By Ordinance Peru Has A Superintendent of Parks But No One Knows Where He Might Be

There is hereby created in the city the office of superintendent of parks.

Sec. 74-37. - Appointment.permanent link to this piece of content
The superintendent of parks shall be appointed by the mayor, by and with the advice and consent of the city council.

Sec. 74-38. - Bond; oath.permanent link to this piece of content
Before assuming office the superintendent of parks shall execute a bond to the city in the sum of $5,000.00, with such surety as shall be approved of by the city council, conditioned upon the faithful performance of the duties of his office. He shall also take and subscribe the oath or affirmation of office as prescribed by state law.

The term of office of the superintendent of parks shall be from May 1 to April 30 of each year or until his successor is appointed and qualified.

The superintendent of parks shall have general supervision of all parks located within the city. He shall be responsible for the maintenance of all city parks and of the persons employed in the city parks. He shall follow the orders of the mayor and city council in the performance of his duties.

The term of office of the members of the playground and recreation board shall be five years or until their successors are appointed and have qualified. The terms of the members of the board shall be staggered so that the term of one member shall expire annually. (Taken from the Peru Code of Ordinances)
But last night at the council meeting, a member who I believe was Ray Zborowski stated he had been on the Recreation Board for 17 years. It seems that in Peru when you are appointed to a committee, it becomes a life membership!
Isn't this what many residents are complaining about, this has become an oligarchy, government in this case recreation by a few for the benefit of a few.

Who is our superintendent of parks. I brought this topic up before and was told there was no such thing yet here it is in black and white in our tome of ordinances. I personally don't care who's in charge of our parks I would like to see them get input and suggestions from those who live in the park vicinities. This would make people think that those who are in charge care not only about their committee and it's members but about the citizens of Peru whose money they are spending. There is, in my opinion, a total disconnect between our council, our committees, and our citizens. If we worked together (instead of against each other) we could accomplish so much more. It seems as though making individuals happy is our main concern and no thought is given to the masses. Comments coming from some of our aldermen are degrading and arrogant to their fellow aldermen and to citizens in general. I personally think maintenance of our parks should be our #1 priority and if indeed we have a superintendent of parks I would hope the mayor and city council are not ordering them to cut grass the way they do
and to neglect the weeds growing under park equipment.

just an idea , why are some of the same people on so many different committees . i think this is so wrong . one term for everyone ! this way we wouldn't have to complian about what goes on all the time . this goes for mayor , councile , public works and on down the line . THIS NEEDS TO GO ON THE APRIL BALLOT ! Hireing retired , pensioned people to cut grass is wromg ! this is for our young people to make money during the summer . the problem with the city of peru is that its business as usual , not the voice of its citizens . Exactly if the mowing was contracted out like other towns (Princeton ) etc, the city would save tons of money. Probably in the range of over hundteds of thousands of dollars. No equipment, maintenance, supervisors , payroll, insurance, hassle, waste of money and stealing of services. A professional mowing service of 3 men could mow all the cities properties in less than 2 days and save you taxpayers alot. Obviously they would have to be insured and legal citizens. Get it going and start saving! !

Once again I saw illegal activity being performed by our summer help. At 3 pm today I saw Russ chauffeuring around 4 kids in the back of a city truck heading east across rt 6 and passed 2 cop cars. Obviously the police did nothing. If the HR did send a memo ( ya right) then the employees aren't following the rules. And the police must've not have gotten the memo about the law changing where everyone needs to be in a seatbelt. Maybe its true what all the other bloggers think, Peru thinks it can do whatever it wants.

Lois has yours or your husbands name ever been sent in to be on one
of these boards or commissions, I never have seen or heard your mentioned to be on any but you and some of the people on this blog are sure fast to second guess those that do serve. And maybe if you people did get the courage ever to serve maybe the people you are complaining about for serving for 17 years or more wouldn't have to serve that long but I think that would take courage and it doesn't seem like you guys have any.

Evidence of serving on a board or commission in the city of Peru does not point to courage but a feeling of false power and fulfilling a whats in it for me need. Seventeen years on one and the same committee is way too long. If someone feels they have served long enough they should quit.

EXCELLENT IDEA --- GET BIDS FROM PRIVATE GRASS CUTTERS. IT PROBABLY WILL NOT HAPPEN BECAUSE THE LOW BID WILL END UP BEING NON-UNION AND THEY WILL NOT AWARD THEM THE JOB.

Have you or any of your readers heard of an "active gunman" incident at IVCH on Thursday or Friday? It's not in the paper I haven't heard of a drill like this..figured it was covered up to avoid bad press.

In years past, I'm not sure how committee members were chosen to sit on those committees. I think it was a matter of one member knowing someone who would serve and public announcements were not made, appointments were.

Since Harl was elected Mayor few new members have been chosen because the Mayor believes that if a person wants to stay on a committee, he should be allowed to even if it a lifetime. This is so wrong and never brings new ideas into the system. It brings continued STAGNATION.

Several days ago the hospital was closed for about an hour and that was to possibly prevent an incident. Someone and we will leave names out of it had mental issues and previously had caused problems at the hospital and they were concerned it was going to happen again. Once that person was safely taken to a mental health facility everything was back to normal. Hope that answers your question. Not aware of any guns involved.

I have a copy of this ordinance which was passed in April of 1937. The city clerks office will try and find the last time it was used and who the people were that occupied that position. The mayor at that time was Albert Hasse and the city clerk Francis Klug. I will let you know if I am able to get any further information.
