Now since the N.T. has printed at least part of the issue, Peru residents know that there is a problem. I would hope this has not been a common practice for years in Peru or any other local cities. If so, we do need a large broom to start cleaning house and hiring responsible representatives.

This is an easy one to figure out. As soon as a department head retired it was discovered. I don't believe he did it on his own but that it involved others at city hall who we had trusted to bring honesty and transparency to out city. Let the chips fall where they will and hopefully justice will take place for the integrity of the city. The residents deserve better and don't deserve to be used by those we hoped would serve us well.

Exactly Lois, about the time that this group accomplishes the worst ethical blunder in the citys history a few weeks later it once again outperforms itself. I never thought that this admistration would ever give the taxpayers anything equivalent to their handling of the TEST contract. When the upcoming investigation starts a agreement should be entered that it does not come to a halt until all are satisied - both the hiring parties and the investigating party. Also I would perfer that the investigating party enters procedures which will rectify the reasons that existing conditions exist. Perhaps time clocks would be a good recomendation. Some may feel that the investigating party is being handed a open check but in the scheme of things this is the most economical way to go.
Just another political ploy-nothing will occur beyond a slap on the wrist and we will continue to fund "untrue" pensions and crazy professional "service" fees. During the last term (2009-2013) there was a Treasurer position on the ballot at a pay of $6K/year. This position was was voted upon and and never filled by the winner but instead filled by appointment. During this term the title was changed to Budget Director with a pay increase of $18K.
The same position appeared on the next ballot for the (2013-2017)term reverted back to the Treasurer position which the incumbent occupies at $24K/year along with the upgraded title of Budget Director. What is the present pay of the orginal $6K/year Treasurer postion which was upgraded to a $24K/year Budget Director each of the last two terms?
What is the present salary of the Treasurer/Buget Director, City Clerk, Mayor and Human Resource Manager? Being that recently the $4K/yr part time Fire Chief position was upgraded to full time and $84K/year am I supposed to ask? Oh I forgot the Fire Chief was given additional responsibilities which has not been proven that he has the qualifications for. It must be remembered that none of the positions above are represented by a union and collective bargaining. The public works employees are.

Was ESDA called out today? Thought I saw on facebook. Fire chief is co-director of ESDA. Was he in town or on a vacation again? Didn't he get $1,900 a year for ESDA? That's included now in his $84,000 salary now. With all positions that Mr. King has, how is the city keeping track of his hours and documentation of what he actually does in those hours?

Electrical super was reported on here shopping in neighboring towns on the clock in city vehicle and pictures were given to mayor and he did nothing. They go out with wives in city vehicles for dinner and use city gas. Potthoff goes on vacation and takes city vehicle. Bleck was reported to clerks office when he was a foreman plowing his relatives driveways during a blizzard and they promote him to Super. A breathalyzer test on many employees including supers would come back positive for alcohol 90% of the time. This town needs help! And we won't get it from Balestri or Harl.
If statements that are being made (such as 7:18) are true then citizens of Peru must unite and fight back. To sit at home and write on this blog is one thing but your aldermen will not hear you. Go to meetings, speak up, call your aldermen. We must unite and tell our governing body that we want a voice in how our tax dollar is spent. We want an honest days work from each an every member of our city work force (including those in charge).

My husband works for pw dept and says Perus super-cop gets paid overtime wages to install lights on squad cars working for his business. Plus he bills the city and gets paid twice. Its not just certain departments robbing this city blind., its all of them! We need strong leaders to fix this. And that's not Harl obviously !

