Part I Recreation Board Feb. 11.2013
This is the agenda for the Recreation Board and as you can see there is nothing on it about voting on the horseshoe pits. As you watch this video, you will see once again the board voted on the activity without regard to the legality of this move. I will add that most of the members have taken the OMA test, so they have to be aware.

I wondered as I listened as to whether anyone checked with LaSalle to see if there were any issues when these people played there. Are they from Tonica as Mayor Harl stated when he first announced this or are they from Peru. Before we jump into the pit with city workers preparing to repair the pits, should we ask questions first and vote later?
When city workers became unionized within the same brotherhood as Peru's Mayor Harl wasn't part of the agreement they would upscale their occupational skills with membership craft training. I would hope that this training did not start and end at the vote entering collective bargaining.
If the city employees have been trained in Local 150 job skills why weren't they offered the opportunity to participate in the demolition of the swimming pool and power plant?
It appears that the Mayor jumps on ideas such as pickle ball and horseshoes etc. to occupy city workers and the SPW can decline to take on tasks which the present city employees should be doing because he himself does not have the required knowlege to supervise the task? Therefore the standard pat answer the last four years is "I don't have the manpower". This is a answer which the city council and Mayor have too easily accepted.
What defines what a city employee's job description is and when summer help is to be able to do the job on their own? The quality of supervision last summer is the reason this problem is being brought up. Peru does not need another summer of grass cutting without rain and wearing out city mowers by competitive racing.
This is not a knock at unionism but a knock at a management which does not know how to work with the union.
Combine this with the attitude and ignorance of the Recreation Board and this city has a real problem.
Accepting excuses such as all costs have been cut to the bone are unacceptable without weekly city council meeting updates by each and every department head. Management is too necessary and too tough a job for the council to believe it is a must to promote from within.

This lack of information is a carry over from the previous administration. I remember how the previous SPW would sit in the back row of the council chambers and every once in a while Mayor Baker would throw a question at him. At least we got the SPW moved to the front of the room but still as you stated each and every department head should be asked for a brief report about what is going on in their department and what problems have come up that the city should be aware of. All departments should be required to do this and we don't have the manpower should not be an answer, that is not how a city should be managed.
Yes it is a carryover. But 3years 10 months is more than enough time to approach and rectify the carryover. Presently it appears that the next office holders will still have the problems of the last administration and the carry over of this adminnistration facing him. As for the location of the SPW it is now evident his first forced move in the short range scheme of things was to make room at the airport for the concert. Does the promoter of the concert now occupy the former office of the SPW yet?
When will the Mayor take charge of his responsibilities? He is the final blame of a board when it breaks the law. He is a representative of the entire citizenship of Peru and is the person who has appointed each member of this board as it is within his ADMINISTRATION.
Where do the representatives of this league live? If they are from out of town and were treated with such respect and the people from Peru (those who wanted pickle ball relocated) were treated with such hostility this board is a insult to the citizen taxpayer of Peru. Since it is Peru and its citizens that officials are elected for our present officials should have to answer for this treatment and reorganize the board as necessary to make it Peru user friendly.
The answer to whom is to be able to use the horseshoe pits is the same as any organiztions by laws. You may conduct your league in Peru but if a citizen wants that facility at the same time creating a conflict the member or citizen bumps the non citizen or non member out. These people belong going to the county board.

Yes you might be right about the promoter having an office at the airport. Recently I sought information about the early promotions of 3 concerts this year with entertainment already signed up. I was told that nothing has been signed between Ms Noonan and the city regarding these concerts so this says to me that a deal was made last year and she was told that she was "home free" to schedule what she wanted and when she wanted them. Ald. Mayszak of the public property committee said that nothing has come before them. The airport is under the public property. Are you getting the message yet? There seem to have been some cozy arrangements made.

If you listen carefully, it sounds like the Rec. Board is reserving the pits for them on Thursday from 6-9 PM. When they asked about LaSalle where they previously played, you hear what sounds like when they came to play they were told it was League play or something like that so they couldn't play at that time. Should we ask LaSalle what the issues were?
Lois: You are absolutely right. The Rec Board is reserving the court just as they reserved the tennis court at 28th Street Park. The city will also have to repair the pits as apparently they are in sad shape.
A major cost of cororate life is research & development. So maybe it would be a good idea for the board, council & Harl to make a few phone calls and step over the boarder line into LaSalle and inquire. Why would a student take the test without doing his homework unless he just doesn't care?
Presently there is a rumour that Scott Harl will move if not reelected, and if reelected he will move during or directly after the completion of that term. This definiterly involves the aspect of loyality to the betterment of Peru and has to be considered in the voting booth.
Back on June 9, 2012 the blog had a video stating that pickel ball can be played anywhere. Now that that has been proven a lie is the Ambassador of Pickle Ball going to style the double beaked cap and give us all the false info he can make up on horseshoes. Ambassador is true that you can play horseshoes either with the horse still on them and or with them not tacked to the horse. Bonk, Bonk, Bonk, Klang, Klang.
If you compare the two rec board agendas you will see that January of 12 agenda lists Mr. Grabowski without pickleball. February of 13 lists Atwell and horseshoe. Both items were voted on in violation of the OMA. Being that the board knew they were in violation in 2012, they must have decided that all they had to do to be in compliance in 2013 was add the sport along with the GUESTS name to the agenda.

The playground and recreation board is hereby vested with the control and management of all existing and hereafter acquired parks, playgrounds and recreation centers and shall direct the equipment, maintenance and conduct thereof and shall make suitable rules and regulations for proper and orderly direction and management of the parks, playgrounds and recreation centers and the equipment, maintenance and conduct thereof.

The playground and recreation board shall have the authority to conduct programs in playgrounds and recreation centers and in buildings located thereon and may, for the implementation of the purposes for which this article is adopted, employ such supervisors, playground leaders and other employees as it may deem proper and furnish and control such equipment and supplies as it may deem proper.

New and improved horseshoe pits will just be another bunch of crap Harl can add to his big list of nothing important improvements. -- As far as the super goes - His intentions when he got the job originally (whether Harl was re-elected or not) was to retire after 4 years.
According to the part 2 video posted below Mr. Hartman tells the residents that they were offered many compromises. Yet, he fails to mention any of them. As an interested citizen on this topic, but not directly involved, I wonder how one can obtain this information. Lois can you guide me to the proper location on the city web-site?

If you are looking for the compromises as far as I know they don't exist. Since no one knows what they are, I would guess that you need to contact Mr Hartman. In fact to put this issue to rest, Mr Hartman should be asked by the Mayor to come to a council meeting and publicly explain his statement of compromises before he is doing it in a court room and to prevent false information from being presented Ald. Mayszak and/or the residents involved should be given the right of a reply.
Since we're once again on the topic of pickleball could someone tell me where the 5th net that was purchased with tax payer money is located? I'm pretty sure one identical to it was seen in use at the YMCA. No big deal, just curious. Doubt anyone involved in this sport will answer this question because according to the videos they tend to clam up.
Wouldn't it clear up this pickleball issue if President Hartman would go public and just state what the compromises were that he offered? In my opinion by him not answering the questions on the video he is not telling the truth. As a voter in Peru I would hope the mayor would clear this matter up before the election. We are all waiting to hear from him. He is the leader of Peru and by his silence he is losing his credibility. He should want to know like the rest of us WHAT WERE THE COMPROMISES? Just answer the question. If you cannot, say so. A little honesty goes a long way.

Yeah 1:29 I heard that but I also heard it had water based stands. The one I saw at the Y was exactly like the missing 5th net. No big deal just asking and looking for honesty somewhere along the line.
