Why is it that it seems that towns all around us are moving forward and that we are at a stand-still? I think our biggest problem or obstacle is the lack of listening and working together. I think we have too many individuals who don't like change. Too many individuals who don't like to be challenged by possibly better ideas than the ones they have implemented over the years. Example: What other town do you know of that has 4 council meetings each and every month? Reason for question: Take a look at Wednesday's agenda. It's blank. Another roughly $800 wasted. Is that how you want your hard earned tax dollar wasted?

Sounds like a reasonable idea.
Lets dump Harl and bring on Mayor Grove to run both cities.
GREAT IDEA , LOIS LETS PUSH IT!

NO!

Don't you people understand how our local government works? The mayor doesn't decide at what time or how many council meetings we have per month. He proposes or makes suggestions and your aldermen cast the deciding votes. Ask your aldermen how he voted on this issue.

Tonight, December 29th at 7:30 P.M., the Peru aldermen will have a city council meeting without a single topic to be discussed by any Committee Chairman. Since the heavy pulling is supposed to be done by the committees and the easier sledding by the council at city council meetings maybe it is time to put the horse back in front of the sleigh.

I propose that the committees meet once a week for two weeks and only have a city council meeting every third week. This would enable each committee an opportunity to research and study the subjects being discussed. It would also eliminate many Committee Chairman from having the embarrassment of having to answer "no report at this time" when called upon by the Mayor for a committee report.
Additionally it would be a 67% cost savings to the city.

A win win proposal - better quality with a substantial cost reduction. It would also give the alderman a enlarged time frame to personally pick up their mail at the city building rather than having the taxpayers charged needlessly for home delivery. Anywhere I have ever worked my business mail has been sent to the business not to my home.

Congratulations 11:02 for thinking out of the box. It is truly surprising how one cost saving factor leads directly to another along with a increase in efficiency. I challenge all concerned citizens of Peru especially the 11 city council candidates to start sending in some of their "thoughts out of the box", and the reasoning for these thoughts.

The mayor suggested less meetings early on and the council said no, they wanted to get paid, oops, meet every week. The council is a major problem.

Don't hold your breath for the new candidates to send any recommendations for cost reductions especially on behalf of the people of peru. They want POWER,PERIOD.
They, if elected will follow the mayor and SPEND YOUR MONEY LIKE THERE IS NO TOMMORROW. Look at the past 2 years, open your eyes.
Hold your bottom parts, move out of the city or keep the current aldermen in office as the only solution. Great Choice return all aldermen to office.

The election is in April, we have a chance to get rid of four of them, I'm going to work my hardest to talk the 4 new ones up, even if I don't really know them. They have to be better than what we have now.

Anon 9:39 I don't understand your comment of look at the last 2 years. The last two years is the same city council as the last four years and with the exception of Dave Waldorf the same as the last eight years. Could you state the total number of years this present city council has served and than divide this number by eight to compile a average number of years served per alderman. Does'nt the city council vote on all expenditures, such as the gen sets? We had best be looking at the discussion of term limits also.

People of Peru. You do know that your council (aldermen) have the final say in how your money is spent. The mayor can only make suggestions and then present them to the council to vote on. The mayor gets to vote in case of a tie but that has not happened since he's taken office. Do you know your aldermen voted to give $2500 to central states baseball but refused donations to the Alzheimer's assoc. and the Peru Rescue Station? I don't know about you but I think the later two requests are much more qualified for assistance that baseball.

Thats all the aldermen think of. SPORTS, BIKE PATH, SWIMMING POOL, BASEBALL, LOOK ALL THAT WAS DONE LAST YEAR, BECAUSE OF SO CALLED SAFETY, $40,000 TO FIX THE BIG DIAMOND, BUT THEY WANTED AN UNSAFE POOL TO BE FILLED. IT IS TIME TO GET THE OLD OUT, AND SOME NEW IDEAS AND BRAINS IN.

EVEN IF GROVE WOULD TAKE OVER PERU, YOU HAVE THE SAME 8 ALDERMEN, HE COULDN'T DO ANYTHING NEW EITHER. OUR 8 ARE STILL MEETING WITH BAKER, TRYING TO MAKE HARL LOOK BAD.

Get your shoe out of your mouth. You must know that the city council will follow a leader ,if we had one as Mayor. Today Mayor Harl is no leader. This city council had no trouble following and working with mayor Baker. Ask your self why was that? The main reason is that Mayor Baker was a leader that brought much good to the city of Peru.
But what good have you seen from Mayor Harl these past two years except rate increases, higher taxes, and organized (Union) city employees. Do you think in the future this action will bring LOWER costs to you as a citizen of Peru..
Wake UP, If this is your support GOD Help us !

