My bet is that it has to do with the dump truck stolen a month ago that noone talks about and hasn't been found. The newspaper did a 4 sentence article on it a week after it was stolen. I knew something smelled rotten. Wouldn't surprise me if an employee or a retiring employee took it as a severance package so to say.

The secret meeting should be available as a video on the city website just like any other meeting. It should have begun as a regular meeting with roll call and the pledge and then when the closed session was over, they should have had to go back in council chambers and adjourn. I wonder if this video will ever be available??? Or will it go missing as some other important meetings have?

Just read on another topic heading where a blogger blogged something about the appointment that Harl made to Mr. King as full-time fire chief, building inspector, ESDA, safety officer that there is word on the street that he is going to still work for his business. Isn't his business in moline? A friend if mine did his business does some work at a couple plants in the illinois valley. If this is true, my question is, is they city requiring Mr.King to document his hours of all his work with all of his positions? When Mr. King accepted these appointments did he inform the council and mayor of his intentions to still work for his company? How can he make fire calls and perform his job duties when holding another job? Is he allowed to do this? Is he on pension also? Lots of questions.

Have you watched the 10/21 video on the city web site of that council meeting where the appointment was announced?

Mayor Harl makes a statement about "threw some weight on Chief Kings shoulders" and also states he is frugal with the tax payers money. This was in the discussion about the many positions King will fill.

Catching up on blogs, 8:42 suggested reading the operation promise blogs. I just did read them quickly. I noticed that the account in which money was put into wasn't noticed for quite some time. And I didn't read as to the specifics as to which account. Not mentioned which account. makes me question the Liberty Fire Company account in which bloggers have inquired about many many times to no avail. Liberty is the organization with members who are fireman. This fundraising organization ask for donations from taxpayers and business for purchasing for the fire department. Does or has the fire department purchased any equipment, etc... From Fire Chief Kings personal business known as tri state fire control in moline illinois? Were checks made out to Mr. King or tri state from the Liberty account? Maybe, this is why nobody has been answering questions in regards to Liberty's spending and accounts. Something to question and get answers from. At a salary if $84,000 a year King should answer and show the
Records of Liberty from 2009 to present. Why hasn't the public been answered? We donate.

The meeting has to do with a public works employee and Bleck. A grievance is to be filed today with the union . Illegal activity involving Hurl and Bleck and supposably super Potthoff. Hopefully heads will roll!

As for big changes at city hall. I really think it is too new to paint or put in new carpeting, maybe a addition of odor devices because the air is tainted. Smells of dishonesty and corruption.
The one thing that would brighten city hall would be a change of faces and personalities.

Harl and Bleck authorized under the table payments to many employees when pay freeze was in affect . Potthoff did same to some of his people. To the tune of an extra $150,000 in payroll for several employees over a 4 year period. Bleck and potthoff possible to lose pension and Harl to get force to resign and many employees to be charged with deceptive practices and defrauding Peru.

Does not seem fair to us taxpayers of which he rents his home and does not pay a peru property tax! I have worked second jobs before and always had to make my first job a priority-always!!!! Maybe the special meeting was about Mr. King's actions outside of the Peru arena, remember he has gotten thrown out of the Cops for Cancer benefit two years in a row, he got his boat stuck in shallow water with no indentification.

That facebook can cause a upheaval. A city facebook page is open for everybody to see and read. I know a person who told a person they should take their personal FB down because it could open up a can of worms. Come to find out the person who told the person to take it down was covering something up for themselves and didn't want the persons facebook to be looked at. The person who had the facebook wasn't smart enough to figure this out. Why would a post be put on fb, then taken down? HUMMMMMM.

My friend found out he had several girlfriends and he didn't want his girlfriends to see her posts because he was lying to his girlfriends about his marriage. 11:56, there is a reason for everything. When a persons FB is taken down, I would say there is a reason. There are settings on fb that a person can set where only certain people can see their fb. A person can set their settings where when a person looks at their fb they can only see friends they have in common. Whereas they cant see all of that persons friends. Think of how facebook since it's existence has caused problems with people regarding their jobs and personal relationships. There was a news report on tv many months ago about this. I don't care who sees or reads my post or my friends lists because I have nothing to hide. If a person isn't computer savvy, they don't really know how fb works. Thought I would give a lesson on facebook ing. And yes, dominoes do eventually fall down.

