Council Meeting Video is ready for viewing.
Discussion on the abandoned gas stations. A bank asked the city if they were interested in purchasing the Marathon station on Fourth St that has been out of business for some time..
Casey's is requesting annexation of the property located at 2950 Fourth Street. No further information was given, but is this the location of the old quonset hut outside the city limits? Is Casey's interested in building something similar to the one in Spring Valley in west Peru? Would that be something to be excited about in the Fourth Ward?

Is this one on the far west end - close to the Eagles Club? If so, it might be a good idea for the City to investigate purchasing that property and actually using it as a fuel station for all city vehicles. Maybe even enter an agreement with LaSalle or even Spring Valley and purchase fuel in bulk. It would need to be examined closely, but I would think there could be quite a bit of savings. There would even be savings on just the paperwork and bill payments.
Would anyone ever have interest in learning if the two other power plant demolition shell owners... Contractors... Ever had to get rid of any contaminated materials? Would anyone know where the contaminated material went?
I would love to hear Rodney or Sherry comment on this. But it was probably discussed in closed session.
The paper said Rofney was sticking by his guns regarding this issue, which was discussed in closed session. But what exemption was used to keep a simple discussion about demolition of city property from being discussed in open session? Could either Rodney or Sherry discuss why it was closed session?
3:21. I remember a candidate for mayor bringing this is up, but you wouldn't have to purchase your own gas station to do so. It could be bid out, have one gas station quote you on the best average yearly price, and go from there. You are most certainly correct in saying there would be a savings

In regards to "closed sessions" We discussed...in closed session last month the release of minutes to the public. As I have in the past expressed my approval of releasing the minutes to the public. The majority felt it necessary to not release the minutes due to issues that were still open, and may jeopardize future action.
Regarding the Power House; I can share this with you- "My objection is solely financial. Once the city has ownership, and after the law-suit...I'd be happy to give details of my objection.
In regards to waste removal: Safety to our citizens and community comes first. I'm not sure at this time of the exact location, it's not a secret and sure if you would like specifics your best bet is to contact City Hall as I will be in meetings for the day on Thursday and may not get your answers as fast as you could.
Thank You,
Rodney
Why doesn't the city continue to purchase gas as it has and at the end of the year have a written agreement that a certain % be returned to the city as a rebate. There are many easy fix solutions that the city could implement for savings or items such as a swimming pool/splash pad. Peru has conducted long term business dealings for major expenditures without competitive bidding with TEST, Chamlin, the local hardware store and many others why doesn't the city government ask them to reciprocate with a significant donation toward a swimming pool/splash pad? Possibly Operating Engineers Local 150 would like to make a donation toward this fund for all the work Peru has given it and will give in years to come. The city workers pay their union dues to it also. Has WalMart, normally a contributor to local causes ever been approached by city officials for money for summer recreation?

Thank you. I know of several organizations who have interest are contacting city hall for information about how the cleanup was handled, so I will wait to hear from them. My question to you was simple. What reason was used to justify the closed session.
There are only certain cases where sessions can be closed. From reading your reply, it seems as if the reason was current or pending litigation.
Thanks
6:14 or to discuss city employees inappropriate public behavior would be a reason for closed sessions. Again, why so many closed sessions with this mayor?
the city attorney should know the rules on closed sessions.
My question is don't they ever resolve these closed session situations? If they did they should be made public.
Several call made to the radio station this morning claiming to see a UFO in Peru have now been
clarified. This mistaken UFO is actually the seldom used street sweeper preparing the Washington Park area for the Central States Baseball Tournament.
If you live along 7th street and it woke you up don't panic it will not resurface again until next July 4 to clean up Water Street after the fireworks. For as seldom as it is used this is a very expensive piece of equipment. Could LaSalle-Peru look into a cooperative effort with the street sweeper and similar pieces of equipment? Or better yet could Peru seell the street sweeper and get the seeping done through outsourcing cheaper?
12:29 are you the ambassador of deer spotting?
Can anyone explain why some of the garbage cans have been removed from some of the parks while others remain and have not even been emptied?
Anon 12:29 Presently you cannot lower the cost of street sweeping any lower than it is but there is no street sweeping done either. Not knowing the initial cost of a street sweeper nor the selling price of Peru's it would be difficult to do any cost analysis, but it is good business to analze situations such as this every 3, 6 months or yearly. Outsourcing has been a savior to private industry since the early 1980's. Printing of money and increase of taxes has been a savior of the government forever. It works well for them but not for you and me.
2:23 I am the ambassador of deer spotting. The post you questioned was written by the ambassador of UFO spotting. There is a listing of all the ambassador postings on the wall of the BB gun room at city hall, but you have to be careful because they posted it by the targets.
I believe that's where they are keeping the videos of council meetings as well.
You really can't get any more transparent than that.

