What is a daycation?

A daycation is a day in which a city employee can go and have fun. You bring along residents and go on field trips. I think they take you to casinos, fishing trips, restaurants, gardens, and your tax dollars pay for the daycation. No overnight stay. I don't think drinks are provided. How can I sign up and can I pick out the fishing guide?