Lois, I briefed through these posts during my lunch break and figured I'd post a quick response. Sorry if sloppy but must eat,type, and roll :-)
This was in fact one of the most chaotic, and devastating weekends IL. Has seen in sometime. Emergency Responders throughout surrounding communities worked tirelessly to keep our communities safe. Many people have reached over to other areas of business to help one another out so our communities and citizens would be safe.
Peru FF were called out Saturday night for a house fire in Dimmick until early Sunday Morning; Firefighters were called out again during the Sunday storms for multiple wires down; in addition, during this storm leaves blocked many sewer drains which caused major flooding throughout Peru, Firefighters and ESDA went out to help the city clear sewers of leaves during these downpours, and Hail storms. If this action was not taken we would have been out making rescues of stranded motorists.
Police, ESDA, Fire and city personnel went above and beyond to help each other out.
I do believe there was one police officer who finished shift at the PD then came to join the FD during our call outs and was compensated as a firefighter as he should've been. To call that double dipping is a wrong accusation since he's also a PFF.
I spoke with Chief King several times last Friday regarding city issues, I do know he was still working city business after 6:00 pm
Saturday, Chief King was taking care of Fire Dpt. business throughout the day. Saturday Night I saw Chief King working the ESDA detail for the LP parade from 8:30 pm until 10:00 pm.
Saturday Night at approx. 10:45 Chief King took command at the Dimmick house fire until early Sunday morning, until he took command again later Sunday morning until late Sunday Afternoon, then, Peru FD was called out again late Sunday night as Peru assisted LaSalle with a structure fire.
Chief King was then back to city hall early Monday morning, I know this because I've talked with him regarding city business.
I think it's important to note that not everyone is out screwing the system, regardless who it is... If I discover an employee, or any official screwing the system I will be the first to call it out!
In regards to FFs going to the station under the influence?.. That would not happen in Peru, has it hapened in years past? I hear it has, have i ever witnessed it? No, if it did, I have 100% confidence it would not be tolerated and they would be terminated.
Do Firefighter at times bring their kids into the station during a call? Yes!.. As I did also when my dad was on and he always continued business whether I was there or not, however, I did walk home or had my mother pick me up if the call was to long.
We are paid on call volunteers, We don't have to go if we choose not to. I personally appreciate FFs who still stop down during a call even if they were out shopping and had their children with them, they are still showing team work as it takes truck clean up and stand by incase manpower is needed.

How long have you been on the PFD? How can you firmly state that that FF have not gone on-call intoxicated and that it would not be tolerated? Tolerated by who?
I have a few stories from long ago when we use to drink alcohol with the department after their Wednesday night monthly meeting or on a Sunday afternoon... perhaps you should evaluate your confidence level in regarding to the above statement?

I believe I've heard that Alderman Perez doesn't drink alcohol, which I commend him for. 1:13, I can also agree with you 100% percent. I have stories that would blow people's minds about this subject.
In my town where I'm a volunteer any one of us can accuse another of being intoxicated and an officer calls the police for an immediate blow test. If not done the firefighter can call himself and demand one.

Peru Payroll analysis:
Estimated inflated payroll over last 4 years - $140,000
Inflated pay of 8 hours every Saturday without ever having to work - $30/hr. @ time and a half = $45/hr x's 8hrs. = $360
$360.00 x's 48 non working paid Saturdays (allow 4 weeks of paid vacation) ='s $17,280/year x's 4 years = $69,120.
$140.000-$69,120 = $70,880 still not accounted for if the padded payroll amounts to $140,000 over the last 4 years.
With a unemployment rate that hovers around 10% yearly average how many families that have to pay taxes to accumulate this $140,000 will have no Christmas this year. How many lifes will be negatively affected by similar situations as the one described above? To those who are directly involved when opening gifts this Christmas think of some of the poor families you have affected who will not have gifts because of people such as yourselfs.

