Possible end of Peru Township: A ‘marathon not a sprint’ Interesting meeting I was unable to attend due to prior commitments. I really do not understand the involvement of Mayor Harl in the wish to dissolve the Peru Twp. Will this mean another hire to attend to the work of the Twp? The mayor has already taken himself out of the administration of the city and hired with the consent of the city council, a lobbyist for the city of Peru, so surely we would have to hire an administrator for the duties of the current township. If the twp is ever dissolved, perhaps its responsibilities would be better handled fairly by the county than by the city. Is there a position opening up as receptionist at City Hall?

New and Old Concerns in Peru. Santa Coming Again

Could the current unholiday banners present  in downtown Peru have been purchased by the members of the RTE 6 association? Perhaps it would be wise to try and create a committee of local citizens regarding the "look" of downtown Peru and try if possible to involve some of the businesses that exist along this highway.

Doing this might let those traveling through town  know that people do care about the city and that they do have visions of how they want their city to look.  Couldn't we at least had something that might resemble Christmas decor? Yes I know the old stuff is still put up and the white lights are around the lamp posts.

I see from the meeting on Dec. 5 the Public Service committee is discussing chairs for the new Taj Mahal conference room located between N.Peoria and the  Plank Road.  We need to know and understand that bldg. is where all priorities are.

Looks like businesses have closed such as Berry Bearing or have they simply moved. The tool business bldg near Westclox is also available. Amici's has been sold to a family currently involved with restaurants in Peru and Ottawa so let's hope for something good with that bldg. Numerous other locations also available on major routes in Peru.

Santa Claus will arrive at the Airport, I have heard.  Cookies will be available. Didn't Santa come last week to City Hall to light the HUGE Christmas tree? The same day La Salle had Miracle on First and the High School was sponsoring Santa's Workshop. How about some organization for a better turnout? Know what is going on in other cities in the area and work with people who actually have children to know what is best to help them have a good time and coordinate days, times and events.

People that I know that have moved have either moved for a better business climate or better weather and we can do nothing about the later. Government employees want more money and there is less and less to give them without tax increases and the remaining residents can't afford the increased taxation.

Proposition Whether Peru City Council Should Continue to Persue Dissolving Peru Twp

This proposition will be on out ballots tomorow. For so long we have heard people express the desire to eliminate the township with its high salaries and its history of not doing much for what it costs to maintain. Twp road repair and care would be the main concern as assistance is a very small part of their budget.

My question is why is the Mayor of Peru concerned about the township? And who is he consulting with and receving his advice to move on this at this time?

Is it the tax levy that is received by the township and would this now go into the Peru Finances?

How about our City Administrator/Police Chief who is also a Trustee on the Twp. Board?

Initially when this came up in a discussion, I thought this is a no brainer, sure we want to eliminate the township but after much consideration I believe there needs to be an open discussion with the citizens of the city and our city fathers, all of them.

Really A Cool One Million Dollar Splashpad

According to the N.T. article about the potential splashpad is to be located on the land where the former Washington School was demolished for an approximate cost of 1 million dollars.

The original request for a grant from the DNR was for a splashpad to be located in the area of the former swimming pool and they were told NO, you need more than a splashpad to be able to be approved for a grant.  Back to the drawing board and the city added horseshoe pit, volleyball courts, picnic tables for checkers and an expanded parking lot in the triangle across from the Peru Library.

And then we had a state election and the current governor Quinn was replaced by current Governor Rauner and all grants were froze. So now a different location but we still have to put in horseshoe pits that will probably be little utilized and volleyball court or courts. So instead of a grant for app. 250,000, and the donation of 100,000 for an ADA accesible splashpad and now the city is saying at least a million dollars. Not sure how much of the Pool Fund is available for a splashpad.

Does this make sense considering we are now going to create a million dollar splashpad adjacent to a  residential area. Last I knew we are still a fairly small city of probably between 9500 and 10,000 and with smaller families and how many children of the age to use this splashpad are living in Peru? When the pool was demolished and the city hired a company to design a new pool, I believe the cost was approximately 3 million for a state of art pool from this company, others would have been less. The Mayor and City Council said NO. What does our City Plan project for our city?

