Is that a snow fence? Is that strong enough to keep intruders out? It looks as though it's already leaning. Surely it's only temporary!
9:15 and you think caution tape will keep intruders out? just worried about the liability of it sitting as it is now. i don't think there is any immediate plan for filling it in.

They also put up caution tape. It was going to be filled in with the dirt from the fire station. I think it was used for a shooting range backstop.

9:20 that is what the city thinks, the caution tape will keep people out.
