The City of Peru is accepting resumes for a part-time Economic Development Staff Liaison. This position will work directly with the Director of Economic Development and assist in the development of short and long range economic development strategies for the City.
Requirements include considerable knowledge of business and economic development and a working knowledge of municipal zoning, infrastructure and planning programs/processes.
Preferred qualifications include a Bachelor’s Degree in marketing, economics, public administration or related field. Also preferred, minimum two years related experience within a municipal, consulting or development environment.

not particularly related to this but... there is a problem when government becomes the predominant employer in an area. I think the Illinois Valley is rapidly approaching that tipping point. When I say government, I mean all government... state, county, municipal, schools. Don't forget our hospitals, which would not exist without government funding. And the construction companies that work exclusively on road and sewer projects.
All in all - I would say just about 50% of all people in a fifty square mile area work for the government.

The reason Harl, Vickrey, and the council deliberately limit the timeframe to accept resumes is because a candidate has already been selected via the usual Peru protacol. That is, through political connections. They limit the awareness of the job opening and therefore limit the number of applicants as much as possible which limits the chances of a truly qualified candidate hearing about the opening and applying. They have had to adapt to a modified version of patronage because of a growing awareness of citizens who are paying attention to the way the system is rigged in Peru. That awareness is primarily due to this blog and the few activist citizens of Peru who expose the Peru way of doing business. Examining the way they had the Peru HR person word the "preferred qualifications" I suspect they have already chosen their candidate and the preferred qualifications were specifically "tailored" to suit the "chosen one". The successful candidate will have a resume that says he or she meets the city's requirements, but I would not trust it. The final indicator that the fix was in on this hire will be the 99% likelihood the chosen will be a Peru resident. That is always the most important pre-requisite set by the Peru establishment officials for prospective hires. Just wait and see if I am correct or not.

Since the council approved the new "part time position which could become full time" - how long do you think it will be before it does become full time? My prediction is before Christmas. I also predict that the name of the individual that has been selected will be very interesting. I already suspect who it is.

You can bet your bottom dollar that The Boss and Bobby V. know one though. Otherwise, why include such that requirement for a part time assistant? I'll answer the why. Because they have already selected the person and it will also be a full time position before the year is over.

Why is the city of Peru creating and filling all these positions when we are having our percentage of the state income tax, reduced by possibly 50% to help solve the budget crisis in Illinois. Most cities are concerned about maintaining basic services and we are hiring people we don't really need.

Does our city have that much extra cash? Now just add an administrator to that mix. Maybe the mayor himself should take a cut in salary to help subsidize new hires.

How many more economic sources do we need and what have they accomplished or better yet not accomplished. We could have a real economic director for less than we are putting out to multiple companies, organizations and new hires.

In reading the job description of the Economic Development Liaison it does not take long to realize that if a person has to be qualified to fill the demands of this job that Robert Vickrey would at best be qualified to be the Assistant of the Assistant to the Assistant of the cousin of the 1st Assistant. Come on Peru Human Resource Director you are describing a part time in job in Peru not a Councilor of the United Nations. Please skip the bells, whistles and cow pie and describe exactly what you want without the puffery.
Everyone should take a through look at the description of this job and estimate at what level of management it rests at and for what money it would pay and judge whether this job description is to make Vickrey seem important in the food chain.

I suspect this new hire will come from IVAC. I say that because IVAC has a new Director coming in which has likely created a power vacuum and some maneuvering amongst all the so-called "ambassadors" who are always mugging for photo-ops in the local fish-wrapper when a Smoke Shop or a Video Poker store open in Peru. There will be a power vacuum at IVAC and the ambassador who has been the most successful at creating political ties to Harl and Vickrey will be the one hired by the city. The successful candidate will have been the most proficient at sucking-up to Harl and Vickrey at every opportunity. It's really quite simple to predict.

How come Peru officers don't enforce the no grass clippings in the street ordinance unless someone calls and complains? I drove up Pulaski St and across 7th and up West St and saw at least a dozen houses that blew grass in the street . These are roads that police drive every day . Can't they stop on their own and write tickets . This is just lazy on everyone's part . Wake up Bernie . You ride along all day too . Think of our sewer systems .

It was very apparent that Bob was being overwhelmed by upwards of three sometimes four calls a day, not to mention the emails. I would say hiring an assistant for him was long overdue. Remember, he is only a volunteer, and very very busy with his many other government jobs.

If you are going to expect important people like him to do work, there is no end to this madness. Interns, lackeys, patronage pupils will be thrown into lives of crime and forced to hang out in vapor parlors and slot machine dives. I personally think every ambassador and volunteer should have a paid assistant, maybe two. The second one could document the progress the first one is making.

I may be a dreamer, but I believe 100 percent employment is possible if the government would hire everyone. I think about many things while sitting waiting for the deer. I could do more critical thinking if an assistant would hold the sticks. If Bob is allowed more thinking time, there is no end to the uses for taxpayer dollars he can come up with. Be positive people!

