On the agenda for tonite Feb. 27 and approved with the yes vote by Ald. Ankiewicz, Ald. Ferrari, Ald. Potthoff and Ald. Radtke
Voting against the measure were Ald. Mayszak and Ald. Perez. Thank you both for being conscientious and thinking of the needless expense to the city of Peru. They did not vote against the dinner but only having the city pay for them. Ald. Lukosus and Waldorf were both absent.
I hope someone who was at the meeting will be able to remember the comment made by Mayor Harl regarding the payment for the dinner by the city as he continues on his path of endless spending.
What was Mayor Harls comment at the city council meeting regarding the payment for the dinner by the city? Is it true that 150 invitations have been sent out and for every invitation there could be a additional guest invited? What and when will this economic nightmare end? Does anyone know how much the city is presently in debt? Would the amount be over $35,000,000.00?
Just read the paper and must say I mistaken my view on Alderman Perez and Alderwoman Mayzak. I really thought they were Mayor Scott Harls Yes puppets. I still stand correct with Aldermen Ratke and Lukosus though. What the heck is going on with Aldermen Pothoff and Bob A.??? I'm confused!!! it seems Ald. Perez and Harl bump heads while Ald. A. and Harl are rubbing each others head. It also seems like Perez and Pothoff flipped roles. Pothoff is spend spend spend, Perez is No No No!! I'm lost.
I don't think there is any way we're in debt or were ever in debt. Not the way we're spending money on a weekly basis. There never seems to be a shortage of it and other than aldermen Perez trying to save our money no questions are asked. Need a new lawn mower - buy it. Need a new vehicle - buy it. On and on and on. Apparently the supposed $40 million debt inherited by this administration has disappeared. We know we can get certain items cheaper (i.e. fireworks) yet we don't seem interested to go out for bids.
To 10:24 a.m. - Interesting isn't it? How refreshing to see elected officials voting as individuals. For those who are so quick to claim this alliance or that alliance among aldermen, you better have a re-think.
It's democracy and it may make you re-evaluate what you thought you knew about your elected officials.
Speculate all you want, but the vote says it all.
This issue has become quite confusing. Could one of the aldermen please answer exactly who the city of Peru is picking up the tab for. Are we paying for all invited guests (excluding spouses)? Does that include surrounding town mayors? Does it include surrounding town aldermen? Someone please clarify this issue! Thank you in advance!
It appears to me that the only elected officials who seem to have a mind of their own are aldermen Perez and Mayszak. Thank you aldermen for defending what you think is right and for speaking your own mind.
You people aare never satisfied. I'm finally happy we have a council that votes their own minds. Not all 8 agreeing with each other because they were told to.
12:28 I will be very surprised if you will get a response from anyone on this issue! What I do not understand is how the invitations could have been sent out and it had not yet been voted on until last night.
This is how transparency is presented in this administration with no definitive answer to a public question. I expected a simple direct answer to my email yesterday on expenses for the Mayor's Dinner and this was the exact response:
"only City of Peru officials and not spouses or
others and invited dignitaries"
So back to the original question of "invited dignitaries"... covered by Peru tax payers not covered?

It seems that Peru hosted a Mayors Appreciation Dinner last fall and at that time, Peru paid for no ones dinner, everyone was obliged to pay for their own meal.
Why now are we paying for every elected official from the city of Peru and invited state and federal dignitaries. It will also be interesting to see who from our elected officials comes to the event because previous events have not been well attended by all of them. If they only come because of the free meal, it will say something about our officials, doesn't it?
Would someone who has a copy of the invitation please send it as a comment to the blog? Somewhere the invitation must be a matter of public record.
Am I as a citizen of Peru getting my invitation with my next electric bill? Speaking of electric bills being that Peru has its own electric plant Peru at one time did give free electricity to its citizens in the month of December. Now this money is being used to take out the Mayors friends from who knows where. Oh Well everything is keep in even figures: 150 invitations=150 lost jobs. With over a $1,000,000 spent on the North Peoria St. Eakas project to create 25 jobs to replace the 150 jobs recently lost will cost Peru $6,000,000.00 to replace.
ELECTION TIME IS COMING --- PLEASE REMEMBER THIS AT THAT TIME! EXCESSIVE SPENDING BY ONE WHO ONLY CARES ABOUT HIS POLITICAL STANCE
I hope the city of Peru sends me an invitation to Eat at the Olive Garden. I will be laid off come summer and may not have an opportunity to enjoy a meal from there. I know I sure can't otherwise because I have to watch every penny I spend. Unlike our Government that has a bottomless money pit.
I would Really like to "Thank" the only 2 aldermen that voted "NO" I'm just sorry it wasn't enough.

