For many years Peru has had difficulty in determining a procedure of conducting business for the citizenship rather than for the few as described by Andy Shaw. The TEST agreements are a outstanding example of this statement. Also tonight's edition of the local paper which updates the 4 1/2 year battle between the LaSalle County Board, Dimmick Grade School Board and the City of Peru agreement.
One person states that this is a good agreement that offers opportunity. Why does he believe this, is it because of the position he is in. The idea of this particular TIF was initiated years ago during a previous mayors administration in which a developer ranted and raved outside a city council meeting that he didn't care who was mayor he wanted this TIF pushed through that night.
He financially supported this TIF for the city in the amount of $40K+ dollars and truthfully did not care if he got paid back. 4 1/2 years later after lengthy court proceedings he wins and this makes his investment of a motel a huge financial success.
The only reason that most know of this TIF is because of the watered down weak local newspaper and radio station. What they do not understand is the reason for the creation of TIF's. If there was a reason for another TIF in Peru this was the most unworthy of locations and precisely there is one which a TIF is needed more than the developing area of North Peru.
From the day the Pilgrims landed in America till today this example was never considered American and never shall be except for the few to whom cash comes 1st before God, country and family.

11:46 who wins? Didn't hear anything about a developer winning the suit. Last noted the suit was by between the taxing bodies of Peru and Dimmick/lAsALLE County. Who is Andy Shaw?

Andy Shaw and his million dollar lifestyle is funded by shaking down those political insiders for donations. 11:46 He focuses his attention on these special government deals and then reaches out for donations with them. I don't know if I would call him a master of Better Government or a master of the system for his own benefit. He worked as a well paid TV news reporter and then saw a great opportunity to make some real money by opening up the Better Government organization. Not sure if the Illinois Valley has enough money for him to work his magic locally?

1:01- The phone tax is used to pay for critical equipment at the 911 centers. It is pretty widely known that people have been dropping landlines for years, when the tax was created no one knew what a cell phone was, this means the funding for 911 centers has been dropping. It only seems fair to apply the tax to both types of phones. Or, I guess I could hope that they don't have the tax, and then someday when you call 911 from your cell phone no one answers. The world would then grow smarter by one person.

6:22 PM. The tax that Ottawa imposed is not for 911 Service. It is the Municipal Telecommunications Tax. This money goes to the general fund - NOT the 911 Center. Peru has this tax also, but it is at the lower rate. I guarantee you that Peru will raise it to the rate which is now allowed - 5.5%.

The 911 Tax is a different line item on the bill. That is the money that goes to 911 centers.

If you read your phone bill you will see this. It is paramount that every citizen understands every tax imposed by our various governments. We get nickel and dimed every day without knowing it. If you add up all the various taxes we pay, you will see that close to 50% of your income is turned over to the government - much of it without you even knowing it.

6:22 you are confusing the 911 surcharge. There is a city tax on every bill that goes into the general fund. I pay $2.79 per cell phone in Peru. With the new "simplified" municipal telecommunications tax it can go up to $5.50 based on my plan. Again, this tax has absolutely nothing to do with 911 or emergency services. This has everything to do with pigs feeding at the trough. Think of it. Mom, dad, and three teenage kids. That could be $25 per month or more!

All I know is that I have the simplest and cheapest home phone plan ($19) but my bill is actually $31. The diffence is the various taxes that are added on.

I can't confirm this. But I have heard from a person working in the city office that a tax on streaming video is being seriously looked at and could become reality the next time the cable franchise fee comes up for discussion.

Ottawa real-estate tax rate for the city portion is 9x greater than Peru. They also have a utility tax! I guess you people from Peru can complain about raising the cell phone tax, even if its not being done.

12:33. Thank you. That is because we in Peru have figured out how to get every other city in LaSalle County to pay for our needs.

We fight tooth and nail every tax except sales tax and hotel motel tax. Those are paid by visitors - which is how we want it.

What we need to do now is figure out how we can tax use of our cell towers. :)

I know that the city administration led by Mayor Harl each and everyone of our aldermen utilize the judgment and wishes of their constituents.

In important decisions, those of large sums of money or major updates of those in existence the least cost and most efficient method to accumulate the populaces wishes is to deliver the subject question with all information in question answered with a simple yes or no along with the utility bills from the city clerks office. Also their should be space made for public comment.

The citizens should make their reply with payment and all results announced at council meetings. 12 monthly billings with questions would be a outstanding guideline.

2:16, what language are you typing? I'm trying to read your post - but I can't understand it. Perhaps if you used a sentence structure more closely aligned with the English language, it would be more understandable. To write strong, clear sentences you must know who or what you are writing about (subject) and what you want to say about them or it (predicate).

Your second sentence contains 56 words which don't form a clear subject and predicate. Are your trying to say that the City Clerk should send out ballots with the utility bills and let the people decide important issues?

If that is the case, they your are proposing a pure democracy which can never work. Pure democracies end in oppression of the minority by the majority. Think "Lord of the Flies" and you will understand what would happen in a pure democracy.

8:39, just because they did it before does not make it correct. I also remember the question that was asked on that "straw pole."

The question stated - "Do you want your property taxes increased to build a public swimming pool."

It is all how you word the question to get peoples emotions up.

Personally, I think the days of governments providing swimming pools are long gone. If you can call it a requirement, it is not being taken care of by the private sector.

Before you throw darts at somebody expressing themselves, please proofread what you write. In your second paragraph you typed - Are "your" trying to say, and in your last paragraph, you typed If that is the case, "they your" are proposing???

We can assume what you meant, just like we can figure out what 2:16 is saying. Giving the public a voice with questionnaires in the utility bills would be an excellent way to get the public's opinion on an issue, if the public cared. However, Peruvians generally don't give a crap.

As a matter of fact 9:38, 2:16's post was made in a bar, a legal bar in Ottawa, Illinois on Etna Road. Myself and 2 other attorneys wrote the comment to find what form of response we would get. Although I was correct and won $250 on our bet I am embarrassed by the response from our locality. It was no surprise that not one but a multitude swallowed this comment hook, line & sinker. Should really be great fishin' in the next couple of seasons.