I got a dollar in my pocket that says the judge is going to determine that this is an "isolated case" and there is no "long term systemic problems with the way overtime is accounted for in Peru."
I feel that if you are going to investigate one you need to investigate all, This Peru police officer getting paid two wages wearing two different hats at the same time, and on top of that getting city work funneled to his personal business. Shame Shame.
Getting back to the most recent dilemma in Peru. Who approves and signs city payroll checks? Stealing of taxpayers money with computers involved in the check and balance system should be at a minimum with RED FLAGS poping up all over in Perus payroll sheets.
The system is awful weak if only four people knew of its existence.
If the public works dept. would have cleaned up the catch basins, there would have been no backing up of rain water. What do they do, when there is no snow to plow nobroken drains, no grass cutting, ? I think there should be a man and worker, going around cleaning catch basins.
Perhaps the investigator or the City also needs to review how "comp-time" has been calculated/tracked over the past 5 years in Public Works.
I FOIA the "forms" from PW at one time and they were near impossible to comprehend.

Thank you aldermen Perez, Potthoff and Radke for pushing this payroll issue thru. If not for Alderman Perez' questions and Alderman Potthoff's insistence, the city attorney would be meeting with the judge first. You can see on the video how Schweickert tries to sway the aldermen. Kudos to Potthoff and Perez for making sure they get to tell the judge the facts instead of Schweickert, who surely would favor Harl, since Harl kept him on as city attorney. Radke pushed to have the meeting ASAP. I believe some eyes are opening to our mayors "do what I want" attitude.
I bet city atty meets with that judge before hand anyway. He obviously already has.
The legal system is one of the most corrupt things in America.
Its funny that everyone from the "outside" that have tried to lend their ideas and help Peru have been shunned. Mike Hart, Steve Weberski, Brian Foster, Justin Loger, and others have been turned away. All have volunteered for boards and commission and all but Brian have run for office. Its on the boards and commissions that many decisions are made - but always the Mayor keeps the same people or appoints his friends. The infrastructure committee was killed off as soon has Harl had his re-election road project started. Now the money just keeps rolling into the general fund with nobody questioning how the new tax is spent. To the point though, outsiders are not allowed - that is why we don't have any volunteers for anything. Volunteering is actively discouraged. If you want to make a difference you need to spend big bucks trying to run for office. If there is a job opening, it is always filled by insiders - that is how status quo is maintained.
I would be willing to bet that Schweickert being an attorney for many years has had litigation of some sort with Balestri being the honorary judge hearing the case. My concerns and questions are, Schweickert being the cities attorney, how can he be involved in this investigation by Balestri? This doesn't seem right somehow. With this issue being what it is, an outside impartial investigator should be hired to investigate. I would think there would be a conflict of interest on some level. A person to think there wouldn't be is delusional or is pulling for one side or the other. Why did it take the city so long to discover this employees and their salary? Who are the people who allowed this to take place? Investigate all of them. Investigate everyone in the political arena and all city books. Maybe the IRS would like to check it out also. Does the city get a yearly audit? If not, when is the last time an audit from a outside source has been done. I said OUTSIDE source. Not somebody who knows somebody. So, this investigation is going to cost taxpayers a lot of money? Whoever allowed this to happen should be fired! Or those who allowed should be fired! If this go to court, taxpayers should show up in the galley, imagine who may be subpoenaed if this goes to court. Will be interesting how this plays out.
5:07 I agree with what you stated. An OUTSIDE investigator is a necessity if all things are to get cleaned up in Peru. Someone who has had no connection with anyone is the most honest thing. If it costs the city it is just an expense that in the long run could actually turn into a moneymaker by finding where the money really goes and who is involved.

Here's a conversation starter to get your blood boiling as a tax payer. PW employees were allowed to carry I believe up to 40 hours of "comp" time (which was loosely monitored). Now some employees received raises with the new union contract (some rumored up to 15% depending on job classification) NOW I ask why should we the taxpayer pay the higher wage for comp time earned in the previous years under the lower wage?
Example how comp time works:
Comp time is worth 1 1/2 hrs at regular wage
50 hours worked=
40 hrs reg + 10 hrs OT OR
40 hrs reg + 15 hrs comp time paid at regular wage
Now imagine "IF" wink wink the comp time is not used till AFTER the standard 2% pay increase or in some cases the 6%-15% contract increase this year? How many of you are receiving that type of return on your investments?
This is could be larger than most realize-No accountability to the taxpayer!

