alderman either say it to their face or say it in closed session. To willingly and knowingly say it when you know the general public will view it is deceptive and childish. We don't know what went on behind the closed doors. Are we supposed to take your word that everyone, with the exception of alderman Perez, handled the situation behind closed doors appropriately and professionally? I, for one, think not. Shame on you.

Historically the aldermen attended IML meetings on Friday and Saturday at aa huge expense to the City of Peru. Since this has been their past practice and the only summary of their meetings has been the normal "It was well worth it and we learned a lot" the need was accepted as a aldermens duty.
Now it will be interesting to observe who needed to stay for Saturday, a aldermens obligation and historical neccessity, and who returned for private purposes (a wedding). If any aldermen has a problem setting his priorties for his position he should learn that we have needs (the IML Convention) and we have wants (a wedding), and the true importance of the IML Convention should be judged by who attended what that prarticular Saturday. NO EXCUSES!
Since Alderman Radke expressed his personal feelings of Alderman Perez's acions of leaving a meeting 15 minutes early all can rest assured of his thoughts of those who left IML meetings a day early.

1. Did you stay Friday night and attend the bribe dinners provided by Test and Chamlin's ?
Answer- No
2. Did you stay in a hotel Friday night and attend Saturday meetings?
Answer- Yes until 3:00 pm

Lets ask the same of the others because according to Rodney I asked him if he was with other officials and he said the only ones he saw on Saturday were Harl and King.

Monday evening, 11/18/13, at the Peru City Council meeting a motion will be made to appoint retired Judge William Balestri to investigate and review a personnel matter before the City of Peru.
The council has made a wise decision in choosing Judge William Balestri. He is known for his insight, attention to detail and fair treatment and understanding of all.
The Peru City Council and all others involved in Judge Balestri's selection should be commended.

I don't know what the labor agreement says, but city employees, according to US Department of Labor regulations, do not have to recieve any compensation for being "on call" unless they are "constrained to the workplace or so close to the workplace that they cannot use the time effectively for their own purposes." "The requirement ot carry a pager of cell-phone does not overly constrain the employee."
To clear this up, the City needs to remove "on call pay" the next time the contract is negotiated. Unless the employee remains at the workplace, they should not get paid while "waiting-to-be-engaged." Certainly, they should not get paid overtime to sit at home.

Looks like the News Trib has uncovered an embezzlement scheme approved by the Mayor and city clerk both of peru city.
Why do I say that? Well if an employee is justified and approved to get paid for hours (1-1/2yet) not worked especially overtime then we need to proceed to criminal actions against those officials supporting such action.

My hope with this retired judge is that he will give guidance to the aldermen to pursue pressing charges against the mayor. If it is true that his son works for the states attorney's office, then why would he even take it on? Just because the council approved it doesn't mean he will want to do it - unless they called him while in closed session. Why would the agenda specifically state a certain judge's name without prior approval by the judge? Is this something Schweickert pre-planned and knew he could talk the aldermen (except Perez) into? If that is the case, I sure hope the aldermen WAKE UP!

Bartley has "Ratted" out Harl in an attempt to direct the focus away from himself. Bartley as the Clerk had full knowledge of the situation and never before now found it necessary to bring it to light. I believe he has been complicit with it as were others like the Treasurer and even some aldermen on the Public Works and Finance Committees.
These elected officials are simply jumping like Rats from a sinking ship. The aldermen can't even muster up enough balls to be quoted and identified in the newspaper. COWARDS.
They will point fingers and hide behind a special investigation that they have designed form the start to find a single "Scape-Goat" for their own failure to provide checks and balances. How about Potthoff and Radtke on the Finance Committee? Are they not to be held accountable as much as Harl or anybody else? Did they not control the purse-strings.
We on this blog have been crying out for someone to be a watchdog over our tax dollars for years.
Why are they all not to held responsible? They are ALL responsible as far as this citizen is concerned.

If people performed their job and did their job in a full-time status, there would be no need for overtime. A salary should be a salary, no overtime. If the salaried person has to work overtime, so be it. Be thankful you have a job. There are hundreds of people out there who would qualify for jobs, that wouldn't play the system with overtime. Unions have destroyed this country. And Harl is destroying peru. What has he really done for peru since he's been in office?

Who says everyone has to work 9:00AM to 5:00 PM Monday through Friday. Why not take all the overtime money and use it to pay for a few more people to cover the off hours. Have someobody "on the clock" 24 / 7.
From what I have heard, we are essentially doubling EVERY pubic works employees salary with overtime. We can afford to have twice as many - the only increase in cost would be insurance, etc. I bet if it is done correctly - they would hire younger, healthy workers at a lower salary and that would be net out also.

1:33, thank you for calling me an idiot. One of my children has a salaried job, whereas they were on call Christmas Eve. They got called out and had to work for a couple hours. No overtime. When they accepted the salaried job they were well aware that the job description was that they were responsible for being on call so many days a month as part of their salary. Many jobs are handled this way.

Salaried people now have to keep time sheets for businesses as well, and can have overtime. They are labor laws that were passed in fairly recent history.

I am not sure if they apply to every salaried position, but overtime can be required to be paid to salaried personnel.

If these allegations are true and a large amount of TAX PAYERS MONEY Is involved then more than one employee is on the take. Who decides on overtime and who signs off? Radtke and Pothoff you sign the bills which includes payroll, you must be like the 3 monkeys deaf, dumb and blind.

I work in the electric dept and it happens here too. Crooked employees including Potthoff pad their time sheets with extra hours. I work hard to get by and others cheat and steal. I'm glad this finally came out. I couldn't say anything because I like and need my job.

Anon 8:28 The supposed amount is $150,000 overpaid by falsification of employees hours for the last 4 years. If this amount is accurate there has to be more than one employee overpaid. Basically a person would be paid premium time such as 4 hour on Saturday and never even had to report to a job site. Anyone who claims that this is normal in the business world should be removed immediately from public office. Where are the time sheets that charged the itemized hours to a specific job sites.
Who presently is in charge of the government in Peru?

Finally we understand why the kids in town can't have a pool. It is hard to pay for luxuries like pools when you need to pay for phantom hours and pension padding.

Towne and Balestri are tied to each other like most everyone in the IV area. There will be no independent investigation. Period
