Anon ....THE DECEPTION OF PICKLE BALL CONTINUES: According to the April 4th city council minutes listed above alderman A. states and I quote "that the courts will be double striped to accommodate both tennis and pickle ball". According to the April 10th recreation committee minutes president Hartman is quoted as stating "the portable pickle ball nets would then remain up permanently and be welded or fastened with cable to the existing fence." According to the May 16th council minutes, in which Mr. Grabowski is recognized as a recreation commission member, he is quoted as stating "that the nets and supports will not be permanent." In conclusion: Is this how they do it when they want to push their agenda through? How can the average Joe possibly fight this? Do they have to attend each and every meeting?


04/10/2012 Meeting, City Hall
The meeting was called to order at 6:32 pm by Bryan Hartman, President. Board members in
attendance were, Bryan Hartman, Janice Grabowski, Ray Zborowski, Ron Kelsey, Tom Stuart,
along with Lynda Kasik, Recreation Director. Absent was John Deisbeck.
Guests in attendance were Mayor Scott Harl, Alderman Bob Ankiewicz, Jim Grabowski,
representing the Pickleball Ambassadors, Larry Weide, Matt Lamps and Ron Keeney. The
Recreation Commission was informed by Mayor Harl that Mr. Weide, Mr. Lamps and Mr.
Keeney have all sent applications or letters of interest to him requesting placement on the Peru
Recreation Commission filling the vacancy from the recent resignation of Barbara Pyszka. The
three candidates were present to observe our meeting at the request of Mayor Harl.
Speakers: Bryan introduced Jim Grabowski as a Representative of the newly formed Pickleball
Ambassador’s Club. Jim proceeded to update the Commission and guests of his progress since
he last addressed our Commission on 1/10/12. At that meeting the Commission authorized Mr.
Grabowski to initiate a Pickleball program in Peru and to order supplies necessary to conduct
clinics and leagues. The equipment was ordered on 3/14/12 (invoice here filed). The cost for
the equipment was invoiced at $1224.00. The Peru Recreation Commission issued a check to
PickleballPaddlesPlus.com for $1224.00 on March 28, 2012 (5 Nets $725./ 20 Paddles $359./ 6
dozen Balls $140./ Total $1224.00.) Mr. Grabowski took delivery of the equipment on March
21, 2012 and, following the direction of the Commission, set up the portable Pickleball nets and
experimented with tension, playability and proximity of net play. To fulfill his promise to the
Commission to promote Pickleball, along with donating his time to run the initial clinics, a flyer
was approved and placed on the City’s website. Also, the Recreation phone has an
informational announcement for Pickleball. Jim provided his credentials for
coaching/conducting the Pickleball clinics (here filed). He also announced that the Pickleball
clinics will not begin until the resurfacing project is complete. The Commission was informed by
U.S. Tennis Court Construction Co. that they require 8 straight days of temperatures not dipping
below 50 degrees to apply their resurfacing product. Jim then provided the Commission with
diagrams for placing 4 Pickleball Courts on one tennis court. On Monday, 4/9/12, U.S. Tennis
Court Construction Co was in Peru preparing the courts for resurfacing. They assured our
Commission that there would be no problem placing four Pickleball courts on the tennis court
at 28th Street Park.
Bryan then led a discussion on converting the 28th Street Park tennis court to four Pickleball
courts and striping it accordingly. The portable Pickleball nets would then remain up
permanently and be welded or fastened with cables to the existing fence. This would allow
Citizens to play anytime without having to assemble or store the nets. If the program is not
successful after three years the court could be converted back to a tennis court. After weighing
the pros and cons Ray made a motion to convert the 28th Street Park Tennis Court to four
Pickleball courts, seconded by Ron, motion unanimously approved. Jim Grabowski then
completed his presentation by stating that he spoke to numerous Pickleball Ambassadors from
Illinois, Michigan, and Arizona, who informed him that these Ambassador Groups travel within
their communities setting up Pickleball clinics and leagues. They all feel the success of a
Pickleball program lies in giving free introductory lessons/clinics. They travel with their own
Paddles and Balls for participants to use free of charge. They do all of the organization and
promotion. Jim presented Bryan Hartman with a check for $500 representing the Pickleball
Ambassador’s Club to purchase the 20 new Paddles and 6 dozen new Balls. Jim explained this
would enable his volunteers to run clinics and leagues. He explained it would eliminate the cost
of a storage box, possible theft of the equipment, and confusion over managing and distributing
the equipment. Following discussion a motion was made by Tom Stuart to accept the Pickleball
Ambassador’s Clubs offer to purchase the new paddles and balls for $500, funds to be
deposited into the Recreation Fund Account. Motion was seconded by Ray and unanimously
approved.