Not referring to particularly any one person. It's known that by looking at a persons facebook friends and post that are made can so to speak open up a can of worms. It's called putting two plus two together. Or, red flags. Like for instance: calling in sick to work, but posted a picture and a post that said had a great time today snowmobiling. And your boss sees your facebook and you called in sick. Busted! Social media is becoming the number one reason for relationships and marriages dissolving, and people losing their jobs. Can be good and can be bad. Facebook is a good marketing tool, and a great way to re-connect with people who you haven't seen or talked to in a while. I guess that can also cause problems, if one allows that to take place. Etc...........

Cameras in all city buildings. Anybody can punch in, leave, go home, nap, eat, drink, return and say they were overseeing an inspection of something or doing something for their job. You have to have honest department heads who oversee employees to have honest employees. Honesty at the peak of a pyramid, which I think trickles down to all departments in running a honest city. Shouldn't the peak be the mayor?

The exact wage of each city worker was published in the paper in the past. But in the last few years their wages are grouped in salary segments. Go back to transparency! Time to FOIA each city employees regular earnings and how much was paid to them in overtime! The taxpayers have the right to know! Hold the elected officials accountable! I've read a little about removing a mayor. I read one thing that said the city council could remove a mayor, and I read another thing that said a petition signed by a certain number of people would work too.

No names should be mentioned until or if this goes to a court of law. Accusing employees is wrong, and if this turns out to be false, you may have dragged a good employee's name thru the mud for no reason.

The mayor is different than an employee. He, in effect, is the boss of all bosses. He should know right from wrong.

I agree names should be withheld but the public needs to know of the alleged wrong doing and there is investigation going on. If Feds or State bodies find cause for wrong doing the names of all parties should be released.

I heard on the radio that Quinncometax is comming to Peru to hand out a check to fix the waste water plant that was "damaged by spring flooding." Funny thing though, I heard that the Peru plant was saved from damage due to TEST employees filling sand bags. I looked back at the news articles, no mention of any damage to our plant. Could it be that our "lobbyist" is lying to the state to get "free money"? Or maybe our local Buckeye News Team got the story mixed up and the Big Spender is actually giving Spring Valley the state credit card.

Anon 8:19 The 2 people wearing better government investigative unit polo shirts eating lunch were in Peru for a reason. The reason was to "eat lunch" - everything else is pure speculation. Last week I saw in Culvers people dressed the same and state police with them. There were more officially marked state cars spread through out the parking lot than residential licensed vehicles.

As for illegal gambling being conducted in Peru, all forms of law enforcement have been aware of illegal gambling going on since the 1940's if not before. It is not a secret nor are the establishments that have illegal gambling.

The system spreads by word of mouth and to increase business it must be spread until everyone knows about it. Very similar to the method of selling a item by saying it is HOT. The word spreads like wildfire and the goods are sold. Every Mayor, Council Member, Police officer, Fireman, anyone 16 and over in the Illinois Valley area knows where and probably has participated in some form of "illegal gaming".

Now we have the partial story of the mayor of Toronto. We already know that he admitted to smoking crack cocaine. Today, he was asked at a meeting if he had purchased illegal drugs in the last two years, after a long pause, he said yes. Then he was asked if there is anything else? He said he doesn't know, everybody has skeletons in their closet. He became defensive. This man is arrogant, a liar, and extremely disgusting. Perfect example, one lie leads into another, then a story that's a lie to cover up that lie. This mayor looks and acts like a clown. Can't wait for the rest of the truth to come out about this guy. A elected official broke the law! Vickery and Bederstedt have close ties together and with the paper. It's all political, nothing but political. 8:43, if my memory is correct after the donation money was MIA, Alderman Perez and Fire Chief King had a meeting or meetings( ?), and approx 6 weeks later it was discovered that money was in wrong account. Now, what a red flag that was. I believe Alderman Perez blogged about this. Remember, Harl appointed King as chief after him being in office several months, and Alderman Perez is a volunteer fireman. Don't forget all the animosity the mayor and some council members seem to have had or still possibly do towards Alderman Perez. And don't forget Fire Chief King Donated in 2012 ($600) to Harls campaign fund. Now, within the last month Harl gave all those positions to Mr. King(full-time chief, ESDA, SAFETY OFFICER, BUILDING/CODE ENFORCER,etc.). DOES THIS THROW UP A RED FLAG? Don't forget the $84,000 a year salary with benefits for Mr. King. What's this again costing us taxpayers? $50,000+ per year. And Harl said something about being frugal. Unbelievable!

About the truck, it was a dump truck and I saw a picture on FB but don't know if it was in the NT because I don't subscribe to it. I understand that it might have been one of our newest trucks. It has been very strange that the city of Peru has not announced information on any investigation. Very suspicious that they are not concerned. We maybe should have seen MISSING posters scattered prominently throughout Peru and surrounding cities.