The lights are done by a fireman/police officer who got kicked off the valley fire department for lack of attendance. He gets paid ot or comp time for the police department and then submits a bill from his business to the city and they pay it. Plus goes on fire calls while getting paid as a cop and gets paid for the fire call. He was a volunteer for the valley but got on peru because they get paid then stopped going to valley calls. He's a super cop/fireman. And gets around
I heard Schweickert is retiring. Who will take over being city attorney? New mayor and new city attorney could mean huge improvements to the taxpayers.
3:46 Every comment on the blog features a comment on the infrastructure committee. What was the goal of this committee and what did they hope to be involved with. I understand that most of them were political pawns for Mayor Harl. And shortly after the sales tax vote the committee dissolved? Did they dissolve because of the group make-up, because they had short sighted goals, because there was no further need after the tax vote? Did they realize that they were set-up to gather support? Why such resentment from the few of those mentioned names? Were they promised a hard hat, office, a pencil for drafting plans, city staff shirt with a name tag? Give Harl credit he was able to utilize the group for the one purpose---gather support for the tax plan. Mission accomplished, the committee worked.
It was a group of intelligent educated men in their own particular fields and in my opinion the committee was dissolved (although not officially) because they were a threat to a mayor who appears to have been only trying to further his own political career. Remember the signs that were put up when the road program was initiated. I believe they all joined the committee believing sincerely that they were there to help the city move forward and had no clue they were being used. When the realization happened, one by one they slowly left the group.

Committee members are chosen how? Can a person be on a committee that knows nothing about the subject of the committee their on? There has to be a reason why a person would put themselves or be appointed to a committee in which they would have no knowledge. An alternative motive perhaps. wink-wink.
You missed the point. It is not about the Infrastructure Committee. In fact, since that committee still exists in a legal sense, they should just publish and agenda and start holding meetings, and send their recommendations to the new engineer, finance committee, and council. If the Mayor gets upset, they should call his card and force him to either fire them and appoint replacements or tell the council to change the ordinance that created the committee. But anyway, the point was that Peru, as a city, is doomed. Just like isolated native tribes in the Amazon with no contact from the outside and a limited gene pool making each subsequent generation less intelligent. Peru abhors outsiders. If you are not in the club, you will not be listened to or even heard. Until recently, I thought that this was just the nature of a small town. Now it sounds like there are reasons to keep new people from getting involved. Monetary reasons. Everyone involved with the government and administration of the City of Peru is incentivized to keep things just the way they are. Outsiders tend to notice things like overtime that is not actually worked. Outsiders may question why we don’t shop for better deals or bid projects out. Outsiders may actually want to protect the taxpayer. But no. The status quo in Peru is that the Government exits for the sake of government, not the governed. The City has money, so they buy trucks every few months. Yet, they can’t do any of their own work, so they hire it out to contractors. But the work that needs to be done is ignored. Development is centered on retail in order to bring in more sales tax in order to spend more. Meanwhile, Peru does less because we have no money. No money to keep the parks kept up. No money for a pool. No money for anything but paying employees overtime while they are at home.
Back to the point. Outsiders are not welcome in Peru because they may uncover things. Things that might upset the good deal the “Club” has going. The only thing that can save Peru from continued mediocrity is a radical change. This change needs to be forced by the citizens. We need to change to a Council / Manger form of government first. But ultimately, we need to disband the current Public Works and Electric departments and outsource them to a management company from outside the Illinois Valley. There are many companies that specialize is doing this for small towns. Peru will never hire the correct management team as long as we stay with our current government format. Next we need to partner with neighboring communities to share fire protection and police resources. We do not need and should not be forced to pay for two police forces, two fire departments (one with an ambulance service) and another ambulance service. LaSalle and Peru should be sharing these resources under one umbrella.
But no. Outside ideas are not welcome in Peru. Those running Peru are only concerned about their paycheck – not the wellbeing of the entire community. This overtime thing is only one small part of bigger picture. Every dime the city spends is going to a "friend."
When is the city's Christmas party and where is it if there is one this year? I read that city employees are getting a Christmas bonus. $25.00 part-time, $50.00 full-time. I find my self in agreement with much of what you are proposing. For some time now, I have talked the combined police, fire and ambulance between the 2 cities. It makes so much sense.
Lets hope the city is going to move beyond the aldermen in previous years singing the Peru song at the Chamber of Commerce Meetings.
A start to a change in Peru government is being proposed - changing to 6 aldermen from 8 having 4 ward aldermen and 2 at-large aldermen. I wish we could call an infrastructure meeting, but since a committee chairman wasn't appointed, and getting a quorum together is like pulling teeth, we would have to have the mayor call a meeting. Until we have a quorum and appoint a committee chairman to hold meetings it appears as though the infrastructure committee is no more.