Congratulations to the blog. You finally are reading all the documents that prove Alderman Ankiewicz answered Linda correctly about the plans for the court on 04/04. Then on 04/10   a discussion and vote was taken and the plans for the court were changed by the recreation committee.

Now will you apologize to Alderman Ankiewicz and others for your rude comments in the Saturday October 13th   1067 regular meeting minutes 4-4-12  post?

If you drive past the park it is not difficult to understand that the tennis posts are buried in concrete and the pickle ball nets at 28th street park can be removed in 10 minutes. I think the average Joe would call that “temporary”. Who cares if the nets are loose or screwed down? It was painted to be a full time pickle court just like the recreation board voted to do.

How is it you can follow the vote on 04/10 was to paint a Pickleball court and not a tennis court and as of today the nets can be easily removed when the City has a new location? Let me try again, if the nets were permanent they would be buried in four feet of concrete, get it?  This " investigation"  of who said what and when over permanent and temporary makes the bloggers look, well, stupid.

2:27 Yes, some residents are enjoying playing a new sport. However, while they are doing so they are creating a disturbance to those in the neighborhood. And, when they are done playing they go home to their quiet neighborhood. And what you are forgetting is that many kids of all ages previously used that tennis court on a daily basis. Pretty much that court is for adult use now. And if you remove the pickle ball nets what do you have left - a PICKLEBALL COURT with no nets!!

I believe most folks think that Alderman A didn't care one way or the other, and most are upset because they believe the plans were presented in one way when in fact behind the scenes, different decisions had been made. If Alderman A believed that he had been mislead, my guess is he would be leading the fight to protect the neighbors affected by the noise. He is not. The only other plausible answer is he knew all along, and still chooses to support more connected individuals.

He will have an opportunity to right this during his campaign. I will watch with interest. I will be the first to apologize to any remaining alderman who stands up for what is right in this case.

This issue is in the hands of Alderwomen Sherry Mayszak because she took the power to change the court away from the recreation board and placed it on her Public Property Committee.
Why don't we all ask the Alderman to explain why her only solution to date is to charge the pickle players from "out of town" a fee to play on the court in Peru. (That is in the video! )   Wow,  Alderwoman that is one bold statement and a heck of a fundraiser for a new pickle court at Veterans Park! Is that your only idea after changing the ordinance and granting yourself the power to move the pickle court?

You are again implying wrong doing when you reference permanent and temporary nets and courts.
 After reading all the meeting notes I suggest you all invest in a dictionary and look up the word permanent and temporary. Then ask your husbands to explain the difference between posts that are screwed down and posts that are buried in 4 feet of concrete. It has become obvious you just don't understand the subject matter. While in that new dictionary look up "convert". As stated in the minutes the court will be converted back to tennis after 3 years. That was also in the video if I recall. Unbelievable that you people can not follow this subject and realize it is a non issue.

There is plenty of shame to go around, and I would be happy to take my share. I was simply stating the fact that the courts were implied to be temporary and easily moved to Alderman A, as well as many others.

It would appear to me and many, many others that he was lied to, as there never was any intention to do anything but turn these courts into a permanent pickleball location. They were introduced as a "test" , but the test could not fail. They were supposed to be in a different location, but that was changed in a duplicitous manner.

The Alderman in question can claim plausible deniability of being involved with any decisions and plans outside of legal and public meetings. He does not have the strongest reputation regarding Open Meeting Act compliance, so it is well within my right to question his complicity in this situation. I will gladly place shame upon myself the second any other alderman or the Mayor even speaks up on this court and public nuisance issue and states clearly and for the record it is Wrong. It is unjust. It is cronyism at its most blatant and it is a small but perfect illustration of what is truly wrong and shameful in Peru. So stand up and take your share of the shame 5:08.

