I am not sure what an Airport Authority is so hesitate to personally comment on this. Like the issue with Peru Twp, I am not sure what the agenda is for the politically involved Peru Mayor and City Council.

As I was awakened by the constant drone of the crop dusting airplane this AM, my thoughts on the airport were extremely negative. To the average citizen, the benefit of the airport seems to be zilch.  To those who own private planes it could be a gift. And the cost of becoming an Airport Authority is????


From the Illinois Municipal Code:
    (70 ILCS 5/2a.1) (from Ch. 15 1/2, par. 68.2a1) 
Airport Authority" means a municipal corporation created and established .... Act, including the power to levy the tax authorized by this Act for airport operation and .... with the advice and consent of the governing body, of a municipality located ...

Question is Peru in favor of eliminating the Peru Twp. (a taxing body) in order to creade another taxing body calle the Airport Authority: I am suspicious that this is the reason it has all come about.  Am I wrong?

It is actually a Port Authority or Port District that they are talking about. I would oppose any attempt to create another one for the Illinois Valley. Ottawa already has one. If this is the direction we need to go, we should expand that one into a LaSalle County Port Authority.

In addition to the airport, it would have jurisdiction over commercial waterfront development and I suppose it can be expanded into truck and rail terminals.

It is best not to have the municipality involved in any of this. This would be a more than our city could handle the way we do things.

Ottawa set up their port authority years ago and have not been able to do much with it. You really have to understand the details before you go this far. Not always best for a community. Still have to put out quite a bit of money up front.

It may be an effort to shield the city from upcoming lawsuits regarding improper expansion by adding the additional runway and the many complaints about the local pilots violating stunt practice regulations , and buzzing densely populated neighborhoods flying below 1000 feet over surrounding areas.
The only way to document and sue is to use fixed focus forensic cameras operated by a third party and have them record 24/7 digitally, and to my knowledge their are only three monitoring stations now. If they can separate from the airport before any issues, they might avoid or lessen liability.

Peru can't handle the truth! There is nobody in City government that can manage a lemon-aid stand much less a port authority. We need some new blood in this community fast!

If you don't think so step up and offer a better plan.

12:26 PM I don't think that any of our aldermen know much about Port Authority, Airport Authority except maybe, just maybe the one owning an actual airplane might at least understand and he is the mayors right hand man, I think.

Unless they hire the correct people to run it, any attempt at making a port authority will fail and simply be a method to enrich the usual crowd.

Port authorities just give the options to get low rate financing. After the legal fees, over and over again, and statistical research, and economic studies, and architectural studies, and planning, etc, etc, etc, you can pretty much blow away the low interest rate financing anyway. Oh, and let's not forget the mandatory prevailing wage that our mayor says "feels like a colonoscopy."
