BB Gun Club Will It Be On The Agenda

There is supposed to be a presentation this week by Police Chief Bernabei and Greg Vaccaro on the BB gun club. Agenda is not yet posted but this was mentioned at the last council meeting.

Were the hours of work done by city employees included in the figures given by Hylla?. Maybe we will find out.

Two weeks ago there were no donations showing anywhere for the BB Gun Club. Why all the sudden this week was there thousands of dollars all the sudden mentioned.
I have a feeling those donations were forced through last minute for that 3day report. Can anyone please prove me wrong? I have a feeling a couple of our heroic officials on the council forced certain individuals to deposit those donations into the BB Gun Club or those numbers would have crushed us tax payers with some bad news.

This town has been home rule since the 70's which I understand that you can shift finances from department to department as wanted. The only department that has not come under this rule is the PPD which found the pot of gold at end of the rainbow (the Peru Airport). This drug money was not allowed to be touched (because of a few believing Peru needs a new police station or whatever) until the police department made a donation to the BB Gun Club.
Is the BB Gun Club under the PPD, the Recreation Board, or are they sitting out in left field all by themselves? Since the Police Department has been gracious enough to support this recreational club in Peru is it also going to pay the expenses of all city recreation. Possibly what they have in their pot of gold from drug arrests would make a significant down payment for a new swimming pool. PERU IS A HOME RULE GOVERNMENT and if you don't believe it just analyze the creative financing of the electric department and the sales tax. City employees, members of the Peru Police Department, while on duty and being paid for doing their job obtained a enormous sum of money at the airport and instead of it being turned over to the city it has been keep in the Police Department Account and they are now saying that they are donating city money for a city recreation because no one wants to prove that the Treasurer has screwed up by not charging city employees time for building construction of this activity.
It was promised it was not going to cost the Peru taxpayer any money. Its a great activity but lets not let a few once again ruin it with their lies.
HOME RULE WILL ONLY BE AS SUCCESSFUL AS THOSE THAT MANAGE IT ARE HONEST.

I just knew that the day that another candidate said he would get a pool for Peru Mayor Harl would get his Budget Director waving his magic wand to find enough money to get a pool started. Money has been there all this time just took Mayor Baker to force the issue. Thank you Don.

The money in the police dept drug fund can only be used for drug awareness and education and it is a real stretch of the imagination how they consider the BB gun club a drug awareness program which is what they are attempting to say. I think it is a clever political maneuver taking place right before the mayoral election.
To to do the same for a pool would not be the same and I really doubt that they could pull that one off.

I can't believe a BB Gun Club is getting all of this attention while the manufacturers in the area are threating to leave Peru because of the increase in Electric Rates. How about JOBS !
Yet no one on this blog seems to care not the citizens or even Scott Harl who is in hiding and does not want to answer any questions.

Folks this election BETTER COME QUICK because all of the Screw ups of Mayor Harl will drive most if not all of the factories out of peru.
We are in TROUBLE BIG TIME. ROME IS BURNING and where is Mayor Harl, playing his violin?

You folks considering Scott Harl for Mayor? really are you serious, don't you care about your own lively hood, your living conditions, your cost to put food on the table, what the Mayor to date has done to your kids future?????

I read the article in the Thursday newspaper about the BB club on the front page. Did anyone else catch that the fire chiefs company got paid for services. If I'm not mistaken it became illegal for someone to get paid for work on a government or municipality or school if they own that company or are on a board of company. This became a law about 2 or 3 years ago.

Anonymous said...

8:43 I saw on another social website where the Peru township road commissioner who is a salaried employee did work at Peru Township as an electrician and was paid outside of his salary. Would that be illegal also?

The agenda for Mondays council meeting is posted now. Extreme Pyro fireworks ordinance is on the agenda to be voted on. I wonder how Alderman A will vote?

Anonymous said...

Harl could care less about Unityte or any other industrial Commercial Peru Business. Haven't we experienced this screw you attitude with the thousand Dairy Queen signatures to change 38th street?