Whats the big deal? How could long time residents of this neighborhood have the nerve to believe that they are being unjustly inconvenienced by 2 to 32 people being placed within 20 to 30 feet of their backyard on a otherwise pleasant morning, afternoon or evening. A partners tournament on all four courts are just what the neighborhood recommends for a peaceful environment to have friends over for a cook out.
This pickle ball experience is a example of what can occur when you have weak politicians in office with self centered committee members who have misused their appointments to satisfy a few.

4:46 News flash... the rec board, before the ordinance change refused to change the court, refused to speak to any of the neighbors, refused to consider any compromises. The neighbors have been going to rec meetings since July, three weeks after the games had begun, and have received nothing but grief from the whole board. No respect, no consideration, and again unwilling to listen to the neighbors.

The Recreation Commission ordinance was changed after all 8 aldermen had input into the changes. The updated ordinance was approved by the whole council.

Pickle ball will be on the agenda of the Public Property Committee meeting scheduled for Monday, October 22, 2012 at 6:30 p.m. at city hall.

4:38 and 6:36 It's very easy for you to sit behind your computer and make comments about an issue that doesn't affect you. You get to enjoy your summer and your back yards without any interruptions. And please don't make a comment about us living by a park. We have done so for over 20 years and have enjoyed the typical noise that comes from a park (i.e. children's laughter and the squeaky swings that we never complained about). It was always a way of knowing that there were children using the park. Today the typical noise we hear is the grunting and groaning noise of adults playing their game.

I read the minutes about the cost for the pickleball courts. Why does the city have to pay for balls, and paddles? Tennis players pay for their own raquets and balls, they are not paid for by the city. Tell the Grabowskies' if they want to play pickleball buy your own equipment like tennis players do. Wake up City, and start looking for a few intelligent people to be on the rec, board. I have never seen anything like the video. They sit there and only one person gets to speak. We need some people who know how to speak up.

The video was taken by a very talented individual in the crowd who may have a one sided arguement about the location of pickle ball. The meeting video appears to be a typical town board meeting in a typical small town fashion. I am sure that those who play regularly have their onw paddles, its a nice gesture that those who don't can borrow from the rec. department.

The city did not buy anything. I can hear the pickle promoters saying the bloggers can't even read a document correctly. We don't need to give them ammunition that you can't even read the minutes.

2:56 You also need to read the minutes again. The city DID purchase the rackets, balls, and nets. They also paid to have the court resurfaced and marked for pickleball. The AMBASSADOR (not the ambassadors) supposedly purchased the rackets and balls back from the city because no one could figure out how to get them to the general public for use.

It is apparent to me,Lois Carroll, that you do not know me enough to identify me correctly. I made reference to proper procedure not being followed but someone else knew exactly what I was referring to and corrected the statement with reference to Roberts Rules of Order that states implicitly how a meeting should be conducted. This other person was correct and stated exactly where you may find this information in Roberts Rules of Order book.
As for Sherry Mayszak, she was 100% correct in stating that the Koplin family wished the money to go to baseball. I verified this with the Koplin family the very next day and they said they wished they had been there so this would not have happened. They wanted the money to go exactly where it is going, to baseball. Ald. Mayszak did not talk down to the lady in question but the lady in question did not want to accept the truth of the matter. When you are being given $10,000, it had better go where the donor wishes it to and not to someone elses pet project.

Lois, sorry you had to take the blame for my comment. 5:09 Part 1 Rules of Order, Article VIII Vote, Section 46, Paragraph 8 of Roberts Rule of Order states that it is a general rule that no one can vote on a question when he/she has a direct personal or pecuniary interest. Therefore since Mrs. Grabowski is a voting member of the rec board and her husband is the Ambassador of pickle ball and the person who approached the board to change the tennis court to a pickle ball court that is a direct personal interest. Thanks for responding to me. I thought you were stating that the video left out some horrible treatment or incorrect statements from the crowd. I believe you are stating how you perceived things. My daughter often calls me mean when I point out something she is doing wrong, sometimes stomping out and slamming the door. I imagine she tells her friends I was a total jerk. It does not really matter how right I am or how politely I tell her.
You see there is hope for her, since she is still little. I refuse to give up hope for the pickleball crowd to grow up too.

