This Fish-Wrapper article is another "Set-Up" piece initiated by Harl for politically motivated "Public Relations" purposes. Peru's Electric Department is just as inefficient and mismanaged as the Public works Department and every other Peru office or entity. All Peru departments and offices are severely over-staffed and inefficient in their operation. Peru's hydro-power generation has been operating at a deficit since it was built and will be for at least another decade and after that the continuing costs to keep it running will ensure the city will never see a real benefit from the initial $30 million cost. Peru officials have always touted the hydro-plant as a great benefit and they continually claim in the monthly department reports that the plant actually provides a percentsage of the city's monthly power usage. That's another city perpetuated falsehood. There has never, ever, been an honest and comprehensive audit or cost to benefit analysis of Peru's hydro-plant and there never will be. Many of Peru's phony elected officials realize the folly of the decision to build the plant long ago and they will never admit the mistakes they made. Today the hydro-plant continues to cost hundreds of thousands of dollars in staffing and maintenance costs annually while providing electricity to the power grid. If an honest evaluation of Peru's hydro-plant was ever allowed, the recommendation from the consultant would be a shocking and eye opening experience for the citizens of Peru. Sadly, the counterfeits in charge of Peru from the mayor's office, to the treasurer's office, to the clerk's office, to the aldermen as well as the appointed phonies will never allow a proper review that would expose the situation as the bad deal it is now and always has been. By the way, based on that set-up piece in the Daily Disappointment I would say they probably are planning on approving some other electric department scam to create more city jobs and additional "duties" with salary increases for appointed supervisors. We will read about it in the rag the day before the council is set to vote on it.

The only revenue the hydro plant generates is from green energy kickbacks... transferring money from one government to another.

They are now planning a solar farm to get more kickbacks. Can't Boss Harl see the writing on the wall. After the next election, all of these phony green energy programs will be canceled by the federal government.

9:33, yes. The purpose of those solar panels is to jack up the cost of the stop sign and flashing red light. It is a little side project for buttering the bread. Expect to see those showing up at all the 4-Way stops in Peru that have a flashing red light with them.

I thought Harl was going to sell the Hydro-plant and get rid of the airport. Its was just a few years ago that Baker was in office and the Harl camp wanted to get rid of that hydro dam and airport. Today, we continue to read about the benefit of the airport and hydro-electric power. I guess those old guys we ran out of town had some clue!

11:49, Boss Harl did not know how much federal and state money was coming in from those two assets. Money that he can use to butter bread.

I think I read that the ROI on the big solar farm near Streator is 30 years, and that is a huge operation. Anything Peru could do would take twice that to pay off. Funny thing is, the PV cells only last about 10 years. Who would benefit? The connected "green energy" companies, that is who. And politicians naturally.

More than one intelligent citizen has approached (manned up) to city officials including Waldorf, Lukosus, and Harl regarding an honest professional evaluation and audit of the operation of the Peru Hydro-Electric Plant at Starved Rock Dam. Those interested intelligent citizens were immediately told to mind their own business. So what do those cowardly city officials do after they realize there are people out there who are on to them? In order to cover their asses the phony city officials authorized a watered-down version of an operational audit consisting of a simple review of maintenance procedures done over the years. That phony review offered absolutely ZERO information regarding the efficiency and cost-effectiveness, or lack of cost-effectiveness of the entire hydro operation. That is what happens when citizens "man-up" to Peru officials 12:09 PM. Now, why don't you man-up and apologize to me for talking when you don't know what you're talking about? By the way, I'm not bitching, I'm telling it like it is and you should STOP telling people to NOT speak up! Thank you for the informative and well written comments. Lois, also thank you for allowing people such as myself a opportunity to express what I term as constructive criticism.
Those involved in decision making for Peru would offer much more and possibly gain citizen support if they would stop keeping us in the dark. For example when the city officials endeavor to explore and decide to spend multi millions it has been a policy that they would go to the people for their thoughts also before any commitments were made. At times a referendum followed.
How can a decision be considered good or bad by anyone not included in the "inner circle" if there is no information released as to why it is being done and it is always being done in closed session or meetings of the whole? With the next elections approaching I do know that I will personally question those running and question them in public comment also, those who do not recognize or answer me as this is a introduction to their abilities to fulfill their chair. From there I already have my mind made up to vote for a candidate rather than a incumbent who does not respect my ideas with a answer to them.
Being that the election time frame is far enough away I would like to know if others would care for a debate form for all seats which will be open. Rather than the library I would like to have it in a bigger area such as one of our beautiful grade school gyms.

I would never tell some not to speak their minds. Not even when it someone who has an ax to grind with the city. I believe that even you should be able to sound as irrational as you do in your claims about all the conspiracy theories going on in the city.
Lois has provided a place where people can spout off at the elected officials and only have hearsay as their source of information. I have asked before and I'll ask again in this age of smart phones and big brother how are the city officials getting away with all the corruption you are so sure is going on. I also know people who have brought excellent ideas to the "city fathers" and nothing was done and lo and behold some time down the road the same ideas are implemented but the original person who put forth the idea does not receive the credit but one of the city favorites. Time and time again this happens. So I can only assume someone in the hierarchy likes you a lot.

