I totally agree with the superintendent from Dimmick. The Holidy Inn Express was determined to build in that location TIF or not. That location, to me, north along 251 is not a blighted area and has already been developed without the "but if" TIF. It is my understanding that no one, other than the developer, really benefits from a TIF.