5:09 Oct. 18th: If you would be on top of things you would know that the Peru rec summer brochure states "a $10 fee will be charged for non residents". This brochure is on the city web-site and is put out by the rec board. So, if this is common practice why were we not charging out-of-town pickle ball players? It was a good question asked by one and all.

Why charge for using a Peru Park? And who would be incharge of collecting these fees to use a court? I got it....you want to punish those out of towners for using the pickle ball courts. And if you live near the court you want to become a deputy, to enable you to collect that fee or fine. How about a fee if they dare to share the air in the park? Wouldn't be easier to just declare pickle ball at 28th street park a public hazard? Like the EPA! I did hear the sport may be hazardous to the cookoo bird, we should protect endangered species.

10:19 It's considered a summer program that was endorsed by the rec committee. If you read their brochure as I stated above you will see that they themselves charge a $10 fee for out of town people. Why do you think pickle ball should be excluded from all the other summer programs that people have to pay for?

No, the neighbors have never once said they want to be deputy's and you will have to consult with the rec board about the $10.00, that is on their flyer. But I will have to agree with you on the public hazard aspect of your comment, only it is not 28th St. Park that is the hazard, it is the noise from the pickleball game. And once again that is what this whole fiasco is about...not the game, not the players, not the players from out of town, it is about the NOISE that this game creates. The noise that was never mentioned by anyone who promoted the game, and if the rec board was not informed of the noise, then shame on the ambassador and his wife for leaving out this one little detail in their presentation to the city council and the rec board. As to the cookoo bird you mention, please be specific on which neighbor you are referring to.

In 1979 a snow storm cost Michael Bilandic the mayoral primary election to Jayne Byrne. In 2008 flooding on Peru's north side was probably the cause of Mayor Baker's loss to now Mayor Scott Harl. Will the pickle ball controversy cost Harl his job if someone decides to run against him?

Pickle ball is not a controvery and has only been a issue with a very few residents. Yes, a snow storm may have changed a Chicago election and the flooding may have changed Peru's Mayor. But I wouldn't give the pickleball issue that much credit. Don't flatter yourself. Nobody South of 28th street, West of Marquette Street, North of 28th street ans east of the 28th street park really give a hoot about this issue. If anybody is running for Mayor based on this topic, we should send them to get some help.

Underestimating the opposition is a hallmark of this administration. Pickleball has incurred tangible and unnecessary damages to a very few residents but that has nothing to do with the amount of support that will be given to their cause. Governments almost always do their worst to minority groups, since by their definition they are NOT the majority, and that is what wins elections. But that does not mean people do not care. By that logic, when a person gets murdered we all would say that's ok, it's only one person. Luckily, most people still care about the protection of the minority, realizing it could easily be them tomorrow.

It has received very little publicity and the story has hardly been told to a majority of voters. If this were the only issue in an entire term, I would agree it would have little impact. However, it is a simple one and very illustrative of cronyism and transparency problems in the government.
People have asked about why legal action has not been taken. I assume that it has not been taken due to a sincere effort to compromise on the part of the neighbors. But if it is taken, my recommendation is that it be properly timed to maximize the exposure and publicity. No matter the outcome of legal action, the amount of neglect, lack of compromise, and unprofessionalism exhibited by the mayor and his Rec committee would at least be given wide coverage. If no viable opposition to the Mayor appears before the filing deadline, then there would be no reason to delay. If a race actually begins, the very fact a Mayor would allow this issue to remain un mediated by him would become an issue all by itself.

Supposedly 28th Street Park was chosen because of its high visibility and lots of people would see it. Nobody else knows about it except "the pickle ball club" and the neighbors who have to endure the noise.

Hopefully through this blog and by word of mouth citizens of Peru will be informed of the way we have been treated by this administration. I do feel that we have more support than the mayor and council realize. I also think that most people do not appreciate the type of bullying that has occurred and will vote accordingly in April. Again thanks and spread the word that this issue may seem trivial, but it is a pattern with the mayor and council.