There is a common consensus that it is a very tight knit community and rigid community...you are from this area or an outsider. It's no melting pot.
The people who stay here are very proud of it and even defensive about outsiders or other ways of thinking and doing things.
If I had to sum it up, it's kid of a big town if you lump all the cities that are so close together, but has a very small town attitude. Hard to fit in if you are an outsider or different.

Anon 9:35 Yes the area is a very tight knit and rigid community. I understand that each region of LaSalle Peru was highly nationality orientated, and each region was the turf of a particular nationality that another was uncomfortable in crossing.
In our initial move to Peru we were not even aware of a existing Newcomers Club and never informed of it until we had lived in Peru too long to join.
Possibly the city clerk could inform someone in charge of greeting newcomers when he signs people up for utilities. Alos if city hall was to hand out literture identifying local clubs such as the YMCA, BBGun Club etc. What groups are active with greeting newcomers?
Activities such as a annual Welcome Burger are inexpensive and effective. Does anyone else have suggestions? The describtion of Peru by outsiders is fair, honest and kind. It is one that the residents should do something about, before we are described as being snobs.
Justin, you don't need a chairmen or a quorum! You need the Mayor to reappoint the committee. He has a engineer on staff, why would he need a few guys to argue about what street to repair. What is you technical experience that would make Mayor Harl reach out for your knowledge?

I endorse less representatives because I think with the council voting to only meet twice a month instead of four times a month, they are saying there isn't enough city business for 8 aldermen.
I also believe in reducing government when possible.
I think all aldermen representing city wide would work eventually, but I think change in Peru is not favored (40 years of the same mayor), so I believe change has to come slowly.
There is an added bonus of not having to pay two aldermen which amounts to approximately $11,000 each year (we'd take that in the pool fund any day!!) :-)
I see what great things Ottawa is accomplishing, and they only have 4 representatives and almost twice as many residents as Peru.
This is a way to allow each resident to have 3 aldermen they can contact instead of just two, and it's a baby step. Just like the council voted to go from 4 meetings a month to 3 and then voted a few months later to go from 3 to 2.

9:23 - the purpose of the committee was not to decide which street to repair. It was to decide how best to use limited funds to maintain all of the infrastructure (streets, waste water, storm water, drinking water, side walks, parks, etc.) Mayor Harls vision was to limit it to streets without consideration of what is below the street. Mayor Harl also insisted that Peru borrow against future sales tax revenue. Now, the sales tax revenue is being used to pay off the street program from last year. Harl wanted it this way so voters could see what was done. Now we are stuck with a debt that won't be paid off until just before the next election. At this time, Harl can borrow again and fix a bunch of streets. In the meantime, we have water mains breaking left and right and no plan to upgrade the system. We also have some very expensive signs (over $1,000 each) - probably assembled on by public works at time an a half - to point out that Harl is responsible for paving some streets. Meanwhile, we all pay more for everything besides food and medicine.
No... the infrastructure committee should start meeting without the Mayor. They don't need a quorum because the city wont follow their recommendation. However, if a few of them get together, publish and agenda, and publish minutes - and send their recommendations to the City AND the newspaper AND the blog, it will be an embarrassment to Harl and his cronies.

