The concerts including the one in Peru is a private event. The payment is also a private matter and payment is up to those who are providing the entertainment and those providing the security. I doubt that the Peru concert promoter will not provide the contracted payments for the security detail. Crooked deals is another imagination running wild. This is a big name coming to Peru and bringing in some fun and business. Your conspiracy theory is way out in left field that security won't be paid.