The shocking truth is the News Tribe will never print a full story about Peru. Look up the Civil rights lawsuit 15cv03089. Million dollar lawsuit filed against the Peru Police Dept and Towne! Ask this question why these allegations in the suit were not stated in the article last week. The media should present both views.

To 1:31 PM, The comment I read by 8:11 AM did not say a word about or make a single claim of conspiracy as I see it. There was no claim of corruption either. The way I read it 8:11 is not pointing out conspiracy on the part of Peru's officials, however, he/she is pointing out "incompetence" on the part of Peru's officials. To your point about "getting away with" corruption etc. I agree with you that in this day and age it should not be easy to get away with corruption in any government agency, but it happens regularly and is reported in the media all the time. Let me leave you with this thought. Peru's current group of elected and appointed officials may not be guilty of or "getting away with corruption and conspiracy", but there is no doubt in my mind those same elected and appointed officials are most certainly getting away with incompetence.

I personally think this emphasis on party affiliation is TOTALLY WRONG. We, as intelligent human beings, should be voting for and supporting the person most qualified for a position rather than the "democratic" or "republican" candidate. A person's party affiliation is not, nor should it be, an integral part of their campaign. It does not make them a better person nor a better candidate than their opponent. Someone once said to me, "what if God and the devil were competing against one another and one was a democrat and one a republican. Would party affiliation play a part in your voting in that election?" I would hope not!! Just food for thought and my opinion.

10:20 - True, but that is not how the world thinks. Anyway, technically, the City offices have been aligned as independent. That being said, we know who the Democrats are. The Republicans are harder to spot because, at least locally, they are not as vocal.

When it comes time for the City elections, the Unions will tell the people how to vote. I can only hope that we have fewer citizens that are union members in the next election.

Did anyone read that online shopping article in the paper? What they fail to mention is that the "home rule" tax is only collected from Peru residents and normal tax is collected for the purchaser's city. So, the people in Spring Valley will be paying less sales tax to Peru.

Excellent question and I would appreciate if someone would answer it. I would think that someone from the city would be designated for distribution of such info. possibly starting with the city clerk's office or the HR person.
You would only confront a roadblock by contacting the ASM as he is also the C,PPD and should be stepping aside of all issues pertaining to a internal lawsuit for best interests of the department.
I have made a effort to follow up Mayor Harls task force committees final decisions but I can find out very little information. It is if the task force disappeared in last months fog. It means something because what I do hear is sad and I do not like it.

Democrat or Republican I was raised to vote for whom I felt was the best person for the position. I have always believed in this and have expressed the practice to my children. After years of voting in this manner I question myself when leaving the poles if I am now voting for who is not the worst of the 2 with the quality of candidates picked and chosen by their parties.
Mautino, a very good representative, does not have the background for the highly questionable political position he has been moved to. If either party does not have a candidate more qualified than Skoog please give me 10 minutes to go out and find someone tomorrow morning. As for Rocky I'll leave you decide.
On the Republican side is a candidate who eliminated himself and seeing the unknown happen reentered after a young man had already declared himself. On account of this I will not vote for Long.

10:46 I think your reasoning for not voting for Long is weak. Why would Long spend loads of money to run against Mautino again? When it became apparent that Mautino would be moved up the political ranks, Long re-entered the race. I am voting for Long because he almost beat Mautino last election, he's older than the young man who is also running, meaning he has more experience in all things. Jerry is a nice hard-working guy, and that is what I believe you should focus on.

But, I need to know his position on a couple of things - where does he stand on gun rights? That is the trump card, if he wavers slightly on the liberal side - out he goes. Mautino has a A+ Rating from the NRA. The two Republicans need to achieve that rating. If they don't, and Skoogy Do does, then well.... we shall see. Tonight the local newspaper made a complete fool of themselves with a headline that has no excuse for ever being published. It was pure evidence of the complete lack of community interest and the paper being involved for its readers as a investigative source.
The newspaper is covering up its cowardness by continuously making a issue of legal video gaming machines and hiding its head in the sand to the amount of illegal gambling carried on in the area and at a previous business owners establishment who it appears is going to be chosen as Mautino's replacement as a member of the House of Representatives for the State of Illinois.
It is hard to believe that many years ago Daisy Miller, owner of the newspaper shut gambling down in LaSalle County for a long time only to have the Fish Wrapper become a tool of illegalities and phony cover-up practices.
Recently there were comments on this blog about graft, the Democratic choice of the next H of R is a outright example. Does anyone realize the harm such choices have in creating a reluctance of the younger age group to become a honest politician.

Surprisingly in the choice of the House of Representatives candidate nowhere has there been mention of the qualifications needed to fill the position except that the office seeker be a member of the Democratic Party. In complete fairness to the voting public has it become practice that it is not what you bring to the table but rather who has the answers desired and the long term potential to kiss the senior incumbents anatomy best. To all past and present decision makers and those informing them of what their vote is to be you are not doing your job and Springfield would be a continuous revolving door every 2 and 4 year term until the State of Illinois debt of multi million dollars were paid.
It has become evident that somewhere in the 2nd or 4th year each candidate gets a amount of money commoningly called pork to bring home to spend on a vote getting project. Recently Peru, Illinois was made a example of this practice in the form of a $500,000 recreational area mandate to obtain a $150,000 water park.
When pork such as this which is going on in all parts of Illinois the start of the reduction of the state debt will begin.