Whether it is is a local campaign or a national campaign  the quotes on this picture  are a good idea. It is no secret that I will be working on the McMullin campaign on social media and locally as well for the next month. There are currently state chairs in all the states and each state is being divided by county with a chairman for each of them.

I realize that here in the valley, I will be hearing Evan who?  but this has truely reached throughout all the U.S. states.  Since I am and have always been a #NeverTrump#Hillary individual and I find his values to be what I was looking for in a Presidential campaign, I am doing some social media and that includes this blog. There are more than enough videos and blogs and news information to search for and I will post some that I think are really good.

Petitions Available for Elected Positions So Far Incumbents Like Their Jobs

According to a N.T. article 9 people have signed to pick up petitions packets for the election in April.

First Ward incumbent Tony Ferari and newly chosen Aldermen who is now considered an incumbent have  signed for petitions.  Jim Lilley who was not chosen has also applied for a First Ward aldermanic petition.

Additionally it is more of the same here in Peru, City Clerk Dave Bartley, Ald. Mike Radtke, Ald. Jim Lukosus, recently appointed City Treasurer Jackson Powell and surprise surprise Mayor Scott Harl.  Why do I remember him saying when he first won the mayoral election that 2 terms would be enough?  Maybe he meant that is what the residents would be saying.

Giordano was a candidate for Mayor at the previous election. Not sure why because he became the reason that many complained that only 2 should be allowed to run for that seat. A plant I don't know.

Not really convinced, especially as it seems that everything revolves around the area north of Rte 80 and wonder how much the average Peru resident spends time there. Personally it is usually no more than a quick trip to Walmart for things not found elsewhere. A trip to the Mall recently found a very quiet interior and the busiest area was  the children in the play area near J.C. Penny's. On the plus side, I am finding residential areas very quiet and not too much traffic or noise and we are close enough to other communities for activities.

The Broken Window Theory .....Rundown and Empty Buildings in Residential Areas

I happened to have contact accidently with someone who lives in the First Ward while out and about this morning. Together we looked across the street from her residence at the home I have pictured. It has been a problem for many years and now it has been abandoned with no one living there for the past year. Broken windows, cockroaches, tall grass, open garage and very little done to remedy this situation. The nearby residents have tried to get some help from one of the first ward alderpersons but have not received any help. The house next door is also empty but the landlord fixed up the exterior and no one has lived there for 2 or 3 years except the ground squirrels who go in and out through the stone foundation.

The Broken Window theory refers to places like this that are left to deteriorate starting with one unrepaired broken window. Now there are 2 unoccupied homes side by side and the neighbors would like this attended to as they do try to maintain their property. Yes there are problems and good people are hoping the city will contact them and let them know what can be done.

Getting Correct Information to the Public

Reading about the successful CSO event in Centennial Park yesterday and thank you for giving the Peru citizens something to enjoy on a beautiful day.

But reading the post event write up indicates that the reporter believes that the CSO pays for the fireworks, so I want to make a correction. The Recreation Committee is in charge of the fireworks PERIOD. They choose the vendor, wisely or not, the location and the date. Our City Council gives the OK without much question on all of the above. $20,000 of taxpayer money.

The CSO runs a beer tent and we are told that the money they make, goes toward purchasing Christmas decorations. There are people out there that know more about this all mens organization than any woman in town, so add your information. The CSO volunteers their time for the July event that I know, anything else is only hearsay.

Additionally I have been going through the disbursements as there will be an ICSC Chicago Deals mtg in October which will be attended by Vickery, Harl and a few others. If you remember this is the retail association meeting where Mr Vickery had special shirts made for several years ago. Disbursements have changed on the city web site and are less detailed and harder to follow and perhaps a foia will need to be made to get further details.

