A relatively unpopular Mayor easily raises campaign funds far in excess of the Mayors in similar nearby towns. Donations flow from those with special interest.
That generally means that a Mayor belongs to those interests, and not the people of the city.

I definitely can't argue with that. Just look at all the Republican SuperPACs and all the money being poured into them. Hell, the Tea Party doesn't even really deny being owned by the Koch brothers anymore.
