Do people leave a town because of unhappiness? If Peru is in crisis, is it because they are unhappy and why?

According to WLPO there will be a press conference today at the airport regarding EAKAS and its possible expansion. The conference is scheduled for 2:00. I think this might be the business that will require the city to expand or adjust the water treatment facility by St. Bede. The cost and procedure was discussed in the past. Don't remember details.
12:41 The total amount of CDBG funds to be requested was $675,000. The amount of CDBG funds proposed to be used for activities that will benefit low-and moderate -income persons is at least $344,250. The grant funds are to be leveraged with city funds (to cover the full cost of the public improvements) and an estimated $38 million investment by a local industrial company. The company plans to create 25 new full-time jobs in a two year period.
Why would a press conference be held at the airport regarding anything to do with city business when Peru has a new multimillion dollar city building. Is there fear or shame in taking people to downtown Peru because of its appearance. One of the prevalant landmarks now looks like a penal institution another has its 2nd floor windows soaped for years and bricks ready to fall on the sidewalk. Another has such an excess of signage in the window it looks like a huge tattoo. It has become a lot easier to ignore downtown Peru ,for example the 175th Centennial parade, than pretty it up.
I had heard earlier that Easkas had laid off some of its current employees. Have they already been called back or will they be a part of the 25 employees hired?
