Special Report: Multitude of local authorities soak Illinois homeowners in taxes

One of the articles I came upon after a trip to the County Courthouse to pay taxes, amd wjere I asked questions with no answers. I will return to my quest for answers soon.

I only wanted to know why people living in different parts of the city pay different amounts of taxes depending upon if other tax producing businesses were in their district of the city.  That is I what I was told. so people so home owners in the south of Peru don't pay more in value of their homes but their tax rate is higher and taxes are going up little by little. This makes no sense.

Tax rates are based on home values. Live in Peru and the city rate is the lowest or near lowest in the County!

THE ONLY RATES THAT POSSIBLY ARE DIFFERENT IN PERU IS IF YOU LIVE IN PERU GRADE SCHOOL OR DIMMICK GRADE SCHOOL. ALL OTHER RATES ARE IDENTICAL.

The city rate is a very small portion of the property tax bill. We need to find a different way to pay for schools. It is getting out of hand. I think a county based school system should be looked at. Use the entire county as the revenue stream - be it from sales, property, or some new undefined tax. We could probably get away with three "school zones" - Ottawa, Mendota, LaSalle Peru - under one administration. Send all the kids to these locations.

OK Trolls - I'm ready to hear how wrong I am and why we need twenty six school districts in LaSalle County - with twenty six administrative tasks and countless millions of dollars in redundancies. Oh... and don't bring up the bus thing. That cost will be recouped by a reduction in one or two superintendents.

City tax rates are what you should check to compare! Peru is the lowest. The value of a home in Peru may be more than a few other places. Place this in a perspective that your home will be easier to sell in Peru and your value will be better. I do not live in Peru but have a understanding of real estate and tax rates. Peru is a sellers market. When buying a home you look at all tax rates and if you have kids the school is important. If your a senior and living on a fixed income, the tax rate is very important. Peru has been good for low tax rates. Stay in Peru.

11:18, the "rate" does not change with the value of the home. That is the trick the school boards use. That is how the school boards bamboozle people. They say they didn't raise taxes when in actuality, the market raised it for them. They rarely adjust the rate down to match next years dollars to last years dollars.

It has been established that the tax rates in Peru don't change depending on where you live. The rate is the same.

Lois you are wrong. Nothing is wrong on the tax bill. Your home is taxed by the taxing bodies with political boundaries where you reside. That is not always the same for everyone in the same town. As an example that was mentioned, a person can have a Peru address but live in the Dimmick School district. You would then have two different total tax rates. Everyone who lives in the same political boundaries of the same taxing districts has the same tax rate.

The City of Peru only pays two things with their property tax collections. The library and police pensions. The reason the Peru tax rate is very low is because they make most of there money on sales tax ad utilities. Where La Salle has a high rate because they have very low sales tax and they only sell water and sewer and not electricity.

Lois, your bill should show you each taxing body that is getting money from you. If you live within the municipal boundaries of Peru, I believe this should be:

CITY OF PERU 0.26044
COUNTY 1.00885
IVCC J513 0.36689
LASALLE/PERU H#120 1.9992

PERU LIBRARY 0.20726
PERU TWP 0.12207
PERU TWP ROAD 0.125

this year they got everyone confused by itemizing social security which I believed is contained in the overall rate for each taxing body. I pulled these from the on line tax inquiry system for my property.

Now - there are some things that effect the overall value of your property. I think neighborhoods are reassessed every two years. You would need to check with the township assessor on that one. However, if you file the senior homestead - I think your assessment is frozen. So the land is valued (some land in Peru is worth more than other land in Peru) and the structure is valued - naturally, some houses are worth more than others. Then you are taxed on one third of the total value less exemptions.

All of this information is on your tax bill.

Main Point: Everybody living in the municipal limits of Peru should have the same rates - listed above. I don't know of any residential areas of municipal Peru that are not in the Peru school district either. The area across the river has a Peru address but is not in the municipality. I think that is in the Oglesby school district.

