Petitions Had Enough Signatures to Place The Change in Government on the March Ballot

Over 400 people signed the petition to put the change in Peru Government on the March Ballot.  Meaning now it is up to all of you voters to determine if you wish to move forward with the reduction in aldermen, one per ward and 2 at large.

Expect some head to head match ups with current alderman since under this alderman have to declare if they are running city wide alderman or a ward alderman prior to election.

Also, heard WLPO reporting on Perez asking Harl to "take a leave of absense" at last night's meeting. That must have been just a little awkward. It is predictable that no other alderman had anything to add to the discussion after Rodney's request.
Mark my words people of Peru,
this scandal investigation is going to be "squashed" by the other aldermen immediately after the judge provides them with his phony-baloney report. They can't wait to get this over with because it is a negative reflection on all of them. My prediction is that
they will spend one meeting explaining it all away as "poor record-keeping" or a "harmless mis-understanding" and Rodney Perez will be the only alderman who will continue demanding accountability while the others do "nothing" except pray that the scandal does not keep them from being re-elected.
Nothing will change, and there will be no one held responsible for theft of taxpayer dollars.
That is the Peru way, and none of this will change until we replace the majority of do-nothing aldermen on that council.

The Township Clerk came to my house to sign a petition to eliminate Alderman positions in the City. In the name of cost saving and the lack of work these positions carry. We signed the petition and afterward discussed the job of the Township Clerk in which is paid $25,000-$30000 for 30 minutes of work a month. The position was elected as a gift-in-kind for the work as Campaign manager for the Harl for Mayor. Next time he stops over our house to sign another petition I hope its to reduce his salary for those 30 minutes a month with a governement unit that provides nothing.

Unfortunately, there are influential people in the Illinois Valley that view government as a source of personal revenue. This is true across the entire spectrum of our local governments from townships to the county board. From schools and fire departments to parks and libraries. Cronyism abounds and the line between business and government is blurry. I think it is going to take drastic changes to put an end to corruption in the Valley. It is unfortunate that the Fourth Estate is non existent - there is nobody willing to "rake the muck" other than private citizens with limited resources. The funny thing is that these people don't even do a good job of hiding the corruption. Be it gambling or street contracts, it is an open secret that everything is rigged.

would someone please tell me how money the city wastes on letting city employs takeing trucks or lawnmowers or big dump trucks home for lunch ? the person i'm talking about was parttime , but is still working this winter . does this mean he's fulltime now ? i think the city would save wages and fuel and wear n tear if they punch in and out for lunch too. and drive their own vechiels home for lunch . lets save the tax payers of peru some money . thank

I can update you on the ice skating rink. Oglesby's is up and running and kids are enjoying it tonight. Peru's?? Not sure if it's even cleaned off yet. It's definitely not being used tonight.

This is so symbolic of our Peru government. The rink is almost 1 year old, never used and certainly never cared for. If the rink was for someone SPECIAL like the one person who was offended by smoke when he was frying his Thanksgiving turkey and immediately a new ordinance is passed to not allow leaf burning on Federal Holidays. This is such a joke I cannot believe it was made into an ordinance. It sure makes me wonder who the special person is that ALL of the aldermen jumped on the band wagon. But the ice rink is a so what thing, I asked 2 aldermen last night and neither knew or seemed to care what happened with the rink. Genuinely ticked off about the attitudes in government in Peru.

City of Peru, WAKE UP. It is not the Aldermen quantity that is wrong in the city. After all do you think by reductions of aldermen it will serve our neighborhoods better? Don't be self centered , think bigger , for the entire city not the POWER of the few.

What we need is to have Mayor Harl take a leave of absence as Ald Perez stated (everyone suspects Harl to be guilty of wrong-doing) and then we need to make the necessary changes with getting rid of him with a respectful person through a special election before our city decays from within any further.