We cannot expect people as important as Mr. Vickrey to answer his own city provided cellular phone any more than we should expect any Peru administrative assistant to work without their very own administrative assistant. In fact, I am going to demand my employer provide me with an administrative assistant. I will explain the operational strategy which the city of Peru uses and I'm sure my boss will recognize the tremendous efficiency of the Multiple Assistant Technique. Seriously though, if I were to demand my boss provide me an assistant just like Peru provides for every administrator, I would be escorted out of the office immediately never to return. Too bad we can't arrange to have the Peru geniuses (and their assistants) who have perpetuated this scam on the taxpayers escorted out of their offices at 4th and Fulton never to be seen again.

I live on church st. near the school and never see grass in the street . I've seen this posted before and obviously by you who must be a disgruntled ex-employee or someone upset they didn't get the contract. If you have any doubt they're always hear at the end of the week , come see for yourself . Don't try to ruin someone's reputation because you're an angry citizen .

Well nerdwallet, inc. ran the census numbers and they can tell which cities are the best for business? I think our new administrative guru was contacted by this company and after providing a certain level of funds we finished in the top five. Remember those adds for top women of the valley or the who's who books? You told them what to print and they charged you.....then you could go around and say see how important I am, I'm in the paper. I'm in the who's who book........o boy

I just read the article and it amazes me how negative some people can be. A completely independent entity identifies our community as the 5th most business friendly city in the state and the only one outside of the suburban area. Yet the comments here are negative and of course Lois won't post it. The NT gets accused of a "rah rah" article? It should be front page news.

Those of us who work in business and actually produce jobs have known this for some time but nothing will convince a few negative people with a different political agenda.

Peru will continue to grown and thrive. It's just too bad the negativity cannot be turned into people wanting to contribute something positive.

Peru is more "business friendly" than Ottawa? I seriously doubt it. Peru is more business frindly than Princeton, Peoria, and every other downstate city? C'mon 4:26. Should have been front page? Even the Daily Disappointment knew they should bury this "Paid Polirical Ad" in the back of Section 2. This esteemed nerdwallet designation smells really fishy. Vickrey's "canned" comments were scripted and lacking in any real description of Peru's "business strategy" if there even is a strategy. Neither nerdwallet or the reporter ever provided any criteria or basis for the ranking. I can freely acknowledge that Peru is "business friendly". But there is no possible way Peru stands out as any more business friendly than dozens of other downstate Illinois cities with strong sales tax revenues. In fact I will list just one city that I know would crush Peru as being "business friendly" if there ever was a fair comparison done. Ready 4:26 PM? Here it is East Peoria. There is no way Peru is better or more successful in any legitimate category or ranking. Small population, excellent infrastructure, massive sales tax revenues, low taxes, excepetional industrial and manufacturing presence with huge tracts of land for growth. I will not even mention the fact that East Peoria has an excellent and intelligent mayor and elected officials who have something that Peru does not have. Professionals. Peru has amateurs and wannabes in government, and in economic development. I'm sorry, 4:26, but that's the truth. Now that is just a few minutes of consideration for other successful cities in downstate Illinois. I could come up with more but I think I made my point. This "nerdwallet" ranking smells worse than the Peru river bottoms right now. Peeee Uuuuuu. Not Peee Ruuuu. LOL.

If "turdwallet" had conducted a fair evaluation then they must have overlooked that little tidbit of information that caused Unityte to conclude that LASALLE, not Peru is more business friendly as far as Unityte is concerned. If that were not the case then Unityte would certainly have located their recent multi-million dollar expansion in Peru, right? Maybe Harl and Vickrey were not completely accurate in describing the city boundaries to the "nerd" that compiled the rankings. Does anybody (other than me) think it likely that Harl, Vickrey, and most other Peru officials would deliberately distort, fabricate, misinform, coerce, bribe, or just flat out lie to nerdwallet for a more favorable ranking and the associated political gain? I would put nothing past this crew of Peru backslapping cronies and phonys. They are rather full of themselves and Vickrey's comments to the reporter named after a cocktail is proof of that arrogance.

Everyone knows who the connected families are - don't you notice when certain last names are mentioned that people just nod their head in understanding? @11:38--under legals is the daily disappointment several years back I read foreclosure with a name referring to the person to the position in our city. Public information I might add in pure black and white. And I do believe you a are correct in what you stated in your blog regarding not having ownership of a home. But einsteins running the city will say that's irrelavent. What concerns me that is a person with a position and in charge of budgeting, purchasing for our city with taxpayers money had a legal notice in the newspaper. I believe those foreclosures under legal in the newspaper by law have to be printed 3 different times. Just sayin.

Another Friday has come and gone and when I came home from work there was no grass in street in front of Parkside except for from a few houses on the east side of the street . Also there were houses south of the school on church street with grass blown into the street . So tell me again how they "always" do it . Never have I seen it done by them . So get over your grudge against that company or your hatred against one of their employees and stop spreading lies .

the school had a few bad cuts and looked really bad a few times but that was because all the rain and rapid growth. The company who cuts the schools should not be blamed just like no one should blame other companies or the city workers. They just could not keep up.
