Original Vote by Peru Aldermen on February 23, 2015



Please note that Ald. Potthoff and Perez voted against this measure because it did not include the City Manager option.

At the time the remaining aldermen including Ald. Waldorf and Sapienza voted to form the Task Force. What changed the mind of Ald. Waldorf and only maybe Sapienza because he was unsure of how he would vote when the Task Force has completed their work.

In judging the Peru City Council in reference to it's recent willingness to be interviewed by the City Administer Task Force Committee in which only one alderman, Mike Sapienza, cooperated and was interviewed.
The inability to cooperate should have been no surprise to any of its constituents as this has historically been a council which has continuously voted as a group rather than individuals with 7-1, and occasionally a 6-2 vote. The vote has exhibited a previous meeting discussion before being taken publicly. In the specific case of a appearance to be interviewed by the the group studying the advantages and disadvantages of Peru employing a City Administer 7 of the 8 aldermen never were interviewed some never submitted a reason, others submitted their own reason and the remaining submitted the same identical reason even though this committee scheduled more than one date to accommodate each alderman.
Many assumed reasons can be thought of why these city representatives would not willingly appear to express themselves.
One reason being that they seldom do express themselves as individuals almost always working in the protective nature of a group, another reason being that they at times are not confident of their actions and vote as a city representative, a very evident reason could be that this well chosen committee has characteristics which far outdistance the alderman both individual and group wise, and although there are many, many reasons in addition to those I will conclude with a possible reason being that Mayor Harl appeared only at the groups first meeting explaining the groups goals and since has allowed them to progress on their own without any interference and direction. Could the real reason be that the council presently has no one to blame for a regressive decision but themselves?
Many people have questioned if the council's lack of involvement is a sign of their fear of losing power. I do not see where they would lose any power and question if it is simply a case where they are afraid of losing influence. Some of them seem to be more concerned with their own assumed power than what is truly best for the community. Or is this a case of follow through. Historically, this council is good at passing ordinances but not enforcing them. Are they simply afraid that a city administrator (heaven forbid)
would make them live by and enforce the ordinances that they approve?

It is almost time for Frank to resign. Halfway through the elected term is how they usually do it. I hope it comes true, Frank retire and take care of his health.,, and have Scotty boy appointed by the local Democrat Party to fill out his term and run as an incumbent. We will finally be rid of Scotty - I'd be sure to vote for him every single time just to keep him in Springfield and AWAY from Peru.

How can they vote for the task force and if the task force recommends a city administrator how can they vote against the hiring of the administrator? There was only two who voted against the task force.

Anon 7:17 PM Whatever the excuse that a alderman chooses as his reason that he did not appear for a interview that would benefit Peru he has failed to step forward to fill his responsibilities.

Lets start a letter writing campaign asking Frank to appoint Scotty to the legislature! Or get Scotty to run.
The slogan will be "Get the H out of Peru, send him to Springfield!" He will be safe down there since he won't be able to do anything for 20 or 30 years.

Why would the task force want to talk to alderman? The task force was developed for the sheer value of not having alderman involved. It would be a waste of time to have alderman input in the decision to hire the city administrator. They are elected by the citizens. The Mayor is the responsible official to run the city, it is his duty to carry out the city duties. If he wants another person it is his and only his decision. Most Peru residents want a city administrator and will gladly pay for the position.
11:40 Most of the time you are complaining about the rubber stamp city council. Now, you are complaining about the city council not giving the Mayor the support? Why would Harl have a task force? Not one of those alderman has enough experience with city operations to give the task force input. They need a city administrator not a city manager.

I was told alderman Payton was on the interview list but was a no show. I guess alderman Payton did close his city Facebook page after being directed by his colleagues to do so. Another phony bologna official in Peru. The CSO City boys club is now fully occupied by yes men.

Isn't it against the law not to show up when a commission or task force tells you to? I mean this is an OFFICIAL Task Force. They should have sent Barnaby to arrest him.

3:33 I would guess that you are not smart enough to do some fact checking. Alderman Payton was in a Finance and Safety meeting when the task force was meeting. IE he was doing his job. And I know that he is NOT a member of the CSO.

The Finance Committee could have done without his presence but I did not understand why an alderman who has only been in office for a couple of months would have anything to say to them. They should have interviewed Ald. Perez, he would have complied with the request and he could have spoke freely and not worry about offending anyone. Come to think of it, that is a good suggestion for the Task Force.

I think you should ask Ald. Payton again is he has joined the CSO because it is my understanding that he just recently joined after winning the election.

The Task Force is Harl's way of implementing this change without taking responsibility for it. This is a common tactic used by politicians like him. He wants to insulate himself, that way when people start to question the decision he can say "I only did what the Task Force and Council wanted me to do."

The people that should be having this conversation are the elected officials - not an ad hoc group of citizens. At the end of the day, the elected officials are going to have to make a decision to either create the new position or not. We will all know how they voted.

Rodney is still doing more for the city than any other official in Peru including Tom Payton who lied to us by saying he had an alderman Facebook page as a way to reach him. He deleted his page within a month after the election. He's a phony just like the others. I still view Rodney as an alderman because he's the only one in the city keeping us up to date on current events and serving the community.

I still call Don Baker Mayor. On another note it's being told that fire chief King and council approved hiring a city employee to detail the Chiefs fire vehicle while the employee was off duty. The employee turned in a bill under a fictitious Bussiness name and was paid as such. It's alleged the employee has no business or insurance to operate a business so why did the chief and council approve this? It's falsification and Mis leading to pose as a business for financial gain and fault of the city for not verifying this business and insurance.
It appears the city is favoriting certain employees and spending foolishly especially since the Chiefs vehicle should be cleaned by him or the firefighters or even the summer worker they have assigned to the fire house.

Amen 10:53. It's bad enough that our tax dollars are providing these employees with a vehicle to use 24/7 for work and personnel use. Now, we have to pay to keep them clean??? Are you kidding me??? This is absurd and a definite misuse of tax payer money. If we have that much to throw away let's at least give the kids a splash pad and let the Friends of the Peru Pool keep the money they've worked so hard to obtain. Let's start thinking about the citizens who make up Peru and not the officials who run it and get not only a salary, and a vehicle, but also someone to clean it!!!

Is our fire chief on duty on Sundays? Didn't he say after 10 pm his duties as fire chief are handed over to the asst. Chief? What about all day Sundays? There was a group of us that were in the valley having sunday fun day and I saw across the bar so was our fire chief. So, he's off at 10 pm, and sundays also? How about saturdays? Is the person who detailed the expedition that our fire chief drives a full time fire department employee? Didn't the fire chief sign this invoice? Who else approved this needless spending of our tax money? Wake up people.