Your characterization of Mr. weberski is not only unfair, it is thoroughly inaccurate. Since i know Steve personally, I have been able to ask him directly about Peru Township. Without people like Steve who are not afraid to challenge the system, you have "no chance" of changing anything.
I suggest you contact him directly with your concerns about Peru Township salaries, duties, or anything else on your mind. You are citicizing a man who is demonstrating that the best way to facilitate change is from the inside out. Give him a call and meet the man you think you know. We should be trying to convince the county that the township format is no longer necessary. That way we can get rid of all the useless townships in this county, restructure the county board to the commission form, do away with all the "highway districts" and redundant employees, and drastically reduce the size of the county board. But that will never happen. There are to many people that get their income in do nothing elected jobs. To many stuffed shirts "In the Valley" passing money out to their cronies in the construction business. There is no desire for any kind of consolidation of services. On the contrary - all of our elected officials want to expand their fiefdom. Can't wait for LP to ask for a new school - why not, everyone else is getting one.

The union blown up rat is up at crazy D'd with two guys guarding it. One piece of equipment on site and nobody is running it nor is anybody else up there besides the two security guards rat guarding. This was at 12:15. Hey security guards if you had children and grandchildren and they needed and were qualified to do the job up there working for a company, but were unemployed because only union guys got the job and your children/grandchildren weren't in a union, would you be standing out there?? If you would answer yes, I would say to you, that's pretty sad!

Another winter is upon us and still we have no ice skating rink for the young and old alike to enjoy. Can someone please tell me why Oglesby (which has the same rink as we do) manages to get their's up and running and we can't even put it up right? Couldn't someone from city hall pick up the phone and ask Oglesby for help? This will be the third years we're attempting to put up a rink. The 1st 2 years bombed out. Looks like we're in the same direction this year.

I'd like to see a work study on what every employee does everyday. Private businesses do this from time to time. Besides identifying daily activities and inefficiencies, it is a good way to evaluate what actually needs to be done. For instance, you might find you have three employees doing exactly the same thing at different times. You may also find that some employees are doing things that do not add value.
However, that requires management. Peru does not have management. Peru employees just show up and do things that look important to them and react to whatever emergency comes up. That is a good way to waste time and loose assets - like trucks :)
Perfect example - PERU spelled out in rocks on the hillside at the old dump. Total waste of time.

Anon 7:47 I highly doubt that Mayor Harl is going crazy about all the people who signed the petition. In his campaign for Mayor his biggest promise was "Change in 2009" and upon being elected Mayor his greatest difficulty was the lack of respect from the city council and certain appointed public officials. He fired the Building Inspector the newly elected Treasurer refused to fill the position he was elected to, choosing to finish out his term as the oldest alderman for his last two years.
Now,five years later, he is seeing the change he promised taking place by a independent group of concerned citizens who sincerely are taking a leadership role to make Peru a better governed city to live in.
By now Mayor Harl may be realizing that this group has the determination and honesty to take a snowball and roll it out until it is a snowman representing CHANGE of 2015. A change which was promised to be started in 2009 but now ,2013 thru 2014 and 2015, has been started and will be carried forth to provide many new and better ideas to move Peru forward. The thoughts for a city manager or administrator are apparent.
How do you feel about this as a idea and what particular thoughts do you have for the overall improvements to be made in and for the City of Peru?
I would also like to see a State of the City message delivered and quarterly presentations made that would be a open meeting discussing what is presently being processed in Peru, what is being driven for in short and long range planning and what present topics are being worked on. I am sure a better informed citizenship would participate and make for a better Peru. If you remember most of these ideas were promised in the campaign of 2009 by the than candidate and now presently His Honor, Mayor Harl. The one change that we have seen is himself and I cannot say it has been for his betterment. Or maybe what we have now has been the real him all along we just weren't smart enough to know it.

They took their position seriously and worked not only for the betterment of Peru but they also listened to and cared about the citizens they represented. I heard that the Illinois Bar Association has a website that anybody can go to and fill out a request for the association to look into cases being it a judge or attorney when a person feels their case was mis-handled through the system. Documents can be sent with forms from website. There is also a website where names of attorneys are listed that have been disciplined or disbarred by the association. I know a person who is going through this process now, that has to do with a case in LaSalle County. How is the payroll investigation going?

I still do not understand Harl's real reasons for that 9:10. Combined positions to reach a $84K. When ESDA co-director was $1,900 a year. Safety officer was already in a position wasn't it? Building/code enforces position is a absolute joke. fire-chiefs position was $10,000(approx.) a year. People should do the math 9:10. Didn't Harl mention his frugalness? How about a basic 101 math class. Agree 100% .

