Alderman Dave Potthoff questioned some spending at Monday’s City Council meeting and criticized Mayor Scott Harl, leading to a split vote. The city spent $4,173 on grass seed and fertilizer for parking areas at theIllinoisValleyRegionalAirportfor a Concert for a Cause scheduled July 13. Potthoff noted that the parking took 32 acres of city land out of farm production for which the city collects $200 per acre, or $6,400. Potthoff asked why the money was spent and who approved the disbursement. Harl said the spending on the concert is “a work in motion” and the city could be reimbursed for the costs from concert promoter, Merry Noonan of Peru, or donate it to the cause, which this year will fund computer equipment atTrinityCatholicAcademy,La Salle. “This (spending) has already been approved,” Potthoff said. “It can’t be discussed after the fact.” “You can recoup everything by charging the promoter,” Harl said, adding that the public property committee knows about it. Later in the meeting, Bob Ankiewicz of the public property committee said the committee was not informed. “But we are aware of it now. We are taking more steps,” Ankiewicz said. Potthoff, of the accounts and finance committee, had another spending beef. Harl had signs built and erected showing that nearby street work in the city is supported by a new half-percent sales tax that began Jan. 1. The cost of the signs was $1,466. As for the street signs, Harl asked: “What’s wrong with showing your residents what you’re doing?” “Our money could be used in a much better fashion,” Potthoff said. Potthoff said these items should not be discretionary, and asked the mayor if these outlays were at his discretion. “Yes,” Harl said. “If you want to micromanage down to the dollar, do it.” The concert and sign spending showed up in semimonthly disbursements to be approved at the meeting. Potthoff motioned to approve them, “minus those two areas,” and instead of a second motion, it prompted more discussion. Aldermen Mike Radtke and Jim Lukosus eventually motioned to approve disbursements. The vote was 5-2, with Potthoff and Alderwoman Sherry Mayszak voting “nay.” Alderman Dave Waldorf was absent. |

As a taxpayer of Peru, I would like to thank Ald Potthoff and Ald Mayszak for their good judgement.
In agreement Lois. Maybe since more citizenens and taxpayers are being informed of the cities spendings and issues surrounding ALL it's departments(fire,water,streets etc.), the council will finally come out from their coma. Sounds like Mayor Harl isn't liking it so much.
Thank you Ald Potthoff and Ald Mayzack for standing on your own two feet. To those alderman who didn't there is a carpet store that sells very good padding so that when you are getting walked over you do not suffer serious injuries.
Who exactly authorize the spending of approx. $30,000 for a new pick up truck for the Peru fire department? Why? Didnt need truck!!! Didn't fire chief king at council meeting comment why the fire department needed one??? $30,000 isn't nickels and dimes that's alot of money. Who approved to pay 8-10 fireman to be be paid at concert for a cause last year? Why? Unnecessary spending if taxpayers. Questions unanswered!!!!! Alderman Pottoff, speak up more for us taxpayers. The signs, we know who the mayor is! Just advertisement paid for by us taxpayers to promote Harl.
Pretend you are in the Land Of Peru and your Mayor, plus his council have voted 5 to 2 to reach into your cities taxes to help out a local business sponsor a star called Rock.
By spending your taxes you are going to have to pay more taxes plus what profit the city is making off of prior investments is going to be taken away and be turned into a parking lot. Special magic grass seed is coming in from Wonderland so that it reaches full growth by July 13 for the parking lot. Of course you are going to pay for the grass seed also.
To make up a even better tale imagine that in return you are going to get nothing in return.
In Peru you don't have to pretend because this is really taking place the ony two who haven't reached into your piggy bank Are Ald Potthoff and Ald Mayszak and all voters should consider this with gratitude in the next election. Thank you Dave and Sherry.
This administration - Mayor, Treasurer, City clerk plus five members of the city council are making several strong advocates of term limitation. ONE TERM!
It sounds like the Peru City Council is again the Bailey Circus.This council voted to have the concert already so that is a done deal.Was that vote to have this concert unanimous? That's my question. If so then it's the council's fault for voting on something without reading the full contract first.If the council read the contract and did their research they would have ground to stand on but for them now to start pointing fingers, should be through a mirror.Mary Noonan has moved forward back when the council approved it so shame on these councilmembers for disputing anything at all. It's clear to me that Pothof and Mayzak realized they made a mistake and trying to put the blame elsewhere. As I stated-- If They approved this concert without reading the contract they have no legit complaint here,If there was a contract and 4,000 was added then these councilmembers would have a leg to stand on.How many of us would approve a contract without reading the print, or even seeing the contract? Did the council see the contract before approving that concert? I want answers on who voted yes for the concert.If Pothof and Mayzak did then shame on them now for fighting a done deal!
Hiding the details is a common tactic for some in politics. Remember this quote from House Speaker Nancy Pelosi on the health care bill? “But we have to pass the bill so that you can find out what is in it..."

