Published Agenda for the Peru Public Works on Oct. 25, 2017

This is the agenda from the Peru web site for the meeting to be held last Monday.  As you can see there is nothing special to be discussed.  This is transparency Peru Style.           

This is actually what was discussed as written in the News Tribune of La Salle.  As you can see there was a great deal to be discussed that related to the residents of the city.  They consistently do this with no honest agenda being put forward by any of the City of Peru Committees. First of all is this even a Public Services Committee decision and topic to be discussed? Second, why was it not posted on their agenda for discussion? If one doesn't read or get the local newspaper they'll never know what's going on at our city meetings. Agendas tell us nothing, committee of a whole meetings have become "closed sessions", and new hirees are all named "the selected candidate". Transparency no longer exists in Peru unless you're willing to do research, ask questions, and investigate. (i.e. what has become of the discussion involving the China trip, are they going, when was it approved or has it been approved,) Another example of keeping the citizens of Peru out of the governmental loop.

One must read between the lines of the News Tribune article to understand that this will be a position within the PPD. Evidence custodian is a term most of us have never heard but surely a part of the Police Department.

The Code Enforecement Officer was a part time job during the summer and fall, looking for tall grass and other infractions that one can be fined for. This is a confusing article and certainly leaves many blank spaces.

I have searched other Midwest cities who do employ a CSO and duties vary from city to city. Do a google search if interested. Maybe at the Council mtg on Monday more information will be provided on this new position and on the China trip for the Mayor and Vickery which will undoubtedly be approved.

I wasn't there in person to see what what hat Bernabei was wearing and upon a reread I understand that he was there as Police Chief and not as Peru Administrator. Confusing isn't it, unless you are there in person. He was at a Peru City Public Works mtg and normally most of us might think that he was speaking as a Peru City Administrator. Was our previous Code Enforcement Officer who ultimately became a Police Officer working and being paid thru the city or the police department? Can these positions get any more confusing?

It appears that the only way to control this administration and it appointees is to write all statements in stone. What a shame to have government representation which cannot be trusted. Recall when the Superintendent of Public Works retired and a so called effort was being conducted to replace him.
In a lifeless economy appointed officials could not find anyone even though there were applicants as thick as a New York phone directory. I had been told that a highly qualified citizen of Peru was available. Oh yes a U of I grad did take the position but his clashes with the top of the inner circle immediately placed him as city halls public enemy #1. He resigned ( was put on his way to not be heard of or about again ).
To cover his work load it was decided that it would be split between the C,PPD and the C,PFD on a temporary basis of 3 months or less at no additional pay. Somehow this pay issue was forgotten and they obtained wonderful salary increases which never have been reduced. The C,PPD without the OK of the council is now adding another position. Everyone is in question as to where he obtains this authority. His idea that by reducing a full time job and a part time job is saving money. How is it saving money when it is already being paid for him and the C,PFD to do it?

Lois I just looked at the city web site and under employment are all the details with noticed application and detailed job description. Not sure what else you would need in way of information.

just went to city web also and it is all there. very detailed job description. This answers most every question I think anyone might have. it world seem that 11:12 has an agenda

I do know for a fact that when we recently hired a full time building inspector the current one's (Mr. King) salary was not adjusted when that responsibility was taken away from him.

Yesterday before I read the city article, I said it sounds like a job for a retired police officer. Wonder if he already has one in mind which is usually the case. Are jobs requiring police education and training usually posted on the city site?

Just received my foia request on the job description. Contains 4 pages with 10 sections and definitely a whole lot more than the one paragraph I read on the city of Peru web site. Very interesting.

Has this proposal and position that is being advertised been approved by city council yet? As far as I can determine it was first brought up at Monday's public services meeting.

Where would the number of closed sessions be found in the last 9 years/year?
This appears to be good FOIA material as are many, more undisclosed city practices.
All surrounding cities have a multiple of public events. Peru couldn't even do a Centennial longer than a short cup of coffee parading down a country road and over 8th St. avoiding the downtown.
The person who stated that Peru is all about its retail sales tax knew what he was talking about. From what has been spent the town has gotten very little back.