9:10, Harl combined many small positions that only deserved small salary compensation, to try and fool taxpayers to why a salary of 84k was needed. All alderman should have questioned this even Alderman Perez. This package of positions is costing taxpayers $50k approximately a year more now , then how it was prior to Harls appointment. True? Take a look at the salary for the fire chief of Springfield Illinois and the salary for our fire chief. For managing hundreds of employees, multi-million dollar budgets, and multiple fire stations the Springfield chief is only making about $20 K more.
That is the problem "In the Valley." Our government officials only view government as a way to make money for themselves and their friends. It is not just Peru - However, Boss Hogg learned the ropes fast and he is scratching lots of backs.

A signer may sign the petitions of one established political party for the Primary Election and one new political party or independent for the subsequent General Election.
[10 ILCS 5/10-3]

Petition signers must be registered voters in the political subdivision in which the candidate is seeking nomination or election.
[10 ILCS 5/7-10, 8-8, 10-2, 10-3, 10-4]

Please go watch the 12/16 meeting video on the city website. Watch Alderman Perez discuss spending the money for a structural change for pickleball and a fence for McKinley Park. He sails right thru and when the mayor asks for any discussion, no other alderman asks questions. Then Harl asks why Perez' committee agreed to spend money for these projects. Harl is concerned about $6,000 and $5,000 expenditures for the kids? Perez got unanimous aye votes from the council, which reminded me of how things were when His Highness first got elected. It was him against the council just as it was at this meeting. I think Perez could have asked for a swimming pool and the council would have agreed to it, just to spite Scotty!

Is it asking too much of the Township officials to start doing their jobs of providing aid for the many in Peru that have housing problems, food shortage, heating bills? Instead they have placed a priority into getting signatures for a some petition. To much politics from the group and to little effort on helping those that they were elected to help. Utilities cannot disconnect power during the winter months. HUD has several programs to pay the utility bills for low income people. Those that are receiving assistance (LINK, Section 8, etc.) should already be briefed on these programs. The 11:31 comment is unfounded and simply meant to instigate discontent. Or... maybe 11:31 is talking about the people that have the means to pay their bill but are consistently 60 to 90 days late because they don't know how to prioritize.

Too much assistance from the Township? Now that is funny. Last article in the news was that the Township was known for the least amount of aid and the highest salaries. And nothing has changed, salaries for the Township officials will only have a modest increase. Not bad for the Township with the highest salaried positions to take only a modest increase. I am not saying its wrong to get rid of the City Council. But its better PR to have Township officials work on this petition drive while not focusing on their own lack of action as a office holder for the Township. While assistance awaits and high salaries continue.

There are two basic limits to cutting off someone’s power under Illinois law. One applies whenever it’s cold, the other during specified “winter” months.

The cold weather law absolutely prohibits disconnections whenever it’s cold. The winter rules restrict, but don’t absolutely prohibit, disconnections between December 1 and March 31.

The two separate laws take into account that cold and winter aren’t always the same thing. It’s not always cold during the winter, and winter isn’t the only time it gets cold.

The cold weather law prohibits cuts whenever it’s going to be 32 degrees or colder. If the “official” National Weather Service forecast says it will be 32 degrees or colder at any time during the 24 hours after a scheduled cut, or over the following weekend or holiday, your power can’t be cut off. That saves you from being stuck in the cold without power.

This 32 degree rule applies year-round, so it prevents power shut-offs during any cold snaps in September or May.

Special “winter rules” apply to any disconnection a power company wants to try between December 1 and March 31. Fortunately, many power companies just don’t do disconnections during those winter months, since they don’t want to mess with watching the forecast. But if they really want to disconnect you in the winter, and the weatherman cooperates, power companies then have to give certain notices and offer a deferred payment plan before shutting you off.

A deferred payment plan gives you a chance to avoid disconnection by giving you more time to pay. It’s a written agreement that requires you to pay off your back bill over time while paying your new bills on time.