Sorry to disappoint you but the council never worked under Mayor Baker they just followed his orders. Plus given extra perks for doing so. I suggest you open your eyes and understand what really took place under the previous administration, most people in town now know. Take the dark sunglasses off.

The plan for the last two years has been followed and its a typical plan other communities have used. You elect a new mayor, done. You gradually raise taxes, two years in a row. You establish collective barganing units, 5 unions. You offer early retirement, yes its done. You 1st freeze wages, then you will raise wages and benefits. Yes its true. You place restrictive covenents on business, setting up committees that review business. This guarantees that you will be forced to utilize the selected labor. You tell everybody the taxes were too low and the other elected leaders were not for the residents. You utilize more union money and manipulate the voters to your candidates. You force the collaborations of other private areas to public sector jobs and more tax dollars, does PVAS come to mind? You continue to hire employees while your are talking about downsizing, we are told its for cost savings. We get rid of items we feel are non-essential(pool,ice skating, etc) and we say they cost too much during the tough economy. While we don't touch overtime, benefits, health insurance or retirement programs. The writing is on the wall and it reads like this: If we continue with the nonsense of the last two years and Residents buy into the Steve's out there. Peru will be the place of tax and spend, the place to avoid for business, the place where jobs are limited and education takes a back seat, the place in which you will need 6 committee meetings before you can put a patio in your backyard, a place in which every one of us is working for the special interest that put these people in office. Why would unions spend tens of thousands of dollars on these little small town elections? To acquire more Public Governement workers. Does this help our brothers who work as ironworkers, pipefitters or any private sector job? Hell No. It cost us money and taxes that could go to jobs for everyone. Hopefully the residents of Peru will begin to think about the bull this new group of pretend reformers are shoveling and look at the issues and the record of each individual candidate before we finance another experimental candidate that seems clueless(current Mayor)

Before I take on your very long posting, please tell us who are the cities you are referring to that follow a typical plan. With that in mind, perhaps, I might be able to make sense of your comments because they do not make sense as written with no city to compare ours to.

GREAT BLOG 1:08PM.
It seems that there are supporters like myself for your comments. you are spot on . If the people of Peru buy into the crap the quote "reformers are peddling"(including the current mayor) we are doomed to be a ghost town run by radicals.
Lets make sure are voices are heard and fight to keep the city progressing forward as it was in before this "chief and his bandits" were elected.
I am with you and I know there are MANY others in the city that are currently fed up with the bull that is going on with those that were forcedly elected/supported this past election.

I do believe you need to read the bylaws of the city of Peru. I am having a hard time believing that there are many uninformed or poorly informed people in the year 2011 that you are speaking for here in Peru.
Nothing can be done in the city without the approval of a majority of the city council members voting to do so. So put the blame where it belongs.
the mayor can suggest or advise but cannot raise your taxes. I suggest you take the advice.
Of course in previous years, things were done in a different manner.
The following is good advice for you to follow.

Fantastic blog 1;08 and really comes down to the fact that many of the residents would support issues that help our entire community. Its obvious to most that the town was bought and the ones that are benefitting are not my family, or my fellow workers or my dear senior citizens. More city workers, More city services, more taxes, less money in my pocket. I want government out of my life and suggest we quickly get a leader that understands Peru. Like it or not the mayor sets the agenda and I pleased that a few of the council members won't buy his tax push, electric fee increase, employee hiring, ambulance chasing business venture, pool fiasco. We need to have different points of view and need to have intelligent discussion. I read the papers and Harl never has a point of view or argument. Do we really need some bobble heads like his campaign team to join in?

I am going to be very honest with you. This is a personal note from me. During the last 2 months, our family has experienced the loss of relatives and friends one right after another. Three children of close friends of mine have died before the age of 50 and just last night the husband of a close friend of mine called from CA to tell me my friend had died suddenly. So I will continue to add your posts but I will not be answering many of them.

To 1:08, 7:44 and 11:43 - You all feel the need to vent because you are obviously threatend by the inevitable reform on the way. You all seem to be sharing the same misery. You preach nothing but "Gloom and Doom" for all of Peru and indicate we might as well start rolling up the sidewalks if new aldermen are elected. You can't admit to yourselves that the elected officials you have supported for decades have failed in their duties to manage this city's finances in an open and honest manner. They were the true "Bobbleheads" and you enabled them for 40 plus years. Your fear-mongering may influence a few miserable soles like yourselves but most people will see you all for what you are. Bitter and afraid of what you cannot control. Especially you 7:44. Your ridiculous comment about "forcedly elected this past election". You should consider counseling for severe paranoia.