I wonder if alderwoman mayszak would be putting up a fight if this fundraising was going towards the pool as it did last year?I guess since the donation is helping out a private school in LaSalle the Peru Council has a problem all of the sudden.I would imagine if digging was done we could find expenses out of the city pocket book that went towards the pool concert.But of course why would anyone speak up then. I know for a fact many tax dollars went un-cooped during that concert but those funds went to Peru. I think that is the real problem the council is having now. was this weeks council meeting the first time the finance committee or the council heard about this extra spending? or was it since the announcement came out of where the funds were going did the snake come out from under the rock?
I don't believe that the charity to which the money is going had anything to do with the dissension. Not sure but parking for the concerts last year may not have involved the farm land at the airport. The turnout of 15,000 was not something the city experienced with The Big Time Rush or even Trace Adkins. Some of us watch the disbursements pretty close and this is the first we have seen "grass seed" being purchased in that volume which leads me to believe fewer people at the concert and less need for the large amount of parking. I also believe that even though the council approved the use of the airport they did not know details. I do question whether they read the ordinance before they voted to approve it because they tend to let committees alone handle details and take the committees word for something whether it is good or bad or right or wrong.
@lois- I checked the minutes over their past several meetings. This expense and others has been discussed since the April meetings. All of these aldermen, especially alderman D. Pothoff has been aware of this for weeks.
Sounds like a Grandstand to turn the table.

According to the recent TRIB articles, the concert contract pays the city of Peru .50 cents from each ticket. It does not include grass seed or crop loss or enginering fees or anything else. According to the committee reports the deal was a Harl deal for those items outside of the contract like the crop loss, etc. The amount is well over $15,000 and as stated in the Trib, members of the airport committee were not aware of any details. Please remember that Harl stated according to the news article that he has dissgression over funds and said that they might work out something with the concert promoter after the concert. Is that responsible? And should our Mayor have the authority to have funding as he sees fit?

It was last week when the mayor said 1,000 for grass seed and someone else said 4,000. Also was a disagreement on the amount of land taken out of production. This was the first time, actual figures were given and prices. The information was always there but no one searched it out. If you go back into last weeks blogging, you will find the discussion.
Anon 4:28 Maybe Lois has been at the wrong meetings? The questions had been asked but the answers were never given. How much land? How much cost? Who is working out the details? The problem has been why were the details such a secret? Credit Lois with getting the answers. Your city funds were not spent wisely.

Lois, why was this such a coverup and it took so long to get the information? Last week nobody knew the acreage or grass seed was planted, this week it was $4000 of seed and 30 plus acres of land. Someone had to know and why the hiding? Airport or Finance had to know. Nobody can just order to till airport property for grass seed.

Lois what has happened to Steve I don't see much on here from him anymore or does he only come on here when it's good for scott now that most of us have buyers remorse and Steve can't blame Don Baker or the old guard for it he has nothing much to say. I guess he is just doesn't like it when scottys little white lies are catching up with him. Maybe he will show back up when he thinks we forgot some of the bs that we have been fed.

Bob...Make a donation to the pool fund with the money you'll save by not having to pay for sign permits because in-case you haven't heard...I'm working on getting my 5,000,000 Safety Miles Belt Buckle from Wal-Mart and by the time I get that, I'll be hanging my trucker hat on the back of my rocking chair overlooking the neon lights reflecting off the river, while watching the hundreds of tourists walking, and riding the trails along the River of water street in Peru;-)
