I think they must reserve these for places like Navy Pier because we here in Peru don't see that type of fireworks. And I can only imagine the expense.
The present administration ran and was elected on the promise of Change. Melrose Pyrotechnics has been the vendor for years, now the overall feeling is that it is time for a Change. All except a few and mainly one are in favor of Change. It will benefit Peru to have a change once in a while and since Exteme Pyrotechnics has been so co-operative it would be a intelligent move to give them a opportunity for a year or two and than evaluate the program with new faces in representation.
The lifestyle of all efficiently managed corporations are carried on in a atmosphere of continuous change, competitive bidding, and constant watchful eye of avoiding conflicts of interest. Family relationships and old, life long acquaintences are the creators of numerous improper business practices and illegalities. A conflict of interest often times is not detected as the web of dishonesty is spun wider and wider as recently proven in Dixon, Illinois. Payback is oten carried out indirectly from one involved with another rather than directly to each other. To never step into new undiscovered land and to stay with the same business address for over sixty years limits ones professional viewpoints, education of different quality aspects, knowledge of others pricing policies and deliveries. If you were looking for a different home or shopping for a new vehicle you would shop around and so would your elected representatives of Peru, but when it comes to your hard earned tax dollars they avoid visiting other vendors and services and make their $600,000 to unknown amounts per year in customary tradition. As bad as it is the discovery that a $20,000 fireworks not has been conducted without competitive bidding but may have been without a formal contract and the responsibilities delegated to a non elected citizen. Does the city attorney and mayor find issue enough to formally inquire about this incident and the many others which are still uncompleted? Has anyone thoiught of electing two mayors in the upcoming election? One Mayor to complete the unfinished tasks of the last four years and another to lead Peru into the future. This is not a silly question it is a truthfully stepping out of the box and thinking in terms of vision and leadership. Incidentally they would have to split the annual $38,000 salary.
Why is it that the Extreme contract was sent to the city atty to review, but he doesn't know if Melrose ever had a contract because he has not seen one. Sounds like Bob is trying anything to make sure we use Melrose this year and not Extreme. So this contract goes back to Ron Kelsey, then we wait until the next Rec Board meeting in March, and then the revised contract goes back to Extreme, all the while this contract is not signed and Extreme may book another city for July 3 rather than play games with Bob. Then miraculously, Melrose will be available and will be awarded the fireworks show without a contract! Only in Peru!
We need to remind all the voters in the third ward that they have an opportunity to take control of this situation and remove Bob from office and replace him with Mike Sapienza. I don't know Mike well, but I believe he deserves the opportunity to serve as alderman of the 3rd ward.
The next scheduled Recreation Board meeting will be in March. This board has been the pivotable point of many of Peru's questionable issues. Among these issues are fireworks, pickle ball location, another summer of airport concerts by a private citizen, and now a horse shoe league for out of towners when Peru has not had a summer water recreation for its own children the last three years. The fireworks issue if not finalized during this Marchs' meeting should result in a canellation of the fireworks for this year and the money taken for the beautification and updating of childrens playground equipment in our local parks. To suggest the construction of a splash pad is too logical for the majority of decision makers presently involved. I do know Mike and yes he does deserve the opportunity to serve as alderman of the third ward. Too simply oppose Bob makes one deserving of serving before Bob would get another term. His attitude toward Mayor Harl when first elected and his present negative attitude towards Sherry and Rod have shown him not to be a team player and one who will eventually make it so that those who are will serve their political life in disgust. Being that Bob has his own agenda to serve rather than the cities there is no longer a need of him on the council. Last Tuesdays meeting at the airport in which ten members of city representation were present including Alderman Ankiewicz who serves as Chairman of Public Property Aldermans Committee and has Alderman Sherry Mayszak as the other member of this committee. Alderman Mayszak was not informed of the meeting until one hour before it was too start. This skillful invitation was extended knowing she COULD not leave her job to attend. Mayor Harl who appointed Sherry to be a alderman and appointed her to be a member of the Public Property committee should have also accepted the responibility of giving her the courtesy and respect of a advance notice of the meeting on the concert at the airport. Being the amount of attendance at the meeting who took and when were minutes of the meeting considered for the OMA? When was the concept of this meeting first put together and when was each of those who attended told of the meeting the first time and by what means were they told? Those at the meeting were Mayor Harl, City Clerk Bartley, Representation of Chamlin & associates, Contractor for the airport apron expansion, Concert promoter Mary Noonan and her event coordinator, Representation of the Peru Police Dept., Alderman Lukosus, Alderman Annkiewicz and Fire Chief King had already been briefed and therefore did not need to be present. Old and new issues such as parking were discussed. Alderman Mayszak at Wednesdays council meeting questioned why she was not notified of the meeting earlier. No one admitted that she was not invited intentionally but excuses were abundant. The two sickest excuses were it was just a small meeting which got bigger and bigger, and the second excuse was there was no need at all of you being there. Sherry want to make a bet that you don't get invited by the CSO to cook mulligan stew next August at the picnic.
11:18 PM There were no minutes taken at the meeting and there were none planned to be written up until questions began to be asked at the Public Property Committee Mtg. We can thank Sherry for asking why she was not asked and Kristy followed up about whether minutes were taken. The answer by Bartley was No, minutes had not been written up but he would now do that, insisting it was not a planned meeting. When I insisted that that many elected officials discussing city business was an official meeting, I was told I could send in a complaint. I know Dave B. was partly at fault but the bigger fish of Harl, Ankiewicz, Lukosus and perhaps even the chief all know better or at least I hope they are aware of their responsibilities in conducting the peoples business.
The Chief, or representative of the Police Department definetly draw a bye. The Mayor, City Clerk , Aldermen Ankiewicz and Lukosus are all responsible, especially since everyone of them has been accussed of or associated with violating the OPEN MEETINGS ACT previously. Fortunately Harl, Lukosus, and Ankiewicz will all be on the April ballot.

Maybe it was only a representative of the Police Department and not the Dept. Head., it didn't appear to be information they easily gave out.