Anonymous said...

Anon 7:43 Exactly if it is illegal to use the money by stature for anything but drug awareness or education it is just as illegal to use it for a BB Gun Club as it is for a swimming pool.
Mayor, Budget Director, various council members have been caught with their hands in the cookie jar again. It was said that the BB Gun Club would cost the taxpayers nothing and therefore that is what it should cost them. This should be a good lesson for all aspiring to one day be having control of other peoples money and that lesson is, "if you tell someone that you are going to do something in a certain way do it in that certain way".
The days of being just a little bit guilty of fraud being accepted are no longer there as people are scared of their employment moving out of the area.
Mayor Scott Harl was told that the two golden eggs that you never messed with in the City of Peru
were the electical structure and the sales tax. He upset both and now look at the results.
Yes if I was working in Peru I would be very scared for my job. But elections being only a month away ,April 9th, it may be what will get people out to vote and politically active. Too bad it had to come to a stand off of becoming civic minded or fear of losing a job.
In a small town how could so much go so wrong. The answer has to be as a problem arises the council has keep it open and as problems multiplied they became more and bigger because of never making a decision to reach a conclusion.
some coucil members would rather carry on with the same problem for this entire term. The problems being fireworks, concerts at the airport, demolitions, and 46 closed sessions in four years etc., etc., etc.
News Tribune please do not copy this word for word and put it in print in your five page publication as it is illegal. Sounds small doesn't it, it is !

I can't believe this city is teaching children to shoot guns! OMG! They are actually teaching these kids to KILL! There is no place in our city for GUN VIOLANCE and the police are teching the kids using dangerous weapons made for one purpose only - to KILL.

The whole issue with electricity is PERU probably isn't big enough to compete with Ameren, maybe at one time it was feasible but perhaps due to certain factors it no longer is. I definitely would contact my alderman and ask how the voted on the hike and why, once again the blame doesn't solely belong to the mayor. I feel there is more to the story and this is pre election hype stirred up by the local paper probably under the direction of Bakes. This was not something that was just decided yesterday, I think this went through the council last spring!!!

Anonymous said...

Question: Who can step in when our officials pull all these illegal financial Crap? Can't the state jump in when a city is as corrupt as it is just to investigate?

Anonymous said...

Harl HAS to GO!!! He is ruining what is left of Peru. Look at all the unhappy businesses with this mayor. No one can expect jobs to come into this area when they start checking things out.

Here's another issue concerning the city's agenda. When the rec commissions agenda was posted one of the items was "discuss status of Extreme Pyrotechnics fireworks contract" under unfinished business. Friday, when the council agenda was posted one its items is "an ordinance authorizing execution of agreement with Extreme Pyrotechnics for 2013 fireworks display". NOTE; The city council meeting is on Monday while the rec commission meeting is on Tuesday. If the city passes the ordinance on Monday what will the rec commission discuss on Tuesday?

Does anyone know if the hydro-electric power plant is fully paid?

Anonymous said...

I'm not against guns. However, I strongly disagree that any taxpayers money either pay to support the BB gun club or to pay the salaries of any person involves. I have to say the the BB gun is not teaching to kill. If a parent wants to teach their children gun safety then that's their responsibility to do so, not police officers. Crime, drugs should be top priority. Just as it's not a teachers responsibility to sit at a lunch table and teach a child table manners!!! ITS THE PARENTS RESPONSIBILITY. The city should not be or should have not spent a penny. These kids parents can take their kids to a private gun club.

Somebody put some campaign literature on my front door this morning. The literature was for Hart and it also had a flyer from a local Baptist church. Is the Hart campaign using the church to distribute campaign literature? If that is the case, the church and the campaign may be in trouble.

Anonymous said...

