Public Square - Veterans Park - Rotary Park - Grand Army of the Republic Soldier- 1902 Dedication
The history of this lovely little park located between 2nd and 3rd streets and Pike and Schuyler Streets seems to be forgotten and unknown to many in our city. Proudly built by the early residents of Peru and funded by early volunteer organizations. The following information was obtained from a 1935 souvenir booklet of the Peru Centennial of that year. The pictures are mine.

This is not only a lovely park with a great history, but also a forgotten park. Potential landscapping, historical significance plus future usage for concerts, sightseeing tours and school visits are unlimited as are the possibilities of family activites. It is an area where children can bicycle safely.
Years ago the Mayor of Peru, Bill Palmatier wanted to build the High Rise in this park but was stopped by a group of concerned citizens who appreciated its meaning and history. I've always been proud to say that my Father was one of that group. Personally, I believe groups of volunteers such as this and the volunteers who planted flowers are what will keep and enable Peru to be a family orientated city. A city that includes big business but is not controlled by big business and big city ideas.
Concert? You must be kidding. This is Peru, where citizens don't want concerts or fun activities

Not the citizens who don't want but would certainly welcome some festivities in this unprogressive city of Peru. We have more parks than most cities of similar size but beside baseball we don't use them for much else. Think about where Peru holds the concerts and hosts most summer movies @ Maud powell Plaza. Fireworks on Water Street.
Sorry this makes no sense. Parks are meant for local activities and it is not happening. The encouragement has to begin at city hall because that is where the power to do is located.
Hope the residents are all enjoying their summer fun in La Salle, Oglesby, Ottawa, Princeton and Spring Valley.
Just think La Salle just had a 3 day funfest and the same with Ottawa and Oglesby is topping it all with festivities for 1 week.
I've seen the resistance this blog gives with "concerts for a cause". Believe me, this blogs "supporters" don't want anything to do with a concert or fun filled activities in Peru. You're not kidding anybody

How could anyone make even one very slight comparison of the Merry Noonan concerts to all the other festivities put on by other local cities. There is none.
It is a one night stand for those who want to pay that much money. It is not for children, teens or seniors and there are many who don't like that type of either western or current pop music.
Your comment is an insult to the intelligence of many in this city. Booze and possibly drugs are not the kind of things people should want to expose their children or teens to. Teens watching people gulp down "fishbowls" of booze is not my idea of what type of community event should be hosted here in Peru.

Anon 9:25 AM You are legally correct in stating the concert at the airport is not for children or teens if liquior is being served. The Peru City ordinance specifically states that for a person under 21 to be legally present they must have their parent or legal guardian present if alcohol is being served. Since the Mayor / Liqior Commissioner who is responsible for issuing the special liquior license for this venue are one and the same person there should be no difficulty in making sure all points of this law are adhered to.
Anon 9:46 This should be reason enough that the only and final concert staged at the Peru Airport should be that chain gang chanting "AMEN". It is a bad government official who knowlingly breaks and does not respect the laws he represents. This makes for a poor example of a position which should be held by a role model citizen to guide youth for the future. Ignorance is no excuse for breaking the law
Anon 9:46 PM Is liquior going to be served at the airport concert? I doubt it as the city is going to be in charge of parking, recieving $5.00 for each car parked, and has a built in security system to check drivers license I.D's and turn back those under 21 if liquior was to be served. This would decrease the attendense so the concert will sell more tickets without liquior. The city is going to recieve the huge sum of a $1.00 per ticket sold. I will leave your conclusion on this to your own personal judgement.
The liquior sales are not part of the donation.

Your comment doesn't make sense. What does the city handling the parking have to do with alcohol being served? How would the concert sell more tickets without alcohol? Of course alcohol will be sold, that's where the money is made.
Anon 6:13 If alcohol is not served individuals under 21 years of age can be legally present to attend the concert as the existing ordinance is written they presently cannot attend the conference without a parent or legal guardian. Peru Liquior Commissioner/Mayor would be the person to ask as he responsible for enforcing this ordinance.
What percentage of money is made from alcohol and how much money. Historically the concert donates the same amount of money yearly with very little variance.
Since the city handles the parking at a location where you must drive to the city is physically present to make sure that all under 21 are accompanied by a adult or legal guardian.

Why has Peru ever been interested in having a airport. It is a huge investment of millions of dollars and utilized by only a few for their private hobby. Has this airport ever made money?
Todays necessities will never be met by a airport but can be achieved by the railroad. Railroads are the need of the future and more important to our country than they were in the past. Small airports such as Perus are the want of a few.
If Peru officials want to spend, spend ,spend why don't they take the money they put in the airport and build a splash pad or swimming pool for the majority.

Anon 6:49 So finally the nitty gritty is approaching, which is the simple legal question. Does the Mayor want to obey the law or does the Mayor not want to obey the law? Or should I restate the question to be, What is more important to the present Mayor of Peru the laws which he is presently to enforce or money?
Sad to say historically with his management of the airport and concert it has been money. This is not a situation in which he has the opportunity to choose both.

The reason is that it does not fulfill certain city officials self interest. There is at least one council member who has a private license and he and his appointer have joy rides together.
Now be realistic could you picture this appointer and appointee under a water bucket getting wet and running around in a splash pad in bathing suits. Brutal, excuse me and please forget such a thought!
Since the Mayor is using government property to enable the concert at the airport doesn't he have a legal responsibility to have all finances open to the public concerning the concert i.e. corporate sponsorships and donations, liquior, water and food sales and profits, ticket sales and parking concessions. All expenditures should also be itemized. Why has so much been hidden in the last five years?
There could be a strong possibility that some of the closed sessions are linked to the concert being held at the airport. The questions that 9:30 raises are true and written in stone.
If there is actually a association that demands that country artists must do so many concerts for chairities per year what is their stipulations to get the artist to perform? I would think that that 100% of the revenue produced would have to be donated and that a business owner could not make any revenue associated with the concert. I would also think that any function associated with government finances or property would not qualify. I hate to see the city tied up in a legal court with representatives of the music industry. They do not lose - ever.
All Peru residents should be able to attend the concert for free if they have a valid ID. Or at least a discount, since it is OUR airport.
Does anyone really believe buying computers is a cause? or giving to baseball is a cause? To me a cause is a donation to St. Jude's or to a local individual who has accumulated massive medical bills due to an illness, or a blind person who can't afford a seeing eye dog. Do I need to go on? Do you understand what my idea of a cause is? Does anyone else feel this way? I question the small sum donated to the "causes" when the sum total of money made surely well surpasses the donation given.

I agree with you that the concerts that make money for what the promoters justify as a cause is a ruse and nothing more. As you stated there are numerous worthy causes and people that need help but that is not what is done. This is like a popularity concert. Peru Little League is not a cause, they already are funded by the city and the Recreation Board but the city will get behind it because of the number of people here in the city involved with the group = votes.
BTW I have heard the mayor of Peru is planning a golf outing soon. Is this also another fund raiser? already?
Term limits Lois, that is what we need at every level in government. Otherwise the campaigning will start immediately after the election. So of course that is what this golf outing is and will be every year for the next four years.
I thought the mayor was only planning on doing two terms. Why would he need to continue having the golf outing fundraisers if he wasn't planning on running again? Somebody, one person, needs to step up now and begin their campaign against Harl.
Didn't he already have a well developed war chest at the end of the last election?
Anon 7:59 Thank you for pointing out that Mayor Harl is finally doing long range planning even if it is breaking his 1st term campaign promise of pushing for term limitations. Oh well what campaign promises has he keep? None that I know of.
