The City Council Agenda is Available for Monday 9/9/13

The vote will be taken Monday as scheduled  and you can believe that there is a lot of meetings going on in the city and you can bet some of their are against the OMA with the mayor meeting with his very trusted friends.

I've never been to a concil meeting because my alderman told me not too because i would end up in jail because i always speak my mind i'd end up jail . well he not an aldman anymore . i can't believe harl and these guys can do wat they want . te word ipeach comes to mind ,let alone taking them out behind the wood shed to learn a little respect . Know wonder tthis blog is here . We don't need harl or any of his followers . They just do what they want and the hell with with what the tax payer want ! REALLY DISAPOINTED WITH THESE PEOPLE !!!!!

I emailed Bartley today and asked what the 5th rider was in the ordinance to be approved by the council for the TEST contract. He replied it is the extension of the TEST contract. I will be contacting my 2nd ward aldermen on Saturday morning to inform not to vote in favor of rehiring TEST without going out for bids. Everyone not in favor need to fill out a public comment card prior to the meeting on Monday Sept.9th . They cannot stop us from speaking out. Thank you Mike Hart

7:00 AM posting an anonymous blog about an illegal meeting in violation of the OMA does nothing. Get witnesses and legal recording , and make a formal report. I believe that as a citizen you are allowed to record meetings of public officials under the OMA. I certainly would love to see the states attorney prosecute us for taping illegal meetings while ignoring the OMA violations of the past in Peru.

Check out today's Open Forum. It lists all the aldermen's phone numbers so CALL your alderman and tell them to vote NO to the TEST contract and YES to competitive bidding!!! Save our tax money!

I just read the article in the News Trib by the Peru Reporter, in which he states that TEST has 120 contracts and 70 plus are with municipalities. If you go to the TEST website, you will see that only 7 are listed, Peru among them. I wonder if possibly the other municipalities have contracts to test their water. La Salle brings water to them each day for testing, is this a contract? TEST does the testing but LaSalle has their own water treatment plants for water and sewage. I believe Peru still owns the sewage treatment plant and perhaps the water also and TEST manages them.
The city of Creve Couer has split their services evidently with TEST doing waste water and the drinking water done by Memswater.com of Carlyle IL. Sound familiar, this is the company that was turned away by Peru 2 weeks ago.

I do not only question the ethics of the Peru City Council for its recent business involvement and also the proposed actions by the Public Works Committee (Waldorf & Lukosis) I also question the motivations of people in the State of Illinois who pass legislation such as the "Super Majority" vote.
This issue of of open bidding for a water treat contract is not won yet and it would be best to continue all efforts to achieve a successful end. The big victory would be that people stay politicaly active after the storm is settled and band together for Peru. There are many good and honest ideas out there if utilized would make Peru the place to be. I want Peru to be known for the future not the past. Good leadership can and will accomplish this desire.

The newspaper contacts the city for comments regarding the 3 million dollar contract and Harl sends Bartley and a treasurer from another city out as the "bag-men" to perform a commercial on behalf of TEST. Where the hell are the voices of the aldermen who are going to vote on this pile of crap contract. Where the hell is Waldorf with some blubbering words of wisdom? Where the hell is Hylla with all those phony-baloney statistics? Where the hell is Harl and his lap-dog Lukosus to straighten us out on the virtues of this deal? Instead, they send us Bartley and some other hack from another city to provide testimonials for a private company? Really? Does anybody in the Illinois Valley see Dave Bartley as a credible or ethical witness? Anybody? Really?

Wondered what others thought of the article. I guess for that paper, it seems like a had hitting piece . But where are the follow up questions? Wo exactly is TEST? What are the extras they do and why couldn't those be written in to a new contract? What is the value of the Extras? hhis could anyone nickel and dime you to death?

What is the relevance of the other city to our status here?

Where are the statements by the alderman who proposed this no bid? How is it relevant that it was never bid in the past?

I agree the article was so much fluff, no substance and where were the comments by those who will be voting on this Monday. If the aldermen are not going to answer to the public what is the point of having ward aldermen.
Perhaps this is the time to bring up the possibility of having the next election be about hiring 4 at large aldermen. I'm all for it as living in the first ward I have no representation because of limited boundaries to choose candidates from. It would make more sense to have 4 capable men or women representing the city at large and then maybe there would not be so many unrepresented people in Peru.
My sympathies to you living in the third ward also, you have no representation either. The new alderman has become a very good friend of the Harl family, so there goes any independent thinking we thought might be elected.

Lasalle does not have a contract with TEST they use another lab for their water testing the only time Lasalle uses TEST is for boil orders

The contract states they should have 6 full time employees they only have 4 full time employees where is the salary from the other 2 going? Charging the city for 6 and only hiring 4 they should knock those salaries of the bid cost!! And the alderman are aware of this and still have no problem spending the tax payers money!! They don't abide by whats stated in this contract how more bs can we take from this company - the alderman need to remember its not just their money that they are spending!

It may be a $12 per hour job in the private sector. If the city decides to "in source" it, they will be turned into $30 per hour jobs with gold plated insurance, 5% raises every year, and IMRF retirment.

If I bought a red car and went to pick it up and they gave me a black car and said that is the way it is I would sue because I signed a contract!! Shame on these alderman and mayor for allowing this!!! If this was going on in a bigger city there would be some jail time - it is not any less criminal because we live in a smaller town! I certainly hope TEST will take care of the alderman that vote yay because the tax payers will never forget and putting their own reputations on the line for a company that doesn't think any more of them than a bug on the floor, is sad!

When old mayor Baker gave the contract to his buddy Tim Perra, who by the way was a first time business owner, nobody questioned the capability of him but all sudden now it's an issue??? Creve Couer fired TEST for testing of the water side they didnt hire city workers to do it they hired another lab!!! You should contact them and ask why they went with another lab?

The issue and only issue presently doing with water treat and waste is that the contract is awarded by open bidding. Stay focused on competitive open bidding!
When all bids are in and the contract is let many of the questions now being asked will be automatically answered.

that is a reference to the flooding on Water Street earlier this year. The Peru Waste Water Treatment Plant was in danger of being flooded and I do believe TEST has equipment in that building and sounds like they were protecting their interests. Along with TEST, some aldermen and of course Peru employees, all were sandbagging the building. Waldorfs comment was nothing more than an attempt to make people think that TEST alone went down to save the treatment building.

If Ald Waldorf and Lukosus table this vote because they know they don't have the votes, they are cowards. Let the votes of each aldermen be known. Just like the bike path, we will never know how each alderman would have voted for that. The only thing we know for sure is they didn't have enough votes. I want to know how each alderman will vote, so I know how to vote at the next election.

2:12 - what country do you live in? Of course it is leagal to take a poll before the vote to see if your motion has a chance of winning. In fact, the U.S. Senate has a rule that if you decide to vote on the other side of your own motion, you can reserve the right to open it again. You see - only the winning side can bring the same issue up to a vote again. So if a Senator sponsors a bill and it is doomed for failure, he can vote against his own bill, reserving ther right to bring it to another vote, while he gathers more support for a future vote.