Lois, where did you obtain the agenda that you published in the blog pertaining to the Peru City Council meeting of Feb 27,2012.
As you can see the agenda posted on the city website has a Public Comment at the start and at the end of the meeting.
There is also a Presentation from Marci Duro, IVAC Executive Director/CEO to present 2011 review,immediately under Public Comment.
Here we go again. All the way back to who,what why, where and when. Lois Who's agenda has been changed, what was changed, where was it changed and why and when was it changed (since legally it cannot be changed 24 hours before the meeting and it must be published 24 hours before the meeting.
Lois it has been appearing that you have a identity problem at Peru City Council Meetings. They know who you are and are scared of who they know. Possibly you need a Jekyl & Hyde mask to fit in better with the personality of Sybil.
Worry about a dinner or who takes a free dinner? Or who the Mayor invites for dinner? That won't amount to a freckle on a elephant. I wouldn't think many of those elected will really care about a Mayor's dinner or even attend. The Mayor is suppose to be Peru's representative and meeting with other leaders is part of the role. If it includes dinners so what. Do you think that Obama pays for dinner?

Steve I must say you got me on that one!This may be the last time I agree with you on anything so don't swell up.During this last election I figured Radtke and Perez were recruited by you and Harl. I figured Lukosus and Mayzak was placed by Harl for his own agenda. I feel I was only half Right. Radtke is obviously easily influenced by the higher powers. Perez is doing his own thing by shaking the loose coconuts off the tree while hitting the mayor and other aldermen over the head while they fall not caring who they hit. Lukosus with no doubt in my mind has no interest in city business (placed there by Harl to be the YES PUPPET)Mayzak also surprised me because there was no doubt she was placed to be a " Yes Puppet" I would have to bet the mayor feels he made a mistake with that pick.
Steve,Now perhaps you should admit that Mayor Harl turned his back on all of his broken promises.Harl has no personality,or management skills.He needs to take a bull by the horns and start taking lessons from Perez by not being afraid of who get's hit with the falling coconuts.If Harl goes out campaigning saying he will let his department supervisors rule the roost, continue spending tax dollars to feed the council, and not responding to his constituents He will not have a chance in the World of getting re-elected.Since you are his campaign manager perhaps you should tell him to step back and follow the lead of Perez, and Mayzak because if you think about it.....Why all the sudden are the majority of the members of council approving all this spending? I agree with the above poster. I would doubt state representatives will show up. If the elected officials had to pay their way in the past why all the sudden does the council want to approve spending to feed their faces. Very unlike some of them to pass this knowing it looks bad on our City. The headline in the paper about put me on the floor when I saw it.Don't our officials care how we look through the eyes of the tax payers and other towns? I'm really embarrassed.
Anon 3:40 Are you trying to equalize the office of the Mayor of Peru to President of the United States? The greatest similarity of Obama and Harl is their lack of fiscal responsibility and economic misunderstanding.
The worry is not the Mayor and who he invites to dinner but that he personally is not paying for the dinner - I and all other taxpayers of Peru are. I do not legally pay taxes for donations and Mayors extravaganzas and personal political campaign. I pay taxes for the maintenance, upkeep and well being of the City of Peru.
Obama being known as the greatest of war chest builders of U.S. Presidents has followed a Presidential tradition in building a war chest, Harl has started the war chest tradition for Peru as he is the first Mayor to ever build one.

When will the summer help be hired this year and how many?
Last summer there were four adults hired for a term much longer than the summer. When will applications be released for summer and adult help? With the number of job losses in Peru will the unemployed from Jewel and K-Mart and all other unemployed adults be considered first?

Any elected official attending this gala meal should absolutely refuse to allow the city of Peru to pay for their meal at the Olive Garden. Be up front and tell Mayor Harl, thanks but no thanks, I will pay my own way and I won't accept taxpayer dollars to pay for this meal. If you can't do it the right way don't attend. Show some spine.
Excellent idea Lois, officials paying their own way at the dinner. It would probably be a first, because politicians have historically attended invites such as this and probably won't even leave a tip. And, if they did pay their way, can you just see the waitress when they ask for separate checks? It will be interesting.
I told Mayor Harl that if the motion to pay for our meals passed, I would donate the $25 price of the meal to the swimming pool building fund, so that is what I will do. I'm sure somebody will think there are better places for it to go, but I think people know how passionate I am about getting a swimming pool back in Peru.

