What we need to do is create a Peru Park District. This district would be its own entity, nothing to do with the City of Peru or Peru Township. It would have an elected board and it would charge property tax. They could take all the parks from the city and use their own taxes to maintain them. They could even make a pool. Best yet, the they could tax the entire township, not just the city.
So, everyone would pay a couple hundred bucks on their property tax and the board would take care of the rest. That way, the Aldermen are not involved - which would be good because they don't know anything about having about fun.