Visited the cemetery yesterday as there has been a very active FB discussion over the last week and a piece was written by someone who has family there and published by the NT Open Forum. It looks ok but where there is no family left, markers are unreadable due to overgrowth of weeds and grass. Some of the monuments in the older section may be in danger of falling if proper readjustment is not made and who is respnsible for that? One marker near my Grandparents graves has evidently hit by some type of machinery as it is somewhat askew and needs to be moved back into place. Does the city have a Cemetery Association to oversee this city property.

Perhaps if we had done this instead of allowing the Peru swimming pool to be come the first of numerous bits of destruction being done to the city, we might still have one. Kudos to Oglesby residents for taking the lead in doing this for your city and hopefully it will be enough to allow the city to keep the pool open. Elected officials working with local residents can accomplish minor miracles that we are seeing in the Illinois Valley.

Splash Pad Issue Seems to be Bigger Than Necessary

Can we build a splashpad for about $250,000 or as the mayor suggests a much larger amount of money would be necessary. Considering a change of location since the grant was applied for, it seems logical to think that would no longer be in play. If the DNR would not give us one with the original plan that did not have enough activities to fit their specifications of need, how can we believe that we still would  be able to put that money into our new plans. It seems that I am hearing figures of up to $700,000.

The "truck complex" for city vehicles is now up to 4 million.??

Are trucks that much more important than our cities children? I guess that depends upon who is making that decision.

A simple splashpad with the money now in place and planning being done should be ready a year from now.

Do you think our city workers should be doing the actual work on the splashpad or should we have professionals who have done many of them be doing the planning and the putting together?

Donation for a Peru Splash Pad is a Reality A Large Donation

Friends have informed me that at the Town Forum held this eveing an announcement was made that former Peru resident and Major League Baseball Player J.A. Happ will be donating $100,000 for a baseball themed splash pad to be located in the Washington School space.

This is such good news for the residents of this city. It will be landscaped so that adults will also be able to use the land not occupied by a splash pad. Hopefully a lovely green space that will fit in with the residential areas around it.

Happy Fourth of July Friends, Family and Fireworks

For many of you July 4 is a big family event and for others it is just trying to get away from  the excess noise coming from people who abuse the day with very loud noise disturbing kids, pets and ptsd people.

At last a new location in Peru, a different fireworks company and what's you opinion? Will we want to improve upon this location and continue on or return to Water Street when it is possible or find another way to celebrate July 4 and just watch the communities who seem to have a long and successful history of celebrating the whole day.

I did not see them but did appreciate not having to deal with the loudness of Water Street, but that is only me. Not to say we did not have a neighborhood full of amateur fireworks taking place and eventually very well controlled by the PPD.

FB has been discussing this much of the morning pro and con but mostly con.

SUBJECT:        Legislative Report for January - May, 2016


Despite the Legislature’s failure to reach a budget agreement, over 400 bills were passed and many of these have an impact on Peru.  A lot of my time is spent meeting with Legislators and staff of both the Governor’s office and Legislative Branches.  Since my office is located by the Capitol and I live in Springfield, all year I have a great relationship with many of the government employees who actually try to keep our system working.  These contacts enable me to inform Mayor Harl of what is happening and allows me to immediately arrange for meetings that Peru requests.

On January 6, I contacted the Lieutenant Governor’s point person on consolidation.  Brian Costin and I went over the Consolidation Report he helped write and set up a later meeting with Mayor Harl.

On January 8, I met with Senate President John Cullerton’s Chief-of-Staff, Dave Gross, to go over Peru’s agenda.  Specifically, I stressed the need for local government distributive fund to be kept intact and given to Peru.  We also talked about pensions, grants that were being withheld by the Governor’s office, and our enterprise zone application.

On January 13, Mayor Harl and I had a long meeting with the Lieutenant Governor’s office (Brian Costin) on the specifics of some consolidation between Peru and the Township, and received some suggestions on how to proceed,.  Mayor Harl emphasized that if the Peru City Council and Township officials agreed, we believed over $100,000 a year could be saved.  He said he would help us in our effort.

On January 26, Mayor Harl and I met in Springfield to discuss the solar panel situation at the Airport.  I agreed to ask U.S. Senator Durbin for his help.  On February 3, I met again with U.S. Senator Durbin’s office and they informed me that the FAA indicated that the height of the building and the reflexivity of panels are okay.