Would a reduction to six and all at large be legal? A gradual reduction in numbers and ward aldermen is much easier to move forward with than a abrupt change. Also it would enable a fairer evaluation of its success and judgement if any further steps should be taken.
In cities which have one aldermen per ward and the rest at large you will fing that the aldermen are more responsible to their constituents. Some of the representation of Peru has had their loyalties twisted to TEST, Chamlain Consulting, the IML, and Local 150 plus others rather than the citizenship and the welfare of the city.
In conclusion normally a 4/2 representation raises the qualifications of the individuals elected to office and the eternal excuse of ward aldermen who believe they only have juristriction and responsibilities of their ward and not the entire city. Plus some don't allow others to enter their marked spot. In the long run you will end up with a more intelligent, interested and open council resulting in much better government.

Even if that person who wants to be on that committee doesn't even have knowledge of what department they are on committee for??? 2:37 - Anyone can be appointed to the non-elected committees, boards, and commissions. These include, but are not limited to the aforementioned Infrastructure Committee, the Zoning Board of Appeals, The Design and Review Committee, the Library Board, The Recreation Board and a number of others. The Mayor makes appointments to these committees and boards and the council has some degree of input if not an outright requirement for "advice and consent." Mayor Harl's original platform was to get more people involved with these boards and to solicit volunteers. From the very start he reneged on that. In particular, a number of appointments became available to the Library Board during his first administration and he choose to appoint the same people. Subsequently, the library board voted a huge tax increase which allowed Mayor Harl to decrease the city funding for the library so he could use that money for "other things." The Library Board, even though it is not elected, has the power to impose a tax (through the city levy).
That's all ancient history. The point is - Mayor Harl found out that he can manipulate the existing boards and commissions and he has no desire to appoint new people. That was solidified when he appointed Alderman Mayzak thinking she would be a "yes woman."
Long story short - Mayor Harl likes his private club. If you want to join, be prepared to do what he says and raise money for his campaign.

An Ottawa Commissioner makes almost 4 times what a Peru Alderman makes. Ottawa's Mayor makes double what Scott Harl makes and gets health insurance. In fact Ottawa's total cost of elected officials is almost double Peru's. I voted for you too and I am disappointed you are so easily manipulated by the ground swell of "less government." Just because there are less elected people doesn't mean the decisions they make will be better. As it stands 2/3 of the Council can do whatever they want (Super Majority). You are trying to make it even easier to establish a Super Majority because it would only be 4 people. We cannot let this happen. We should just elect good people and it will work itself out.

With 6 aldermen total. $ ward aldermen and two at-large aldermen every voter will have an opportunity to elect 50% of the total. The power of each voter is increased because of each voter will vote for one ward aldermen and two at-large aldermen. 3 aldermanic votes. A full one-half of aldermen elected.
That is power. Power in the hands of the voter. That is increased voice of the people. That is exactly what the city of Peru needs.
It has always been about electing the best people. That will never change. I am excited to use my votes to fill one-half of aldermen in a single election cycle.

Kristy, the present government officials with the direction of Mayor Harl are the one and same individuals who voted twice recently for less meetings, the pay to be salaried and questionalable professional service fees.

I have been "involved" with local issues for many years and we can all agree "someone" other than the majority of people benefit during elections in Peru.

Voter's remorse...Part of being an adult is living with our decisions and learning from our mistakes. This also includes voting. Voters chose candidates based on the knowledge available, party affiliation, or family/friend advise and this is exactly why the "best" candidate is not elected under the current setup.
This is no different than the Senate; if you can't find solutions and work together to solve problems than change the rules...suppose we will all have to watch how well both scenarios play out.