I believe the closed session discussion occurred prior to our meeting.
I'm not sure of the exact date but I believe it was in Novemeber, 2012 in regards to litigation.
Thank you,
Rodney
Anon 3:34 Because this is a "Work in Progress"!
The street sweeper will be used Sunday at the airport after the concert on overtime.
Ambassador of deer spotting, I think you should recruit someone to become the new ambassador of concerts at the airport, unless you want to do double duty!
Some of you in your desperate attempt for drama are grasping for straws with the street-sweeper. What's next the dog park? I guess if you found nothing on anything else that matters, the new drama is street sweeping.
Why invest in something and not use it for its intended purpose? Waste of taxpayers money. Shouldn't street sweeper be used after storms so debris doesn't get in sewers? It seems that 11:36 may be a city employee or related to someone who is. This is what I have to say about drama 11:36.
Anon 11:36 Your comment is stupid enough that it smells of coming directly out of Peru City Hall.
The existing manpower and equipment are more than ample for clean steets and upkeep of a dog park. Neither of which is being done.
Presently the streetsweeper is on a all time run as it was not only sighted yesterday but seen again today on Water Street and cleaning Brewery Hill.
What you attribute as drama is normal upkeep and maintenance.
Drama is when the only usage of a city street sweeper which costs in the hundreds of thousands is only used for special occasions such as Airport Concert Sunday clean up, 4th of July on Water Street, 7th Street & Political Row, Washington Park area for the Central States Tournament. Notice two of those days listed are premium time days which the taxpayer is paying for because of poor management. Forget the neighborhood streets where the citizens live they wouldn't miss something they never get.
I live on the east end of Peru, I didn't know we had a sweeper. It hasn't come down my street in over 2 years. Come on City employees, it should be run every day in the summer. City of LaSalle is so clean compared to Peru. Also buy some weed spray and do the curbs around town, maybe you should get rid of some of the kids burning up gas in mowers drop them off in different sections of town with weed spray. Actually keep them busy.
Kudos 12:09 and 12:39! Sounds like something from city hall. I like it that 11:36 read these blogs, truth to them must hurt 11:36.
I've seen that street sweeper in operation. I can't tell if it is doing anything? Does it even work?
11:13 A of DS here. I do not think we need ambassador for the concerts. They apparently already have a High Queen in Excelsious who has taken over rule in the Kingdom.
When asked about the growing poor, she said, " Let them eat Pizza " and nothing else from no other vendor. And then have them clean up.
When asked about the overcrowded and failing schools children , She said, " Let them eat Computers " . Preferably purchased wholesale from a concert sponsor.
When asked about the rabble in the FAA complaining, she said "the have their rules, and laws, and grants. But I have my Harl. Release the cracker"
You cannot make this sh@t up ;)
I live in central peru and the street cleaner comes by our block every few weeks.
Anon 7:33 Thank you for that tib bid of info. 7th st and Political Row have been mentioned previously. As for the rest of Peru their are children born after 2009 who do not know what a street sweeper or a swimming pool look like. With the proficiency that is being displayed in the putting together of the dog station they are probably dogs in town who will never know what one of them looks like properly and fully assenbled with post in or not in concrete.
Who owns the cyclone fence which surrounds the property where the electrical plant was demolished? It is doing a great job of protecting the weed patch which the city is developing. Is there any reasons for this or has it just been forgotten about as has the maintenace of everything else in Peru. The new guy coming to town, P.E.-Civil Engineer-Superintendent of Public Works-etc.-etc.-etc-, is going to have his work cut out for him. It is always harder to follow a num nuts than it is a highly efficient professional individual. The one thing that the nubee will have to abide by is that he expresses no ill about what he is replacing and thanks him for leaving the city in such great shape. This is referred to as politics. Oh he also MUST express that as difficult job as this is he will want the previous occupants phone number to help him out for consulting purposes. This is being politically correct.
What about this fence? Does the city own and if it does when was it purchased and specifically for what purpose? If it does not own the fence where is it being rented or leased from and for how much?
Why is this weed patch even being fenced in?
1:33 I think there is a desire on the city's part to keep anyone from sampling the soils after their environmentally sound coal fired plant clean up.
Too late :)
Probably worried about liability as well , since now it belongs to Peru. It was so clever how it no longer belonged to Peru when it had mercury and lead then suddenly magically it did once they got it all clean. Bet the lawyer is patting himself on the back for that slick move.
And where did all the contaminated soil and fill go? Hmmmmmmm. Nobody knows.
I don't believe the city legally owns that property at this time.
How many business buildings are empty in the City of Peru and how long has each been empty? What was the latest empty building to be filled? Why doesn't the Public Property Aldermens Committee have to give a monthly report on progress accumulated by MRC, Bob Vickrey and the Illinois Valley Chamber of Commerce.
10:42 PM
I think that question would have to be directed to the Finance committee of Ald. Potthoff and Radtke as that seems to their area of interest. They both have supported MRC and IVAC.
Here is your progress report from the city to Vic:
1. Vic offers his services to the city free of charge because he is such an honorable man.
2. City writes a check to Vic for his "free" services.
3. .........?????
Anon 8:31 Whether the city owns this property or not why arn't the proper city officials making sure it is being maintained? Whoever owns it, whoever has the responsibility of making sure it is cleaned up be careful because no one knows what is buried in that dirt underneath those mutations growing above it.
Anon 9:13 I am as concerned with 1.,2., and 3. and alot more. Even if this individual is a unpaid volunteer with a expense account. He is costing us in more ways than one if he is non productive.
non-productive? he is working - for himself!
Anon 10:13 What I mean is that if a person occupies a position with a city similar to Roberts V's but does nothing positive towards it even though he only recieves a expense account he is still costing Peru the amount that someone else would do. As for the expense account how could anyone ever prove what telephone and gas bills etc. were used for so why even debate it.
5:17 i totally agree with you - when is someone going to do something about that issue? someone is always wanting to foia this and that - this has been going on for how many years and none of the city hall groupies have done anything about it.