On January 28, I met with IML officials to go over our legislative agenda.

I attended every Legislative Session in January (January 11, 13, 14, 15, 20, 22, 26, 27, 28).  I also did a political talk show in Springfield (WFMB) where I discussed the Springfield political scene.

On February 5, I also was a guest political commentator on CBS (Champaign, Springfield, Decatur market).  This exposure allows me to talk about government and politics and give me the opportunity to discuss issues important for our future requests.  (The politicos watch these shows.)

On February 8, I met with Representative Jay Hoffman, who had successfully passed legislation to consolidate Belleville Township and the City.  He said if Peru wanted to do the same that he would help.

On February 9, I met with IDOT Secretary Randy Blankenhorn to discuss Peru’s requests.

On February 12, I again was a political commentator on CBS TV (Champaign).

On February 18, I had dinner with IDOT Secretary Randy Blankenhorn and Assistant Secretary Rich Brauer.  Again we talked about our future TIGER Grant request.

On February 18, I met with IEPA officials (at Mayor Harl’s request) to get clearance for cattle to graze on the landfill.  On February 19, IEPA informed me they would approve if the final closing permit was filed.

On February 24, I met with Mayor Harl in Springfield and we discussed the IML’s inclusion of some “turn around” agenda ideas they were supporting, which many Legislators do not.  We have to be careful.

On February 29, I met with lobbyists for the cities of Rockford, Aurora, Elgin and East St. Louis to discuss a joint lobbying effort on the tax credits and enterprise zones.  There are 14 tax credits expiring in June and these are valuable tools cities need to help attract business.

In February I attended every Legislative Session (February 1, 5, 8, 10, 11, 16, 17).

On March 3, I met with the Governor’s Budget Director, Tim Nuding, to talk about enterprise zone applications, tax credits and grants that still were not funded.  I also stressed the City’s need for LGDF funding.

On March 11, I did another CBS TV political talk show.

On March 15, the Primary election was held.  There were two major battles and over $9 million was spent on just two races.  Governor Rauner lost both of these contested races.  It was an intense election night.  CBS (Champaign) broadcast statewide (Champaign, Peoria, Rockford, Rock Island, etc.) all night from my office.  Many Legislators, staff from the Executive and Legislative Branches were at my office all night and a lot of good discussion and ideas were exchanged.

On March 18, Bob Vicery asked me to help a local business get its liquor license.  I was able to get it done.

On March 19, I met with the Department of Natural Resources staff regarding their letter on our $250,000 grant being held.  It is still there.

On March 21, I met with staff and Legislators on our request for support on S.B. 3019.  This bill would make all local, non-general revenue funds subject to automatic appropriation authority – very important for Peru.  (This bill is still in Committee.)

On March 23, I met with Illinois Municipal Electric Association executives regarding Peru’s electric cap on industries.  I also met with Illinois Manufacturers Association executives on this matter with Mayor Harl and we agreed on how the City would proceed.  (We have to be mindful that there are some who want to pass legislation to eliminate non-competition for municipal utilities.)

On March 28, I met with Wal-Mart executives to request money for Peru’s TBM Avenger Reunion.  They told me there was not time to arrange for this year, but call earlier next year.

On March 31, Mayor Harl and I lobbied S.B. 2241 (limit fees that a land management company can charge for access to railroad right-of-way).  This effects Northern partners.  We met with staff and bill sponsors

I attended all Legislative Sessions (March 1, 2, 3, 8, 9, 10, 16, 17, 18).

On April 7, I met staff and Legislators to lobby S.B. 0571, which would extend to three year (now two) the starting date our enterprise could begin the renewal process and also shall become effective on date of certification.  (This directly impacts Peru’s zone.)

On April 11, I met with Bill Houlihan, U.S. Senator Durbin’s Chief-of-Staff, for update on our request for the Army Reserve Building.  He said they are still working with U.S. Department of Defense.