Madigan and others appear to be old enough that by the time it is too late it will have no effect upon him and others like him who have all their credits in "Kick the Can" down the road. I don't want my grandchildren to have to pay his

As always it is someone else who pays the price.
As the Christmas Season approaches their once again will be children with parents who through no fault of their own will not be able to get them anything for Christmas. What is the latest update to last weeks illegal gambling raid in the Peru area? Thought for sure it would be reported in the local paper. Maybe they are waiting for the odds to increase.
Wonder when the government will split up into 6 teams of 2 each and start on 2 ends and 2 in the middle and 2 teams going to the known gambling popular spots instead of one cluster group of 8 to 12 going to 1 place at a time. You only need 2 to cover the front and back doors to prevent run rabbit run.
2 badges with a camera and plenty of handcuffs and buckets to throw the gambling paraphernalia into, place everyone under arrest and halt all phone calls until the entire raid is finished. No one is to go into a bathroom with a cell phone on them.

5:36 PM is correct as I know some that are aware of such an action taking place because they were there. The specific reason this investigation was conducted was not because of underage players. This investigation was concerned with the establishments that have the legal gaming machines. the next one will be concerned with those establishments who do not have legal video gaming machines but had gray machines previously. There is still talk of some places with the legal gaming machines also having grey machines and other forms of illegal gambling.
As for the gaming parlors in time most will be investigated every time that a raid is conducted because they have people who are owners and managers who have no idea of the many liquor laws and even though city officials have issued them a license they do not personally know anything about them and their background.
This program has been pre planned as the state does not lay off and all licenses have been issued there will become ample personnel to conduct continuous investigating of illegal gambling. Fortunately those who are not breaking the law do not have to worry . Those who are breaking the law are going to have to man up as they have been continuously warned.
As for legal penalties to those convicted the building they conduct the illegal activity in could be shut down for the length of a investigation whether it is owned by the law breaker, rented or leased. Also this is a felony which can be pardoned only by the Governor and calls for 18 months of prison time. Now add in tax evasion and more. Some of the long termers should pick up their money and take a long vacation after they give their place away.

Go figure. Peru is hell on wheels in its enforcement of particular laws and have actually overreached till they have obtained a reputation of being annoying and harassing. I as many others because of this drive past Peru on 80 to avoid shopping in Peru. State highway 6 is ridiculous and gets increasingly worse as the clock ticks towards the next day. The money being lost that Peru retail store could and should be making because of this is plenty. Some of the reasons I know are talk at work and our church group plus the mothers of children, both grade and high school. Previously we bought our groceries in Peru (well over $275/week) as well as my car and my husbands truck. Both of us have good jobs and trade the car one year and the truck the next year. Buying gas and maintenance is now done out of Peru also. Sadly about the only things we buy in Peru are gambling tickets By Westclox and quick grab items we have forgot.

Many have and still get hurt from illegal gambling. It is a law and should be enforced. Being a law it should not be decided upon by those in charge of enforcing the law - local politicians and police force - to enforce it or not enforce it.
Local politicians, Chief of Police and his police force have very little power with those who knowingly know how to openly humiliate them and take lawful recourse if they want because of a long term disrespect they themselves have had for certain laws. There is no pity for those who draw a salary and will not fulfill the obligations of the position they occupy. As made evident in this area in the last few weeks not many would care to be presently in their positions. Anon 7:26 and 6:43 do you care to join them or are you already one of them?

Illegal gambling is breaking the law just as much as someone is speeding, not using a turn signal, robbing a bank or peddling illegal drugs and should be enforced as a illegal act. The suburban areas enforce illegal gambling and are presently booming. This area does not and is in a constant recession and never has boomed. Never!
How can someone say who gets hurt from illegal gambling because they possibly have not or don't know they have? I am sure none of us know how many family's have suffered a divorce, didn't have money for groceries or children had to suffer hardships because of someone in the family not coming home with a paycheck. Please do not state that that money was paid back to the families because it was not always and this practice was only to protect the owners so they could continue the gambling house and multiply upon it.

10:08, nothing that you said is the responsibility of government. 80% or more of "illegal gambling" is honest fun that has no impact on the social or economic condition of the person placing the bet. It is also just as easy to dump a paycheck into a "legal" slot machine as it is to buy a "ticket" on a game. Believe me, there is nobody there asking you if you bought groceries for the kids before you make your next spin.

Government's responsibility ends when no actual harm is perpetrated between individuals. Each party to the bet knows the potential outcome. Therefore, the government should get out of the way and let the chips fall as they may. We cannot legislate morality. We cannot force people to save money. We cannot make people do the right thing. We live in a free society and as such, we are free to make mistakes. Finally - I'd rather be free than held safely under the wing of government. In simple terms, "those that trade their rights for safety deserve neither."
