Interesting to hear plans from multiple engineering firms. Have we in Peru ever done this? I don't know just asking.

Lois please forgive me for bringing this comment into the subject so early but I do believe that possibly it is a twin to your subject.
In the Finance Committee meeting of July 13, 2011 Mayor Harl initiated a discussion on the feasibility and cost effectiveness of hiring a city engineer.
What progress has been made with this discussion? I do know that Mayor Harl has brought this subject up before and did not at the time have the cooperation of the council. The cooperation was so poor that one alderman even made the incorrect comment of "Where did you ever get this idea Mayor? We don't even have a ordinance for a city engineer." Of course at the time the Mayor also had his own idea of who he wanted to be the Superintendent of Public Works and the above mentioned alderman was angerly performing a act of brotherly love. To this day he probably doesn't know that in 1996 Burl A. Rummens a civil engineer was the Peru city engineer. Mr. Rummens came to Peru employment from Cattani & Sons, Ladd, Illinois and was promoted from city engineer to Peru Director of Public Works. Upon leaving Peru he was employed at the Ottawa Landfill.
Last week the Tribune ran a series of four articles about the long term unemployed. One of the subjects was a local civil engineer with a extensive backgroung including being a employee of Chamlin & Associates which is Perus' consulting engineering firm. It seems that this individual also has a extensive background in water treatment and he lives close by (Ladd). Having a Peru City Engineer again being one of Mayor Harls campaign promises. If he would presently pursue this issue maybe the roads of progress and change would start to become connectable with vision.

If this is the Burl Rummens I remember it was long before 1996 and more like 1966 and I am not sure in what capacity he served the city but I am going to try and find out.

Lois you are correct it was 1966. To verify go to Peru Public Library and look up the name Burl Rummens in the city directory. 4:14 is correct.
What are your thoughts are Peru having its own city engineer AGAIN?