On April 12, S.B. 2241 passed the Senate,

On April 14, S.B. 0571 passed the Senate.

On April 14, I attended the House Revenue Hearing on tax credits.  Bills were sent to Subcommittee.

On April 26, I met with U.S. Senator Durbin’s Chief-of-Staff, Bill Houlihan, to lobby for our TIGER grant.  He promised the Senator would push hard for us.

In April, I attended every Legislative Session and Committees (April 4, 5, 6, 7, 8, 12, 13, 14, 15, 18, 19, 20, 21, 22).

On May 2, Mayor Harl asked me to check on the legality of Peru tearing down the old city Public Works building for Dollar General.  On May 3, I met with Peggy Snyder, Legislative Liaison for Illinois Department of Historic Preservation.  She said she would get the approval done in a few weeks.

May 4 was the IML Lobby Day and Mayor Harl and I met with Legislators and staff.  We had another meeting in the Lieutenant Governor’s office on consolidation.  We also met with Representatives Skoog and Hoffman on S.B. 2241 (railroad crossing fee).

On May 5, Mayor Harl and I attended House Revenue Committee Hearing on S.B. 0571 (enterprise zone effective date).  Mayor Harl sat at the witness table.  This bill was again sent to Subcommittee.  We lobbied the Legislators after the Hearing.  We were promised it would get called again.

On May 7, I attended U.S. Senator Durbin’s fundraiser and again thanked him for his efforts on securing the Army Reserve Building and for his help on our IDOT TIGER grant request.

On May 9, Mayor Harl and I attended Speaker Madigan’s fundraiser in Springfield and met with many Legislators and staff.

On May 10, I had a follow-up meeting with Bill Houlihan of U.S. Senator Durbin’s office and gave him a formal copy of our TIGER grant application.

On May 12, I attended the House Revenue Committee and our bills were sent back to Subcommittee again.

On May 18, Mayor Harl, Representative Skoog and I attended the Revenue Committee, again with the same result.  We then met with some other City lobbyists about a fallback plan for Peru’s Enterprise Zone if the bill failed to pass.  But we were hopeful of success, so we kept “Plan B” quiet.

I also met with Assistant Secretary of Transportation, Rich Brauer, and personally gave him our TIGER grant application.

On May 26, the House Revenue Committee finally passed S.B. 2241.  On May 29 it passed the House and on May 31 it passed the Senate.

On May 29, House Revenue passed S.B. 0571.  On May 30 the House passed it and on May 31 the Senate concurred.  Great victories for Peru.

I attended every Legislative Session in May (May 3, 4, 5, 6, 10, 11, 12, 13, 17, n18, 19, 20, 23, 24, 25, 26, 27, 28, 30, 31).

On the agenda for Monday June 27 is the following: Motion to renew 1 year contract with lobbyist Tim McArney for $2000 per month.

This is coming up a bit earlier on the calendar year than last year when it was questioned by residents as to why the city the size of Peru needed a lobbyist

We just had wonderful volunteers clean up our city  but what if the volunteers had not donated  their time, would Peru have left the dirty, weed infested areas as is because we did not have the extra money to properly do the work on our own or perhaps not enough personal to do the job that was needed to make the city look clean.

This is all about using your tax dollars wisely and not for personal needs or wants.

 Alderman Radtke made a motion to renew 1 year contract with lobbyist Tim McAnarney for $2,000 per month. Alderman Lukosus seconded the motion. Alderman Payton reported that he spoke to Mr. McAnarney personally and asked why we should retain him and that he supports the continued support. Alderman Radtke stated that he supports Mr. McAnarney based on feedback for Peru from staff members including City Engineer Eric Carls. Alderman Potthoff noted his issue with paying money to someone else to listen to our views. Alderman Ferrari stated we have elected legislators to represent us. Alderman Sapienza supports the contract based on the size of our budget. Mayor Harl stated the consultant gets the City in front of people we would never get in front of. Mayor Harl stated he has queried other mayors at a recent IMEA meeting and they confirmed current state economic conditions require extra effort in order to make contact with decision makers. Mayor Harl invited members of the Council to visit Springfield and meet with Mr. McAnarney. City Clerk Dave Bartley called the roll with Aldermen Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Potthoff, Ferrari and Mueller voting nay; Alderman Waldorf absent; motion carried.

