Here are a few arguments on the road repair issue that were discussed but not really considered by some Alderman in my opinion.

(1) Total interest paid on this 3 million dollar 5 year loan is $194,525.

Total savings from the 2010 street repair projects engineers estimate was above $194,525 due to competitive bidding from Contractors.

Conclusion: Money saved on larger project is like an Interest free loan.

My opinion: Good for the Citizens of Peru.

(2) Street Project size can attract even more Contractors to bid and may lower overall cost of the project. (800,000 project versus $3 Million project)

Conclusion: Less cost to repair streets due to volume purchases and larger project.

My opinion: Good for the Citizens of Peru.

(3) City Engineer discussion:

If a “long term plan” is to be established for Peru, an Engineer on a part time or full time basis is desperately needed.

Peru has never had a “long term plan” and there is no one capable on staff at this time.

One plan was presented at the council meeting. The one plan that Harl proposed. At the committee meeting the Loyal subject Ald.Perez annointed the plan with his famous phrase "I go along with the Mayor's plan" Again no committee votes were taken, again Perez claims the committee was unnanimous with that vote. Maybe like the 95% want a tax increase and everybody that lives at Baker Lake wants fireworks. It looks like the plan to borrow will be supported by the new know it all council members and the appointed council members. They were ready to vote on the plan before they had the complete information. That is scary. The conservative group Newt Potthoff, Rick Perry Ankiewicz, Ron Paul Waldorf and Mitt Ferrari argued against borrowing the money. From the cheap seats in the audience I guess we were taken back that Harl had a plan that the infrastructure committee also reviewed but was not given out to the council or audience. The plan included the infrastructure improvements, but without borrowing money and paying as you go. I don't believe the majority of the residents would want to incur additional debt in today's economy. You can't blame Harl. His task is simple, short term jobs for out of town construction companies. Those out of town companies are big campaign contributors! Please tell Mitt, Newt, Ron, Rick to join the club. Shame on them for telling our mayor that alternate plans should be discussed. I would much rather have my elected official to hear no evil, speak no evil, and follow whatever plan presented. They are elected to serve the mayor and shut up and vote as needed.

The Harl quote "contractors need the work" is the real reason we have a tax increase and why the city will have additional debt. The residents of Peru are working for the contractors. I would favor this approach if these created jobs are for local employees. He also said the city would get better prices from big out of town companies. How does this help our local economy?

I attended this meeting and it sure seemed like the same Aldermen that voted against the tax increase voted against the Mayors plan. It seems clear the agenda with the old guard stands.I was embarrassed to be at that meeting the whining and bickering is getting old I thought alderman pothoff was going to start crying at one point. This council is a comedy central!!!

AS far as alderman perez goes, He was the alderman that said he supported harls plan only if the city went with a city in-house engineer and borrowed from a local lender. I believe it was perez that initially asked the mayor for more time so that the other proposal could be reviewed by others?
The same ole good ole boys will always oppose whatever the mayor favors or puts out there.

I'm sure glad the mayor and perez are pursuing a long time needed in house engineer. Gee!! I wonder how the ole guard will vote for that to move forward? I would predict if a vote comes down to bring in a in house engineer and take money away from chamlin the same ole Waldorf, ankeiwitcz,ferrari, and potts will vote no because their yearly chicago night out will vanish.

Anon 1028 Money is not free and the city has not received any money from the tax to pay for the projects. That is the common thought spend money you don't have.....history says that isn't working. Bad for residents. Volumn may or may not be good. You could make the same argument...contractors may or may not go for the economy of scale, it depends on the roll of the dice. Local contractors lose. How did it work with the sewer contract? Residents lose.
City Engineer? How much will the city duplicate by having created a staff position while they are still paying for a project engineer. You currently pay a % for the cost of the project. Should the city pay twice? Maybe.
The savings of the street project was a result of the city not having a program the year prior. They saved the motor/fuel tax and got more for the money the following yera, not a bond with money they don't currently have. Opinion.....spend money you have. Two important lessons are
Interest free loans are not real
Beware of anybody who says this money is free.

Ald. Perez is now the expert on city finances and supports local banks. Thats comical. I am sure he supports having a full time engineer, a full time firefighter chief, more fulltime firefighters, more taxes, more money for everybody. After all he has two paying jobs already in the city, why not invent another. It pays to be loyal.

No future borrowing or going in DEBT. The answer to the Mayor and his elephant parade followers, the PERU CITIZENS SAY NO NO NO NO . We do not and should not spend money or go in debt BECAUSE THE TRADES PEOPLE ARE OUT OF WORK. The city of Peru is for the citizens and not the trades people.

Watch what will happen here . Starting with keeping all the facts under wraps and hidden so no one knows what is going on but to follow blindly.
The brown nose aldermen/women , (4) of them will vote FOR and the conservative aldermen (wise men) will vote AGAINST (4) , then what do you know as the committee was set up , Mayor Harl will vote the break vote tie and the citizens go in debt betting on MAYBE THE SALES TAX WILL COME IN TO THE CITY!

Folks, here is ANOTHER ITEM TO KEEP IN MIND WHEN WE VOTE OUT MAYOR HARL IN 2013.
Can we speed up as the earth turns?

Response: Quote from Engineering Firm: Why pay $100 per hour when you can pay $40.00 for the exact same work? Sir, you do NOT pay double, you pay less because the work he can handle is done once, correctly and less expensive.

