Recreation Board Mtg Cancel for 12/11

The scheduled Recreation Board mtg for tomorrow has been cancelled due to the fact that they failed to post an agenda 48 hours ahead of the meeting date. This was the meeting that they were to announce the company who gave us the most bang for the buck, meaning the July 3 fireworks. The bids were in last month as required but the Board has a problem interpreting them and delayed the announcement until December. Looks like it will be at least January unless they get snowed out.

The Public Property Committee  said this summer that if this Board did not handle this by September or October, they would revisit who should be handling this decision. Comments previously were made by this Board that they didn't understand why we had to get this done so early, when March was working just fine for years. This seems to be more of the "this is the way we have always done it".

And might I add right or wrong that is the way this Recreation Board seems to function.

It also seems that the 2 most important meetings we have had since video taping of council meetings started in October, have failed to appear for viewing on the city web site.

It seems as though if the public property committee keeps allowing the rec board to keep pushing back the fireworks bid that it will be March when a decision is made. Why would the secretary (who has been on this committee for many years) fail to turn in the agenda on time? Mr. Ankiewicz, a member of the public property committee, announced this meeting at the last council meeting. Someone needs to give the rec board a hand book to study!

ALL A BUNCH OF FOOLS! NO management by the big "UNION BOSS" mayor. No brains and common sense on commitees. If someone does make sense and have legitimate answers to solve problems and save money they are swept under the rug. Can't wait for 'ELECTION TIME'!!!

The Peru Recreational Board is so inefficient that it would be much shorter to list what they do right in comparison to what they do wrong. Their inefficiences extend to violations of the OMA, city ordinances, and a complete disregard of citizenship. They are so poorly organized and have a complete lack of leadership proven by the fact that they do not follow the ordinance by which they are created-specifically the number of people on the board, length of service etc., etc.

On Sunday, 2 kids were climbing over the fence of the pickleball courts and a third was climbing the bench adjacent to the court and leaping over the fence. Looked like an accident waiting to happen. Alderman A proudly noted," No one's been hurt and we haven't had an ambulance there". Perhaps we have to give an accident vigil 3 years' wait. An unlocked gate is better than a youngster getting hurt. Yes, I shooed the kids at the risk of their complaint.

Those courts should not be locked. It is so wrong, like so many of Harls decisions. Wrong, wrong, wrong. Time to vote in somebody who will do what's right! Mike Hart!!!!!

Hey, if I were a kid playing with my friends in a park and a gate was locked to a court, I'd climb the fence to, to get in. Wouldn't most of us so called normal adults now who were once kids. I'd be pretending I and my friends were rock climbing. How childish to have a lock on the gate for court. I rather see kids enjoying a park(court. Running, playing tag, etc.. In it) than sitting inside watching tv, eating donuts. Nachos, pepsi, and becoming obese. Exactly what is allowed at this park? Baseball? Stickball in court? Dogs allowed? Rollerblading should also be allowed Inside this leveled surface court.

2:51 Pickleball and pickleball only is allowed in this park. Signs say "No baseball" "No dogs" "No rollerblading" "Tennis shoes only" "No bike riding".

Have a complaint about the locked court, call your aldermen, or the mayor. I know Mayor Baker would never, never, never have allowed that gate to remain locked. The current mayor made the decision to close the swimming pool, but he is afraid to unlock the gates of the tennis court. He must be afraid of someone! Remember these seemingly small issues in April, because they are indication of how this city is being run.

I attended the Public Property meeting tonight and the closure of the courts at 28th St. Park and Sunset was brought up. Sunset will be opened up and they didn't seem to know why it was closed. Someone asked how was it that some people were using the basket court behind the locked gate and they said I guess they jumped over.
Then when they were asked about children playing in the 28th street park behind the locked gate which they also reached by jumping over. Ald. A. did not seem to be worried about children injuring themselves by climbing over the fence but only that if they (the city) opened the gates, they would injure themselves on the boards attached to the bolts in the concrete. In fact Chief Bernabei indicated that the city did not need to worry about a lawsuit if injury occurred because it would be the fault of whoever got over the fence when the gate was locked and not the city who keeps the gates locked. I think he is wrong and a good atty. would be all over the city for creating a dangerous situation.

4:46 If you think someone is kidding about all the signs in the 28th street park go up there and take a look for yourself. Apparently when the tennis court was just that you could use it for other activities whether it be pickle ball or just running around on it. Now that it is a pickle ball court no one can use it for anything other than that. I find it amazing that one individual had so much power that he could take a city owned facility, turn it into something he wanted to play, and have this city court become off limits to anything else. Unbelievable!

The police chief seems to know very little about non criminal or environmentall litigation, which is fine if he could simply stop offering his opinions on the matters.

Suing a city hinges on proving they were acting like a private club, or business and in doing so cause injury or harm. Almost every action taken at that park has strengthened the case against Peru, and the city attorney knows it. He just does not believe that the neighbors will take action.

The chief should restrict himself to police responsibilities and leave legalities to attorneys who are doctors of the law.
Peru does have a city attorney doesn't it? He should make the legal decisions for the city just as the state police should patrol Interstate 80 and the Peru Police Department should be limited to the City of Peru.

Didn't the city just settle some litigation regarding a kid near the railroad tracks above Water Street in a place he didn't belong ? Wasn't the city liable ?

Yes 3:13 how quickly they forget. And wasn't just last week when the chief of police made the comment about the kids climbing over the fence at the tennis court? I believe he stated that the city would not be liable because they kids should not be in the court.

Has the CPPD ever realized how many people have paid for lawsuits over drownings when the party had climbed over a fence to get into someone elses private pool?

That statement that someone made above really upsets me because it's true according to our city. And that statement is that the former tennis court is locked because they don't want kids on it because it's for the mostly adult pickleball players. I was under the impression that parks were for families which include kids yet our city parks are becoming havens for signs that read "don't do this and don't do that". They even tell people what kind of shoes to wear on their courts. This pickleball court has caused so many hard feelings and a great deal of controversy that I can't believe our government isn't
looking into a better location for this game if they intend to satisfy those who play. I wish we would put as much effort and work into updating the park equipment used by our children. Many pieces are broken or in desperate need of updating. It's very upsetting the way some of our officials re-act to statements or questions posed to them by regular citizens. It is my feeling that we need to work together not against each other.

The day the recreational equipment was given to Dalzell instead of going to the Nickeloid Park in the southeast end of Peru the Rec Bd should have been sent to Dalzell also. Peru gets to keep the fireworks, the concert and pickle ball. Swimming pool? Splash Pad? Bike path?

It's being stored until next
Spring. They have to measure the park to make sure the equipment will fit.

3:04 You are kidding right? They ordered the equipment without knowing whether it would fit? If that is truly the case that entire board needs to be revamped. What exactly does that board do besides meet monthly? Does anyone from the city oversee them? Do aldermen attend their meetings?
