Shadow Government is a Possibility in Peru

The term shadow government (also cryptocracy), besides its party political meaning, also refers to what is sometimes called "the secret government" or "the invisible government," an idea based on the notion that real and actual political power does not reside with publicly elected representatives (for example, the United States Congress) but with private individuals who are exercising power behind the scenes, beyond the scrutiny of democratic institutions. According to this belief, the official elected government is in reality subservient to the shadow government who are the true executive power.


This description appears to fit the structure based on the signees of the oppositions political ad. Not one ordinary citizen but all currently elected, past elected or retired city officials. This is the one thing that does make any sense out of the referendum just defeated. How many other times does this happen on other business and contracts?

Baker and the good d boys win again ! Wonder what it will take for Peru to be called the leader of the valley again ? Also wonder how many votes were bought ? I feel sorry for the younger people that stay in Peru instead of moving on .

Who could imagine if a trial took place and the people would be subpoenaed to testify. That would be when the going gets good. Definitely would be a packed room. Will be interesting what the FBI's report and investigation will be.

That's what a trial is for, to get everything out on the table. I would think the last thing anybody or any city would want to happen if there was any wrongdoing is to go to trial. Not a pretty thing.

Is the FBI investigation part of the "many positive things in Peru" that Sapi referred to while he was lapping up complimentary beverages and appetizers at Bartley's Tuesday evening. The funny about these aldermen is how death;ly afraid they are of real tranparency, and how they will never acknowledge anything they see as "negative" about them or Peru. It is such poor leadership to deny the existence of anything bad because it makes you look bad.
The aldermen and mayor of Peru, except for Rodney Perez, lack the ability to face up to and deal with adversity and that is a crippling handicap for an elected official. This is just another reason most of them need to be replaced.

How many times does a community have to be cautioned that it and its city officials cannot isolate themselves and the illegal activities from a higher level of government simply because those involved and yes the shadow government also profits. This investigation falls upon all, the city officials, the shadow government and the general public who have been raised in this environment, supported and laughed about it and shamefully enjoyed it.
It is sad that the wrongdoing has elevated itself to such extremes and so many channels that outside help had to be secured. But now that it has rightfully been reached out to, it should not be discontinued until Peru and the surrounding community are cured of our local government business and social cancers.
I, as an advocate of a "Yes" vote for the recent losing cause of restructuring the Peru City Council, am proud to think that although not directly responsible this group, have also had influence in the decisions to obtain justice for Peru.
To those directly responsible for accepting the huge challenge of increasing and taking this investigation to its present level, THANK YOU. No matter how long and how far the dirt has been swept under the rug you are the first since LaSalle County was involved in the Kelly-Cawley Senate Investigations in Washington D.C. to reach the level of law enforcement needed to confront the level of political crime involved.
This investigation will disclose to all why certain individuals have always and still are reluctant to want any form of local CHANGE. This reluctance was witnessed in certain involvement and advertising in Peru's recent election. It will be interesting to note just where the investigation leads us - I believe that things will be uncovered that were never questioned or even put on paper or computer. So many black holes!

What I don't understand is how our leader (the mayor) can have no clue that the FBI is in his building talking to his people. I guess that shows up how up to date and on top of things he is not only in the city of Peru but his own office.

What exactly were the aldermen celebrating at Bartley's on Tues. night? It was not an election it was a referendum. The only thing they had to "FEAR" ,if it passed, was their position as alderman. Is that what they were so afraid of? Are they telling us that they are not doing their jobs and fear losing them? Surely they don't believe that this minor change would have hurt the family values as they indicated in their campaigning. Surely they are not being led by the former mayor (or are they)? Would somebody please tell us exactly what they were celebrating and what they feared??

10:10 - it is simple. You can tell by the quote that he was surprised the NT asked him the question. Instead of saying he cannot comment, he lied and said he did not know about it. You can generally tell a lie when the person adds justification with the answer. "There is no opinion or no statement I can make if they haven’t come to me.”