Lois, Super Majority will be resurrected in 5 years if the same people are kept in office. The number of incumbents who deserve to be reelected is small. There are governmental clauses such as Home Rule and Super Maority which have positives but they are too dependent on the honesty of the government representation to be presently utilized in Peru.
At large aldermen will need funds to run a city wide campaign. who will come up with these funds? Prediction - these people will start camapign funds just like Harl. Who will be the first alderman to maintain an active war chest to thwart all of the possible challengers? Potthoff? Radtke? Weberski? Perez? And which people will contribute to these massive war chests? I'll tell you who - the same people and corporations that contribute to Harl for Mayor. C'mon people. Super majority is not an issue with the proposal to restrict the number of aldermen to 6. Super majority can be used by any municipal body in Illinois.
It wasn't invented by Harl or the city of Peru. It is not a factor in the issue of reducing aldermen.
To Kristy or anyone else who refuse to see the "Value" in this referendum, let me explain.
First of all, if you are happy with the overall performance and ethical standards of the current aldermen the following explanation will be wasted on you so please feel free to ignore.
For those of us, and I believe we are many, who believe that the "Super Majority" of Peru aldermen are incompetent and or incapable of fulfilling their sworn duty to represent the citizens of Peru, I say this. This referendum provides an unprecedented opportunity to defeat most if not all of the sitting aldermen and replace them with fresh and uncorrupted candidates. If this referendum is approved by the voters in the General Primary Election in March of 2014, each and every aldermanic term in Peru will "expire" in April of 2015 when a "Full Complement" of aldermen shall be elected. That's right, this referendum is not only an opportunity to defeat the 4 aldermen whose terms expire in 2015, it is also essentially a "Re-Call" of the 4 aldermen who were elected in 2013, and they will be forced to run again in 2015. In addition, because every seat(4 Ward & 2 At-Large)will be open and contested, that will force each and every candidate to decide if they will run as a ward candidate or an at-large candidate. This will make it very likely that current sitting aldermen will be forced to run against each other.
How cool is that?
Bottom line is this. If you are happy with an administration that gives away $3 million contracts to politically connected companies and aldermen who have little or no consideration for the common men and women in Peru, then by all means, do not support the referendum to elect at-large aldermen. That will make you bonafide members of the "Status Quo" which you cannot deny.
If you are like me and you are fed up and disgusted with the lack of representation from 7 of 8of these aldermen then sign the petition and vote for it on March 18, 2014 and we will be on our way to replacing most or all of the aldermen who have failed so miserably to do their jobs.
You are with us or you are with them.
Stop and try to understand the power this initiative provides the voters of Peru and make your choice.

Is 4 better than 8? With 8 you stand a better chance of having a few reasonable idividuals with knowledge that will represent the needs of the residents. With 4 you have the danger that we will have more of the same voters remorse that many claim with the Mayoral election. Granted it is easier to form a bloc and organize a campaign with fewer spots. I don't think that having the same ideals forms a good base for democracy, with 4 spots you have the chance for that element. You also can have a selected organization that will spend money to get their candidate in a position of power. It would be very easy with 4 spots open. The opportunity for a good-hearted people that want to do what's best is further diminished with less spots. In theory you would have a group of 4 well financed by unions that will have a big spending advantage, does this sound familiar? Is it in your best interest?
Typically most city councils have a variety of individuals that make up the town they represent. I don't know those in Peru, but would venture to say that the make-up is the same, it is in the Valley. Its in the best interest to keep as many reps as you can. From different areas of town, different walks of life, different income levels, different political parties. This all leads to different viewpoints. Its the leader that you elected that needs to bring all of these ideas together for a better country, city or school.

How much money do the current aldermen spend on an election. For some it is probably no more than a few beers. Very few walk the wards once they have been elected. People are forgotten.
The money will not be from unions I am 100% sure of that one. Harl has destroyed that, people have had their eyes opened. There will be contributions but honest money given to an honest candidate is not bad. Peru is given an opportunity to open the windows at city hall and let some fresh air in by changing many who are there at present and reducing the number. We are currently running a very outmoded and inefficient method of governing a city.
I do believe this will be on the ballot in March.