No the hyro pant is not fully paid off.
Of the $32,000,000 initial cost the city had a a balance of $16,000,000 left to pay at the start of Mayor Harls term. You do not hear mention of the hydro plant but I think that the process of reselling energy as a backup has decreased tremendously and the water levels has been low for quite awhile and now after twenty years the city is starting to realize what repairs and replacement amount too and what the cost of maintenace and daily manpower are.
There has been a tremendous amount of wind farms being built in the areas around us but when Roschelle asked Peru if it was interested in partering up together Peru did not want to and Peru spent some money surveying wind farms and felt the return on the total investment was too slow to go any further. Much of the wind farm research was done by the electric foreman and I don't think anyone else.
There was also a study made of the electic deparment business a couple of years ago which the city paid at least $22,000 for but nothing was ever published about it and most likely the results of this study is what has Peru industries so upset, because once again alot of knowledge was given to people who could not comprehend it all at one time and they are unintentionally ruining the economy of Peru.

Anon 6:25 The state can jump in, but recently your finding more activity of small town corruptiveness being investigated by the FBI. Party politics has limited the progess of state investigations. The FBI conducts its investigations very professionally.

I am 100 per cent sure that Mike Hart would not be distributing Baptist literature.

I think it was the other way around.

8:08am I agree with you that companies will not have any interest in this area. Unions have wrecked and run companies OUT!! More - More - More = Less - Less -Less!! (EXCEPT FOR THE BUSINESS ADMINISTRATORS , UNION PUSHERS & MAFIA)- All who take and scavage money out of your paycheck.

I am very disappointed in the flat out lie that Hylla and Vacarro shared in the newspaper that "volunteers provided the labor for the BB gun project." Flat out lie and you both know it. What are you hiding? Too much cost for that free project? Between the 2 of them, I hope they know how to really count the cost of a project. Aren't they business men? Where did the 3 weeks of full time hours put in by half dozen city workers get allocated to? Is the city running 2 sets of books or something? Come on GH. Did you miss seeing these guys walk in the building every single day? Both of you lost my respect with those comments in the paper. Lies and you know it. What else are you covering up in those costs? I would like to see those invoices on line so we can see what cost the taxpayers $13,000 that was suppose to cost us nothing!! Damn, somebody can't add! Lois - put those invoices online.

I have had a funny feeling about this bb club from the beginning, first being why we needed it, and then the fact it was going to be in the basement of city hall. Just seemed like a strange place to be shooting guns. And why is a club room necessary. This seems like it is more for the adults than the kids.

Anonymous said...

6:21 You seemed to very well informed on home rule government. My question to you is how do we get rid of it?

Anonymous said...

Anon 8:58 Good idea. Why don't you get them from city hall and take them to Lois and ask her to put them online.

Anonymous said...

Im disappointed in the BB gun club. Wonder how many of these same kids would be signed up for a wareness program for drugs and alcohol? Better yet, how many parents would sign their kids up. A program like this should well exceed a gun club, yes I said gun. A gun is a gun!!! Makes you wonder If this was promoted for kids, but in actuality adults wanted game fun of shooting targets.

Aldermen: Is there any reason why a copy of Mr. Hylla's report regarding the costs for this project cannot become public knowledge? It may clear up a lot of questions that are being asked by interested citizens.

Anonymous said...

How many days would that take to gather information. It's just so funny and sounds so stupid that it took 3 days as stated above. All info should have been on computer and in a file. How about taking 1/2 hour. Push the copy/print button. Maybe Peru needs a person who is well organized and can get request for documents and financial in a more speedy time frame. Could not believe 3 days. Unbelievable.

I have the information. It is public record. I'll scan it and email it to Lois this afternoon so she can post it.

Many major problems can be solved by a one simple solution. Since the BB Gun Club has had a adult political taint already associated with it why not make this advantageous once again to youth. Implement a Educational Wareness Program with a BB Gun Instructions associated.
It would be so simple to make this such a great program by making it mandatory that at each meeting of the club there be a presentation on wareness to all members of the club for the same length of time as there is BB gun
activities. Anyone missing the wareness class is not eligible for the next BB gun class and stays inelgible until the ratio of 50% Wareness and 50% BB Gun classes are achieved for that individual. This would do so much more for the participants than just a BB Gun Club.

