Concert for a Cause, Swimming Pool, Fireworks from Your Cities Point of View

Public Property Committee Meeting April 30, 2012 6:00 p.m. Present: Bob Ankiewicz, Sherry Mayszak, Gary Bleck, Steve Michelini Meeting called to order by Alderman Ankiewicz Alderman Ankiewicz made a motion that the minutes of April 23, 2012 be received and placed on file. Alderman Mayszak seconded the motion; motion carried. Unfinished Business

Swimming Pool **** The pool demolition was discussed. Michelini came to offer his advice about what to ask for in a bid request for hauling away the old cement once it is broken up. The slabs are heavy so whoever removes the cement has to make sure they have a big enough truck to handle that weight. Need dimensions of the pool and all the surrounding cement and need to know how thick the cement is. The pool house and concession stand will also need to be measured. Will request sealed bids. It’s best to have an estimate of the amount of cement presented in cubic yards in the bid request. Ask for estimate based on “per load” not “per hour”. Estimate is just that, an estimate, the city may have to pay more or could possibly pay less depending on the actual number of loads. Also need to specify dump site. SPW Bleck will call Sitterly and Boehm to get their per load prices. Fence and fence posts will be sold as scrap metal.

Billboards Cops for Cancer – P&D Signs will remove the new city billboard signs and put up the Cops for Cancer billboard signs for one month prior to their event. Airport

*****Concert – Ankiewicz reported that the concert is going to use more city manpower than in previous years. There will be 2 ambulance crews, 15 police officers, and the Ambulance service’s gator will be used.

It was decided to call a meeting of Ankiewicz, Mayszak, Harl, Bleck, Chamlin and Studer to discuss the concert and make sure we are all aware of all the costs to the city for this concert.

Engineer – No RFQ’s have been received yet. Hangars – 4 hangars are not yet being rented. 2 hangars are being used by the city. Ankiewicz wants to have the city departments who are using those hangars to pay rent, because it should show as income to the airport.

Code Enforcement Ankiewicz and Mayszak review the applications that were received and decided to interview the two police officers.

Recreation Commission

*****Melrose Pyrotechnics will be awarded the bid for this year’s fireworks in the amount of $19,900.

Ankiewicz will go to the next Rec Commission meeting which will be held on May 8 as Mayszak will be out of town and unable to attend. Miscellaneous

1124 Buffalo Street – The city has purchased that property. It will cost $19,700 for asbestos removal. Bids were received for the demolition of the property. Michelini will tear it down for $7,500.

NO SURPRISES HERE BUT MORE OF THE SAME Are any of you surprised that Melrose got the contract? I'm not and still feel something went on that we are not supposed to know.

The Concert for a Cause, note the increase in Peru personnel that will be required and we can all hope and pray that nothing that will be at the airport will be needed elsewhere. I think they forgot to mention the PFD and their light towers.

Note that 2 alderman are interviewing people for the position of Code Enforcement Officer. Not HR or the Mayor but the Public Property Committee. I guess I need to know why.

How is rental hangar handled-seasonal, first come, ect. Is it usual to have 4 empty how many hangars total? If four are empty and two are used by the City (storage I assume but at this point it would not surprise me if Peru doesn't own a plane) is there really a demand for an additional hangar per Chamlin request?

I wonder what the other bids for the fireworks were. According to the minutes of a previous public property meeting the bid was the amount of shells we could get for $20,000. Isn't that the amount that council has to approved. $100 less - questionable???? And once again I want to know why the Rec Commission waited so long to get bids.

How many officers do we have on our police force as 15 will be at the concert? I was under the impression that Ms. Noonan provided superb security on her own.

I just wish there was more honest and direct communication between our council and the citizens who pay for their services.

Why are our taxpayers paying anything? So, noonan is paying for police etc...? In agreement, didn't hear anything about peru's fire departments services for lights that supposedly used for security. Better yet, we
Also never heard the exact amount that the 7-10 fireman last year!

Has the FAA given approval of the concert to be held at the airport? Why do I as a individual taxpayer and the citizens of Peru as a group taxpayer have to pay anything for this concert? I nor Peru are showing any financial gain from this concert but it is costing me MONEY! Ms. Noonan what do you stand to profit financially from this concert? Mayor Harl and Peru City Council why have you intermixed the city government with private businesses ventures in which the taxpayer only stands to lose?

You are asking good questions and I have no answers and it sure seems like our elected officials don't want to answer them.
The standard answer is usually, but look at all the tax we will make on motel rooms and food and possibly shopping. I consider this a smokescreen and the one the city always provides in the way of wishful thinking.

Now then you might be preventing travelers from getting a room at our motels and actually doing some shopping and wining and dining. And they won't cost us all the "extras"

Right, concert goers are going to eat Lou's Pizza and lou's beer. Is the city getting a % of those profits that noonas pocketing??? How about charging to park and all that goes to the city of Peru???? Maybe put that monies into pool fund. Who's sleeping with who? Is the real question. Unbelievable! Where are the city councils heads????

Noonan is laughing her ass off all the way to the bank! She is so damn smart and knows how to make money and get everyone else to pay her bills. Damn. Noonan for Mayor!!