If you miss payments after setting up a deferred payment plan, the power company has to let you catch up on your payment agreement before shutting you off. That’s called reinstating, and means your payments on both the back and current bills get completely back on schedule

It’s important to note that these laws don’t apply to power cooperatives, or to municipal power companies. Co-ops and city utilities can follow their own rules, but they’re generally unregulated by Illinois law.

Two final tidbits from the utility regulations: Your payment isn’t late if it’s received within 2 business days of the due date. And if your payment is late, you’re entitled to one waiver of late fees every 12 months.

The trouble is, the OLD-School Peru "movers and shakers" have solidified their position so firmly that you either have to make a deal with the devil to be heard or wait for one of them to pass on. I'm going to be honest here so don't jump down my throat. The economy in the "Illinois Valley" has fallen apart. The voting base is predominately retired. This new group of retirees is a selfish group. These "Boomers" can't hold a candle to their parents generation. The "Boomers" inherited the most robust manufacturing economy ever and sold it off to China to save $2 on a shirt. The "Boomers" created the welfare state. The "Boomers" are responsible for "pay to play" in politics. Look at how the retired "Boomer" votes - They vote to get things from government. Look at our roads and utilities - the "Boomers" destroyed the greatest highway system in the world. Our cities are falling apart because "Boomers" are "living on a fixed income" and should not have to pay taxes. So the largest generation is living off the backs of ever decreasing young workers - making us pay for their "hurry canes", viagra, hoveround scooters, and catheters. I had a day off last week and decided to watch some day time TV - my god, is there no end to the medical products that "you don't pay a dime for, we will bill medicare directly"!!!
Back to the point - Peru voters are set in their ways. They are OLD and vote for OLD people that have not had an original idea since Carter was in office. Every time a young person tries to get involved - they slam the door shut becasue they are afraid of the NEW. The "Booomer Voters" want everything the way it was in 1976! Beer Gardens, Fireworks, Baseball Games, and shopping at KMart. The last of the baby boomers was born in 1964 - so we got to put up with their crap for another 50 years possibly!

Anyone who believes there should be a free global market has no common sense. Our elite economist have made this country into an economic mess. There will never be equality in a free economy. Countries do not play by those rules. All working Americans should unite. Our economic ememy is China, India, and many more. There is no EPA regs, no work comp, no min wage, no OSHA, and many more regulations. When Bill Clinton passed NAFTA, then the American company exodus started to explode. Bush did nothing. Obama debated Hillary on this and has done nothing too. We need to stop bashing the American worker over who is union and non union.

Baby boomers paid into social security their entire lives and will be lucky to see a dime of it by the time some of them retire. Make Congress pay into Social Security and see Social Security rebound in no time.

Ok, will attempt to repost. Baby boomers have paid in all this time with the expectation of getting some of that money back via AS benefits. Yet this same group is taking care of elderly parents, kids and grandkids moving back home, free babysitting, extra grocery bills, supplying insurance and transportation.. What about those out there now that prefer to party or play video games all night, sleep all day and then can't get up for a job? Baby boomers? They've paid their due.

Does anyone remember the Peru High Society Youth Center and the Lady who was in charge of it. Very determined Lady she was. One time a Member of the PPD placed a overtime parking ticket on her automobiles windshield. Upon finding this overtime ticket she went into the local pool hall and purchased illegal gambling tickets. She than went to the Peru Police department and threw the parking ticket on the desk in front of a police officer followed by the illegal gambling tickets telling the police officer "I'll pay this (parking ticket) when you take care of these(illegal gambling tickets)". This took place approximately 50 years ago and state and federal plus city laws were in effect before than and have always been since. Now you inform the blog that new laws are going to be made when the old ones have never been enforced by any level of government in Peru for any permanent time frame.
Sincerely, analyze the history of the situation since the original owners of the pool hall it has been owned by three different owners and the same illegalities are still in existence as they are at several other locations. All levels of law enforcement are aware of these location, drive by them several times a day and do nothing about it for all these years and yet you think that participants who write about the long lasting corruption should have a fear of laws that are not even in existence when existing laws are not enforced. Normally, with a question mark? It is thought that this also would be associated with someone getting a payoff. After all these years those who have made fortunes off of these illegal activities should build a swimming pool for the City of Peru with a small share of their enormous bankrolls. Most have no clue as to how much money is involved and who is involved.