Today politicians don't include the word refuse in their vocabulary as well as practice it.
In politics paying your own way is no longer considered honorary but instead foolish.Not accepting taxpayers money will only place you in political limbo never to be allowed to speak out loud again.

I applaud you alderwoman Mayszak for your integrity and honesty. While I may not totally agree with the money going toward the pool fund I can say that at least you are thinking about the citizens of Peru because the pool will be used by one and all. You are sharing the city's apparent wealth with all of us not just enjoying it for yourself.
Does anyone know if we're also picking up the tab for the remaining 13 Peru personnel who have been invited? (i.e. Bleck, Potthoff, Chamlin, Basalay, etc.

You think perhaps this "new attitude" might have something to do with this city, state and country loosing its integrity and ability to manage government in an honest and fiscally reasonsible way? I DO
It is extremely sad to see it on the local level where we the people should have the most influence on our politicians. But I do see a "better than you" attitude by some people down at city hall.
I wouldn't make judgements about Mayor Harl's dinner. Or the Mayor's objective to the grand opening of a Peru restaurant. Make your judgements on the final tab and who took the free dinner. So far zero has been paid for the dinner and nobody has attended. Its easy to be critical to above names but proof is a different story. Maybe Harl will pay for his dinner? Maybe Maysak and Perez will vote no, but belly up to the table for the freebie? I would be more concerned about tax rates, utility costs, public employees and more. If a State elected official comes to Peru, it can't hurt our town. If the Mayor wants a free dinner, is it such a big deal? Maybe Lois you could attend as a date with a local official. Call Scott or maybe a camera crew like E-entertainment could cover the event. I think a camera crew covered the last city works party.
I guess that the concept of not taking a free meal would be the same concept as not taking campaign contributions. Those big time campaign contributions from city employee unions and every city contractor is ok, but God forbid if the city mayor invites a few elected officials for a free meal. Does a free meal provide any influence? Do the campign contributions provide any influence on the City? The free meal is joke. The elected official coffers are another story.
2:11 It wouldn't work that way. Just like a fundraising dinner. you buy a ticket for 50.00 per person with a select choice from the menu, which includes a certain amount of drinks. then cash bar from there. No separate tickets from the waitress.

Take your $25.00 plus tell Harl to take the $50.00 or so from your meal to throw it into the pool. Then you have $75.00 vested into the pool. Open the paper and all we see lately is stores closings,unemployment rising, IL.is in worse financial shape than any other state.When news like this hits we would think people would start tightening belt buckles,and packing lunches. Not Peru.Citizens are exaggerating stores are closing and un-employment is rising, no need to scale back. I thought I was doing a good thing, but in the end I was still getting a free meal. Thanks for pointing that out. That's one of the reasons I like to read this blog, lots of different ideas from many different perspectives. Now a little plug for the swimming pool - the Fun Fair will be held on Sunday July 1. All details to be determined, but please keep that date open. Also, we will try again this year for the Pepsi grant, so as soon as you see the YELLOW Pepsi caps or see "POWER VOTES" codes on cases of Pepsi, please save them. They should start appearing in March, I think.
Before Harl, all the city council and elected officials, always went to every opening of a new resturant. You know about all this going on now, because this Mayor brings everything out in the open. We are not used to this, The past council and Mayor never had any kind of transparency. everything was ruled by one man. THE MAYOR.
The mayor should go to every new restaurant opening but do we, the citizens of Peru, have to pick up the tab for everyone?
wow a mayoral dinner, like that has never happened over the last 40yrs. why scream now? is it the fault of the current mayor for the finance woes since things just happen overnight, i think not. why is no one blaming the current ald. that were in office under the old regime for allowing these things to happen to us now? why wasn't the pool fixed correctly when they repaired it years ago instead of the band-aid job that was done and we might not be in the position it is in today. peru don't need a pool, residents have pools in their yards and there is the "Y" and i do remember reading that a stipulation in the womans donation was"because of her love of swimming, that anyone that could not afford a membership to the "Y" could swim for free" funny how thats never mentioned