Why would any taxpayer or person who buys an airplane ticket (tax utilizes for these airport grants) not disapprove of how our airport is managed/operated/marketed? The mayor stated if not for the concerts the airport would never be in the black. And it appears the funding received for the concerts, utilization of city employees/equipment, tax payer liability...well it may still be in the red! Millions and millions of dollars spent on this airport and it can't generate a profit not even from farming? Does that concern you?
Certainly I am frustrated like many constituents that the council and Mayor do not address these issues. As a City we need immediate change and issues to addressed before they cost the taxpayer more money; not in 2 years. Who has a plan to address immediate issues ?
I am also confused with this petition because isn't the POWER IN THE VOTE and that occurs every 4 years and NOBODY has the power to suppress that vote....even Harl. If this petition was truly to bring "power to the people" instead of containment from a possible Union scandal; why not start a candidate information forum or voter outreach?

the airport is good for the persons storing their airplanes there - the rent is a lot cheaper than it would be is they stored them at a private airport. i am sure we are paying way too much for our airport.
Kristy, please check other airports the size of Peru. No airport makes money. It's what it brings to the community that makes it profitable. Most businesses looking to move to an area want easy access in and out of that area. The airport provides that. Please report back if you find an airport the size of Peru that operates in the black. I highly doubt you fill find one.
My company has customers flying in to that airport every week to visit our facility.

The reason our airport does not is that it is primarily a subsidized private air club. Sure there is some commercial service..and for decades we have been talking about it being a big necessity for business for the few industries that fly there planes from there.
But we are not luring the next big biotech or automotive plant here, and we are well served by full service airports all around us!

How much money has been dumped into Peru's airport. You claim that no airport makes money. Why than would the state and city invest so much money in a loser to satisy the pleasures of a few?
What has it brought to the community that makes it profitable? We have not had any industrial development for years. I do remember the Govenor flying in last week to announce that Spring Valley was getting money and I also remember that the PPD recieved $368,000 out of a half a million dollars which no one claimed was theirs when found on a airplane. Most believe this was drug or gambling money.
The only thing that the airport has been found to be good for is country and western concerts which is a story to be saved for another day.
Why the money that has been filtered into small airports, which you admit are financial losers has not been put into the much needed train system is a mystery. Passanger trains are by far more economical means of mass transpotation than airplanes. Passanger trains once again the wave of the future in mass transportation and when developed will connect people from this area to other areas. Airplanes from small airports are transportation of one to ten or 12 passangers.

The second runway expansion occurred without necessary public forums and impact analysis. We had one small plane crash in a field, but will it take a crash into a neighborhood before the local drunk air jockeys get sued? Private plane access is vastly overrated as a selling point..it sounds good to the local yokels around here who like to think they are big city equals. But it's never going to be a hub for a regional airline. It is a big private party airport.
The likely reason it is so necessary was found on that one small plane , 500k gambling and drug money. If you want another selling point, small town airports are the biggest source of money laundering and drug distribution in the country. They also have done a decent job of training terrorists , if you remember 911.
They are a nuisance that benefit few privileged pilots. My guess is this one takes a lot of gambling money from the area.

Airport expansion is a joke and not needed. I've heard that if this happened Peru Fire Department would become full-time 24/7. With how many fireman each shift? 8-10? Think of this cost at let's say 30-35k per year. Peru does not have any growth as far as residential properties. Harl wants big things on his watch. He will be out at Peru will be in financial trouble. This is happening already. Wake up people. Peru didn't need a full-time fire chief. What has changed in the past four years for Harl to have appointed a full-time position costing taxpayers a huge amount of a salary and benefits. Harl wants to get his buddies all set up before the 2017 election. A new mayor can make changes. If course my opinion.
When Harl is forced or outed by this investigation you'll see a lot reversed in peru.