Curious as to whether the aldermen have changed their minds with the encouragement of the mayor or not. I would believe the yes votes from last year are still in the mayors camp.

I am not sure what an Airport Authority is so hesitate to personally comment on this. Like the issue with Peru Twp, I am not sure what the agenda is for the politically involved Peru Mayor and City Council.

As I was awakened by the constant drone of the crop dusting airplane this AM, my thoughts on the airport were extremely negative. To the average citizen, the benefit of the airport seems to be zilch.  To those who own private planes it could be a gift. And the cost of becoming an Airport Authority is????


From the Illinois Municipal Code:
    (70 ILCS 5/2a.1) (from Ch. 15 1/2, par. 68.2a1) 
Airport Authority" means a municipal corporation created and established .... Act, including the power to levy the tax authorized by this Act for airport operation and .... with the advice and consent of the governing body, of a municipality located ...

Question is Peru in favor of eliminating the Peru Twp. (a taxing body) in order to creade another taxing body calle the Airport Authority: I am suspicious that this is the reason it has all come about.  Am I wrong?

I would like to see a job description for each twp. position that would be attached to the salary they receive.(if this is not already in place)  An evaulation of the time spent on twp. business and an evaulation as to whether this could be accomplished by another entity within the city without problems at less cost.

This township issues has been joked about for many years and we all accepted the money paid to the inidivduals knowing full well that they were overpaid for the hours spent on the job.

The road commisioner duties are: ??? beside the snowplowing in the winter.

What about the cost to maintain the bldg. heat in the winter and cooling in the summer?

As to the bldg. If consolidation occurs do we sell the bldg and land or does it become an income source? Who does the bldg belong to and if sold who gets the money?

Lobbyist Contract Will Be Up Midsummer.

Either in July or August Mr McAnarney our lobbyist in Springfield will have his contract up for renewal. Is it time to pull the plug on this one? How will you tell your alderman to vote on this? I

Mr Vickery holds several position in our government relating to economic development. He started out as volunteer economic director and then his company Oval Wacker was also hired to do the same or similiar. I believe we also support IVAC and not sure if we joined the multi country organization  that involved Bureau and Putnam counties.

The purpose of the new Economic Development Corporation of North Central Illinois (EDCNCI) is to forge the local governments and private business sectors of Bureau, LaSalle and Putnam counties into a team with the ability and resources to aggressively pursue economic growth and new job creation for the three-county region.

Is this a wise use of taxpayer money? Do we really need a July 4 fireworks program when we don't have a good location we own and can use every year? If you were an alderman how would you have voted?

We say we don't have money for some projects that residents would like and yet we seem to always have money for this one. Who is benefiting?  And why?

What is your favorite city to go to for Fireworks beside Peru? Or maybe Peru is your fav? This seems to be a fairly complex situation since we must pay the farmer to use his property and build a road into the field and we must rent the Mall parking lot plus the usual $20,000 fireworks program and the usual people have decided to go back to the old vendor for that, reason unknown.

Thank You Debbie and Anita, Friends of the Peru Pool

Debbie Noonan and Anita Kapinski turned in their resignations Monday night to the Peru City Council as co-presidents of the Friends for Peru Pool Committee. Noonan and Kapinski say “Mayor Harl and council members have stated a swimming pool is a luxury that they can’t afford, we felt it was a necessity”. The city council plans to send Noonan and Kapinski a thank you letter.

And when a pool looked to be something not attainablle, they turned their eyes toward a Peru Splash Pad and at that point sought a grant from the state of Illinois. At that point, it turned out that the state had become fiscally irresponsible and could not even pay their debts let alone give out grants to cities. I believe the city would have had to fund the splash pad but then would be reinbursed by the state. The fund I believe contains something in the amount of $150,000 which itself would build a small splash pad but they certainly needed the assistance of the city of Peru. The company they were interested in using was Vortex who has a good reputation and their web site shows what they can do with a small city to a very large private organization. I think with the money already available and the cities cooperation we could have had something but the City Council has no enthusiasm for the things enjoyed by the residents.

