St John Missouri is pretty darn close to ferguson. If I remember police quiting, chief quit, still not stable. Wonder if that chief is still doing two jobs. The article was from 8 years ago.
The U.S. Census Bureau calculates that Peru has lost 1.8 % in population between 2010 and 2013, so perhaps about 2 % would be correct. I was trying to find other cities in Illinois with a management setup like we have but I have not found this information yet. Any help with this?
A city administrator should have the experience of running a organization, department, business. There are plenty of people that have those qualifications including in house staff, city officials and organizational leaders. Elected Mayors typically are not that experienced with the budgets, personnel supervision, group process, planning, etc. Mayor Harl probably has gained a great deal of experience with those items needed to run a successful city. But what about the next person?
House Bill 245 — Cities don’t have to go out for bids for jobs valued at $50,000 and under, provided the council approves the purchase by a four-fifths vote. (Currently, bids are required for jobs over $20,000.) Filed Jan. 22, 2015, by Rep. Mike Zalewski (D-Riverside). Passed the House 60-50 on March 12, 2015. Rep. Frank Mautino (D-Spring Valley) voted yes.

Great idea. More with less. Peru should try this rather than going out hiring all there bosses.