Will "Sapi" be Tooting the Peru Horn regarding the FBI presence in Peru regarding the OT payroll and "other" investigations? Or, has the official Peru "Tooter Horn" been placed back in a dark and dusty corner in the basement at city hall where it belongs?
I seem to recall the last time "Alderman Sapi" pulled out the old Tooter Horn he blew long and hard on it in support of TEST, Inc.
That was such a proud moment for all of us here in Peru. How nice it was that this newly elected aldermen Tooted and Tooted away decrying his ever-lasting admiration and appreciation for a private company that had indocrinated him to the "Peru way of doing business" only a few months prior to his TEST Tooting tyrade. Thank you Alderman Sapi for stepping forward as the virtuoso Horn Tooter for Peru.
Just think, someday after a long and rewarding career as the designated Peru City Council Horn Tooter you may just earn yourself a fabulous bronze statue somewhere in town just like our beloved Maud Powell. I think the only place for a Sapi statue depicting him holding his Tooter horn to his lips, considering his obvious infatuation for everything TEST should be at a Peru Wastewater Facility, aka a "---- Plant".
How appropriate is that?

City officials celebrating at a LaSalle establishment!!!??? What does that tell you? Secondly, look who is the owner of the establishment. Let the saints go matching on. See no evil, hear no evil. Does anybody think that the mayor is going to admit publicly that the FBI was around city hall until he absolutely is put on the spot and has to? TRANSPARENCY?????? Unbelievable!

Maybe the FBI can investigate Liberty Fire Company, fundraising organization for the fire department. Since over the years there have been so many unanswered questions. And also why the donation money for operation promise was an issue, and how that really came to be. Maybe the whole city needs to be investigated and all the departments.

Public Property Committee was scheduled this evening (Ald. Perez & Ald. Mueller). Ald Perez showed up but Ald. Mueller decided not to come and I will have more on than as soon as I can.

On the agenda for this committee was the Landscaping Maintenance Services which is simple terms is flower beds etc. There were only 2 bidders - Specialty Landscaping and Peru Greenhouse. Specialty submitted a bid of $19,155.25 for all the parks and locations in Peru except they did not want to do planters and baskets in the downtown.
Peru Greenhouse will do all for 67,500 which includes watering the planters and baskets. This means that the cost of doing the baskets and planters is $48,345.00.
I believe that Ald. Perez wanted to go out for bids a second time for the baskets and planters but another aldermen said they did not have time to do that.
Last year volunteers did hanging baskets and planters for approx $1,500 which would have been the cost of the plants as the baskets were already in the greenhouse as well as potting soil. And don't forget that Ald. Perez on his own time watered all of them all summer.
I am posting this so you can see the manner this current council is saving you money or not. Watch and listen closely to the meeting Monday evening as it should be brought up for discussion. We will see.
Is this how the members watch how we spend our dollars?
If this upsets you as much as it does me, call Ald. Mueller or even Ald. Radtke who seems to have put his 2 cents into the issue.

So the volunteers saved the city about $46,000 last year. I don't remember the council thanking the volunteers for their efforts. That's a pretty good chunk of change that was saved. If wonder if any of that savings went to the pool fund? Where will the $67,000 come from this year? I thought we were broke, cut all unnecessary expenses, cut everything to the bone???

And the at large initiative failed? The majority of Peru residents wanted to keep these people in office so they could spend more money wastefully? Ottawa has a beautiful downtown all done by volunteers. What a shame our leaders just spend, spend, spend.

And Ottawa has only 4 aldermen or commisners with a town of 25,000 people. Our aldermen are screwing us with only 2 meetings but getting paid for four. It doesn't make sense.

One member is a quorum when the other is the Frau. Therefor Frau or No Frau the committee meeting was held.
In this unexcused absence from occupational duties of representation of designated alderman's committee the Frau should be reprimanded and lose the pay of March.
