The Hidden Cost of Kid Rock Concert

Concert – Drawing and application have been submitted. The land that is taken out of farming production for the concert parking will have grass planted. 32 acreas were taken out of crop from what Henkel farms, and 5 more acres may be taken out of crop from Michelini.

Henkel paid $200 an acre (32 acres) rent to the city, so the city will lose $6,400 in rental income to plant grass for the concert. Michelini paid $225 an acre (5 acres) rent to the city, so the city will lose $1,125 in rental income to plant grass for the concert. Additionally, it will cost $80 an acre to plant grass. 37 acres x $80 = $2,960. So for taking acreage out of crop and planting grass for the concert, it will cost the city just over $10,000. Plus there will be additional engineering fees.

I don't know what your issues are with Ald. Perez are and really don't care. The committee looking into this is already in existence and it is called the residents and taxpayers of Peru. We will give it the publicity it deserves. Within about 1 hour it will be available on google search.

How do they plan on getting grass to grow in that short of time. It takes about a month for grass to grow at my house, but I water it. You just cant put out grass seed and expect it to grow. How long have chemicals been put down to stop the growth of weeds in these fields?

The city is taking thirty-seven (37) acres of rental farm land which they are being paid a sum of $7525.00 per year. Is there any percentage of the crop collected besides this $7525.00 per year?
What is the intended time frame that Peru is going to lose this sum of money and has anyone thought that the two tenant farmers will no longer be maintaining this property but that the city will.
Now we have a loss of income from the property plus taking over the maintenance costs of the property plus other unforeseen expenses.
Who does the financial management of this land for the city, a professional land manager or the city clerk? During Mayor Bakers administration a professional land management firm handled these situations.
What is the fair market value for a acre of rental farmland?

It may have been last year when the topic was brought up by the council and they were encouraged by the city atty to retain the land management company because it has so many details that had to be taken care and he didn't feel the city could do it. I don't know how long the agreement was for or the specific details.

Sounds like we taxpayers were blindsided with founders cause. Why is Peru spending taxpayers money for the good possibility for someones personal monetary gain??? Regarding concert for a cause. Why isn't an event Luke this at LaSalle Speedway?? Because possibly there wouldn't be a bigger monetary personal gain for such persons involved????? High School honor society students would have been able to figure out how the city of Peru could have profited more from this event. Basic math class can figure this out. All our opinions and questions are interesting

Who is managing the city farm ground? Must be getting a payoff under the table!! Acording to my math they are collecting rent of only 203 dollars per acre in times when cash rents are really 400 to as high as 500+ per acre. What a ripoff! Put it out for bid!

I searched every non profit organization registered with the IRS in the Illinois Valley area, there is nothing close to this. If it is not "non profit" it must be "for profit"

There was an ad in the N.T. Wink section for the concert and the names on the advertisement were Midland Bank and JP Chevrolet plus Hamlin Associates. I know the first 2 but unable to find information on the Hamlin name. Anyone?

Why does the city let the farmer get by with such cheap cash rent? If there are others who would pay more why not let them farm the property? It would be more income for the city with no additional expense other than an add in the newspaper or by contacting a farm manager.

Anon 12:13 PM has already summarized what the rest of you have stated thereafter. Now it is time to address what you as taxpayers really want in return for your taxpaying dollar. Not to be negative, but it is also time to directly state what you don't want your taxpaying dollar spent on.
A rock concert is way down the line on my own bucket list of ideas. I do not believe that city government should be involving itself in this venture nor involving city property.

I also do not believe that there is a need for an additional softball field. It has been proven that those already available are not in use constantly and the parking conditions at Veterans Park are inadequate. Also it must be taken into consideration that the high school has plans in the future of having its own athletic complex.

The Recreation Board should be addressing all ages. Peru's biggest recreational loss in my lifetime has been the swimming pool. Since we presently do not have the millions needed to replace it, the proper thought would be to construct the next best thing - A SPLASH PAD - FOR THE SAME AMOUNT OF MONEY WHICH IS BEING PROPOSED, $100,000 - for another softball diamond. I have counted 4 softball fields and 4 hardball fields but 0 swimming pools and 0 splash pads in Peru.

Here are a few ideas for community involvement that may include other age groups: Polka fest in a park or block off a parking lot downtown.

How about a hamburger and hot dog cook out for the citizens at a inexpensive rate at Centennial Park or a ice cream social.

We are a community of people who encompass various age groups. The Recreation Dept needs to broaden there ideas.

It has been rumored that this particular girls softball diamond would be earmarked for a traveling team. Lets examine the numbers, one team with approximately 14 to 15 girls hopefully all from Peru but not as yet assured. Maybe thirty to forty games per year with all opposition from non Peru athletics being it is a traveling team Peru's traveling team will be playing.
Instead of designating $100,000 for 12 to 15 teenagers when they already have four softball fields to play on in a city of 10,000 population why not spend the next amount on a forgotten age group the 2 thru 12. They deserve more than a Halloween parade and may have no interest in a bat, ball and glove.

The Peru Rec Board should live under the same stipulations as any other committee of Peru - aldermen or volunteer and it should have to go to the proper representatives and acknowledge why it needs money for each individual request. It is ridiculous to budget them $75,000 unaccountable taxpayer dollars per year and than also ask them to set the wages for summer help. Who is managing this city?