Too secure reelection a candidate has to be elected the first time which Alderwoman Mayszak and Alderman Lukosus have not since they are both appointees of the Mayor.
Political appointees are not true representatives of their constituents but that of their apointter.
Well, to me alderwoman Mayszak has proven herself to be a representative of the people. I may not agree with everything she believes in or votes on but she has shown me that she is willing to fight for change and improvement to our city. She does not so to speak "follow the crowd" and take the easy way out. She seeks alternative methods and questions decisions. She appears to have a mind of her own and is willing to defend her decision on any issue. She's approachable which to me is a very important quality in a good representative of the people. Thus far I feel that she has represented her constituents and all citizens of Peru with class.

What excuse can be made for the lack of any further investigation for the missing bags of chlorine?
Peru does not need more people who can talk the talk it needs people who can walk the walk.
why don't you ask one of the city workers or alderman that have been on board for some time what happened to the missing pool equipment?
It appears that Anon 5:27 should be referred to Ald. Mayszack who was and still is a member of the public property alderman committee when the pool equipment was discovered missing.
Since this is her bailiwick there should be no need to pursue information from a city employee or alderman with tenure.
I do believe this was discussed at a council mtg and the chlorine is not missing and was sold. I believe even the Police Chief was satisfied there was not an issue. As far as the money for sold items, I don't know that there is an accounting for each and every item. Most of the equipment was old and not of great value. We have more important issues IMHO than to worry endessly about the issue.
I believe the PFD will be using some of the pool house for training before it is taken down.
Alderman Mayszak, I also believe you are doing an excellent job on the council and am impressed with your independence.
The pool and the equipment that went with it have been in question for many, many years. How did it get in such a dilapidated state of disrepair? How was it allowed to get to the state where it had to be closed for safety reasons?
It's refreshing to me to see that someone recognizes an alderman or woman going beyond their call of duty and fighting for something they believe in.
Anon above did not say that you had to agree with them. They were just voicing their opinion which they are allowed to do as an American citizen and a citizen of Peru.
The pool became in disepair because the individual who was maintaing the pool did a poor job. The amount of ot and time that was paid to the unliscened plumber was astanomical! That alone has saved the city lots of money by not having him "maintain" it!
Lois to refresh your memory, you as well as many others know that bags of chlorine were and still are missing. This had been a topic of discussion for quite a period on the blog.
Lois you also know that the YMCA bought bags of chlorine from the city but did not receive the number which they were originally quoted to get.
You may believe that you have more important issues IMHO to worry about than thievery. I believe that thievery is one of the most important issues in the government political environment.
Whether the Chief of Police believes this was a issue or not (as you have stated) it is his responsibility to investigate it - no matter how small or how large. You also may be thinking of the City Attorney believing that cost wise it was not worth pursuing.
The next time, which is sure to come, that something is missing remember that only the more important issues are confronted.

It is rather difficult for a citizen to bring up topics for honest discussion when the powers that be insist it is not an issue or they don't even allow you the minutes to bring it up.
Every month the disbursements show continuing purchase of the same items, like gloves and ladders for the public works department. It has been suggested that the city implement a disbursal policy that makes employees responsible for what they use and when it is returned. That has also gone nowhere. I guess that is where the saying of you can't fight city hall emanates from. We can and will continue to fight them at the ballot box.
Back in the days of old when change was more than a promise which is yet to happen a topic on the blog about machines which stored, issued and recorded by amount, person,and date etc. was brought up. Pictures of the machinery were shown. What response has city hall shown?
When was the last time anyone has heard mention of term limits?
I feel that change never happened and is seldom talked about and I personally don't feel that it is a topic very many in our government want to discuss. The machine dispensing and control was a great idea but not welcomed by those in charge. It would have required that the old way of doing business would have to be changed and accountability would be demanded.
The only change that I have seen is the apparent paying off of the $40 million debt supposedly inherited by this administration. I don't believe this could possibly happen in 3 short years especially the way we spend, spend, spend. New vehicles for department heads, lawn mowers, storage buildings, plows, ladders by the dozens, etc. etc. Not to long ago I remember our Mayor saying the council and departments needed to tighten their belts. Now the belts have been loosened and it doesn't seem to be a big deal because seldom are expenditures questioned by our aldermen.