Can you tell me one thing the city has done to improve our Peru parks within the past few years? I also want to add that if you noticed that the Peru planters along Rte 6 are filled with flowers and greenery from one end of town to the other on 6. Please thank 3 Peru residents for getting it done: Sherry Mayszak, Rodney Perez and Tom Riordan as they took time from their busy lives and did most of plantings.  A few were privately planted by business owners who had them in front of their bldgs. No elected or appointed official did any of this work but volunteers did. 

Anyone know if the new bleachers have been installed at McKinley park?

Consolidation of School Districts Eliminate Waste

Many Illinoisans sense their property taxes are out of control, but not all of them know more than 60 percent of property-tax revenue goes toward their local school districts.

Illinois has 859 local school districts – the fifth-most in the nation. Many are large, expensive and redundant bureaucracies that contribute to Illinois’ growing debt, waste and corruption. Those districts are ripe for consolidation.

If all school districts in Illinois managed half a dozen schools and thousands of children, the high count of districts might be justifiable. But that’s not the case.

The reality is nearly half of Illinois school districts serve just one to two schools. And over one-third of all Illinois school districts have fewer than 600 students. Having two layers of bureaucracy in such small districts is inefficient and a huge drain on taxpayers' wallets.
 
To clarify: The reform advocated here is district consolidation, not school consolidation. School consolidations should remain a local decision. District consolidations, however, have the potential to reduce costs for the entire state – and especially for all those burdened by Illinois’ high property taxes.

The majority of savings from consolidation would come from reduced administrative costs.

More than three-quarters of Illinois’ superintendents have six-figure salaries, and many also get additional benefits in car and housing allowances, as well as bonuses.

Those high salaries lead to pension benefits of $2 million to $6 million each over the course of their retirements.

Just look at the salaries and pensions of the top-paid school district administrators in Illinois.
Eliminating those salaries and pension costs could save Illinoisans a great deal of money.
School district consolidation would eliminate waste, cut spending, streamline services
Illinois’ school district structure is incredibly inefficient, especially when compared with peer states with student populations of similar size.
For example, if Illinois school districts served the same number of students as school districts in California, the most populous state in the country, serve, Illinois would have just 342 school districts. And if Illinois school districts served the same number of students as North Carolina’s, Illinois would have just one-fifth of the school districts it has today – and one-fifth of the administrative bloat.
By cutting the number of school districts in half, Illinois could experience district operating savings of nearly $130 million to $170 million annually and could conservatively save the state $3 billion to $4 billion in pension costs over the next 30 years.
For example, consider what would happen if New Trier Township High School District 203 and its six elementary feeder districts were consolidated. Combining these seven districts into one would eliminate many of the 136 administrators directly employed at the seven district offices.
By consolidating seven sets of staff, New Trier could save taxpayers hundreds of millions of dollars in salary and pension costs over the next 30 years.
Local taxpayers shouldn’t be on the hook for multiple layers of government that duplicate services, waste tax dollars, increase government debt, and decrease transparency.
Taxpayers need consolidation reform
There are currently so many school districts in Illinois that they’ve escaped accountability.
That’s why school districts have managed to amass $20 billion in debt, or $10,000 per Illinois student, and why property taxes in Illinois have grown three times faster than household incomes since 1990.
And that’s why school district consolidation is an important and necessary reform for Illinois.
To clarify, however, reforms should focus on district consolidations, not school consolidations. School consolidations should remain a local decision.
New consolidation efforts should also end the state’s policy of providing financial incentives to districts for consolidating. And to prevent local property taxes from rising, any new consolidation efforts should develop policies that block the merger of teachers contracts in any newly combined districts.
To that end, the state should create a district consolidation commission, similar to the Base Closure and Realignment Commission that closes and consolidates U.S. military bases.
Illinois’ commission would focus on cutting the cost of duplicative district administrations. The commission’s recommendations would be subject to an up or down vote in the General Assembly, meaning no amendments would be permitted.
If done properly, school district consolidation would lead to significant savings for both local taxpayers and the state – and, if taxpayers demand it, could lead to even greater reforms in education.