If you look you will find the farmer who pays nothing for farming city property is the safarmer who became rich off selling the land to the city ! Michellini is the farmer that gouged the city when he sold the land years ago to the city and now he rents it for practically nothing ! This is the same guy who owns Illinois Valley Excavating who gets all tye city work with no written estimate before hand so he charges whatever he wants . He's the same man who does all the hazmat cleanups in Peru without a special license from the EPA . He's the same man who is rich enough to own a Vactor truck to do all the city sewer cleanouts (this is why Peru wont buy its own because it takes money out of one of the good ole boys pocket ). Now enough bashing and stating how Michellini has and still does get rich off of Peru , lets talk about Concert for a Cause . She says she makes no money and donates it all , bull crap . Thats why its not a non for profit business. Because she keeps most of it for herself . Look at her house in Sycamore Lake on the double lot . It only started because of the concert . And she keeps adding on and working on it because of the concert . I know Lou's pizza is good and all but come on , managing a restaurant doesnt pay for a mansion like that . Concert for a cause , yeah right , cause she needs a pool , cause she needs a wrought iron fence , cause she needs stamped concrete work ,cause she need 5 bedrooms and 6 bathrooms . Come on peru wake up . You thought you got rid of the good ole boys/girls club when you voted Baker out and now you just have a Higher paid boys/girls club ! Ya , that's what i call Change . Hamlin is a promoter is the car business and other things... Who is the attorney affiliated with JP Chevrolet and also Michilini and also many many other properties up by the airport? Also I believe his client may have owned the old Sapp Brothers (aka. fake flea market), etc.

Has anyone actually seen proof of the "proposed" baseball/softball diamond at Veterans park, or is it just rumor at this point? Either way, Peru has many more important things to spend their money on than that, or a splash pad or pool, such as our decaying infrastructure. Until those problems are fixed, we have no business wasting any money on luxury items.

The $3000 conceptual design does exist and it was done by Chamlin. I have not see it but I believe the Recreation Commission has as well as the aldermen on the Public Property Committee.

Job well done blogger in regards to non profit/profit form on concert for a cause. Log on to Internal Revenue Service. Follow icons to report such business etc.. The IRS has a look back period which they will investigate. This can and will remain anonymous. The complaintant on forms of
Course have to state reasons for investigation by the IRS. There are also licensed firms that specialize in business audits/evaluations. Maybe the city of Peru should have this done and they might see what the deal is instead of taking ones word. It's amazing how this took several years for taxpayers of Peru to catch on to the possibility of the discrepancies to where the profits from the concerts for a cause actually go and who else personally benefits monetarily.

I read on another blog in regards to kid rock concert. Something was stated about our firetrucks (peru's) being at this concert with their spotlights being used as security. So, our firmen are police/security officers too??! Are they volunteering their services? Didn't the fire
Department a while ago have issues with firemen not volunteering for other city events because they weren't going to be paid? Maybe there is going
To be under the table payments of drink tokens and

the fire department was at the last concert with 3 fire trucks , 2 trucks ,and a 6 wheeler . There were at least 8 or 10 firemen i saw there in fire dept shirts and they got paid by the city for doing it because i asked one that i knew . Also there were several police officers on overtime and the civil defense there .

Saying the city will charge for certain items is one thing. Actually billing is another. For the first concert last year, the only bill submitted was from the police department. The total was $1803.28 and covered the hourly rate for 4 patrolmen, one sergeant, and one commander. No other department submitted a bill according to the clerk's office. This was just for one concert, but I suspect that the others would be the same.

I question if the PFD could be at a concert as a volunteer group with that amount of equipment being used with their spotlights for a private citizens financial gain. And if the equipment was needed elsewhere and was currently in use, how do we justify that?
Were they being paid by MS Noonan and if so, do our elected officials give their OK to take city vehicles as part of the deal?

Why didn't the chief submit a bid ? Is it because most city bosses are living in Sycamore Lakes now with Merry Noonan ? Maybe we should've called it Noonan Lakes subdivision. She seems to be running the town more than Harl !

I believe the Peru volunteer (paid per call) fireman get their paychecks from Liberty Fire Company NOT from the city. Therefore no bill would be put in by the fire chief. The fire department SHOULD have records of such. I remember reading on blogs about people (fireman) being paid for calls when they were not even there or showed up at
the fire station towards the end of call. wow $32 per call? The Peru fire chief should be answering these questions from we taxpayers who pay his salary of fire chief/fire Marshall, And he also gets paid for each call he goes on supposedly, and a command

Here are my thoughts in a nutshell. I thinks these concerts are great. However, it seems we taxpayers and the city have been oblivious as to monies, etc....from these concerts. We elect the council and mayor and it seems that nobody is performing their duties of representing us taxpayers. Why would the city allow this event and only ask for .50 per ticket sold??? Very disappointed. I would have thought our city council had more brains than that. Isn't it strange that alderman Perez has remained quiet regarding this concert. Was he one of the paid fireman at last years concert? How
was he paid ? By who? How much? If he were at concert. ????????

Has anyone confirmed any of this in regards to the fire dept;
1 Were they requested to bring equipment to the concert? If so, for what purpose?
2 Will they be paid to attend or will this be a voluntary function?
3 Were they paid last year, or volunteering?
4 Who requested their presence?
5 If they are to be paid, who approved this action?

At this point, I don't see anything but rumors and innuendo on this topic.

TThe fireman get paid by the city. They are all city eemployees. Liberty is only a men's club now by the select few that like to drink together. Liberty isn't anything like it was 10 years ago. Now if you donate to them you are supporting their party, drunken behavior. You pay for their steak dinners in the spring and last summer you paid for their steak and shrimp cookout. Not to mention the parties at Right Spice and Waterstreet. Back in the day the members would bring their food from home and have a big potluck. Now everything is catered and the liquors flow freely. Alot of members left because they no longer could stand the back garage shifty political atmosphere because you drink with me so ill make you an officer, or your dads an alderman so he's a officer spot for you. So in short they are all city employees paid by the city. Which makes you wonder why the city tolerates all this unruly behavior, and favoritism. Liberty is nothing more than a men's club.
