Recreation Board is Political
I have had an interest in how the Peru Recreation Board is structured and whether they operate in the interests of the residents?
First and foremost this is a political entity, at least at the present time. I say that because the Mayor appoints members who are then automatically approved by the council. There have been times recently where people have volunteered and the mayor would not consider them because he considered them political opponents so even tho very qualified he will instead find someone who has not put his name in to be on the board and ask them if they will be a member. The term limit although written in an ordinance is not enforced and members continue on until they tire of being there.
From my observation, the rec bd, and Director Lynda Kasik are free to implement summer recreation activities including things like movies in the park, craft activities, tennis instruction, T ball etc. I do not know what the schedule is for this summer. Add the Halloween and Christmas parades and treats and yes the July 4 Fireworks.
With more oversight and direction plus following term limits if possible would help this board do a much better job and more encompassing of the entire community.

Should Public Officials Be Protected from Criticism
This past rather shady election in Peru that took place on April 7, does not seem to go away. I have let it go because it is over. Those that ran and lost seem to have done so too but lots of locals are still upset about the involvement of the currently elected officials that took part in the election. True I have lost any respect I had for any of the officials who took to the streets or to the postal service to endorse their chosen candidates.
This morning I again received a post (not made public) about how evil I was because I allowed people to post anon about what they perceived as unfair and "dirty" politics during the elction season. I am evil because I allow people to express their feelings about Peru politics and publicly name the individuals they are disappointed in who are currently serving us in Peru. These are not rumors they are the truth and that is why you see them here. The lame excuses I have heard about why it was done are just that lame excuses.
Once you become an elected official, you are responsible to the public and not to your fellow officials with whom you have become friends. Some of you will take criticism for a long time and you surely knew that when you ran for office.
I was not personally responsible for the activities and decisions that have resulted in local chatter about you. I am sorry that some families will not let it go also but this is Peru politics.
I also believe in an informed electorate and that means not hiding facts of the election.

Legal Opinion on City Managerial Authority
The Municipal Code repeatedly stresses the distinction between policy and administration
in a manager form of government. The manager “shall be the administrative head of the
municipal government and … shall be responsible for the efficient administration of all
departments.” The manager is given substantial authority to control administration through the
power to hire and fire and authority over the documents that will lead to a budget or
appropriation ordinance. The Municipal Code also stresses the non-partisan nature of the
manager’s role: “He shall be appointed without regard to his political beliefs.” The emphasis is
consistently on the professional skill and managerial competence of the manager. Policy and

The Go Along to Get Along City
Sometime ago, I posted photos of a nasty structure in our neighbors rental unit that was illegally in place and poorly constructed with metal pieces unattached for a make shift roof back in October of 2014/. All commenters evidently thought this was funny and I should shut up and put up with it.
I had notified the proper authorities in the city by email 6 months ago to which they responded that they would check it out and they checked it out and end of story. I asked for help from my alderwoman representative and she said sure she would, end of story never heard back from her either.
So I knew that because i was not the go along get along type of person and the city had no one who had any backbone to ask that this illegal unpermitted structure be taken down I began to visualize the photo taken by someone from the city was sitting on the mayors desk and he enjoyed looking at it, knowing we were annoyed
So Mother Nature intervened and along with the helpful Peru Police Department it was taken care of according to the law which the people in charge should have taken care of and did not and you all can fill in the blanks here. The wind took it off and partially ended up on our property and just thankful it was not a window or a/c or even someone who was in our yard at the time being injured.
Many thanks to those that helped and we know that even though we have payed taxes for many years in this city, we are not entitled to have wrongs righted by the people who are supposed to be doing the zoning and permitting process, Mr King in Peru. So it is really the "go along to get along city". I also know that we are not alone and others have felt the sting of our elected officials who run this city.

Good Government Bill Out of Committee
This bill is necessary for a variety of reasons. First and foremost, every budget that a unit of government passes, every contract it enters into and every meeting it holds is an act that taxpayers are financing and have a right to know about.
I posted the link to the article several days ago and today I am sharing just one of the elements of the bill. The one about "every meeting" strikes home here in Peru because of the huge number of executive sessions.
Will the rules regarding what comprises an executive session be changed and will the people who call these meetings be responsible for frequent reviews of past sessions and will the attorney continue to back them up to keep them out of the public light. In the 6 years that Harl has been in office, closed sessions have become common practice and only something like 6 have been released to the public.