Has anyone else noticed how sloppy and unkept the notorious intersection has become? One turning lane is down to 1 pylon and the others have some missing and some tilting and some laying on the ground. My guess would be that the snow plows couldn't quite make it without hitting the pylons and they were just left as is.

While out distributing campaign literature on Saturday we observed a group of young well dressed individuals placing church related pamplets in the same area. No I did not use them or will I. I had 5 individuals including myself out on Saturday leaving material on door's.

Anon 10:18 Yes there is a very good reason why a copy of Mr. Hylla's report regarding the costs for the BB Gun Club will not become public knowledge.

At the next city council meeting which of the two aldermen that are on the electric committeee will be discussing the spike in cost of electricty that threatens Perus' Industrial Structure. When one factory has already decided to transfer ten jobs and eight others are contemplating movement there will not be much left.
I, although not going to lose my occupation, am interested as are the potential people who will lose their jobs, as are their relatives, friends neighbors and all others of the community.
Jewels last day was one year and one week ago last Friday and the newspaper had a article on the loss of sales taxes. When Treasurer Hylla was asked how much the city was going to lose in sales taxes he said he didn't know but he was at the time only concerned with the poor group of people who were losing their jobs. Being that the potential loss of jobs this time is due to actions of Peru city adminstrators and he is one of the top ones he has been given the opportunity to prove what he said a year ago and do something about this.

Anonymous said...

As long ago as six weeks ago the director of economic development was request at a council meeting. Now there is a real need of him to attend with the education some in Peru need in regards to electric rates and how they affect location of industry. If he does not need to be at this meeting it shows we don't need him.

How do people get in touch with Justin Loger? There are several that want a yard sign.

Just heard on the radio that it is "Deer Season" but than this was a advertisement for John Deere Implements. Never the less wonder how the official ambassador has survived over the winter? Another year, a little more fat to add under the old belt, and possibly a step slower but still a sharp ear for the sour tune of pickle ball.

Anonymous said...

Where has the ADS(ambassador of deer spotting, self-appointed mind you) been? Have you self-appointed yourself the ACS(ambassador of campaign signs), If not, you should do so immediately, being it's a short season, with not alot of effort to checking signs. Maybe the city can just write you a check for you services. Lol

DID LIBERTY FIRE COMPANY OR PERU FIRE DEPARTMENT DONATE ANY MONIES TO THE BB GUN CLUB??????????????????

Anonymous said...

That is a very very good question 1:12. The fire chief would or should know the answer.

Anonymous said...

Has any other city department donated money to the BB Gun Club than the PPD? Why didn't the PPD donate money to Operation Promise?
How much money has PPD donated since this drug program of the local PD getting 65% of the total has been started.
If a individual businessman was to move his money around as the BB Gun Club and the PPD have would it be illegal and considered money laundering?
What was the official date when it was determined that the BB Gun Club would recieve money from the PPD Drug Fund? Is the Drug Fund money going to be the "MAGIC MONEY" utilized to cover up questionable practices and bad business procedures in the city?
Be careful and remember it would'nt last long as there is only $600,000 in the fund. Only enough for 2 1/2 Dept Hd vehicles, 1 fire truck and 1 steak picnic.

Anonymous said...

Nothing I see came from liberty or fire department, however the chiefs company profitted off of it.

Anonymous said...

And the Mayor gave $500.

Anonymous said...

I wonder how much this project would have have cost under intelligent management.

Anonymous said...

3:24. Yes it does show that the fire chiefs business profited from this(tri state fire control). This leads me to wonder how often does his business or he himself profit from the city and/or from the FD. Does his company do the fire extinguishers inspections of extinguishers that are on city properties? What company does do these inspections and tag extinguishers??? Very interesting. The extinguishers at city hall would have a tag on them with name of company.