The total tax bill in Peru is calculated by the assessed valuation minus exemptions ie. homestead divided by 3 and times the total rate of all of the taxing bodies. This would be an estimate for a calculation: Home assessed value $90,000.00/3x.06 tax rate=$1,800.00. The only way that your home tax bill is going up is if the total rate was raised and or the value was reassessed. There are also state adjustments that affect everyone in the same area. Many people in the last recession have had their property reappraised and fought it in Ottawa and have realized a big tax savings. You may want to go to the asessor office and fight your tax bill. This is the correct time to do it because if you wait the cut off is in December.

Lois, remember I told you to be careful and watch your back? If your taxes went up and everybody else's went down, should you be suspecting something shady was done to you? I would be checking that out immediately. Have your house appraised and fight it!

I also seem to remember something about our township assessor getting his license suspended or revoked. I think he is up for re-election this time around. If his license is still revoked or suspended, I think he is no longer eligible.

I made a comment about people not understanding how this works, but it was censored of course so I will say it another way. The mayor and the council have nothing to do with an individual's taxes, nor can they. If Lois thinks her property assessment is off she can follow the same simple steps as anyone else to get it corrected, if it is actually off. Many things factor in. But her initial post that different people have different rates is wrong assuming you live within the boundaries of the same taxing body districts. The town is only one small (very small in the case of Peru) part of your tax bill. Stop with the foolish conspiracy theories because it is ridiculous. Feeding on people's emotions and ignorance is pathetic.

I heard that Harl showed up being trained by an appraiser with the appraiser at a door of a taxpayer to do a walk through of their home without prior notice or asking homeowner if it would be ok. So very unprofessional. Who the heck does he think he is. The homeowner is a friend of mine and told me this happened. So, no need to say it's gossip or hearsay.

Anon 10:12 AM Mayor Scott Harl has had 6 years in office as the Mayor of Peru and already the same stories are going around for the 2nd time. I remember when 10:12's same exact story was on the blog the 1st time. Of course another friend could have submitted it.
The Mayor at the time was preparing himself to be actively employed if he was no longer in a government occupation. Unfortunately the appraiser was accused of committing a traditionally practiced method in the field and was at the time to ill to attempt to represent himself to successfully have it overturned.
Knowing both the appraiser and the Mayor I can assure you that I would give them a key to my house to carry out a appraisal with complete confidence it would be performed professionally.
I can also assure you that some people make mountains out of mole hills to show off. They are one of the reasons that many shy away from participating in politics. Therefor they hurt our country with their negative attitude.
The next time the owner of the home and the blogger are conversing while hanging wash on Monday morning please discuss something new as your story is no more interesting than it was the 1st time.

What I really need to know is how come firefighter show to fire station with their kids and get paid...I never believed it till other day and here is people running into station to go on call and another one with 2 kids...knowing full well he isn't going to call but taxpayers had to pay. King could be leader in city if he didn't let his own people run him. Good grief !!!

7:52 PM The personnel of the PFD have been carrying on with bad habits for a long time. The end should have come with learning that the firemen were putting in for normal pay when attending holiday parades.

Additional problems are partially caused by the fact that the C,PPD and C,PFD are being spread too thin.

6:58. So, committing fraud is a "traditionally practiced method in the field?" Then, when he and the mayor showed up at a person's home to "appraise" it - they did so as government officials conducting an "assessment" for property tax purposes NOT as commercial appraisers. Entering property by the Township Assessor is extremely rare. So, they where using the government position for personal gain. Harl needed to do some appraisals under the supervision of a licensed appraiser. Lacking any willing volunteers, they decided to use the Assessor's Office for private gain.

This is just another example of the "accepted" shenanigans that go on in Illinois Valley Government.

The best way to remedy this situation though, is to have a 100% full time fire department.

11:14, they can't do an appraisal unless you ask for one at a price, or if your a renter and your landlord requested it. An assessor never has to come into a house to figure out what your taxes are going to be. Sounds as if your looking to start something.