There Was A Message From This Recent Election
Most of the Peru residents did get the message, at least those who actually took an interest in the campaign. Most residents turned a blind eye and deaf ear to all that was taking place.
I do not want to want to hear about the Peru haters, harpies or whatever you like to call those who actually watch Peru government. And contrary to what the current electeds like to tell people, we are an intelligent, well educated, well researched and up to date on all aspects of government group of people who have been proven right most of the time and few times not.
The At Large Election ia few years ago s a case in point where we had the most feared aspect of that in that all the elected would be from one area or ward of town. Currently by law we can have only 2 alderpeople per ward but wards abut one another and technically you could have 2 alderpeople on one side of the road and 2 on the other side and it would all be legal NOW, And as it is now Alderman Payton lives just east of Marquette and Alderman Radtke lives maybe 10 blocks away and Alderman Mueller of the First is just to the east on the other side of Marquette. All are east of 251 and north of Shooting Park Rd.
IMO, the odds of this happening with an at large group are remote because you would have a larger group of people to choose from because you would not be limited to 2 from a specific boundaried area.
Back to my original intent about what I learned from this election in which I participated in no way.
The message is "If you are honest, intelligent and interested in government and in the city as a whole and most importantly are an independent thinker who is sometimes willing to go against the stream, you are not welcome. You can do all the paper work and walk the streets but we will find a way to defeat you. And this year opposition candidates that were not pre approved by the council and mayor found out that they were not only running against the alderman whose term was up but were campaigned against by many of the current seated aldermen and a few others at city hall who were going door to door working for the current alderman and/or sending literature through the mail encouraging them to vote against the new candidate for the third ward aldermanic seat..
Although activity was not illegal it certainly sent a bad message to the community and surrounding area. So if being a part of city government is a goal for you and you live in Peru, make sure you are pre approved or find a different community to live in.

Election is Over
No matter how you feel about the results of this city election, there is a very sad element to it also. Reading through the Ottawa Times election results, I found the statement that county wide only 21% of the voters took the opportunity to choose who will govern them for the next 4 years. So most people do not care who votes at city hall at least in La Salle County and I would not be surprised if the turnout was even lower in LaSalle Peru.
Not sure that the absentee ballots have been counted as of this hour but that figure may also include those ballots.
Most of the residents in the First Ward did not vote for the obvious reason as there was no city contest.
It is Wednesday morning and I have deleted numerous posts that keep referring to those the blog supported. I want to tell and if you already knew remind you that his blog did not support anyone for personal reasons therefore do not waste your time and mine by referring to the candidates this blog supported.
What we did support is right versus wrong and brought to light the wrong when it was done and there was enough of that and but evidently many people have trouble reading or are very forgiving of those who do wrong in order to win an election. We support the right of people to express their opinion in our local news without threatened intimidation and it is evident that many in Peru who voted believe that is OK.
Only 2 out of every 10 voting residents bothered to go to the polls, evidently the remaining 8 do not believe in participating in the electoral process. Not hard to visualize that the winning votes once again came from , family, neighbors,and relatives of those currently in office, of appointed officials, employees, city contractors. Add friends to the group also.

Personal Responsibility in Peru City Government
I am personally seeing that this election has brought out the true side of some of our officials and for some it was not the election but a gradually awareness of how they reacted to questions and finally how they responded to an ordinance they voted to create. Put the ordinance on the books and then when it came to personally following it, it was ignored.
The political sign ordinance is a prime example of how the city council functions. Never in a million years did the people who violated the ordinance a few weeks ago think that they would ever have to be concerned. They made sure the numbers and sizes were exactly as should be because they had to keep someone else in check, you know watch your opponents and forget that maybe it might affect you. The attorney drew up the ordinance and we paid him and evidently he thought everything was ok as it had been discussed for numerous meetings. Ald. Potthoff and Ald. Waldorf by their yes vote agreed that this ordinance was just what they wanted and all the others on the council agreed. In keeping their eye on everyone else and not their future plans for re election, I guess they thought that the ordinance did not apply to currently elected officials seeking re election.
Ald. Perez was initially in violation because his early sign was too big, he was told immediately by the zoning inspector and the size was changed right there and then.
My question is did Ald. P and Ald W deliberately ignore the ordinance and did the zoning officer give them a free pass?
What happened to personal responsibility? I do expect the people I vote for to take personal responsiblity for their actions because that is why we elect them and when they don't, it most certainly shows The last 2 Potthoff signs were actually removed by Zoning Inspector King just yesterday, not Ald. Potthoff.

I expect you to take the same action with Potthoff and Waldorf that you took with Perez. If you re-read your email about the Perez and Payton signs, at the end of that email it states in bold "the city is requesting Perez to remove it from the right of way and reduce its size". To be sure you're not engaging in selective enforcement, I would think you'd want to make sure you fairly gave notice to all concerned. My next step will be contacting the Attorney General for unfair enforcement of codes and favoritism.

The political sign ordinance is a prime example of how the city council functions. Never in a million years did the people who violated the ordinance a few weeks ago think that they would ever have to be concerned. They made sure the numbers and sizes were exactly as should be because they had to keep someone else in check, you know watch your opponents and forget that maybe it might affect you. The attorney drew up the ordinance and we paid him and evidently he thought everything was ok as it had been discussed for numerous meetings. Ald. Potthoff and Ald. Waldorf by their yes vote agreed that this ordinance was just what they wanted and all the others on the council agreed. In keeping their eye on everyone else and not their future plans for re election, I guess they thought that the ordinance did not apply to currently elected officials seeking re election.
Ald. Perez was initially in violation because his early sign was too big, he was told immediately by the zoning inspector and the size was changed right there and then.
My question is did Ald. P and Ald W deliberately ignore the ordinance and did the zoning officer give them a free pass?
What happened to personal responsibility? I do expect the people I vote for to take personal responsiblity for their actions because that is why we elect them and when they don't, it most certainly shows The last 2 Potthoff signs were actually removed by Zoning Inspector King just yesterday, not Ald. Potthoff.
Does it feel like we need to start fresh in this city?
