Fireworks, Are they a Recreation or an Amusement?
The city council will approve the contract for the fireworks to Melrose Pyrotechnics this evening at their meeting. After reading the ordinances enacted by the city, it seems that the Park and Recreation Commission members were not the people who should have working on this ever since the city changed the location from a park where they had jurisdiction to the old landfill across the river because that is not a park.
Under the ordinances for amusement which is actually what the fireworks are, there are 2 categories outside the coin operated ordinances, that is either a circus or a carnival. The circus requires a $10,000 bond so I guess that eliminates that category, although it really is a circus from what I hear about inebriated people acting as clowns. So a carnival maybe!

If you don't know who's job it is or incharge in Peru , you can bet your tax money it the so called mayor . He pulls all the strings .The people of Peru have a full time circus !
Do I find it offensive that the fireworks are going to be held on Water Street? Not Necessarily!
Do I find it offensive that the city administration and city council do not obey their ordinances and legal issues? Absolutely!
Peru's City Attorney has been in this position for over 30 years with skills, knowledge and a tremendous amount of overall legal experience! How many times has he been referred to in a city council meeting by the administration and/or council in the last three years?
Just think Peru has a new Mayor, a new city clerk, a new treasurer, and four new council members. The vast majority of Peru's elected officials are in their first term and how many times has the city attorney been asked for legal advise?

There can be only 2 answers to that question. Either they all think they already know eveything there is to know about the ordinances. (And by the way each alderman is given a book of ordinances when elected, at least that is what I was told)
Or it doesn't matter whether it is right or wrong, they will do it anyway. Tonight Ald. Ankiewicz gave us living proof of that.
