A question was recently asked about who has the power to appoint in a city and which appointment needs approval of the city council.

There are 3 possible forms of municipal government under Illinois law. Commission, Managerial, and Strong Mayor. Peru has no Commissioner, nor do we have a City Manager. Peru's government is Strong Mayor. If you read Article 6 of the Illinois Municipal Code the mayor appoints and removes department heads period. The only involvement the city council has is in establishing qualifications for a particular position. Neither their advice nor consent is needed. How can you possibly call someone a strong mayor if his dept heads are not accountable to him. Peru does have an illegal ordinance that states the mayor appoints and removes only with the advice and consent of the city council. Undoubtably put in there by the last mayor in case he ever lost an election. I guarantee you his ap[pointments were never questioned, and a few sure should have been.
