Interesting FACTS about SUMMER HELP IN PERU
Three years ago there were plenty of complaints about the number of people on the payroll during the summer months and the administration was accused of padding the payroll for votes. It was time to make the city more accountable for the extra help they hired, so you may be interested in knowing that did not happen. According to information provided last year there were 22 employees on our summer staff, 6 lead men, and 11 former pool employees who were placed throughout the city for a total of 39. While their wages per hour may not be out of line when you total their combined wage/hour it becomes $348.75. Now, if they only work 6 hours per day that's a total wage of $2,092.50 x 5days per week = $10,462.50.
This year we have on our summer payroll 35 kids plus 6 leadmen for a total of 41. Their combined salary/hour is $369.83 x 6 hours/day = $2218.98 x 5 days/week = $11,094.90.
These numbers are telling me that even though we eliminated the pool we did not eliminate the 11 former pool workers and actually added 2 more to the payroll. Now, if there is enough work to keep these employees busy I have no problem with hiring them but I have heard too many complaints about work not being done and a lot of riding around town on gators and lawn mowers.
HELP! HELP,HELP!! HELP, HELP, HELP!!! I understand that Mayor Harl stated that the Public Works Dept. has taken a cut of over 30%.
I don't know if he is figuring in the cost of all the employees who took advantage of the early retirements or not. I do know that the promise that they would not be replaced has been broken.
Now I find that every time I attempt to subtract this years summer help payroll of $11,094.90 from last years summer payroll of $10,462.50 I have a meltdown. Last year was the year that the summer help was hired and than the decision was made not to open the pool but the manpower of summer help was allowed to stay the same as if the pool was open. This year the administration knew they were not going to have a pool but the manpower still increased from last years 39 to this years 41.
I DO HAVE A PROBLEM WITH THIS TYPE OF MANAGEMENT AS I PAY TAXES IN THE CITY OF PERU!

La Salle I believe has hired less then 6 kids for summer help.
Does the grass grow taller in Peru than in La Salle ? Why does La Salle get the job done with so few kids vs Peru ?
Is it the Mayor Again, one (Harl) that spends like crazy and the other(Grove) that is frugal and wisely running a city within the boundry of a conservative budget .
could someone verify exactly how much summer help La Salle hires, please! Did you know that we have 3 people who work for Test and 1 that works for the Airport? And, yes, we pay their wages.

Once again, mis-information, just like the cost of the hotel that the City supposedly paid for! The city pays the employees that work at the city owned water treatment plant and the city owned waste water treatment plants. TEST does NOT pay these employees nor are they responsible for them. They are there to mow grass and do VERY light duties, i.e. painting, cleaning. I would imagine that BOTH the airport and TEST had NO say in whether they got the employees or not!
Right there are 4 employees the city can save on. At $9.02 per hour, that's $288.65 PER day that can use to pay some of the city's bills. Close to $9,000 for a 6 week gig certainly can pay some bill, somewhere the city owes!
8:49 I did not say that Test paid our employees. As a matter of fact I said the opposite. I don't know who you're talking about that is paid $9.02/hour. And yes, the employees assigned to Test are supervised by Test employees.
What needs to be pointed out is this, TEST is obligated by it's contract with the city to perform all mowing and groundskeeping at the water and wastewater facilities. The
city is obligated to supply the mowing equipment, not the labor.
TEST should not be allowed to use summer help for these tasks at the city's expense. As a matter of fact, TEST should not be allowed to utilize and supervise summer help for any tasks or duties for which they are contractually responsible.
TEST is at fault for not abiding by the terms of the contract and city leaders are equally at fault for not holding TEST accountable for the mowing.
If TEST is not going to provide the services they agreed to in the contract there needs to be an amended agreement and a cost reduction for the city. Taxpayers are paying TEST for the mowing and upkeep at city owned faciliites and at the same time providing the labor and equipment to do the work. This is just one example of how TEST has been allowed to take advantage of it's relationship with the city of Peru. This situation was not only allowed but encouraged by past elected officials. Most notably Don Baker and Jack O'Beirne.
The only real question right now is will anybody make an effort to correct the situation?
Please someone find out from La Salle how much summer help they hire - not including the pool personnel.
A very reliable source has finally provided us with the information about La Salle summer employees. We have been told they hired approximately 18 - 20 students and that includes all the workers for the pool. If we assume 1/2 of these students work for the pool that leaves 8-10 to work for public works. That's 1/4 the number of workers we have on our pay roll (41) and 1/2 the cost per week for summer help. Do we have that much more work than our neighbors do?
8:28 Sure we have more work than our neighbors. Our grass grows faster, we have TEST and they don't, we have a airport to keep up and they don't.
No we don't have that much more legetimate work for summer help than LaSalle in fact since we don't have a swimming pool we have quite a bit less.
Let's get some direction from LaSalle on how they manage their public works dept - full time and summer help. Does Peru Pulic Works Dept utilize a time clock for full time employees and summer help. How does a employee account for his work day - detailed time sheete keep up by each time frame, starting time, work assignments and work completions, break and lunch times, days ending time - or is a time sheet turned in that states 8:00-4:00 for the day. Are city employees being oriented to want to work or are they simply putting in a day? What methods of motivation are being used to show appreciation of a good days work besides a pay check? Are our employees getting a opportunity to express their needs and concerns or is there a communication gap between the administration and the employees. Are all safety and modern devices being purchased to the needs of our city employees?
Since the city employees have joined Local 150 is the city encouraging them to get the professional training which is available to them? If the answer is yes how many of them have rec'd it and this is out of how many employees in what length of time.
Before we as citizens who have never worked for the city jump to conclusions it would only be fair to city employees and city administrators to speak to them and get their sides of the story.
I have heard that certain summer workers can leave work to go to summer class a couple times per week and are still being paid for the full day because their supervisor Russ allows it. Can anyone look into this?
I think Peru, hires to much summer help. They also pay young teenagers way over the min. wage. Why?? Mimumuim wage should be sufficient for the summer help. Anywhere you get hired for the summer, you are paid min. not what Peru is paying. Thats why we can't get out of debt. And why do we need 41 summer help people. Do the regulars get to sit around and watch them work. It sure doesn't look like it. I saw 5 gators and tractors all come down the street, last week. Where were all 5 at the same time?
What is minimum wage? The 5 gators and tractors following one another are a common sight in town.
It was 8.25 last summer and I don't believe it has gone up. We have seen the 5 gators traveling together also.
I really don't believe that the summer kids are the problem. I see the problem of the supervisors who have been hired to do the same summer job as the kids and are paid almost double the rate, because they are loyal supporters of the Mayor. Do retired guys from the state really need these city jobs and why would the city hire retired workers? Can a 16 year old cut the same grass as a pension consuming adult? I would think so. Give the young people a chance.

Does anyone know who determines how many kids we will put on our summer payroll and who approves their hiring (besides K. Reese) I'd be curious to know who came up with 41 and who determined where they would be placed within the city.