I'm betting the city attorney has advised Waldork to abstain from attending meetings while he is "in limbo" and without a viable residence within the ward and city in which he was elected. A legal technicality that will allow the homeless barber to avoid being charged with fraud for knowingly living outside Peru's 3rd ward.

Waldorf was absent from the July 20 Public Services committee meeting too. Why doesn't the mayor or other aldermen explain his absence? If he had knee surgery, why not let the public know? Sounds like they're keeping it quiet because there is more to the story than knee surgery.

Knee surgery is not that serious. I had it on a Wednesday and was back a work on Monday. Even a hip replacement patients are out and about after 3 or 4 days.

I have never heard so much silence from city hall about someone who supposedly had serious surgery. We have had aldermen before with serious illnesses and ALWAYS well wishes were expressed in the public venue of the city council of Peru.
Something like the City Council would like to express well wishes to Ald.Blank and we hope he has a speedy recovery. This is so easy and for a month now, nothing is said. They are just feeding the rumors.

The interest is because he is an ELECTED official who was just RE ELECTED TO THIS Position. He is not a private citizen with no involvement with the city government.

We are talking about someeone whom is very involved with the people representing. So don't be throwing this back at the people.

Actually he owes it to his constituents to let them know he is unavailable to help with any problems that an aldermen needs to handle. Personally I don't care what he does or where he is at but I don't live in his ward.

I've had two "serious" knee surgeries. Both times I was up and about within 24 hours of leaving the hospital. That's what they encourage you to do. I could care less if Waldorf is at a meeting or not, but don't try to tell me that klnee surgery results in immobility for weeks and weeks. Regardless of the reasons for Waldork missing meetings, as far as I'm concerned it is actually a benefit to all of Peru when the ethically challenged barber is out of the picture. One less phony alderman casting rubber-stamp votes is a good thing. Now if we could only get them all to be "no-shows".

I still keep harping on the fact that in between missing "council meetings" and his "committee meeting" he managed to attend a "finance meeting". I am sure you are concerned about Alderman Waldorf. From reading the past year a few of you are obsessed with Waldorf, this is disturbing. He is a elected official with the City of Peru, he is also a husband , father and deserves privacy if he desires. He is under no obligation to share any of this with a few who sole desire is to post negative thoughts about him.
If you are a opponent or support another past candidate than you have the ability to run for office in the next election. As a suggestion, you may want to pad up your resume and be little more positive before knocking those that we elected.

@10:45AM My only concern with Waldorf is if he still is a resident of the 3rd ward in Peru. Rumors have been circulating for a while now that he is living in Hennepin. If that is the case, he must resign his alderman seat, since living in the 3rd ward is a requirement of being a Peru 3rd ward alderman. If he had his knee operated on if no concern. His residence is a huge concern.

I heard from reliable sources that they are going to put a "brew pub" in the current public works building. A guy with a well known last name is going to buy the building for a dollar from the city after it is restored to its former glory using the "left over" million dollars from the movie deal that fell through. He is going to turn it into a "brew pub" and market it toward upscale clientele from the Chicago Suburbs that like to hang out in Starved Rock Country. All he needs is a little seed money that will be provided by the City through Bobby V. and the State through our friend Timmy. Oh, and it will have 5 slot machines and serve "Gourmet Burgers." There is also talk of Chinese Investors - because we know the communists want to buy American stuff, and "Brew Pubs" are at the top of their list.

I heard that the Starved Rock Country promoters are going to rebuild the planked section of Plank Road from Shooting Park Road to Route 6 using actual wooden Planks supplied by a well known local lumber yard with connections. Remember, we just recently had to empty out the building we leased from Maze Lumber. Is the multi=million dollar new facility a done deal even thu I don't recall it being official voted on as of yet?

If the Peoria Street Public Works Building is to be tore down legally how will the city demolish the North Wall as that was built on the property of the home North of the cities property back in the day when it was H.J. Tobler's.
Toblers moved out of town because it was not environmentally friendly and than the building was used as a bakery called Cookie Kingdom. But you don't have to guess who came along again to utilize it as a garage. That's correct our good old City of Peru.