Save Money Paint Flowers (just a thought)


The city seems to have run out of ideas for making Peru something to see.  The banners don't do it and the flower baskets evidently were too much upkeep.  Of course don't take this seriously but it is a dreary day.  If a private business owner would undertake something like this, it would be amazing, especially on Rte 6. Kind of like the mural painting done in Walldog communities.

We have recently hired another new assistant in the engineering department.

If you remember for about 3 years we have been discussing another restroom in Baker Lake near the soccer field.  In fact Sean Mikos was working on it.  Now it has been noted that we don't have the funding for it. Ditto on new playground equipment.

Evidently our money will be spent on the Adventure Drive readjustment.

Another study telling us the U.S. is not keeping up with the rest of the world with skills. Is this the problem that people who have lost jobs have not learned the necessary new skills to be retrained in a new position.  And if they are retrained, will there be jobs available in the city in which they currently live? Will we no longer have one job for a lifetime and what does this say about the jobs that will be available in small to medium size cities?.

How will this affect the management of small cities, when jobs keep changing. Will the job of Mayor someday be obsolete or is it already?

I am positive that most of our bloggers do shop at Walmart but not necessarily in Peru which relies very heavily on retail sales tax.  Most of the retail outlets do have an online presence and this article stresses the importance of their online end of their business. Amazon is the giant of online business for the average person who does shop online, true? Walmart at one time offered free shipping to the store but not sure if that is still a policy as the last time we ordered something there was a shipping cost.

Recently we had family here visting from Colorado and they were amazed that we had 4 stores open 24 hours a day. In their location Walmart stores are now closing at midnight. In Peru, there is Walmart, Hyvee, Walgreens and CVS all open 24 hours a day. Is this a needed service ?  All are private corporations and can make their own decision and maybe due to their location on major Illinois highways, it is profitable for them to be open 24 hours a day.

Are our elected officials in serious discussions about the possibility of one day local retail sales tax may not always be the Cash Cow that it is now? Considering some of the frivilous expenditures they engage in, it does not seem to be so. I understand that Illinois would like to increase their gas tax by .30 per gallon and if that bill should pass, is it time for Peru officials to stop the department heads  from having the use of their city vehicles unless they pay for the gas used while not being on city business and perhaps a portion of the upkeep. Is it time to start thinking about the residents and not abusing the tax dollars collected by the city?

Wonder if it will affect the construction of the Northern White Sands facility north of Sapp Brothers on the Ladd to Peru Rd. I believe the city has invested a large amount of money and it would be a sorry situation to have that all fall apart.

Ok was it sand blowing through the lower half of Peru or dust from the farmers fields being plowed. FB comments began shortly before supper when people driving through town were seeing what initially looked like smoke.

Not smoke but possibly sand blowing from somewhere around or near to Water St. in Peru. Northern White Sands is not functioning as of yet and the only thing I recall was a sand storage facility being built on Water Street east of Pine St.  Did you see anything?

I don't remember any election that has been so ugly and really has Americans upset and it doesn't look as if there will be much to be happy about. I to myself I keep saying "Is this the best the USA can offer to us?"

And I have certainly found out how little many Americans know Little about how the government works, they know little about the separation of powers and believe one man the President can fix it all.  I keep saying that somehow our educational system has failed us?

Are You Angry?

All day and night long the commentators are talking about angry people. Never tell me what they are angry about unless it is the usual lack of jobs and economic opportunity and lack of feeling of safety are 2 that I think of right off the bat. Are you angry?

Tell me why and how do we solve the problem. Government is very complex and i realize that and if you live in Illinois you realize it more than most other places. If we can make our community and state honest and trustworthy, it seems like that is a start and the best place for people to learn how government works.

Primaries in Illinois are March 15, are you ready to vote for different people and/or different parties?