There are many different sizes of dump trucks. From regular looking pick-up trucks with a dump on the back, then there are those big dump trucks you see on I-80 plowing snow. Aren't they purchasing a new one for $140,000. If so, that's a big one. If the big one was mysteriously stolen, that raises even more questions. I did listen to the radio this morning, and Rod had a lot of questions and I gathered he was making fun of peru, and rightfully so, in my opinion. It would be pretty easy to skirt out of town going west on rt.6 to I-80 west. Truck could be on a farm, that never leaves the farm. In this case, who needs a title and plates. LOTS OF QUESTIONS. Funny how it was taken over a weekend at some point.

If you're waiting for "The Daily Disappointment" to offer any insight into anything negative about the City of Peru, keep waiting and waiting and waiting. They are bought and paid for! Besides that, any editorial content would take up very valuable PAID FOR advertising space. Lets face it...."The Daily Disappointment" is an ad rag that is worthless and quite expensive to the subscribers. The only value are the obituaries that we probably wouldn't see elsewhere.

If you need a sport until itch vehicle, borrow from the two that are driven by the fire chief and assistant fire chief. Why did they use one of these to carpool to the convention in Chicago. 4 couples could go in the chiefs. Mr. Harl, that would show a good sign of frugality, think of the money that could have been saved in gas, mileage and parking. Right Mr. Harl???

A missing dump truck. What demand is there for a dump truck? Normally not the type of vehicle you find the average housewife going grocery shopping in, or a scoccer mom picking up the kids from school. Sort of sticks out for a Dr., lawyer or salesperson to use as a every day transportation.
How about a quick sale to someone associated with the construction industry? Or maybe loading it in a barge on the Illinois River heading toward La. By now that truck is painted LSU purple and yellow hauling the football team in the Tigers Homecoming parade with two or three cheerleaders as hood ornaments. Go Tigers!

If I had to guess, the truck is in Spring Valley. After a really, really good cleaning, who knows where it will end up. But sometimes it's hard to get rid of all the traces of what the truck hauled.

Trucks haul debris. Debris is supposed to be clean. If it's not clean it is supposed to go to landfill. Contaminated fill disposal costs lots of money. Some debris is impossible to clean from truck.

If you check insurance data, theft of a vehicle the size of a dump truck in a small fleet is almost a non risk. It does not happen, period. It is almost the same as theft of a locomotive or road grader.

People cry conspiracy theorist when you present some of the most likely reasons why. A newspaper would be all over what uses of a City truck might be illegal, making it advisable to remove it. One would be contamination. Dump trucks haul debris. We recently have had a very secretive and long term, environmentally questionable demolition of a coal fired power plant , owned by the city of Peru.

The demolition involved multiple contractors , shady title transfer, and reports of mercury being improperly disposed of. Such demolitions almost always generate large amounts of construction debris that is not suitable for disposition as clean fill. Where did the debris get tested? Where did the debris end up? How was it hauled? Who paid to dispose of it?

You can say that it is conspiracy, or you can sit back and say... Something does not add up. Where is the truck? What was its last job?

Raising questions about very unusual things is not accusatory, not libelous. It is prudent. Reporters in real cities follow up on such things. The only thing that is certain is that some people know what's going on. And it only takes one of them to blow the whistle on all the others to make sure they do not get in trouble when the truth comes out.

I have been saying that it makes no sense since the day it happened especially since no one and I mean no one was the least bit concerned that it was gone. This includes the mayor, the police chief or any of the aldermen. Thank you for bringing out a very interesting theory. It does make so much sense at least to me.

You absolutely can FOIA information from the police department. They have an employee who is not a police officer who is their designated FOIA officer. Call our city clerk and talk to either the city clerk or Stepahnie, the city FOIA officer. You may be able to FOIA police reports through our city clerks office, I don't know for sure.

A very interesting read would be the police reports from the night of the Kid Rock concert, especially concerning the two ambulance trips required for pre existing conditions.

I was told the truck didn't have insurance. So there wouldn't be an investigation into insurance fraud to the city. It just disappeared.

I know for a fact city dump trucks have been photographed in use outside the city limits doing possibly illegal activity, and it has been reported in the past. It would be interesting to know if it was one of those trucks.

The laws concerning dumping construction fill near setback zones are pretty tough. And you have strict time limits for covering below grade construction fill with clean dirt. I hope no city trucks were ever involved in doing something like that.
