When Does a Discussion Become a Meeting in Peru?

Last evening Alderman Mayszak had a question she presented to the Public Property Committee and to the City Council. Why did you have a meeting at the airport and not advise me until an hour before?  She was at work when the message was received and could not take off.

This meeting was about the Concerts for no charity cause. City Clerk Bartley has been chosen by the public property committee to be the "point man" between the city and Ms Noonan and he brought together a group of people at the airport. All business at the airport is handled by the public property committee which consists of Bob Ankiewicz and Sherry Mayszak. Present at this discussion which they did not want to call a meeting were: Bartley, Mayor Harl, Jim Lukosus, Bob Ankiewicz, D Construction and Merry Noonan. During the meeting airport business was discussed with city officials and concert dealings were discussed. Since Ald. Mayszak could not attend and therefore a quorum was not present, it could not be considered a public property meeting. So was this a meeting according to OMA? Clerk Bartley did not take minutes but when pressed by an individual later in the day, he said he would write up the minutes.

Is a meeting of city officials to discuss city business always a meeting which needs an agenda and 48 hour advance notice to the public? Do we need minutes?. At this point, most everything connected with the Concert emits a rather bad odor, therefore I think that the city in all good conscience should be trying to maintain and honest and open environment for all of us "doubting Thomases" out here.

Last night alderman Lukosis stated that he was at the meeting because the airport is in his ward. Even though that's true and aldermen are not usually invited to meetings because they're in their wards I wonder how much of an advanced notice he was given with regards to this meeting and who gave it to him. Wasn't the infamous intersection meeting held without any knowledge or invitation given to the two 2nd ward aldermen? This administration and mayor are starting to show their favoritism to those who join them and discrimination to those who question.

Looks like the attorney general's office should be contacted....again. Didn't these officials take the state OMA test? If they did, did they pass or did someone else take it for them? So many questions!

Sadly, it seems more and more likely that the arrangement between the City of Peru and the Charity Concert Promoter may involve some unusual interactions. You would think that a Charity would try their best to avoid any semblance of impropriety. So often the word Charity ends up with scandal.

WHY WOULD THAT DAVID BARTLEY HAVE ANYTHING TO DO WITH CONCERTS? He's not an alderman or the mayor!!! AS A POINT MAIN, SERIOUSLY??

my dad always said when something is dune without notice to everyone involed then something fishy is going on . HOPE THE NEW MAYOR PUTS A END TO MS NOONAN ! the only charity making out is ms noonan charity . and the mayor is her best supporter .

and his advice still holds true. If anyone has any doubt why is it always those few who inquire and express a opinion that are not included? Name me one person who always agrees with the modern day good old boys gang that has been black balled, snow ballled, chastised, or bullied.
Once again the recent display at Mondays city council meeting by the Mayor towards the same two people could be subject to having charges filed at the Peru Police Department for discrimination.

If you listen carefully to the video of the latest meeting you will hear alderman Radke state and I quote "it was a very productive meeting". Was this very productive meeting posted 48 hours in advance with an agenda and were minutes taken? Did anyone understand the purpose of the OMA test they had to take? It seems not!

What I found interesting about Ald. Radtkes comments were the ones about paying off 2.7 million of our debt but never mentioned how much we now owe, especially on bonded debt. A statement with no meaning and to me it was just an attempt to bolster the resume of Mayor Harl.
How much did the administration inherit from Baker and what is it now. Figures please, figures.

11:19 those two individuals should have made their way right to the police station after the meeting and filed a complaint. the mayor must feel threatened by these two women because he does not scold ANY other residents that are present at the meetings. i did watch the video and feel that he is cracking under the pressure of the upcoming election, aldermen who are not falling into step, employees who are not doing their jobs,etc. etc. etc.

3:53 He is an elected official, and the City Clerk does handle the day to day business of the city.

I think he has enough to do as city clerk without being involved in the extracurricular activity of planning a non aeronautical event at the airport to please and help a private business increase their profit margin.

Well Sherry would know whats going on. She spends alot of time at the airport. She has the best knowledge about how the airport operates. She is always at the airport. Why wasn't she involved in this discussion?

3:34, 6:24. I try to know as much as I can about the things my committee handles. I ride thru the cemetery, I ride past the parks, and the airport is a huge responsibility. 6:24 is correct. Chuck Studer knows everything about the airport, I do not.

Bob A. and I decided that negotiations for the concerts would be handled by Clerk Bartley, who was already negotiating with Merry Noonan, and Chuck Studer, and they were agreeable to it. I was upset because Ald. Bob and Ald. Lukosus were called and asked to attend the meeting, and I got an email an hour before the meeting started. I felt I should have been called and given an opportunity to attend this meeting. I know that because of the OMA, both Bob and I could not be there because no agenda was posted in advance, so my question was if Bartley and Studer were handling things, why did Ankiewicz and Lukosus get a call, but I got an email? Didn't seem fair to me.

As I sat to watch the last video I noticed an obvious change.
I wonder who's idea it was to take the puppet strings from Dave P then place them over the head of Mike R during the reading of the financials? More smelly fish coming up from the river. Not that its a big deal I just think its funny how obvious their agenda is to get Mike R. Some needed press time since he can't stand up to get his own.

I can't vote for Sherry but I am giving my support to her by telling my family members who live near Northview School to vote for her.
I will be voting for Steve Weberski and Mike Hart for Mayor.
I will also be voting out all incumbents from the Twp.

Why did Lukosis get a call and how much of a notice was he given? I know the airport is in the fourth ward but alderman Mayszak were you and alderman Perez given a call with regards to the meeting about the infamous intersection? I seem to recall that you both stated you knew nothing about it until it was a done deal. It seems as though things are being handled differently by this administration depending upon who is involved. A sure sign of favoritism in my books.

Don't be fooled by Lukosis who is a pilot and utilizes the airport as his "playground". It's rumored Lukosis flies Harl and Hylla around...it appears the MILLIONS of dollars spent on the airport to be a "playground" for a select few.