Is it possible all the City Councils that have hired in house Engineers are just silly or did they do the research and make a good decision? Maybe those City’s had a PLAN.

For the past 2 years, you had a qualified person, as the treasurer. You have never had anyone that smart about finances before. At a salary of $6000.00. Now you complain about $18,000 for him to do both the treasurers job and the budget. You ought to get down on your knees and thank him and Mayor Harl for appointing him. g

5:22 if you can say treasurer Hylla should continue working for less than $5.00 per hour than you are still sour over the loss of Heuser, and Baker. there was so much corruption with those two that the city of Peru was about to collapse. If there were proper audits and open finance meetings open to the public while Baker was in we would have seen federal agents coming in and arresting every city official. The corruption with pay for city workers,weekly illegal meetings,borrowing of city equipment never returned and no inventory records of equipment and on and on and on. I believe there are some past city workers that have recently been busted by the IRS?? can you say FINES, FINES and more FINES??? I bet non of that is tolerated under this watch.

g. $6,000.00 + $18,200 = $24,200. Barkley ran against Judy saying he would save the taxpayers $23,000.00 per year. Ms. Heuser if re-elected would have a pay of $73,000 and Barkley as a starting city clerk without Judy Heusers certifications and 16 years experience on the city clerk position was to start at $50,000.00.
Judy as a comptroller did the Treasurers work which the present city clerk was paid for. Upon being elected city clerk by defeating Judy Heuser it was found that Dave Barkley could not do the tresurers work which he was being paid for for the last four years because he does not have the background and education to be certified by the state to be a comptroller. So there is your campaign Barkleys $56,000.00 plus the necessary Budget Directors $24,000.00 = $80,000.00 which is more than Judy Heusers $73,000.00 plus the treasurers $6,000.00 = $79,000.00. Anon 7:30 if you knew of this corruption why didn't you do something about it. If what you say is true and you knew it you after all of this time are part of it.

Let's look at the mayor's projects:We now have seperated sewers in peru cost 6 millions dollars. We have water and sewer to nowwhere on north Peoria street 1 million dollars. We have a new north side retention pond for $700,000.00. We have a ditch on wenzel road for who knows how much.
Now we need a 3 million dollar loan for Eakas sewer system and some road repair.
All departments have been unionized and there is a move to have full time firemen and emt's.
This mayor clearly is out of touch and just a shill for the unions Heis not looking out for the benefit of the citizens of Peru. We must contact our aldremen and tell them enough is enough. We can't afford Scott Harl.

Now you have a checks and balance and Mr. Hylla is amazing qualified for that position. Mr. Hylla does so much more than the actual job description. Peru is getting a heck of a deal.

Why hasn't anyone report Citizens Bank (Princeton BanCorp)is under Federal Reserve orders since early November? Seems they went in a few weeks AFTER that little 2 million loan approval for the 4&6 project was approved and they were in charge of selling off the stocks of Granville Bank remember (Helmigs)...hmmmm and look up the TARP money received at taxpayer expense. Hello folks it IS in your backyard!

Anon 8:26 Yes, you always want a check and balance system. The city's system is at full strength and never has been stronger. Not only does the city have Mr. Hylla as Budget Director, it also has a Accounts and Finance committee consisting of Aldermen Potthoff and Radke. My only problem is that this group of three are not etched into stone for lifetime positions. With the passing of time, elections etc. personnel changes and the city could become weak in these critical areas once again. The creation of a position does not guarantee that the person elected to it will be qualified. If a example is need for further proof please refer to the last number of Treasurers elections.
One way to alleviate the problem would be to visit the pay structure of the three administrators- Mayor ($32,000), City Clerk ($56,000) and Budget Director ($24,2000). This total of $112,200 should not be increased but divided more fairly according to responsibilities. A pay scale should not be created by the person in the position but the position itself.

The comments by all in regard to Mr Hyalla and the amount of money NOW being paid is a total farse. He is not worth the increase in pay. Once again like all of the money of Mr Harl spending on ditches,sewers, ponds, ect is nothing more then a complete COMEDY HOUR.

It is a fact and the facts can not be disbuted Mayor Harl MUST GO at the next election. Hopefully the city of Peru is not BANKRUPT BY THEN.
Mayor Baker and his team were ANGELS AS COMPARED TO MAYOR HARL AND HIS BANDITS.

Anon 6:19 Judy didn't leave town the day after the election, in fact Judy was the city clerk and Don was the mayor for almost a month after the election. Every newly elected officeholder in the area had been sworn in before Mayor Baker and Judy left office. If all you can do is accuse and you have proof of wrong doing you are part of the crime as much as the person who committed it. As of right now the only thing you are accomplishing is to keep your rumors alive.Why be so worried about keeping the city tied up in lawsuits for years if you persist on perpetuating your own version of history. Get on with it or get off of it because presently you are the one who is nuts.
The citizenship of Peru is not judging Mayor Harls tenure on the past history of Mayor Bakers forty four years in office. They are judging Mayor Harl on his own performance during his thirty months in office. It is time for all to look at the future and to thank those who have built that future with the groundwork of the past.

What I don't understand is that it seems we are constantly talking about water main breaks and yet all the street work that is going to be done first is no where near these breaks. I would think the older section of town that seems to be collapsing on a daily basis should be tended to first. Constant patching is only a temporary fix and is costing the city a great deal of man hours.
