Public Property Commitee Minutes January 25 - Interesting Stuff

We sold equipment to Marseilles and we don't know how much they bid? Who does and who collected the money and wasn't it deposited in the pool fund? Also, I don't understand the ice skating rink and the volunteers. It sounds to me as though they want to set it up as a hockey rink. If so, how can others skate if some are playing hockey? Did we really put this rink together wrong? Wasn't that done on the previous skating rink?
I see that the roof on the maseleum is in need of repair and that Mr. Bleck said he would get bids. Can't we do that in house? The summer help (kids) did all the roofs on the park shelters. Seems to me that's a project we could save money doing ourselves.
Surprising how many different subjects are directed to this blog, how many ideas and suggestions that are brought up that previously there was no form of communication that a person could express themselves so easily to so many. As the younger group moves into positions that make decisions for many rather than just their own individual responsibilities I am happy to see that two of city council members Sherry Mayzak and Rodney Perez are utilizing this tool more and more. I sincerely hope that this example is followed by the balance of our city representatives in the future. Thank you Sherry and Rodney.
The city workers can do the roof repairs etc and have done them in the past , but it was a bad year last year for contractors and some superintendents are related to contractors and have alot of friends that need big city dollars so thats why we are getting bids .
The masoleum has its own perpetual care account with a balance of $90,000 that can only be used for the masoleum. The repairs will come out of that fund. Any spending in excess of $20,000 needs to be bid.
Alderman Mayszak: I understand all that you said but we don't have to go out for bid if we can do the work ourselves and save the city some money - do we? Also, do we have to spend the $90,000 on the masoleum if we can do it cheaper? Can't we use that money elsewhere? If not, I think we need to set up a better budget system where money not spent on one line item can be moved to another.
Alderman Mayszak: According to the minutes of the Public Property Meeting above the masoleum is in desperate need of repairs both inside and the roof. How was it that the masoleum was allowed to deteriorate to its' present level if there was a perpetual care account with a balance of $90,000?
Perhaps someone should go over the large transfer that occured out of the mausoleum account I believe back in 2008/09.. I vaguely recall it going to a TIF account or towards the new City building. I could be mistaken though b/c I have not reviewed financial reports in quite some time...
Sherry: I hate to keep bothering you on this issue but I just don't understand about this $90,000. Where is the money coming from? You say it's a perpetual care fund yet Mr. Hylla says it's budgeted.
By the way Kristy: you're were right. Over $85,000 was transferred from this fund into the general fund. Reason - don't know!
I don't know how the masoleum was allowed to deteriorate to such a state. Treas. Hylla stated that there is an account that is solely for the masoleum and it has $90,000 in it. I don't know how or why or if any money was transferred from this fund into the general fund years ago. I think with Treas. Hylla overseeing the budget and spending, things like that won't happen again. He is worth every penny he is paid, and I can't believe the city did not have somebody in such an important position a long time ago.
The City always had a treasurer and now he is the City clerk. If he could not maintain accurate accounts and just "signed off" on reports for four years as treasurer; makes you wonder what he just "signs off" on now in the City Clerk's office...
Let's make a connection to the city clerk who owns a business in LaSalle and just how possibly that IS a problem for US tax payers and businesses in Peru.
I will use the insurance provider as an example. Although the council voted on the carrier (bc/bs) it was my understanding that the actual provider was an administrative issue that was up to the clerk and his office to determine. Now look at the "players" a LaSalle consultant who I believe works for an insurance firm who has a LaSalle alderman as an agent. Now the provider the clerk decided to use in LaSalle ALSO has/had a LaSalle alderman as an agent... Two LaSalle alderman, two insurance agencies, one LaSalle business, etc. Business sure is food in LaSalle wink, wink
Now I could continue the "6 degrees" but I believe you understand the concept. Although Jackson Kahl offered a much better plan for the tax payer; they truly never had a chance-nor did the future of the City budget!
